‘Welfare dependency’ has become a key term in policy debate in the United States and, more recently, Australia. In this article I explore the intellectual origins of the term, looking specifically at the writings of George Gilder and Charles Murray, two commentators whose (often polemically presented) ideas were influential within the Reagan Administration and have been at the forefront of a conservative renewal in welfare debate generally. Although others have subsequently refined some of their arguments and proposals, the authors' central claim that welfare causes dependency and thus unemployment and poverty – and that welfare reform therefore needs to focus on changing the behaviour of welfare recipients rather than providing employment opportunities – has had a lasting political impact, in Australia as much as in the US.  相似文献

In Australian welfare reform debate, a range of approaches and policies has been advocated. Regardless of their diversity, I argue that the debate has an unnecessarily narrow framework resulting from the widespread acceptance of at least three welfare reform myths. First, is the idea that the current system is anachronistic and in disrepair. Instead of this narrow focus on welfare policy, I argue that the welfare reform debate must be widened to include other domains of public policy to involve a ‘joined up’ approach to addressing poverty and disadvantage. The second myth is that welfare recipients need to be the focus of policy attention. Policy reforms focus on changing the behaviour of recipients and their communities. Because structural changes underlie increased benefit receipt, such reforms will only have minimal consequences. The third welfare reform myth is the false notion that the current welfare system lacks obligation.  相似文献

Julian Le Grand has argued that a key component of welfare reform involves changes in the assumptions about human behaviour which are embedded in social policies. Policy assumptions have been transformed from espousing a belief that social service providers act as well-intentioned knights and recipients as passive pawns, to a stance in which all participants are regarded as self-seeking knaves. These ideas are particularly pertinent to policy developments concerning financial obligations for children, and this paper examines these issues in relation to child support policy in New Zealand. It highlights the evident and inevitable failure of this policy to meet its primary stated aim of revenue generation. In New Zealand this failure is compounded by the creation of parallel systems for dealing with children and families, one for financial obligations and the other for care and development, which are founded on diametrically opposed assumptions about human behaviour and capabilities. This confusion is symptomatic of a wider failure in government policy towards families in New Zealand.  相似文献

This article reports on a study of the welfare reform trajectories of two countries that are often identified in the literature as having institutional patterns of the ‘social protection by the other means’ approach. It is questioned in the article whether these two countries have undergone a converging reform trajectory against the increasing forces of economic liberalisation and whether their distinct ways of doing social policy have now come to an end. It argues that while both Australia and Japan have followed a similar neoliberal path in their social policy reform direction, the forms and patterns they have taken to follow have been distinct, largely aligned with the existing structure of social protection in each. Distinctive strategies of welfare adopted by each country have led to a divergent pattern in their way of doing social policy.  相似文献

This paper explores the rhetoric behind the Labour Government's welfare reforms. Recent publications and statements emanating from the new administration indicate the extent to which Labour feels comfortable with notions of communitarianism and stakeholding. The influence and (potential) impact of these two concepts upon welfare policy is explored through the works of Macmurray, Etzioni, Hutton and, in spite of his departure from Government, Field. The paper argues that in attempting to create a welfare system based largely on conditions of work, set firmly within a framework of self-help and individual responsibility, Labour's reform agenda is concerned with the establishment of a new moral order for welfare in which individuals are urged to "do the right thing": that is, to take control of their own welfare and ultimately to be responsible for meeting their own needs whenever possible. The Government presents this attempt to forge a welfare settlement between the individual and the state as both new and inclusive. However, it is concluded that such claims are contentious as the Government's "new" approach echoes old individualistic ideas about the causes and solutions to poverty, and may also result in the exclusion of some citizens from publicly financed welfare.  相似文献

This article examines poverty and welfare provision in early twentieth-century Beijing as dialogue and transaction between the city government and the urban poor. Earlier studies of the Chinese urban have tended to emphasize the material aspects of urban development, and the efforts of planners and city governments to modernize China’s cities, rather than the human experience of the city. This article draws on the extensive archives of the Beijing Municipal Government Social Affairs Bureau to extend our understanding of the experience of poverty and the agency of the poor. The archive confirms that Beijing’s growing and increasingly formalized welfare institutions were designed to discipline the poor as they alleviated poverty. However, the correspondence between applicants for welfare and the Social Affairs Bureau also reveals that the poor often approached these institutions instrumentally and assertively. Recourse to the welfare institute became a livelihood tactic, a claim on the authorities in pursuit of which certain sub-groups within the poor mobilized intangible assets, from social networks to understanding of the intended terms of the system, to sway the terms of their engagement with the authorities in their own favour.  相似文献

As there are a number of high‐profile public inquiries into child death tragedies, ‘information sharing’ has now become a moral and political imperative across England and Wales for improving the welfare and protection of children. This paper discusses multi‐agency information practices, at the stage of referral, which were observed and documented in the day‐to‐day practice of child protection work. Drawing on transcribed, professional narrative accounts, a ‘jigsaw’ metaphor is used to describe the process of piecing information together to ascertain a ‘full’ picture of children and families lives. However, these accounts highlight that there is something of a mismatch between the jigsaw, as articulated in the conceptual abstract accounts, and jigsaw practices operating on the ground. It is argued that abstracting professional information practices from situated contexts creates impoverished understandings of these practices. Thus, reported findings in this paper highlight the inherent complexities of jigsaw practices in the ‘everyday’ of child protection work, which challenges objectivist assumptions about a stability of meaning, and further highlight that the ‘endpoint’ of reaching a ‘full’ picture of a child's life is not fixed, nor does it have the same meaning for all professionals, but rather it is a complex process involving sense‐making, translation in context and organizational relevance.  相似文献

This article traces the development of a community work project sponsored by a voluntary welfare agency. The context of its birth is outlined, as are the struggles it encountered during its operation. These struggles hinged on questions of accountability to the local community and the resistance to this concept from the sponsoring agency, resistance which led ultimately to the demise of the project. Community work has been regarded at times as the ‘radical’ form of social intervention, the means of working for dramatic social change in society. Whether or not it can be that, it certainly need not be. The events to be related here concern a welfare agency of essentially conservative orientation seeking to redefine its role within the changing welfare environment of the 1960s and 1970s. In the event it was quite prepared to embrace the outward forms and codes of community work, so much a part of the new welfare ethos of the Whitlam era, while maintaining unaltered its conservative orientation. For its field staff, however, the situation was hot so easy. Themselves influenced by the thoughts and practices in community work, they found a real tension between accountability to local community on one hand and to the sponsoring agency on the other. Conflict was inevitable. It was only when the agency was faced with demands regarding community accountability, a concept cutting across its traditional practice and presenting a perceived threat to agency autonomy and control, that it moved away into other, safer directions.  相似文献

Welfare reform both in Australia and throughout the OECD invokes various moral principles. These are articulated in arguments about ‘consent’, on both a micro‐ and macro‐level, and the ‘mutual obligation’ that ostensibly arises from consent. There are also frankly ‘paternalistic’ arguments, whether weak or strong, to the effect that forcing people into work is good for them. A critical assessment demonstrates that none of these arguments can justify the kind of welfare reform which is currently mooted. The real aim of such reform seems instead to be simply that of ‘clearing the welfare rolls ’. This has worrying ethical consequences.  相似文献

During the 1990s, the notion of "social exclusion" has given a new impetus to the debate about poverty and disadvantage. This paper assesses the extent of conceptual reconfiguration that the concept of social exclusion involves and the implications for empirical research and policy evaluation. It proceeds to examine critically the extent to which current notions of social exclusion risk neglecting patterns of inequality in the wider society. It concludes by arguing that the globalization of our market economies is tending to erode the support which more advantaged groups are ready to offer and to force retrenchment of the formal welfare organizations on which the poor can call. In a global economy, moral solidarity with the disadvantaged atrophies, and the national communities within which the postwar welfare states were built no longer serve as the focus for good neighbourliness.  相似文献

This article analyses the patterns of reform in care policies in Bismarckian welfare systems since the early 1980s. Based on a comparison of France, Germany, Belgium and the Netherlands, the article shows that these reforms share similar logics and trajectories, which can be explained by the shared conservative and corporatist traits of Bismarckian labour markets and welfare state institutions and their impact on labour market adjustment possibilities and preferences. Indeed, we argue that care policy reforms have been very closely linked to specific employment strategies, and the politics of welfare without work and subsequent attempts to shift away from such a labour-shedding strategy go a long way in explaining both the nature and the timing of child- and elder-care policy reforms in Bismarckian welfare systems. The article also shows how a focus on promoting ‘free choice’ in all four countries has justified the introduction of measures that have simultaneously reinforced social stratification in terms of access to the labour market – meaning that some women have much more ‘free choice’ than others – and weakened certain labour market rigidities. To conclude, we argue that care policy reforms have provided a backdoor for the introduction of labour-cheapening measures and for increasing employment flexibility in otherwise very rigid labour markets.  相似文献

A critical review of the current status of low-income women reveals how patriarchy, violence, and discrimination mitigates against their employment and contributes to their poverty. Myths that fuel prejudice against the poor have led to public policy and welfare legislation based on individualistic rather than structural assumptions about the causes of poverty. Research on the effects of welfare reform reinforces the conclusion that changes in social welfare and policy are necessary for income parity and improvement in the employment opportunities, access, and status of low-income women. A human-capital model and recommendations for macro-level changes in public policy and programming that address the systemic causes of women's poverty are presented.  相似文献

Compulsory Income Management (CIM) is a form of conditional welfare that involves the mandatory quarantining of a portion of welfare recipients’ social security payments. Quarantined funds are accessible via a government-issued debit card, with restrictions surrounding where and on what funds can be spent. Official justifications of CIM have framed these policies as attempts to combat substance abuse and gambling problems, and to thus secure better outcomes for welfare recipients and their families. Central to this narrative has been the argument that welfare quarantining will ensure more money is spent on ‘essentials’, including accommodation. No existing studies, however, have specifically interrogated the impacts of CIM on housing security. This article responds to this gap in the literature by reviewing existing research concerning CIM's impacts and locating this research within broader debates regarding the causes of homelessness and the efficacy of individualised policy interventions. In doing so, it highlights CIM's potential to exacerbate housing insecurity not only through technical issues such as rental transfer failures, but also by contributing to underlying stressors such as economic disadvantage; relationship difficulties, poor health and addiction; and social stigma. The article concludes that – far from addressing the structural causes of homelessness – CIM has enflamed them.  相似文献

Organizational reform has become a recurring solution to problems of social exclusion and unemployment. In Europe, and other parts of the world, there is a trend towards policies of ‘activation’ in employment and social policy. The idea of flexible, individualized and tailor‐made services is coupled with managerial and market‐based reforms as well as collaborative governance. In these complex structures of service provision, coordination and inter‐agency co‐operation have become key concerns. Based on a study of a recent reform of programmes for newly arrived refugees in Sweden (Etableringsreformen), this article seeks to contribute to the literature on governance of ‘activation’ by examining the consequences of mixed modes of governance (market and collaborative) on local inter‐agency co‐operation. Drawing on data from in‐depth case studies in two municipalities, it is demonstrated how the coupling of managerial practices and quasi‐markets with existing collaborative arrangements has created barriers for inter‐agency co‐operation. The results indicate that institutional tensions between governance forms represent an important factor for explaining governance failure in this policy area.  相似文献

Conditionality in Australia’s welfare state has sustained a significant academic critique, including the critique published in this journal. In this Special Issue of the Australian Journal of Social Issues, we contribute to the existing critical literature on welfare conditionality. This Special Issue aimed to provide empirical scrutiny into welfare reform and conditionality in Australia. The articles extend our understanding of welfare conditionality’s underpinnings and its lived effects. These case studies illuminate the aspects of welfare conditionality that have not received enough attention: the role of technology, the question of mobility, the relationship with housing and the little thought given to the state’s role in mutual obligation. What is clear is that the individualisation of structural problems is not just a theoretical and political misstep ripe for critique, but leads to the formulation of policies that impact marginalised people’s capacity to shape life on their own terms. Through different empirical foci, all papers in this Special Issue demonstrate how welfare conditionality is put forward as a solution to address the consequences of structural disadvantage.  相似文献

Social policy debates are informed today by a rhetoric of the ‘politics of community’ which focuses on problems of social fragmentation and exclusion in the new era of globalisation. While this rhetoric was earlier associated primarily with debate on social justice, it now more frequently relies on notions of social order, notably in the Federal Government's welfare reform agenda. ‘Community ‘ is thus a central and dynamic focus of debate, especially in relation to the arguments over ‘social capital’. The most important question in this project of ‘reconstituting community’ is the kind of community likely to emerge under globalisation: which question cannot be raised without shifting the current focus on social order back to one on social justice.  相似文献

The counterpart city represents an attempt to conceptualize the hidden spaces inhabited by social problems and ‘problem’ people who are counter to the mainstream, or included, modes of contemporary urban social life. This ‘opposite’, or negative, space comprises the spatially withdrawn and socially excluded who are largely outside the purview of the comfortable classes of the same cities. Not only has residential segregation been sustained over recent decades, so too have mobile circuits of mutual exclusion been created, which enable higher‐income groups to avoid the associated negative externalities of poverty (visibility, disorder, aggression and so on). As responsibility for dealing with social risks has become devolved to the level of the household, the desire for social evasion, as politicians, media systems and welfare patterns mark out threatening territories, has become more evident. The counterpart city is shunned in ever more elaborate ways and with the support of public policies. As the ‘spatial’ social policies, housing and urban, have become increasingly criminalized in the focus of their agendas, such interventions expend energy to facilitate this separation between affluent and poor. Traditional imperatives for public intervention are diminished as poverty has become more concealed from affluence – its costs and impacts evaded by technologies, socio‐spatial circuits and policies that skirt those who are locked into places of poverty and abject marginality, a constellation of social forces and effects I term the great cut.  相似文献

In the period immediately following its election in 1997 the current Labour government in the UK declared a commitment to ‘combating social exclusion’ to be at the core of the domestic policy agenda. The interpretation of the term ‘social exclusion’ has been the source of extensive debate. This paper focuses on one aspect of the current debate, exploring the relationship between housing and social exclusion, both in theory and in contemporary central government policy in England. I argue that theoretical imprecision is a very real issue, not least because it allows policy makers to refer to rather vague causal mechanisms or social processes to justify actions and interventions. I identify some of the areas that require further exploration and theoretical development if we are to have a rigorous understanding of the concept of social exclusion and its link to housing. Most fundamentally, I suggest that the question of whether the concept of ‘social exclusion’ contributes anything valuable to our ability to understand social disadvantage needs to be addressed directly.  相似文献

This article presents findings from a survey of 440 Singaporeans on their attitudes towards welfare and welfare recipients. Attitudes were generally favourable, but sentiments towards higher taxes to help the poor were ambivalent. Controlled for demographic characteristics, ‘poverty sympathizers’ and affiliates of opposition political parties held the most liberal views, but were not more willing to pay higher taxes. Instead, poor respondents on the one hand and highly educated respondents on the other hand were more willing to pay higher taxes. Knowledge accumulation and beliefs about causes of poverty were strong predictors of attitudes. Effects of personal values and self‐interest were less evident. Couched against the backdrop of an economy that has experienced rapid transformation and one of the widest income inequality in the developed world, the article discusses the critical juncture of social response and policy choices that Singapore finds itself.  相似文献

In this paper, I propose the creation of a Canadian agency for the oversight of research involving humans. I describe first a series of significant problems with Canada’s current system of oversight. I then argue for the creation of a national-level agency, covering all research involving humans, with three branches (policy and standards, education, and compliance). Of particular note, the proposed compliance branch consists of a number of independent national and regional Research Ethics Boards (i.e., REBs no longer reside within institutions). There is also an Audit Committee and a Non-compliance Committee (with supporting staff of auditors and compliance officers) to ensure compliance with the policies and standards set by the Policy and Standards Branch. Finally, I answer a series of “frequently asked questions” about the proposed agency design such as “What about ‘local context’?” and “Why not have a system of accreditation of institutional REBs instead?” In sum, radical reform is needed and, in this paper, I present a proposal for such reform.  相似文献
