Nybom J. Activation and ‘coercion’ among Swedish social assistance claimants with different work barriers and socio‐demographic characteristics: What is the logic? The study analysed how the work barriers and socio‐demographic characteristics of both activated and non‐activated social assistance claimants influence their participation in activation and exposure to coercion, measured as two opposite indicators – sanctions and exemptions. The study covered 372 social assistance claimants in four municipalities during a period of 1 year. The results suggest that resource activation, which entails education and/or work practice in regular workplaces, often targets claimants who lack work motivation, whereas job activation, which aims at quick entry into the labour market, targets young claimants and claimants who lack formal skills (education and/or work experience). Swedish men older than 25 years appear to run the highest risk of facing sanctions irrespective of participation in activation. Exemptions vary more than sanctions between activated and non‐activated claimants. The results are discussed in terms of five logics operating in social work.  相似文献

Contemporary pleas for an activating welfare state and social security system emphasize that getting benefit claimants back to work is more important than providing income compensation for social risks connected with unemployment or illness. The Dutch system of incapacity benefits, however, is far removed from this normative ideal of a proactive social security system. Resumption of work after a spell of incapacity benefit is the exception rather than the rule. This article examines possible ethnic differences in resumption of work following incapacity benefit. We use a unique register data file from Statistics Netherlands that contains information about all incapacity benefit claimants in the Netherlands in 1999. In the analysis we follow these benefit claimants for three years and examine what their labour market position was in 2002. We find that resumption of work after incapacity benefit is even more the exception for migrant workers with a Turkish or Moroccan ethnic background. Contrary to our assumption, this difference from native Dutch workers cannot be explained by unfavourable personal characteristics of Turkish or Moroccan benefit claimants – their personal characteristics (gender, age, low educational level) appear to be rather favourable for resumption of work. In the current literature, these differences in outcomes between ethnic groups are often attributed to certain ‘ethnic‐specific’ or cultural factors. This article argues that we should be careful of explaining different outcomes between ethnic groups by (alleged) cultural phenomena. There are other explanations possible such as differences in work motivation, lack of ‘transition facilities’ in companies and differential treatment by employers or social security officials.  相似文献

An essential component for achieving independence in a community setting for people with disabilities is the ability to perform personal care activities with or without assistance. This paper aims to evaluate the level of satisfaction of people who used personal assistance services (PAS) during 2007 in Korea. People's satisfaction was high when they were able to use all of the assigned hours and when they had been assigned enough hours to meet their needs. Therefore, policymakers must try to increase service hours for people with disabilities so that they have enough help from attendants. The more the opinions of people with disabilities were considered in shaping the plan of care, the higher the satisfaction score. To increase the satisfaction, service users' involvement with the program has to be incorporated into the program as much as possible.  相似文献

Disability living allowance (DLA), which aims to help meet some of the extra costs that disabled people have, raises questions of equity. One such question is whether DLA helps disabled people maintain similar living standards to those of non-disabled people. A separate question, and the focus of this paper, is whether claimants in similar circumstances or with similar needs are treated equitably. Drawing on a large-scale survey, the findings indicate that claimants with similar needs according to the rules on entitlement were, for the most part, treated alike. The adjudication of new criteria on periodic needs for personal care or for help preparing a cooked meal appears to be less consistent. Whether claimants with similar needs in respect of these criteria received an award depended in part on where their claim was administered. The use of medical evidence to determine claims and the treatment of those deemed to be non-claimants also varied considerably. Efforts to improve consistency in decision-making have now been introduced. Recent developments in information technology also offer the prospect of greater consistency and cost savings. Even if the allowance were administered consistently, however, disabled people with similar extra costs would not necessarily be treated equitably. It is argued that cash benefits for disabled people should be developed within a comprehensive system of local services and support to secure their social integration and personal autonomy. In the meantime, claimants and their advisers need to be prepared to follow up claims and challenge inappropriate decisions.  相似文献

When attendance in after-care programs that may help ex-offenders successfully reenter society is not a mandated condition of prison release, getting individuals to voluntarily attend these programs is challenging. In order to help social service agencies better encourage ex-offenders to participate in these programs, it is important to understand ex-offenders’ anticipated needs (thereby increasing possible motivation for attendance) and perceived barriers to program attendance prior to their actual release. Consequently, 256 individuals incarcerated in a county prison in northeastern Pennsylvania were surveyed to address these issues. Findings suggest that women, Hispanics, and parents of children under age 18 anticipate the greatest number of needs upon their future prison release. The most commonly anticipated post-release needs were obtaining food, clothing, education, and child care, although there are group differences. Regarding anticipated programing issues, all inmates foresee transportation barriers to post-release program attendance, and bus passes were the most preferred form of assistance. Scheduling and child care issues were also anticipated programing obstacles and were most pronounced for parents of young children, who report the greatest amount of anticipated needs but also the most barriers to voluntary post-release program attendance. Other group variations and programing implications for voluntary after care are discussed.  相似文献

Abstract

Recent changes to policies and funding for tertiary education are exacerbating an already difficult situation for refugees aiming to earn university degrees. No one intended to create the barriers that the refugee-background community faces; government agencies continue attempts to improve educational outcomes for those who arrive as refugees. The root causes of this situation are the complexity of the refugee situation and a lack of holistic knowledge about this diverse group of New Zealand residents among policy makers and educators. In addition, the complexity of interactions among policy changes and refugee situations has prevented any single agency from predicting outcomes of its policies for refugee-background students. In this paper, I discuss how new policies interact with a range of existing barriers faced by refugees pursuing degrees and how, without urgent attention, this will constrict or close pathways into and through university study. I further suggest that the strongest foundation for an effective program to provide equitable access to university education is including refugee-background students among those groups who receive equity consideration.  相似文献

The community partner worked collaboratively with the researcher in all phases of the study. Questionnaires were designed to elicit demographic data, diagnosed vision problems, level of adjustment to vision loss, well-being, and motivation for attending institutional programs about vision challenges. Residents responded to standardized vision and depression scales; qualitative questions were posed to all 3 groups concerning motivations for resident participation in program activities. Results indicated that, although many residents had diagnosed vision conditions, they were, in general, coping well with vision loss and did not report depressive symptoms. Participants considered ongoing personal contact and follow-up, a group design that offered the choice of educational presentations and/or process discussions, and individualized assistance with practical challenges to be critical to an effective program. This case study, utilizing a collaborative research process, generated requests for expanded social work services and an increased valuing of the social work role.  相似文献

On the basis of data from field experiments, in 1993 the United States enacted legislation requiring that all states implement Worker Profiling and Reemployment Services programmes as part of their employment and training systems. Using statistical models, these programmes identify likely dislocated unemployment insurance claimants and provide them with job search assistance during the early weeks of their unemployment. In 2012, the Government of Canada introduced reforms to Employment Insurance (EI), Canada's primary income security programme for the unemployed. The changes entailed new requirements for particular types of claimants to apply for and accept jobs of increasingly less pay, and codified the efforts claimants must demonstrate in job searches to maintain benefits. These measures leave many claimants little choice but to accept precarious employment as a means of financial survival. The central claim of the article is that recent EI reforms are not adequately understood as an instance of neo‐liberal activation. Instead, they must be situated in a long history of attempts to categorize the unemployed as deserving or undeserving of income security on the basis of their work history and perceptions of their willingness to work. Through a survey of different periods of unemployment policy in Canada, we demonstrate continuity in authorities' efforts to differentiate the unemployed into categories of worthy and unworthy. Within this history, however, the 2012 reforms are unprecedented in the extent to which they reorient the EI programme to service low wage labour markets. By way of conclusion, we suggest that the current EI programme exacerbates insecurities for the growing segment of workers in precarious employment.  相似文献

ABSTRACT

Utilizing a convenience sample from a drug court program, the authors investigated the benefits of treatment for noncompleting drug court clients (n = 30). Using an as-treated design, the qualitative investigation assessed whether noncompleters received any benefit from their drug court experience. In-depth interviews were conducted to determine both benefits gained and reductions in harm that occurred as a result of drug court participation. Data analysis was guided by the grounded theory method. Outcomes of coding indicated that participants' motivation and self-efficacy were enhanced through the intervention. Further, participants reported that their relationships with family, therapists, or peers were improved as a result of their involvement with drug court. Individuals in the study sample reported abstinence or decreased substance use, as well as improvements in employment and/or educational attainment. Participants’ perceptions of barriers to program completion were also noted. Study outcomes suggest that expansion of a harm reduction approach in social service practice may have utility for drug-abusing populations. Limitations of the research, including lack of generalizability, are discussed. Further research of harm reduction effects with a larger, heterogeneous sample size is recommended.  相似文献

When refugees arrive in their new resettlement country, they are designated to work with a caseworker employed with a resettlement agency who helps them acclimate to their new environment and break down new challenges. Food insecurity is one such challenge that resettled refugees face. This study looked at the role that caseworkers play in helping clients navigate food security. Eight caseworkers from three resettlement agencies participated in semistructured qualitative interviews. Data analysis revealed four categories: the caseworker’s role, linking clients to benefits, concerns about food, and caseworkers’ perspectives. The main concerns revolved around federal food assistance benefits, reflecting past study findings, and warrants further investigation into the efficacy of such programs. Moreover, the caseworkers’ perceived role in terms of food security was vague and inexplicit from the Cooperative Agreement protocols. Food security focused training could improve caseworker’s capacity to help clients adapt to their new food environment.  相似文献

Two aspects of the structure of existing social security systems limit the scope for containing costs by increasing targeting: the insurance principle, and the use of category membership to establish eligibility for benefits. The first aspect is antithetical to targeting because the most needy people are also the most likely to fail to establish an adequate contributions record. Some countries appear committed to maintaining the insurance principle because it is part of the fabric of the relationship between employers, employees and the State. The second aspect can be seen as an effective way of identifying groups whose income is likely to fall short of their needs. However, the primary function of category definition is to establish the legitimacy of claims—to examine why a shortfall of income in relation to needs has arisen, what personal responsibility the claimant bears, and what alternative mechanisms might be available. Several countries have revised category definitions in response to issues about the motivation and "deservingness" of claimants. We designate as "pseudo-targeting" reforms of this type, which are not likely to result in the allocation of a higher share of social expenditure to the worst-off. The scope for increasing targeting in existing systems is very restricted, reflecting the limitations of the concept. Non-categorical social assistance is the archetypal targeted benefit, and it has serious limitations. The obstacles to targeting are integral to the legitimation of social security. If targeting reforms undermine this legitimating structure, they risk undermining the claim on resources exercised by the social security system.  相似文献

Two groups of primary family caregivers were interviewed; one whose older relatives received assistance from an inhome chore services program, the other whose relatives had been terminated from service due to budget reductions. Both groups of caregivers were found to be actively involved in providing care to their older relatives. The assistance that caregivers provided was similar whether or not their relative received chore services. No significant differences were found in the type of tasks they provided nor in the amount or length of time they have provided care. The data suggest that there may be limits to the assistance that these caregivers can provide and that care of the elderly beyond such limitations needs to be supplied by other sources. Caregiving may be influenced both by the particular circumstances of the caregiver and the individual needs of the older relative. These findings support the notion that there is a need for shared responsibility between the family and government, based on an understanding of the tasks that family caregivers are best able to provide.  相似文献

This qualitative study analyzed the experience of community-based organizations (CBOs) implementing and sustaining the Bridge Model of Transitional Care, a social work-based health service intervention for reducing hospital readmissions. We conducted semi-structured interviews with clinical supervisors from 13 CBOs that received Bridge Model training between 2012 and 2015. CBOs faced significant challenges implementing and sustaining transitional care programs, particularly related to building effective and sustainable partnerships with hospitals. Additional barriers to program implementation and sustainability included financial barriers and staff turnover. Facilitators to implementation and sustainability included organizational champions, organizational culture, and value of evidence. Recommendations for CBOs to implement health service interventions include gaining early buy-in from hospital partners, creating a contractual arrangement with the hospital partner, understanding changes in health-care payment models, diversifying funding sources, developing an evaluation plan, and nurturing organizational champions.  相似文献

Activation is an essential part of social assistance schemes. This article provides an insight into the implementation of activation in the Austrian social assistance scheme by analyzing the work requirements and support offered in two provinces, Upper Austria and Styria. The main questions addressed include: Does social assistance require everyone to look for employment? What kind of requirements do social assistance offices set, what support do they offer and to whom? To what extent do those activation measures lead to a job search? The analysis draws on survey results for 1,071 claimants and recipients in the two provinces. It is shown that social assistance does not require all respondents to search for employment, and that activation actually depends on province as well as personal circumstances. Items are formed by identifying low and high conditionality in terms of support and pressure based on 11 questions. Current practice incorporates supportive forms of activation to a lesser degree than efforts to force people to find work, due to pressures from the caseworker. Although high conditionality is not found to affect the job search activity, the job search requirement itself fosters people's search for employment.  相似文献

During the Coronavirus disease pandemic (COVID-19), working conditions became increasingly difficult for social workers, as they had to deal with new challenges and added workloads. This study describes the difficulties faced by social workers of the Self-Reliance Support System in Japan and clarifies the solution for each difficulty while conducting their duties to support vulnerable people during COVID-19. To this end, we conducted an open-ended questionnaire survey and an interview survey. The data were analyzed using qualitative coding. The results showed that the difficulties faced in consultation support work included supporting hitherto socially invisible groups such as sole traders and foreigners. Social workers also faced an ethical dilemma, as they could not provide support to clients who “did not try to solve their problems” or for whom “interventional attempts did not lead to counseling support” and who only sought benefits at the risk of becoming isolated and impoverished. Following this, consultants collaborated to resolve such difficulties while maximizing the use of various local resources. The study's findings clarify that it would be effective to understand the difficulties faced by social workers to obtain hints toward their resolution.  相似文献

Preparing underrepresented students for college success though pre-collegiate partnership programs is one alternative to affirmative action programs. This article describes the Multicultural Excellence Program (MEP), a partnership program between an urban school district and 22 four-year higher education institutions. MEP, begun in 1987, targets 7th–12th-grade students from groups historically underrepresented in higher education. It helps them plan how to prepare themselves for continuing on to a four-year college. Analyses evaluating program effectiveness examined outcomes of over 4,000 secondary students and 243 college students. Despite substantial turnover, particularly at transition points, MEP has been very successful in enrolling its high school graduates immediately in four-year colleges. Although many MEP students have thrived in college, a smaller proportion has struggled.  相似文献
