As the conflict between agriculture and conservation in Britain continues, the farming and landowning lobby has placed increasing emphasis on the Farming and Wildlife Advisory Group (FWAG). This paper examines the development of FWAG as a mechanism for self-regulation through a voluntary and co-operative approach to conservation within the farming community. FWAG, until recently accorded little attention either by farmers or government, now enjoys considerable patronage, and new-found financial support from the Countryside Commission. As the National Farmers' Union (NFU) and Country Landowners' Association (CLA) seek to contain the tide of criticism of activities in the countryside FWAG, essentially a practical advisory body, has assumed a crucial ideological importance in the presentation of the farmers' traditional case of ‘stewardship’ and ‘good husbandry’. The paper concludes by stressing the dilemma facing the NFU and CLA as they seek to satisfy the wishes of their own members, government and the conservation lobby.  相似文献

One striking feature of farming as an occupation is that there are few women who farm in their own right. The passing of land from father to son means that women rarely own land. Their typical entry to farming is through marriage. Women's route of entry to farming affects interpersonal relationships within the family, and also women's role in the public space of farming. Women are under‐represented in farming organizations, in training programmes, and in the politics of farming. This article focuses on the position of women within farming organizations and the interaction between (male) farming organizations and women's farming organizations. Farmers are an extremely well‐organized occupation and wield considerable political power because of this effective organization. However, farming organizations are almost entirely male. This article examines how women are treated within farming organizations, and also the interaction between (male) farming organizations and women's farming organizations. Drawing on the theory of organizations, I argue that the inclusion of women in farming organizations and the existence of women's farming organizations reinforce gender divisions within agriculture and do not in any way question the understanding of men as farmers, or the political power they hold.  相似文献

Incentive‐based approaches have gained policy interest in linking change in agricultural land management with environmental conservation. This article investigates how scheme design influences smallholder farmers' decisions to switch to organic farming to reduce water pollution, drawing on a study at a Ramsar wetland site providing water for the city of Bhopal. Results from a choice experiment suggest that transitional payments are necessary to overcome farmer constraints to adopt organic farming, and that effective land certification has the potential to act as a self‐enforcing mechanism linking farmer incomes with wetland conservation benefits.  相似文献

Agricultural and environmental issues are currently the subject of a great deal of debate. Many feel that policies affecting farming and the countryside are formulated without sufficient research into their full implications. In this paper a semi-structured interview technique is used to highlight the complexity of the agenda facing a small section of the farming community. Current policy is creating high levels of uncertainty within farming, forcing the farming community into an economic straight-jacket based on short-term survival. It is concluded that policy-makers need to be aware of the complexity of the farming agenda and that a policy framework needs to be constructed which gives clear long-term objectives to farmers and encourages the diverse practice which is central to long-term continuity. The need to develop improved techniques for eliciting information about farming agendas will be seen as a central requirement of this framework.  相似文献

Evidence is emerging from across Europe that contemporary agri-environmental schemes are having only limited, if any, influence on farmers’ long-term attitudes towards the environment. In this theoretical paper we argue that these approaches are not ‘culturally sustainable’, i.e. the actions are not becoming embedded within farming cultures as part of conventional ‘good farming’ practice. We propose (following Bourdieu) that, in order to culturally embed the environmental values, beliefs and knowledges that underlie such schemes, policy-makers need to devise approaches that allow the creation of cultural and social capital within farming communities - rather than simply compensating for economic capital lost. We outline the theoretical basis of our position and discuss how the contemporary agri-environmental approach of paying for specified environmental management services restricts the ability of such schemes to generate cultural and, thereby, social capital. Finally, we outline two possible ways of accounting for cultural capital in scheme creation: either through the development of measures of cultural capital that enable its incorporation into contemporary economic models or through a major revision to the way we construct and apply agri-environmental schemes.  相似文献

Focusing on the concept of ‘commodity chains’ within the food industry, this paper analyses the term's widespread and variable usage in both academic and policy-orientated work. Despite recent criticisms, the concept has retained its popular appeal alongside competing metaphors such as networks, circuits and assemblages. Examining the concept in more detail demonstrates a range of diverse and inconsistent definitions such that ‘commodity chains’ are in danger of becoming, in Andrew Sayer's terminology, a chaotic conception. The paper pursues Sayer's suggestion of making such conceptions the object of academic study where the proliferation of diverse uses may throw light on the political interests of those who mobilise the term in different ways. The argument is illustrated with case studies from the UK Government's Department for Environment, Food and Rural Affairs, the Countryside Agency (a statutory body) and Sustain (a campaigning group). The analysis draws on secondary sources and on interviews with representatives of these agencies. The paper concludes that the different mobilisations of the concept by these agencies provide valuable insights into the politics of food and farming in contemporary Britain. Specifically, we argue that the concept objectifies social relations, fore-grounding certain (technical and economic) features and back-grounding other (social and environmental) issues.  相似文献

In this paper, processes of gentrification are assessed in relation to non-commercial farming: the production of agricultural commodities without the intent of earning a living. The author argues that due to the connection between residence and productive assets (particularly land) inherent in farming, agricultural gentrification represents a special case, distinct from rural and urban gentrification, where gentrification is possible from within the existing farm household. Pluriactivity of the farm household enables both economic capital accumulation and alterations in the cultural capital held. Similar to rural and urban gentrification processes, agricultural gentrification leads to landscape change. Both non-commercial farming and gentrification processes are found to have been encouraged by the state, through post-productivist polices and laws aimed at commercial agricultural producers. The author argues for further research on farmers as consumers of rural amenities, and raises questions about the environmental impacts of ‘non-commercial farming’ and the acquisition of farm land by the wealthy elite.  相似文献

Abstract Precision farming—use of digital geographically referenced data in farming operations—is the leading example of a cluster of emerging information technologies in agriculture. To date, the vast majority of academic and promotional literature addressing precision farming has focused on the field and farm-level economic and environmental benefits of site-specific allocation of crop inputs (fertilizer, pesticides, and seeds). In this paper, we question popular perceptions of the technology and pursue a sociological analysis through identification of consistencies between precision farming and the political and economic requirements of an industrializing agriculture. Through promotion of a public commitment and a technical mechanism to mitigate farm chemical pollution, precision farming legitimates chemically-based agriculture in an era of rising environmentalism. Further, precision farming is based on, and will advance, the commodification of agricultural information—appropriation of field and farm-level decision processes through substitution of capital for local knowledge. By automating farm-level data collection and information management and by reducing agriculturalists' reliance on public sector agricultural research and extension, precision farming supports further integration of on-farm activity into a coordinated system of industrial manufacture.  相似文献

Abstract In this paper we hypothesize that farmers with a stronger valuation of family farming will be more resistant to converting farmland to tree plantations. Our survey data analysis from 106 farmers in northern Alberta reveals that general opposition to trees on farmland is the strongest predictor of farmers' resistance to the establishment of poplar tree plantations on privately‐owned land. Valuation of family farming is the strongest determinant of resistance to trees on farmland. Among the potential intervening variables influencing support for tree plantations, including county, age, gender, number of children, and percent of income from farming, number of children and percent of income from farming had significant direct effects on valuation of family farming. This study suggests that economic incentives alone are unlikely to influence farmers' willingness to convert their land to non‐traditional uses, and that intergenerational transfer of land, and its relationship to valuation of family farming, deserves further attention in rural sociological scholarship.  相似文献

Decision-systems theory (DST) was developed from in-depth interviews with farming families and provides an interpretation of the processes farming families use in making strategic decisions in regard to the family members, the farm and the businesses the farming family run. Understanding the nature and justifications used for different decisions can help farming families improve their strategic decision making. When combined with the 4-group stakeholder model, DST can help policy developers appreciate what kinds of policies are most likely to influence the decisions farming families make. Family decisions are a result of ongoing negotiation processes within the family. An additional set of interviews with farming women provided insight into women's contributions to family decision-making processes. Their contributions are discussed in terms of the concept of lenses which is one of five concepts in DST. Women make particular contributions in four of the five lenses in the concept for lenses. This leads to the conclusions that, in terms of improving the technical and economic aspects of farming, policy developers should develop new pathways of providing relevant information to women farmers. And, in terms of implementing sustainable development ideals to improve future rural livelihoods, policy developers ought to work closely with farming women as their contribution to strategic decisions in this area is very important.  相似文献

A substantial body of sociological research has examined the relationship between farmers’ environmental attitudes and their conservation behaviors, but little research has compared the attitudes of producers and consumers toward the environment with their behaviors or practices in support of sustainable agri-food systems. This paper addresses these shortcomings by analyzing the intersection between producer and consumer attitudes toward environmental sustainability with their actual practices, drawing data from focus group interviews and surveys with producers and consumers in Washington State, USA. We compare farmers’ attitudes toward several agricultural and environmental policies with their self-reported practices to examine whether support for environmental policies aligns with sustainable farming practices. For consumers, we investigate the relationship between their attitudes toward the same agricultural and environmental policy issues with their interest in purchasing food produced in an environmentally sustainable manner. Through our analyses, we find that consumers’ and producers’ practices are not always consistently correlated with their environmental attitudes, but that support for agricultural land preservation is one policy area in which the interests of producers and consumers intersect with their interest in sustainable farming and food. Findings from our individual and focus group interviews assist us in understanding the multiple, sometimes competing, factors that consumers and producers must weigh in making decisions about environmentally sustainable food and farming.  相似文献

With agriculture considered key to generating jobs for Africa's growing population, several studies have explored youth aspirations toward farming. While many factors explaining aspirations have been well studied, little is known about the actors' shaping aspirations. We developed a novel framework that focuses on the factors and actors shaping the formation and actual aspirations of rural youth and applied a unique “whole-family” approach based on mixed-methods data collection from adolescents (boys and girls) and corresponding adults. We applied this approach in rural Zambia, collecting data from 348 adolescents and adults in 87 households. The study finds that parents strongly shape youth aspirations—they are much more influential than siblings, peers, church, and media. Male youth are more likely to envision farming (full or part-time) than female youth. The male preference for farming reflects their parent's aspirations and is reinforced by the patriarchal system of land inheritance. Parents' farm characteristics, such as degree of mechanization, are also associated with aspirations. We recommend a “whole-family” approach, which acknowledges the influential role of parents, for policies and programs for rural youth and a stronger focus on gender aspects.  相似文献

Abstract Agroforestry, the practice of raising crops and trees together in ways that are mutually beneficial, provides farmers with an alternative to more conventional farming practices. In this paper, we apply Bourdieu's concepts of “field” and “habitus” in an attempt to better understand the practice of farming and the role that agroforestry may have in farming systems. Analysis is based on qualitative and quantitative interviews of farmers and other key informants in two regions, Fox‐Wyaconda Watershed in northeast Missouri and Scott County in southeast Missouri. Within the field of farming, farmers emphasized the importance of economic, family and rental relations. Important habitus considerations include different interpretations of what constitutes farming and what constitutes forestry. Based on Bourdieu's theoretical framework, we offer three alternative paths of social change that may lead to more widespread utilization of agroforestry.  相似文献

This paper details the findings of research which examined the socioeconomic and attitudinal circumstances of a sample of farms participating in a range of agro-environment schemes and initiatives in Southwest England. Evidence from very diverse circumstances revealed a common fundamental trend, namely that the attitudinal dispositions of farmers were more important than their ‘structural’ constraints or opportunities in influencing farm decision-making. The attitudes of farmers held sway in the attitude-structure relationship, specific family, and thus financial circumstances were rarely associated with predictable farming or conservation activities. These findings support the notion that in order to better understand and influence farm decision-making, we need to know more about how farmers' attitudes and values are constructed. Agro-environment policies could employ mechanisms for targeting and enhancing farmers' personal attitudes and ambitions in relation to the environmental impact of their activities.  相似文献

It has long been acknowledged that the notion of family continuity of farm occupation through succession is one of the central tenets of the ethos of ‘family’ farming, but recent evidence suggests that it is being called into question by family members. Farming practices are being pursued in a rapidly changing world, an important feature of which is a greater level of public and political concern for protecting the rural environment. This paper examines a range of new influences affecting farming practice and environmental consciousness and the implications these have for farming values, particularly that of family succession. Using evidence from a study of dairy farm families and pollution regulation in Devon in South West England, it suggests that rural social change is providing new routes through which environmental values can flow through farm households, influencing the ways farmers understand the environmental implications of their practices, and the ways they and their families think about their long-term futures.  相似文献

The growing criticism of intensive agricultural practices that lead to a deterioration of natural resources and a decrease of biodiversity has progressively led to more environmental constraints being put on agricultural activities through an “ecologization” of agricultural policies. The aims of these policies have been to protect environmentally sensitive areas, to improve groundwater quality and, more recently, to develop organic farming and/or reduce pesticide use. However, these efforts are still a far cry from a robust ecologization of agricultural practices. In order to identify the conditions for the implementation of such an ecologization, the changes in practices from conventional agriculture towards organic farming and integrated pest management (IPM) are investigated using a sociological study of farmers’ trajectories, coupled with the ESR (Efficiency-Substitution-Redesign) framework developed by biological and agricultural scientists. This combined approach reveals that a robust ecologization of agricultural practices requires us to take into account the specific and variable tempo of farmers’ trajectories and to redesign not only technical agricultural systems but also interactions within larger agrifood systems.  相似文献

Abstract Considerable attention has focused on farming practices and behavioral patterns that characterize Amish farmers from other agriculturalists. It has been suggested that Amish farmers are more concerned about the physical environment than non-Amish farmers because Amish employ fewer technology-intensive farming practices, though there is little empirical evidence to support such an assertion. To address this issue, data were collected from a sample of Amish and non-Amish owner-operators in Ohio to compare environmental attitudes and farming systems presently in use. Discriminant analysis was used to examine factors chosen to differentiate the two groups. Findings reveal that Amish respondents believed more strongly than other farmers that ground water pollution was an important environmental problem and that farmers should reduce chemical application rates to protect ground water resources. Other farmers exhibited greater willingness to participate in educational programs designed to reduce pesticide application rates. The two groups could not be differentiated by criteria used to make adoption decisions about farm technologies and farming practices; both used productivity and efficiency criteria when making adoption decisions.  相似文献

Analysts have heralded the principle of “multifunctionality” undergirding the European Union's Common Agricultural Policy “Second Pillar” support mechanisms as a “new . . . and strong paradigm” for agriculture ( van der Ploeg and Roep 2003 ), with the potential to re‐embed social, environmental, and ethical concerns into the structure of the agricultural system. Multifunctionality‐inspired agrienvironmental policies arguably represent an alternative to the productivist‐focused structural forces driving global industrialized agriculture. Yet few empirical studies interrogate the links between the assumed benefits of these policies and farmer experiences. This article examines the introduction of European Union multifunctional agrienvironmental policies in Poland, specifically incentives and supports for certified organic farming, and demonstrates that while favorable incentive subsidies have promoted increased entry into the organic farming sector, inattention to contextual factors has generated barriers to entry and access, creating unanticipated vulnerabilities for Poland's organic farmers and subsequent contradictions in policy implementation. Furthermore, this article demonstrates that, although specific organic certification standards have changed little since Poland's accession to the European Union, the processes associated with new EU multifunctional policies have shifted toward greater institutionalization and bureaucratization, potentially thwarting the efficacy of multifunctional incentives for organic agriculture in the Polish context.  相似文献

ABSTRACT This paper uses themes from political ecology to develop insights into the billion dollar shrimp aquaculture sector in Thailand. We find that corporations can exercise only limited control over shrimp production and that there is no clear trend toward larger operations. We explain the continued viability of small owner-operated farms by looking at how shrimp farming is located in physical and social space, and at the ability of owner-operators to work within the highly unstable socio-ecological processes of shrimp production. We also find that shrimp farming has induced a spatially-uneven increase in state territorial regulation. The spatial distribution of regulation is shaped by differences in how landscapes become politicized, and the degree of jurisdictional clarity. We conclude that industry self-regulation has limited prospects for containing the social and environmental problems of shrimp farming in Thailand, but that expanded state regulation that mobilizes the participation of local people might be effective.  相似文献

L'auteur examine dans cet article l'élaboration d'un discours sur l'agriculture, qui encourage l'adoption d'un travail de conservation du sol comme agriculture écologiquement durable. L'analyse débute par l'argument selon lequel ce discours est né dans les années 1980, en réponse aux conséquences sur l'environnement de l'agriculture classique. On soutient ensuite que l'attention portée au travail du sol plutôt qu'à d'autres solutions de rechange quant à ces impacts, attention qui doit être comprise dans le cadre d'une analyse plus large des développements politico-économiques dans le domaine de l'agriculture au Canada. On a déterminé que les intérêsts contradic-toires des divers secteurs de l'industrie agroalimentaire, en ce qui concerne le maintien de l'utilisation de produits chimiques coûteux et le contrôle des prix payés aux agriculteurs dans le contexte de la crise économique de l'agriculture, jouaient un rôle essentiel dans l'attention portée au travail du sol. On soutient que le travail de conservation du sol permet de régler ces contradictions de deux façons. Tout d'abord, le travail de conservation du sol a fourni une base pour affirmer que les problèmes de pollution chimique et d'épuisement du sol étaient en train d'être résolus sans que soient nécessaires des changements plus substantiels dans le système de production à base chimique. Enfin, il offrait aux agriculteurs un moyen et une raison de réduire les coûts de production devant les crises constantes relatives aux prix et a la rentabilité des fermes. This paper examines the development of a discourse within agriculture which promotes the adoption of conservation tillage as environmentally sustainable farming. The analysis begins with the argument that the discourse emerged during the 1980s as a response to the environmental impacts of conventional agriculture. It is then argued that the focus on tillage practices over other alternative solutions to these impacts must be understood within a broader analysis of the political-economic developments in Canadian agriculture. The contradictory interests of the various sectors of agribusiness capital, both in sustaining the use of expensive chemical inputs and in controlling the prices paid to farmers within the context of the farm economic crisis, are identified as playing a vital role in shaping the focus on tillage practices. It is contended that conservation tillage offered a means of mediating these contradictions in two ways. First, conservation tillage provided a basis for the claim that chemical pollution and soil depletion problems were being resolved without the need for more substantial changes in the chemically-based production system and, second, it gave farmers a means and a rationale for cutting production costs in the face of continuing crises in prices and profitability at the farm gate level.  相似文献
