This paper investigates the ways in which the UK hunting lobby has historically sought to widen its appeal by wrapping the hunting debate up in broader countryside issues in an attempt to present it as an integral part of rural life. It is based upon a detailed analysis of the re‐branding of the hunting lobby and the subsequent framing of the Countryside Alliance's Liberty and Livelihood March in the British newspaper press in September 2002. This illustrates how the hunting lobby has fed upon and promoted the perception of a growing urban–rural divide in the UK. The analysis suggests that there is a long history of symbiotic relationships between campaigning organizations promoting a ‘countryside agenda’ and the politically partisan UK press. Gaining extensive newspaper access, however, does not guarantee that a protest group is successful in its aims. This case study suggests that it is important to consider the less visible processes of news production within their historical context, and in relation to the broader policy‐making arena, to adequately assess whether there has been a fundamental shift in the relationship between protest movements and the press in recent years.  相似文献

ABSTRACT

This study examined the influence of sociocultural factors in explaining the rural–urban differences in home and community-based service (HCBS) use among older adults. Survey data of 228 older adults living in Alabama were analyzed. Sociocultural factors included participants’ perceptions of service availability, attitudes toward seeking formal help, informal support, and religious behaviors. Rural older adults were less likely to use HCBS than their urban counterparts (p < .05). An interaction effect between perceived service availability and church attendance was found. These findings suggest a need for collaborations between community aging services with religious organizations to ensure existing programs are accessible to older adults living in rural areas. Future research based upon large probability samples is needed to shed more light on the relation between church attendance and service use.  相似文献

Given the fundamental disparities between China and the west in political structures, social values, policy regimes, and problem loads, it is meaningful to use “workfare” as a challenging analytical standpoint and detect that China had created unique workfare regimes to build up the past state‐socialism and the present market‐socialism. In the era of state‐socialism, the dual‐track welfare system, apparently adopting an institutional approach to the city and a residual approach to the countryside, was purposely integrated with the segregated urban‐rural work system, constituting a China‐specific workfare regime in which the whole workforce was included and effectively organized into the socio‐economic order. Under market‐socialism that appears as an awkward hybrid, the work‐welfare governance model is being gradually transformed into a pragmatic, much marketized one, though without idealogical legitimacy as well as a clear‐cut vision. On the one hand, employment differentiation and income disparity resulted from a strategic shift from the “reform‐without‐losers” stage to the “reform‐with‐losers” stage in the labor market, together with a large scale rural‐to‐urban labor migration, are structuring a market‐oriented, stratified employment system. On the other hand, while being a welfare laggard, China's productivist, status‐segregated welfare system is taking shape owing to a set of welfare reforms along the line of marketization and societalization. All these changes would imply that China is converging towards a neo‐liberal regime in which the role of the state is residual to the market.  相似文献

Throughout the world, there is growing recognition of the important role Indigenous people play in natural resource management and conservation. Indigenous Land and Sea Management Programs (ILSMPs; which provide funds to Indigenous people to support Indigenous land management activities) are also known to generate social and economic benefits, although relative few of these co‐benefits have been quantified. Using northern Australia as a case study, we analysed data on ILSMP expenditure within three regional input–output tables, learning more about the size and distribution of their associated regional economic benefits. We found ILSMPs make a significant contribution to regional economies—with multipliers commonly exceeding that of other key regional industries such as agriculture and mining. We also found ILSMP expenditures make a larger contribution to Indigenous household incomes than they do to non‐Indigenous incomes—thus helping to close the (income) gap. They will continue to do so, provided the proportion of ILSMP money spent on Indigenous (compared to non‐Indigenous) incomes does not fall below a threshold amount. Rather than finding evidence of a trade‐off between socio‐ecological and financial/economic goals, our results suggest ILSMPs, known for their ecological importance, can also make a vitally important contribution to economic development in rural areas.  相似文献

Australia's dispersed population in rural areas contributes to poor access to therapy services and the inability of the existing rural therapy workforce to meet demand. As a result, rural children with a developmental delay wait a long time for therapy. This paper describes participant perceptions of a therapy facilitation service model that has worked to improve access to therapy for children in these circumstances. The model, given the pseudonym ‘Outback’, operates in rural and remote areas of western New South Wales. ‘Outback’ employs local people to work under the guidance of therapists based in larger centres to provide preschool children with developmental delays with access to therapy interventions they might not otherwise receive. A two‐stage case study design involving focus groups and interviews with the director, four therapy facilitators, nine therapists, and seven carers was used. Three themes were identified as central to the service model: 1) being part of the local community; 2) developing therapy facilitator knowledge and skills; 3) improving access to therapy intervention for children in rural and remote areas. The ‘Outback’ model demonstrates that appropriately supported, local therapy facilitators provide a flexible workforce adjunct that expands the reach of therapists into rural and remote communities and enhances service access for children and their families.  相似文献

The article aims to contribute to understanding social inequalities resulting from familization (or de‐familization) tendencies among cash‐for‐care beneficiaries in a Conservative welfare state. It highlights justifications for choices in accessing and using care in a cash‐for‐care scheme from the perspective of care recipients aged 80 years and older in Vienna. Along key dimensions characterizing care recipients’ experiences, we identify four different user groups, which reflect recipients’ individual characteristics, particularly gender, socio‐economic status (SES), and care needs, and the respective care arrangement. The groups are dubbed: (1) the self‐confident; (2) the illiterate; (3) the dependent; and (4) the lonely. Narrative interviews with 15 frail older people were held in 2014 and analyzed using the framework analysis method. Results show that familiarity with support structures associates with higher SES, while those who depend on others for acquiring information or organizing care express ambivalence in choosing between formal and informal care. Engagement in deciding which care type to use is limited among people of lower SES or with complex care needs, but own experience as informal caregiver for a family member increases care recipients’ long‐term care (LTC) system literacy. Gender differences among care recipients were limited, yet middle‐class female recipients often expressed normative claims for family care from female relatives. We conclude that unconditional care allowance schemes may reinforce existing gender relations, particularly among informal caregivers, as well as underpin socio‐economic differences among LTC users in old‐age. Results also partly question the assumptions of choice and empowerment implicit in many cash‐for‐care schemes.  相似文献

Estimates of effective retirement age based on labour force participation rates are commonly used for actuarial experience review and policy development. However, the transition from work to retirement and the socio‐economic environment have evolved over the years, influenced by a growing role for gradual retirement and the labour market impact of the 2008 economic crisis. Rather than focusing exclusively on retirement ages based on labour force participation rates, this article presents complementary estimates of retirement ages to better assess the effective retirement age from employment. It also introduces the concept of retirement from full‐time employment, showing that the retirement age from full‐time employment is systematically lower than the retirement age from employment. The results reveal that the trend towards an increase in the retirement age has been impacted by economic conditions when considering the effective employment of older workers. Results are presented for different Member countries of the Organisation for Economic Co‐operation and Development over the period 2005–2015.  相似文献

China's relative lack of social security coverage for rural elders exacerbates the already severe rural–urban economic disparity, slows the rate of rural poverty reduction, and raises social justice concerns. Our analysis draws on evidence from a number of sources including interviews with experts on China, Chinese government documents, Chinese newspaper accounts, and other sources from other countries. Based on our analysis of what has been tried in other countries and the current situation in rural China, we offer some suggestions for Chinese policy makers. We suggest that, for rural China, a universal non‐contributory old‐age pension deserves serious consideration, and refer to our proposed model as a Rural Old‐Age Social Pension. It will reduce the level of poverty in rural areas and the degree of income inequality between rural and urban areas while simultaneously promoting social and political stability.  相似文献

Coexisting disadvantages across the adult age span: a comparison of older and younger age groups in the Swedish welfare state To experience coexisting disadvantages – the simultaneous lack of several different welfare resources – implies a hampered ability to manage one's living conditions. Here, we study coexisting disadvantages in the oldest population compared with younger age groups in Sweden, by drawing on two linked, nationally representative surveys (n = 5,392). The measurement of coexisting disadvantages included physical health, psychological health, frequency of social contact, cash margin and political resources. The highest odds of coexisting disadvantages were found after age 75 – age groups that are frequently excluded from studies of coexisting disadvantages. This pattern persisted when controlling for socio‐demographic and socio‐economic characteristics. The age pattern was partly driven by the high prevalence of physical health problems in the older population. However, even when excluding physical health problems, the odds of coexisting disadvantages were highest among people older than 85 – the fastest‐growing segment of the population in many Western countries.  相似文献

This article uses semi‐structured in‐depth interviews with rural–urban migrants in Tianjin to look at the personal circumstances of such migrants in China. The interviews suggest that, unlike their predecessors in previous years, many rural–urban migrants now come with the intention of settling down. While there have been major policy changes in the last five years, these migrants are still, in many respects, not integrated into urban society. Meeting these challenges would require further changes in urban policies and urban society, taking account of the needs and interests of rural–urban migrants.  相似文献

An estimated 225 million Chinese people have migrated to cities from China's rural areas over the past two decades. These rural‐to‐urban migrant workers have greatly challenged China's welfare system. The pre‐reform welfare system was a duel scheme with an urban–rural distinction in which rural residents were not covered by state‐run welfare programs and had to rely on their families and rural collectives. The development of employment‐based social insurance programs in 1999 made social welfare programs available for rural‐to‐urban migrant workers. Using an anonymous survey conducted in seven cities across China in 2006, we found that social insurance program participation rates were low among rural‐to‐urban migrant workers. Individual factors, including lack of knowledge of welfare programs and of a willingness to participate, and macro‐level factors, including type of employer and industry, are critical in determining migrant workers' participation in welfare programs. The aim of this article is to contribute to the understanding of the institutional arrangements within which China's rural health facilities are embedded and of the contribution of policy to the creation of these arrangements. Information collected through field observations and in‐depth interviews with the managers, staff and patients of a township health centre indicates that with the gradual evolution of markets, encouraged by state policies, health care in rural China took on more of the characteristics of a commodity. In order to adapt to this change, the health centre and its employees are adjusting their behavioural norms and reconstructing an institutional network within which daily activities of simultaneously fulfilling public health responsibilities and pursuing economic gain are legitimized. This article focuses on the interwoven relationship between politics and markets at the micro level and examines the negotiations between stakeholders in constructing new institutional arrangements. It also describes how health sector managers are creating regulations to influence the performance of their facility. The article argues that while government policies play a crucial role in shaping the direction of development, institutional arrangements strongly influence the attempts by rural health organizations to implement them. It concludes that it is critical to take institutional factors into account in analyzing China's rural health‐care reforms.  相似文献

This study examines the differences between rural and urban older adults on level of life satisfaction and depressive symptoms, focusing on the effect of social support. Data were collected through structured interviews at senior centers and senior meal sites in eastern and southeastern Iowa. The Duke Social Support Index (DSSI), the Life Satisfaction Index-Z (LSI-Z), and the Geriatric Depression Scale 15 (GDS15) were used. Correlations (Pearson's r), independent sample t-tests, and multiple regression were computed. Findings indicated that urban residents reported more depressive symptoms, as compared to rural residents. Subjective level of social support was a stronger predictor of life satisfaction and was more negatively related to depressive symptoms among rural than among urban older adults. Results suggest that social workers who work with aging people need to be aware of rural–urban differences in mental health. Furthermore, social workers need to have knowledge of older adults' social networks and work to ensure greater opportunity for social interaction.  相似文献

China is experiencing rapid population ageing and already has 44 million older people with disabilities aged over 59 years. Yet social support of these older people with disabilities is undeveloped and not well researched. This article contributes by using a disability rights framework (right to life and protection, economic security and social support) to analyze local cases in rural China. It finds that, although the family is still the main provider of economic and care support to rural older people with disabilities, the absence of a state role in welfare provision has negative impacts on the well‐being of older and younger generations in rural families.  相似文献

ABSTRACT

As the work-unit system fell after economic reform in China, neighborhoods replaced work units as the primary provider of vital social services for the urban population and became a new social space for enhancing the quality of people's well-being. This study examined the neighborhood characteristics that influenced personal well-being of residents. Drawn by multistage sampling and administered by face-to-face interviews, the survey included a sample of 976 participants from 31 neighborhoods in urban Shanghai. Results indicate that neighboring behaviors enhanced subjective well-being of the young and middle-aged residents but had no impact on older people. Sense of community, on the other hand, was found to contribute to well-being of all age groups and was particularly strong among older people in more deprived neighborhoods. Findings inform development of community practice strategies for vitalizing community efficacy and fostering individual well-being in urban China. Recommendations for future research are made using the results of this study.  相似文献

Welfare risks in early adulthood: a longitudinal analysis of social assistance transitions in Norway This study assessed the significance of critical life events and socio‐economic background in relation to the likelihood of young Norwegians receiving social assistance, asking how each of these factors contributes both independently and interactively. The data set was derived from a nationwide, longitudinal register and includes the entire 18‐year‐old cohort in 1993. A discrete‐time proportional hazard rate analysis controlling for unobserved heterogeneity was applied. The results indicate that both socio‐economic background and indicators of critical life events have strong independent effects on the likelihood of receiving social assistance. Significant interaction effects between socio‐economic background and certain indicators of critical life events were detected. However, contrary to our expectations, under certain circumstances, coming from a group with low socio‐economic status does not seem to ameliorate the effect of being exposed to critical life events.  相似文献
