This article begins in the interior of Mozambique during the country's post-independence war with the stories of three girls variously affected by violence. It then follows girls' war experiences in general out from the frontlines to wider international locales where girls face domestic violence in their home communities and civil and labor violence at the hands of (shadow) transnational profiteers; who reap billions of dollars yearly on children's factory, domestic, and sexual labor. The article is set in an overall theoretical framework that explores how a politics of invisibility - literally of 'not-knowing' - has developed in which little public information is available on children's human rights violations or on the political tactics and economic gain that have attended to these violations.  相似文献

Drawing on qualitative data from the civil wars in Syria and Libya since 2011, this paper seeks to build a better understanding of immobility and of displacement trajectories within conflict countries and towards neighbouring countries. The paper shows that different types of violent experiences—personal threats, generalized violence, an increasing hopelessness relating to the absence of violence in the future—trigger different exit movements across internal and external borders. Second, the analysis demonstrates that migration decisions in civil war contexts are complex processes with people balancing between strategies of how to avoid violence with strategies of how to realize broader life aspirations related to family, love, work and political change. Life aspirations often play a more important role once people move out of a situation of immediate danger and in later phases of trajectories and influence (im)mobility patterns in three different directions: stay, move (on) or return. Life aspirations, especially related to political change, outweigh perceptions of violence in some cases. Financial vulnerability can force people to stay in or return to violent contexts.  相似文献

Despite the large number of migrants at both international and internal scales in developing countries, literature on building the links between the two migration processes is still lacking. Using survey data from China's Fujian Province, we elaborate a novel link between international and internal migration processes by examining the response of internal migration to international migration in the migrant origins. Our findings suggest that emigration of one individual initially deterred the internal migration of other family members. Yet, over time individuals from emigrant‐related households had an increasing propensity to migrate internally. During the internal migration process, emigrants’ family members received greater financial returns and had reached farther destinations than other internal migrants. Those emigrant‐related internal migrants with enhanced economic profiles would benefit their domestic destinations in a variety of ways. These benefits support a more optimistic view on the impact of international migration on the development of migrant‐sending countries.  相似文献

The sociology of war has used a number of analytical perspectives to explain why the end of the Cold War saw outbreaks of violence around the world in the form of 'new wars', rather than universal peace. Factors often considered are globalisation, nationalist ideology, political elites, the Revolution in Military Affairs, international crime and migration. Sociological analysis of these new wars often makes use of comparative historical sociology, but these are wars of state disintegration rather than of state formation. This summary undertakes a critical evaluation of different approaches, arguing that they mostly follow a model of war inherited from Clausewitz which conceives of war only as an encounter between two states and so cannot successfully explain new war, where armed forces no longer primarily fight each other but target civilians.  相似文献

Due to its geographic location and borders along the European Union (EU), in recent years, the Republic of Serbia has faced an increased number of irregular migrants from third‐world countries claiming asylum on their way into a western EU member state. Some of these migrants stay for a while in asylum centres in Serbia to rest or renew contacts. In order to explore the main socio‐demographic features of the study population, their migration history and intentions, a questionnaire‐based research was conducted in Banja Kovilja?a asylum centre. The results also give insights into the underlying question “how” and the role of social networks in migration. Most of asylum seekers are unmarried males at peak working age, from countries affected by war and political turmoil. The results indicate this is a transit migration where, besides fleeing to safety, economic status and migration networks have a significant impact on migration flows.  相似文献

How should we conceptualize membership, citizenship and political community in a world where migrants and their home states increasingly maintain and cultivate their formal and informal ties? This study analyzes the extra‐territorial conduct of Mexican. politics and the emergence of new migrant membership practices and relations between migrants and home states. Standard globalist, transnationalist or citizenship theories cannot properly contextualize and analyze such practices. I propose that we rethink the concept of membership in a political community not only as a Marshallian status granted by states, but also as an instituted process embedded within four other institutions and processes: home state domestic politics; the home state's relationship to the world system; a semi‐autonomous transnational civil society created in part by migration; and the context of reception of migrants in the United States. A main conclusion is that the state itself plays a key role in creating transnational political action by migrants and new migrant membership practices. Although Colombia is a major country of emigration, little is known about its citizens' motivations for migration. Social and economic conditions have been studied as determinants of migration, but violence has received less attention. We examine how social networks and violence function to promote emigration from Colombia by linking event‐history data from the Latin American Migration Project to external data on violence and economic conditions. We show that emigration is more likely to be initiated by those with higher education, those with network connections to migrants, and during periods of greater violence and increased police presence. Although violence acts powerfully to determine when people migrate, the geographic distribution of social capital determines where they go. Not surprisingly, migrants go to locations where people in their social networks are currently living or have been earlier.  相似文献

This special section specifically focuses on student‐migrants and the way they are being catered to by an emerging education‐migration industry. The articles included build upon the observation that especially within the Asia‐Pacific region there is an increasing conflation and entanglement between categories of international students and skilled migrants. This has led to an emerging “industry” that facilitates study‐abroad trajectories and acts as broker for two‐step migration pathways. This Introduction aims to situate the research presented here within the broader context of a burgeoning field of research which examines the growing popularity of international education across the Asia‐Pacific region; the way its emergence is increasingly entangled with specific ambitions that skilled migration programmes cater to; and the way highly regulated skilled migration programmes have given rise to a migration industry in general.  相似文献

The out‐migration of parents has become a common childhood experience worldwide. It can confer both economic benefits and social costs on children. Despite a growing literature, the circumstances under which children benefit or suffer from parental out‐migration are not well understood. The present study examined how the relationship between parental out‐migration and children's education varies across migration streams (internal vs. international) and across 2 societies. Data are from the Mexican Family Life Survey (N = 5,719) and the Indonesian Family Life Survey (N = 2,938). The results showed that children left behind by international migrant parents are worse off in educational attainment than those living with both parents. Internal migration of parents plays a negative role in some cases, though often to a lesser degree than international migration. In addition, how the overall relationship between parental migration and education balances out varies by context: It is negative in Mexico but generally small in Indonesia.  相似文献

As international female labour migration has increased, so too have efforts to prevent the exploitation of labour migrants. However, evidence to underpin prevention efforts remains limited, with little known about labour migrants’ migration planning processes. Using data from a survey of female prospective labour migrants from Nepal, this article compares socio‐demographics and migration‐planning processes between first‐time and repeat‐migrants. We identified several factors which might increase repeat‐migrants’ vulnerability to exploitation during the migration process, or obstruct their engagement in pre‐migration interventions: more rapid migration planning than first‐time migrants; lower involvement in community groups; and a perception that they already have the knowledge they need. Only one‐third of repeat‐migrants planned to go to the same destination and 42 per cent to work in the same sector as previously. With repeat‐migration a common livelihoods strategy, it is crucial that interventions are guided by evidence on the needs of both first‐time‐ and repeat‐migrants.  相似文献

Abstract

This paper discusses the link between international migration and democratisation from an actor-oriented perspective on the basis of the mobilising efforts by key civil society actors engaged in the promotion of the rights of migrant workers through developing strategies towards movement building and by capitalising on political opportunities that have appeared on the global level. Being pitched at the global level and at organising patterns via the network form, the analytical framework developed takes as its starting point global justice perspectives and then builds upon insights from social movement and constructivist International Relations scholarship. It is argued that what is emerging are (1) movement practices in migrant rights networks which are putting forward increasingly coherent claims that transcend the conventional thinking about global governance and human rights (rights-assuming advocacy); and (2) that such practices are effectively transgressing interstate political arenas (participatory, rights-producing politics). It is on the basis of the cooperation between the 2 main protagonists, trade unions and migrant rights associations, that strategic positioning of migrant rights issues within the global policy debate is taking place, with the aim of promoting a rights-based approach (RBA) to migration and its governance. The combination of rights-producing politics and rights-assuming advocacy is expressed in the RBA to migration which involves the reframing of migrants rights as well as attempts to democratise migration governance in participatory terms.  相似文献

Classical learning recognizes no role for international law in affecting migration policy and practice, but in modern times the salutary effects are increasing, although they remain modest. International law influences migration policy primarily through effective invocation of various forms of "soft law" in internal and international political forums. More limited prospects exist for beneficial changes enforced by international institutions and domestic courts. The article cautions against inflated expectations in the latter settings, however, particularly because overly ambitious claims can be counterproductive. It then offers a few predictions about near-term effects of international law, having to do with departures from a country, refugee law, and the integration of migrants into their new homelands.  相似文献

Forced migration has become commonplace in the international political landscape. In 2015, 60 million people were displaced by violence, more than ever before recorded (UNHCR, 2015). While we know that violence leads to displacement, we know little about return migration after conflict – who comes back and where they settle. This article seeks to engage and supplement the literature on return migration after conflict, advocating for a broader understanding of the security choices made by displaced people. Emphasized here is the importance of a local understanding of safety and the role played by enclave communities in providing a secure context in which people can enjoy the society of their co‐ethnics.  相似文献

The ongoing conflict in Darfur has once again served to highlight the threat of sexual violence that women face during times of war. Yet, although sexual violence in wartime has existed probably for as long as war itself, it is only in more recent times that its recognition as a crime under international humanitarian law has taken place. Moreover, although it is recognized that women may conceive as a result of such wartime rape, largely missing from the international rights framework, and from the discourse that surrounds it, is a consideration of the children – or ‘war babies’ – who are born as a result. This article places the focus upon ‘war babies’ by considering the reasons for their current marginalization as a category in international discourse. In addition to examining such marginalization within existing theoretical analyses, this article also analyses the potential for their incorporation within the wider rights framework: first, in terms of international legal practice and; second, in terms of the actions of civil society. This paper identifies the protections in place for irregular migrants on the Mexico‐Guatemala border and analyzes Mexican government immigration enforcement policies and levels of compliance with international standards and national law. The history of the Mexico‐Guatemala border region and different types of migration flows into and through the area are also explored, as well as the linkages between migration, trade, security, and US immigration policy. It is argued that the Mexican government has partially complied with international conventions and national laws to protect the human rights of transmigrants in the Guatemalan border region, but that compliance is not complete and that an international response is required to ensure that human rights standards are upheld.  相似文献

International migration represents just one type of spatial population mobility, along with inter‐regional, rural‐urban, or intra‐urban migration. The possible connections among various forms of migration are, however, only rarely traced in the professional literature on the political and social determinants as well as consequences of international migration. Although every aspect of the migration process is shaped by political factors and migration presents many political challenges on the domestic and international levels, the attention of political scientists in the United States and Europe has been limited to relatively few topics, including control over entry and exit, and issues of incorporation and citizenship. Work that considers the political aspects of migration from a gender perspective constitutes an even smaller body of work. In considering the contribution that political science might make to our understanding of gendered migration, this essay points both to some pioneering studies of gendered patterns of migration and incorporation, and also to the growing concern with gender among international organizations and policy makers. Interestingly, the essay shows that it is scholars in neighboring disciplines who have more often have taken up questions of governance and the development of gender‐fair policy towards migrants. The essay raises questions about the relationship between disciplinary boundaries and topical areas and also about the ways in which regional contexts shape the nature of scholarly inquiry by contrasting work on Asia with that in Europe and the United States.  相似文献

Spontaneous and organized population movements have long been used as a means of promoting a country's goals of development and national integration. At the local level, on the other hand, these movements have frequently done the opposite, fueling local grievances, sharpening group distinctions, and at times creating ‘sons-of-the-soil’ conflicts. In this paper, I explore this apparent tension between the national political rationale for internal migration and the political impact such migration has had locally, in four minority regions of China and Indonesia. I argue that the specific manner in which migration affects local politics is influenced by a country's political regime. In Indonesia, the impact of migration is observed in electoral politics, where ‘politics of place’ have been allowed to emerge. In China, it is perceived in the curbing of national minorities’ territorial autonomy. The role played by local elites and group competition between indigenous people and migrants are also reviewed.  相似文献
