This paper considers the development of voluntary action in Northern Ireland and the Republic of Ireland. Drawing on research conducted during 2002–2003 at the Centre for Voluntary Action Studies at the University of Ulster and funded by the Royal Irish Academy, it is argued that the way that voluntary and community organizations developed in Ireland’s two jurisdictions after the partition of the island in 1922 illuminates debates on the role of states in structuring the civic space in which voluntary action occurs. It illustrates, in particular, the interaction of state policy drivers with the cultural and ideological forces that shape voluntary action. Analysis lends support to the view that state action, together with cultural trends and social capital resources, is the crucial determinant of how the voluntary sector develops in a jurisdiction.  相似文献

This paper explores an explanation which elaborates how individuals effectively enact and sustain trust in the sphere of social economy and the capability. I discuss how value employed by actors and the strategies and power relation in the socio-economic value sphere and focus on the function of ‘trust’ as the key mechanism of the interaction. This article seeks to contribute to understandings of South Korea's approach to marriage migration. Situating our analysis of marriage migration policy specifically within the recent emergence of a social investment approach to welfare, we bring together two bodies of literature that due to the methodological nationalism of much welfare state scholarship are usually treated separately. Through an examination of the policy framework governing marriage migration ‐ so‐called ‘multicultural family policies’ ‐ we find that successive Korean governments have actively sought female marriage migrants to perform various social reproductive roles as a means to secure the reproductive capacity of the nation, just as feminist scholars have argued the care work of citizen‐mothers can be understood. Our analysis also suggests that marriage migration policy in Korea constitutes a distinctly transnational dimension to its overall social investment approach, which is strongly motivated by concerns to reproduce the next generation of human capital.  相似文献

The existing literature has claimed that the state-backed social enterprises in South Korea could be degenerated since the South Korean civil society is not advanced enough to safeguard them against the isomorphic pressure wielded simultaneously by the state and the market. Taking this claim seriously, this paper examines the recent development of social economy in South Korea. Based on the considerable changes in the long-standing statist model of non-profit sector since the late 1990s, the enormous impact of 2011 FAC on the civil society and social economy, and more frequent collaborative effort between the local governments and civil society organizations since 2012, this paper claims that the development of social economy in South Korea has recently shifted from dominance of state power to a mixture of top-down and bottom-up approaches.  相似文献

Abstract Into the conventional framework of the state civil-society relationship, which usually includes the state's autonomy and the state's strength, this paper adds a dimension - the identity of the collectivity. The collective identity is from one side the common 'symbolic space’ for both the state and the actors of the civil society, and from the other side the ‘battlefield’ between the state, the society and the different components of the civil society. These tensions stem in a great measure from the emphasis of some aspects over others (for example the primordial vs. civic ingredients) of the collective identity. These interpretations have far reaching implications on the rules-of-the-game in the state and on the state-society relationship. Its identity is central to the determination of the various societal boundaries of the collectivity. This approach is exemplified through analysis of the building of the Israeli state and its transformation from a community to a nation-state, and again from a nation-state to a community state, in a perspective of about 75 years. The article fundamentally challenges the conventional presentation and analysis of the social and political history of Israel.  相似文献

Abstract Most studies of state/economy relationships focus on national and global institutions and minimize the importance of local, sub-national institutions. This lack of attention to sub-national states also characterizes most of the studies that examine the role of the state in the structure of agriculture. On the other hand, calls for a new type of sustainable agriculture argue that this type of economic system will be embedded in local political institutions. The nature of these local institutions, however, has gone largely unanalyzed. Through a comparative historical analysis of sub-national state intervention in the regional economic structure of the U.S. dairy industry in the New Deal era, this analysis shows how state dairy policy has reflected sub-national interest group politics surrounding food, agriculture, and rural land use. Sub-national states responded to the agricultural crisis of the 1930s by spatially reorganizing agricultural resource use within their territories. The three states examined—New York, Wisconsin, and California—influenced the resource intensiveness of dairy agriculture by managing the spatially segmented boundaries that separated resource-intensive and low-resource dairy production systems.  相似文献

The Korean welfare state is facing diverse pressures and challenges due to changing economic, social, and demographic circumstances: prevalence of the service economy, labor market flexibility, weakened family function and increase of untraditional families, lowest fertility rate and the most rapid ageing of the population among OECD countries, and so forth. These challenges, which indicate new types of social risks, have been stimulating a series of discussions on welfare reform in Korea. The old social risks such as retirement, ill health, poverty, and unemployment have not disappeared because of insecure or inadequate welfare, and now these risks are even intertwined with the so-called new social risks. Thereby the Korean welfare state is facing complicated reform tasks. This study attempts to analyze the structure and context of these challenges in Korea, and to explore the various driving forces that have formulated Korean welfare reform in recent decades. Through the above analyses, this study will shed light the characteristics of welfare reform in Korea as a late-coming welfare state.  相似文献

Using a set of time-series (1972–1989) and cross-sectional data on eight two-digit Korean manufacturing industries, we examine the variability of South Korea’s employee bonus system and the effect of the employee bonus on productivity. A test of the variability of the bonus showed that the bonus rate (ratio of the bonus to the wage) was positively influenced by industrial output, so the bonus is not merely a disguised wage. An augmented Cobb-Douglas production function estimation shows that the bonus has a positive and significant productivity effect. Capital-intensive and laborintensive industries did not have significantly different productivity effects due to the bonus. Lastly, Korean unions reduced labor productivity and negatively affected the productivity effect of the bonus. Also, compared with the previous period, the productivity effect of the bonus has become negative since the1987 Great Labor Offensive.  相似文献

The rapid decrease in South Korea's fertility rate since the 1960s has often been noted as an extraordinary case of a demographic transition due to an extremely successful state population policy. This common observation fails to address how women actively and deliberately negotiated with different kinds of authorities within social and material constraints. The two most glaring examples of women's agency in reproductive decision making are (1) the consistently high abortion rate in a country where abortion has never been legal and (2) the persistent boy preference. The persistent boy preference combined with sex discerning technology, which became readily available in the 1980s, produced a skewed sex ratio at birth. Using Guttentag and Secord's theoretical model, this article explores how a broad range of cultural norms relating to women's roles, marriageable age, ethnic exogamy/endogamy and homosexuality will be affected when the birth cohorts of twenty years with the skewed sex ratio begin to enter the marriage market. This article also suggests a different way of thinking about the issues of women's reproductive behavior and state control. Population research often overlooks the thinking processes of individual women, and consequently misses how women negotiate with complex local conditions. This article discusses women' s reasoning and decision-making processes, their world views and values and dynamics within their intimate environments. Oftentimes women's own accounts defy clichéd understanding and popular imaginations.  相似文献

The lesbians' rights movement in South Korea has undertaken various projects for solidarity with feminist movement groups for over 10 years. In spite of these efforts, lesbian issues have been blatantly excluded from all the agendas of women's rights. The same thing has happened in Women's Studies. Some feminists express homophobic thoughts without understanding the reality of lesbians, and other young scholars take on a lesbian identity temporarily as a sign of being progressive and liberated; in neither situation are they committed to dealing with the oppression of lesbians or seeing lesbian rights as a feminist concern. In order to further lesbian rights there are two strategies possible: forming a movement only for lesbians or forming solidarity with feminists. This article examines the impact of innovative financial instruments on the relationship between states and financial markets. Using the example of Brazil in the period after 2000, this paper argues that growth in credits default swaps and inflation-linked bond markets have had a tangible impact on this relationship. Growth in these markets has afforded the Brazilian state more autonomy and lessened the normative power of financial markets. This paper shows that developments in global financial markets do not always result in a diminution of state power.

Este artículo examina el impacto de los instrumentos financieros innovadores en la relación entre los estados y los mercados financieros. Tomando el ejemplo del Brasil en el período después del 2000, este artículo sostiene que el crecimiento en los swaps en el incumplimiento crediticio y el mercado de bonos estructurados vinculados a la inflación, han tenido un impacto tangible en esta relación. La habilidad de pasar el riesgo de impago a mercados financieros más amplios, ha significado que más instituciones estén dispuestas a prestarle al Brasil y como consecuencia, la relación del país con la comunidad financiera ha cambiado. El crecimiento en estos mercados ha provisto al estado brasileño de más autonomía y reducido el poder normativo de los mercados financieros. Este artículo indica que los desarrollos en los mercados financieros globales, no siempre resultan en una disminución del poder estatal.

The purpose of this study is to identify characteristics that would increase the likelihood that a Korean older adult with dementia being cared for by a family caregiver is at risk of being abused. This analysis was based on a sample of 481 primary family caregivers from the data of Comprehensive Study for the Elderly Welfare Policy in Seoul (2003). Multiple regression analysis was used to examine predictors among the demographic characteristics of caregivers and care recipients, the severity of cognitive impairment, functional ability, caregiver burden, and social support for the degree of elder abuse. The degree of elder abuse was significantly associated with caregiver burden, mental impairment, dependency of daily living of care recipient, and use of formal services.  相似文献

近年来,韩国校园暴力问题凸显,在家庭、学校及社会诸多方面因素的影响下,校园暴力事件呈现出逐年上升的趋势,对青少年身心健康及社会和谐发展造成了极其恶劣的影响。目前,韩国校园暴力的产生呈现出受害青少年心理创伤问题严重、小学高年级校园暴力的发生率极高及校园暴力类型多样化三大特点。为了预防及根治校园暴力,韩国历届政府相继制订并颁布了专项法律条例及各类应对举措。2014年,朴槿惠政府宣布实施"以学校现场为中心"校园暴力应对政策,主要内容包括在校园内开展丰富多样的校园暴力预防活动,根据暴力类型、发生地域以及学生年级的不同而推行有针对性的应对策略等。  相似文献
