Emergency preparedness concerns over inadequate emergency interoperability among police, fire and emergency medical services (EMS) have led to the adoption of shared information technologies. Using a social worlds/arenas framework, I ethnographically study police, fire and EMS, as ‘users’ of technology, to understand how they interact with their technologies, and the ways in which their respective organizational contexts, cultures and practices shape technological functioning and collaborative action. From this analysis, I uncover social world contexts (ideologies) and individual actions (social legitimation and hierarchy of credibility) that alter technological functioning and create impediments to emergency interoperability. I further highlight an important ideological disconnect between the design and in-situ application of emergency technologies. I conclude by discussing the extent to which policies and technological innovations cannot, in and of themselves, address emergency preparedness concerns. 相似文献

By examining the Canadian standards system, and especially the work of the Canadian Standards Association (CSA) related to accessibility, this article explores the question: can legislation and/or standards ensure access and inclusion for people with disabilities in the area of information technologies? And if so, what type is required? It argues that the standards system in Canada privileges the voices of industry while creating a discourse of public accountability and corporate social responsibility. This paradox leads to an undervaluing of the need for addressing issues of accessibility and inclusion in information technologies. By proactively seeking out innovators in the disability community and bringing them to the table, the CSA could open up the standards development discussions and find creative solutions to accessibility barriers. The principles of balanced representation and consensus decision-making open the possibility for discussions around standards that can effectively address access and inclusion of people with disabilities in the development and use of information technologies, but only if the systemic barriers to both individual and organizational participation are recognized and addressed. 相似文献

In this paper we briefly describe the results of a 3 year project examining the use of Health Information Technologies (e.g., electronic patient record systems) to deliver integrated care. In particular, we focus on one group of patient (the frail elderly) and efforts to design an e-health supported healthcare pathway (the frail elderly pathway--FEP). The aim of FEP is to bring together clinicians and staff from health and social care and allow them to share patient information. Our findings show that progress in delivering a fully-supported and working FEP has been slow, not least because of the difficulties experienced by healthcare staff in using current IT systems. In the absence of performance reporting standards, nonprofit organizations face difficulties in accommodating the varied and changing informational requirements of public and private funders. Clients, volunteers, management, and staff also use and demand performance information. The authors studied four human services organizations in Victoria, British Columbia, Canada, and their performance reporting across the management cycle, from planning through implementation and monitoring, to external reporting and auditing. As the first quantitative examination of perceived public relations professional standards in China using an online survey, this study was designed based on the standards of professional standards inventory Cameron, Sallot, & Lariscy (1996) constructed and tested among practitioners in the U.S. The survey results suggest six dimensions of perceived standards of professional performance: (1) role and function in organizational strategic planning, (2) sufficiency in professional training and preparedness, (3) gender and racial equity, (4) situational constraints, (5) licensing and organizational support, and (6) participation in the organizational decision-making team. Four dimensions of public relations roles were also identified by the survey participants: (1) brand promotion facilitator, (2) public information specialist, (3) media relations counsel, and (4) conflict management expert. Primary practice area was found to affect how Chinese practitioners perceive the six clusters of professional standards and the four identified public relations roles. These findings provide insights for both practitioners and researchers on how Chinese public relations practitioners view public relations as a profession and how the profession currently holds its professional standards in China. 相似文献

Financial reporting is an important aspect of not-for-profit organisations’ (NPOs’) accountability. Globally, numerous and varying regimes exist by which jurisdictions regulate NPO financial reporting. This article explores whether NPOs should be required or expected to follow sector-specific international financial reporting standards. We investigate stakeholder perceptions on the nature and scope of any such developed standards, interpreting our findings through the lens of moral legitimacy. Using an international online survey of stakeholders involved in NPO financial reporting, we analyse 605 responses from 179 countries. Based on our findings, we argue that diverse stakeholder groups, especially those who are involved with NPO financial reporting in developing countries, are likely to grant moral legitimacy to developed NPO international accounting standards if the consequences are to enhance NPO accounting and accountability information, subject to agreement as to whether all or only NPOs of a certain size should comply and whether any such standards should be mandatory. 相似文献
