Australian university students' views of the nuclear arms race were analysed in two studies. A sample comparison study used Nuclear Arms Race Questionnaire (NARQ) and Position on Nuclear Weapons (PNW) scales to compare university students' views with those of high school students and community groups. University students' views were more strongly anti-nuclear than middle income and Middle European migrant groups, but not more than high school student and church member groups'. Females' attitudes were more strongly anti-nuclear than males. A qualitative analysis of ten university students' formulations of the arms races problem and Australia's involvement revealed the complex dimensions of perceived relationships between global and national interests and personal nuclear issues. Students' solutions were directly related to their formulations of the major aspects of the arms race problem, with six students who represented the nuclear problem in terms of superpower conflict, seeing individuals as powerless to influence solutions. Quantitative trends are interpreted in light of the varied representations of the problem and the association of students' generally anti-nuclear attitudes with lack of involvement in the peace movement.  相似文献

The global market in international education has grown almost without interruption over several decades. Increases in international student enrolments in Australia have been among the most impressive in the world, though they declined between 2010 and 2013. The decline was attributable to exchange rate movements and changes to student visa regulations, though an additional factor lay in reputational fallout from a series of violent physical attacks on Indian students, mostly in 2009. In response, Australian federal and State governments undertook diplomatic trips to India, established a raft of public inquiries to investigate the broader question of international student welfare, and made policy changes. Utilising the literature on public policy “crises”, this paper presents government responses to the 2010–2013 downturn in terms of managing a “long‐shadow crisis” (Boin et al., The Politics of Crisis Management: Public Leadership Under Pressure; Cambrtidge University Press, 2005), which typically emerges quickly but has major political consequences, is only seen to be resolved incrementally, and calls for policy change rather than fine‐tuning in response. The adequacy of the policy response to the crisis is not discussed. The article suggests that the crisis and the response acted to elevate the status of international education as an area of policy in general, though not as a mainstream area of social policy.  相似文献

Although the rapid diffusion of hate crime legislation since the 1980s indicates widespread success of the antiviolence movement at the policy level, effective responses to hate crimes – such as reporting incidents to authorities – are partly contingent on how individuals initially interpret potential incidents. This paper investigates the degree to which individuals’ perceptions of concrete events of harassment and violence mirror the interpretive frameworks offered by proponents of hate crime legislation. Specifically, the study examines the determinants of definitions of hate crime and perceptions of seriousness, focusing on both incident-level and respondent-level variables. Using data from a multilevel factorial survey gathered from a sample of undergraduates, I find a general alignment between the political construction of hate crimes and college student perceptions of incidents of harassment and violence, although sensitivity to hate crimes varies by witness demographic and attitudinal characteristic.  相似文献

Objectives. The primary goal of this article is to examine factors associated with grandparent care giving within the American Indian/Alaska Native (AIAN) population. Methods. Data from the 2000 Census of Population, 5% Public Use Microdata Sample, are used to evaluate a multivariate logistic regression model focusing on living with and caring for grandchildren. Particular emphasis is placed on characteristics that may reflect culturally‐based ideas about grandparents' responsibility for the care of their grandchildren. Results. Indicators related to Native‐American identity—specifically, reporting race as AIAN only rather than mixed race, reporting tribal membership, and living in a nonmetropolitan area of an “Indian” state—increase the likelihood of being responsible for a grandchild among Native‐American singles and couples aged 45 and over. Conclusions. Cultural and resource characteristics combine to produce high levels of grandparent care giving within the AIAN population. Inasmuch as those with lower educational and economic resources are especially likely to have responsibility for a grandchild, special attention should be directed toward ensuring adequate support for these caregivers.  相似文献

Freedom of speech and equality are two basic values in American culture that cause a value conflict with regard to hate speech. This study examined the effects of priming of values of freedom of speech and equal protection (equality) on perceptions of and attitudes toward hate speech and value prioritization. Data were collected from 159 college students. Priming of freedom of speech directed participants' attitudes and values toward advocating freedom of speech, whereas priming for equal protection directed attitudes and values toward the harm of hate speech. Participants primed for free speech viewed hate speech (introduced via scenarios) as less harmful and the speaker as less accountable than those primed for the harm of hate speech and a control group.  相似文献

This paper explores the construction of Islam as abject and the symbolic positioning of Muslims as being outside secular modernity in Australia through an analysis of the way the criminal legal process and perceptions of criminality are culturalised. The empirical focus is gang rape and the trials of Muslim youth on gang rape charges in Sydney between 2000–2003 which quickly became culturally inflected as ‘Muslim’ and ‘Lebanese’ by media reporting of the criminal trials and moral panic about them as source of social menace. Three dimensions of culturalisation of crime and the criminalisation of culture are identified in the criminal legal process and media reporting of it; firstly the cultural inflection of new laws against gang rape by their association with particular events and trials; secondly the introduction of ‘cultural defence’ by the accused as a mitigating factor in the criminal legal process; thirdly, media reporting and commentary on criminal cases which emphasize cultural explanations for individual criminal behaviour.  相似文献

Immigration in Australia is inherently a controversial topic. Events such as the MV Tampa affair cause increased media and legislative attention but increased legislative attention in the policy area do not always follow such dramatic events. We analyse media and legislative attention in the area of immigration and show increased activity in parliament around both dramatic events discussed in the media and also over more technical issues. Increased attention within parliament sometimes occurs outside of the gaze of the media.  相似文献

Most international students in Australia take up paid work during their studies, generally as part‐time employees in low‐wage, low‐skill labour markets. Though little is known about the detail of their work experiences, scattered reports suggest that wages and working conditions are often poor and pose significant issues of social justice. This article examines the characteristics of jobs held by one group of international students, drawing on in‐depth qualitative interviews that form part of a case study of Melbourne's café, restaurant and takeaway food services sector. The evidence indicates that precariousness in employment is widespread in this sector and that it centres on underpayment and non‐payment of wages, in breach of labour regulation. The article suggests that such illegal employer practices are facilitated by use of undeclared casual work. Underpayments are most severe in what are typically regarded as ethnic cafes and restaurants, which concentrate on employment of international students, but they are also widespread in mainstream cafes and restaurants, where international students share precarious work conditions with other workers. The findings underline the case for more concerted research and new policy initiatives.  相似文献

Objective. This research explores the seldom‐addressed question of whether teacher‐student racial congruence conditions the impact of teacher perceptions on performance. Methods. Multipopulation LISREL models (utilizing data from the NELS) compare the effect of white teachers' perceptions on African‐American standardized test performance to the corresponding effect among white students. Parallel models compare the impact of African‐American teacher perceptions across races. Preliminary models gauge whether the match/mismatch of teacher's and student's race shapes teacher perceptions of African‐American and white students. Results. The impact of teachers' perceptions on test performance shows signs of being especially pronounced in the racially dissonant white teacher‐black student context—the very context where teacher perceptions seem especially likely to be unfavorable. Conclusions. This research provides new insight on the relevance of teacher perceptions to the black‐white performance gap. Racial congruence seems primarily consequential to African‐American test performance—shaping both teacher perceptions and (somewhat less so) the impact of such perceptions on performance.  相似文献

This paper employs a critical race theory (CRT) perspective to probe the experiences of skilled African migrants parenting Black children in Australia, a predominantly White country. Two key themes emerged from this study: (1) the need to explicitly teach children about race and racism and to foster positive racial identities and (2) the complexities of navigating tensions between ‘African’ and ‘Western’ cultural values. Participants demonstrated high levels of awareness of intercultural parenting approaches and a desire to blend the best aspects of African and Australian cultural values in their own parenting practice. A significant paradox was also apparent in the tension between parental desires to inculcate pride in African ancestry and culture, while simultaneously encouraging children to ‘curate’ their blackness to minimize experiences of racialization. Social workers in Australia often play a critical role in the lives of migrant families as they support them to negotiate transitions in parenting contexts. Although this paper only offers a perspective on the parenting experiences of skilled African migrants and how they creatively manage the tensions and change emerging from this process, we suggest that this understanding helps to expand knowledge on the complexity of parenting in multicultural, transcultural and intercultural contexts.  相似文献

Sources indicate a rise in hate crimes committed by persons affiliated with hate groups (Bowles, 1993; Levin, 2002). Although the majority of these offenders remain unaffiliated, it is nevertheless important to understand why individuals become attracted to hate groups. This exploratory study examined youth attitudes toward hate groups. Deprivation and interpersonal bonds theories were used to explain hate group attraction among students. Secondary and university students completed the 567 surveys used in the analysis. Results indicated that crime-related measures and exposure to hate groups by word-of-mouth contacts were more often related to supportive attitudes. These effects were further associated with secondary students. Neodeprivation theory is offered for exploring hate group attraction by more educated persons.  相似文献

ABSTRACT

This article discusses news about Muslims via one researcher’s social media news feeds after the Christchurch tragedy. Using intercultural and Islamic communication theories, the contents of several news stories are analysed for their contribution to the Muslim person’s identity. Findings reveal four main categories: Muslim women and hijab; religion and terrorism; media, government, democracy and the politics of oppression; and representation of the Muslim voice. Substantial news content also depicts peace, love and forgiveness in its presentation of the human angle in New Zealand media. There is a significant shift from the negative othering rhetoric of international media to an inclusive national approach in the tone of the New Zealand press. However, Muslim narratives reveal that structural discrimination and systemic oppression do exist and pose safety and identity challenges. While news continues to divide and unite people depending on the press agenda, their depictions of Islam and Muslims have potentially major influences and serious consequences on the Muslim person’s identity within the local and global Muslim communities.  相似文献

Social psychological theories of second-language communication posit a relationship between second-language competence/usage and social identity. Identity and adaptation outcomes of intercultural contact have also been central issues for cross-cultural psychology. The studies described here are at the junction of these two research traditions. Based on a situated-identity approach, they show the mediating and moderating roles of second-language confidence for identity change and adjustment among minority- and majority-group members. Two studies involving Canadian francophone and anglophone university students illustrate the relationship between relative status and identity as well as the mediating role of communication in determining identity and adjustment. The third study, involving participants of East Indian descent, shows that incongruities among aspects of identity are related to the experience of collective discrimination and stress. Furthermore, these relations are moderated by second-language confidence. The conclusion discusses theoretical and practical implications for policy.  相似文献

The media is often referred to as a social institution in that it is a major element of contemporary Western society. Through the media, social processes create narratives or stories within interpretative frameworks that are embedded in the cultural and political assumptions of the wider society. Since the terrorist attacks on the World Trade Centre in September 2001, the media has played a crucial role in the developing discourse on contemporary terrorism. In the Australian context, this discourse has emerged as one which implicates Australian Muslims, constructing them as a homogenous monolith with an underlying implication that Islam, and by association Australian Muslims, is secular resistant and at odds with the values of the liberal democratic state. Several textual analyses attest to the bias against Muslims in the popular Australian media discourse. However, there have been no studies into how Australian Muslims are interpreting and responding to this discourse. Based on research into the attitudes and perceptions of the media among Australian Muslims, this paper argues that the interpretation of the media discourse as defiantly anti‐Muslim and the perception of the media as a powerful purveyor of public opinion has impacted on the construction of Australian Muslim identity. In responding to this discourse, Australian Muslims are creating new narratives of belonging which either reinforce or reject the underlying messages that situate them outside mainstream Australia.  相似文献

This study examines how people experience hate speech. Specifically, it assesses people's perceptions regarding both the antecedents and outcomes of such expression targeted at Jews and homosexuals. One hundred twenty university students read (and in some cases also supplied) real-life epithets aimed at their social identity and then provided an assessment of their (a) perceived short- and long-term consequences, (b) understanding of the motive behind the message, (c) response to the sender, and (d) response to the message in terms of soliciting social support. A content analysis of the accounts produced the following patterns: (a) short- and long-term consequences mirrored a three-stage sequence found within other traumatic experiences; (b) respondents described motives as enduring, not situational, states; (c) the most common response strategies were passive; and (d) participants often sought support. The discussion focuses on implications for interventions that may mitigate negative consequences of hate speech.  相似文献

Criminal laws that punish discriminatory "hate crime" offenses relating to race, religion, ethnicity, sexual orientation, gender, and other status characteristics trace their roots back to the nation's founding. Unlike today, in early America, status distinctions in law, particularly racial ones, were intended to restrict the exercise of civil rights. Today's hate crime laws are the refined modern progeny of an important class of remedial post–Civil War laws and constitutional amendments. Although the Supreme Court has vigorously upheld enhanced punishment for hate crimes over the last decade, it has also established restrictions on the government's authority to punish bigoted conduct and expression. This article examines, through an analysis of historic cases, laws, and constitutional changes, the legal evolution that culminated in the passage of modern hate crime laws.  相似文献

This paper reports on a study that explored the experiences, perceptions and motivations of a new type of autonomous volunteer emerging in modern society, in particular, those working to assist in the rural resettlement of refugees in Australia. The volunteers filled a gap left by under resourced government and community services. In‐depth semi structured interviews revealed that their motivation was due in part, to the lack of bureaucratic' red tape'. Their drive to address social issues was based also in part on values to see social justice expressed in their community. Some challenges and tensions due to cultural differences were identified. Questions for community development and social capital are raised. Implications are raised for volunteer groups' and resettlement organisations' policy and practice to enhance the resettlement process for both the host community and those with a refugee background.  相似文献

ABSTRACT

The intense media coverage in New Zealand and Australia of the Christchurch mosque attacks exhibited significant disparity in editorial decision-making between the two countries. This research interrogates the different approaches taken in newsrooms and how these differences were manifested in broadcasts and publications. New Zealand media were focused largely on empathetic coverage of victims and resisted the alleged gunman's attempts to publicise his cause while their Australian counterparts showed no such reluctance and ran extended coverage of the alleged perpetrator, along with material ruled objectionable in New Zealand. It finds the editorial focus in each case exhibits the effect of proximity, identified in literature on empirical ethical decision-making as a factor in applied ethicality. The authors conclude that a proximity filter was used by New Zealand media who identified the victims as part of their own community, but the events of 15 March 2019 were seen as ‘foreign’ by Australian journalists who used perceived distance as justification for extremely graphic content.  相似文献

Although healthy marital and co‐parenting relationships are important characteristics of a high‐quality, two‐parent foster home, little attention has been given to foster caregiver couples' perceptions of their marital and co‐parenting relationships and the contextual factors that influence these perceptions. Guided by the contextual model of family stress and social cognitive theory, the current study explores patterns of foster caregivers' relationship efficacy, covariates associated with efficacy, and how efficacy is associated with marital and co‐parenting relationship quality. On the basis of data collected from a random sample of 93 foster caregivers, latent profile analysis identified 49.5% as reporting moderate levels of relationship efficacy and 50.5% as reporting high relationship efficacy. Additionally, findings suggested that those who had been married previously, did not have a current placement, had been married longer, had fewer children, and received support from family reported higher levels of relationship efficacy, which was positively associated with positive marital and co‐parenting relationship quality. Implications for how the child welfare system can support foster caregiver marital and co‐parenting relationships are shared.  相似文献
