International comparisons of emotional wellbeing rarely account for the situational and social context of the experience of emotions (such as happiness or pleasantness) associated with everyday activities. A small number of studies have revealed the emotional context of the daily time‐schedules of Americans. Knowing the emotions people associate with patterns of experience opens up the possibility of modelling how national emotional wellbeing might change, should policy persuade people to alter their routines. We compare time‐use patterns in two countries with relatively similar cultural and institutional contexts, Australia and the United States, to see how people in the United States might feel if they altered their routines to live more like Australians. We find that such a change could yield a reduction in unpleasant time in certain categories, such as paid work, but at the cost of losing more pleasant time in other activities, including socialising. We also find that men and women are likely to have different responses to policies that alter general behaviour. This paper highlights the need for future research to explore the emotional diversity, emotion work, and gender gaps in the emotional wellbeing of nations.  相似文献

Issues related to paid work and care are of global importance, reflecting the twin pressures of population ageing and efforts to increase labour market participation. Informal carers of sick, disabled or older people can experience tensions between policies aimed at support for care and support for employment. This article discusses a study of carers’ decision‐making around work and care, drawing on evidence from interviews with 80 working‐age carers in England. Carers are not homogeneous; their circumstances and needs differ reflecting age, gender, ethnicity, labour market participation, and the condition and/or needs of the person they support. This diversity is illustrated by contrasting rural and urban carers’ decisions and experiences about work and care. Key factors that impact on carers’ decisions are: current and anticipated financial need; the constraints arising from receipt of carers’ and other means‐tested income maintenance benefits; personal identity; job opportunities and scope for flexibility; social services provision; carers’ own health. Distance, travel times and transport are unique additional challenges for rural carers who (wish to) work. These difficulties are further intensified when they intersect with other factors such as the Carer's Allowance, the local labour market and social services provision. The findings are evaluated in terms of the adequacy of current government policy measures.  相似文献

This paper examines the paid care workforce in community services in Australia. Focusing on people employed in direct service delivery roles, I use unpublished data from the Censuses of 1996 and 2001 to document some important characteristics of the care workforce in community services, in which a large minority of care workers are employed in this country. International research has established that paid care workers suffer considerable labour market disadvantage. The paper presents evidence of deinstitutionalisation, deprofessionalisation, functional underemployment, and relatively poor pay for care workers in community service industries, which suggests that problems identified in other English‐speaking countries are also evident in Australia. I conclude by discussing the policy implications of these trends, and by raising some questions for workforce planning.  相似文献

Abstract

This exploratory study examines the discourses which construct women as mothers and workers and explores the strategies the women use to weave these sometimes contradictory identities together. Discourse analysis was used to explore the talk of two focus groups of first‐time mothers, all New Zealanders of European descent in stable heterosexual partnerships with babies aged less than six months. The women deployed an intensive mother discourse which privileged their maternal role and positioned the babies as needing parental care and mothers as the natural providers of that care. However, they also felt the pressure of successful woman and economic rationalist discourses in which paid work is essential to wellbeing and good citizenship while motherhood is devalued. The women's decisions about re‐entering the paid workforce were characterised by conflict and constraint. The analysis focuses on the strategies of resistance that the women used to warrant their life choices, including constructing motherhood as a job, and deploying an independent mother discourse which serves to facilitate their striving for the best of both worlds. Also explored are some of the structural barriers that serve to further limit women's choices.  相似文献

Thirty-four older workers in one of five intergenerational child care settings participated in a study exploring the effects of their participation in intergenerational child care programs. The purpose o the study was (1) to identify and describe a sample of older child care workers and (2) to identify characteristics of the older child care workers or the work experience which significantly impact on their lives. The older workers completed a written questionnaire, standardized life satisfaction scale, and interviews. The results suggest that participation in intergenerational child care programs supports the notion of generativity and enhances productive aging. Older workers reported increases in feeling needed, valued, and a sense of self-worth, and increased social contact. Over 90% of the older workers reported that their job expectations were met and that they felt the children had benefitted from their work. Positive changes in attitude about children's growth was positively related to the older workers' personal growth. Older workers also reported greater personal growth when they worked in excellent child care centers as compared to good or fair quality centers. Younger teachers reported positive changes in the classroom environment with the presence of older workers. These findings have implications for training older adults as child care workers and for social policy issues concerning older citizens' roles in our society.  相似文献

This paper critically examines new policies currently being implemented in England aimed at increasing the choice and control that disabled and older people can exercise over the social care support and services they receive. The development of these policies, and their elaboration in three policy documents published during 2005, are summarized. The paper then discusses two issues underpinning these proposals: the role of quasi‐markets within publicly funded social care services; and the political and policy discourses of consumerism and choice within the welfare state. Despite powerful critiques of welfare consumerism, the paper argues that there are nevertheless very important reasons for taking choice seriously when considering how best to organize and deliver support and other services for disabled and older people. A policy discourse on consumerism, however, combined with the use of market mechanisms for implementing this, may be highly problematic as the means of creating opportunities for increased choice and, on its own, risks introducing new forms of disadvantage and social exclusion.  相似文献

Unemployment experiences can have consequences for how people think about democracy and where they stand vis‐à‐vis the state. We investigate how young people's experiences with public employment services can shape levels of external political efficacy—the feeling that decision‐makers are responsive to citizen needs. The personal and direct experiences one gathers at this pivotal time in life can also leave their mark on political attitudes. We analyze an original dataset on German youth to test how encounters with such agencies affect young people's political efficacy, finding that perceptions of helpfulness and being treated fairly and with respect increase the likelihood of being politically efficacious. The findings highlight the importance of personal experiences and bureaucratic interactions for vulnerable young people's democratic attitudes.  相似文献

Today, AIAN Elders are more actively engaged in their families and communities, encouraging the development of intergenerational programs, language and cultural revitalization, being stewards in research conducted in their communities, as well passing on their knowledge and experiences on how to live as healthy Native people. Elders have traditionally been quiet and observant of their environment, but the current and future cohorts of Elders are advocates, leaders, and culture bearers for their families and communities and they are now in positions of leadership. Western society acknowledges the value of traditional knowledge and AIAN Elders are viewed as exemplars of healthy aging and their lessons and experiences can be attributed to our own lives. This commentary highlights the paradigm shift in how society views older adults, specifically AIAN Elders and their role in health and wellbeing.  相似文献

Despite considerable quantifiable data about the circumstances of care leavers in the United Kingdom, there is less qualitative data about how these circumstances are experienced. This article is underpinned by positioning theory, with a particular focus on the unfolding personal narratives of young care leavers in relation to their mental health and wellbeing and the role of a life‐skills programme in supporting them in this respect. The research illustrates that leaving care projects, such as the one in the current study, are more focused on employment and housing issues than on addressing the mental health and wellbeing needs of young people. Our analysis of interviews with young people illustrates the ambiguity of understandings of concepts such as “mental health” and “wellbeing,” and the complexity of responses to questioning around this area. This illustrates one of the major problems in evaluating the outputs and outcomes of such projects in terms of simplistic targets, where mental health and wellbeing are not clearly defined or understood by young people themselves. The current research provides a more complex picture. More research is needed that involves in‐depth and longitudinal assessment of specific mental health needs of care leavers and how they can be addressed successfully.  相似文献

Before the recession, Labour ministers claimed that much unemployment in the UK was voluntary. While social policy authors have repeatedly countered such claims by stressing that unemployed people generally possess a strong work ethic and employment commitment, their accounts typically neglect the role that choosiness in job search behaviour plays in deciding individuals' employment status. Fifty in‐depth interviews with both unemployed and employed respondents exposed considerable diversity in attitudes towards ‘dole’ (being unemployed and claiming unemployment benefits) and ‘drudgery’ (doing less attractive jobs). The more educated were more likely to prefer ‘dole’ to ‘drudgery’ (this was also found using National Child Development Study survey data), yet they usually found jobs despite their greater choosiness. Those with very low educational attainment often desperately wanted jobs but could not find them due to their low employability – which might offer an explanation for the often replicated (yet paradoxical) finding that unemployed people generally exhibit a strong work ethic and pro‐employment attitudes and behaviours. Furthermore, the findings indicate that the scope for many Jobseeker's Allowance claimants to increase their net income by undertaking an unattractive job is greater than social policy authors often imply. The question of ‘who must do the least attractive jobs?’ has been neglected by both social policy academics and policy‐makers.  相似文献

Australian governments along with other western countries have made significant changes to the welfare system with a focus on encouraging sole parents on social security payments to move into paid work. This paper reports on in‐depth interviews with 48 sole parents about their experiences with the welfare‐to‐work process and with a range of other services. Although parents reported some positive encounters, they also described a range of negative experiences, including how they needed to repeatedly prove their entitlement to help, leaving them feel as if they were undeserving of support. The study has demonstrated that it is often the most vulnerable parents who feel under close scrutiny and who have to work extra hard to get the help they need. These experiences can also see them disengaging from services. The findings show how the current policy environment adds to the complexity of sole parents' lives reinforcing their disadvantage.  相似文献

Estonians are obliged by law to provide maintenance for family members who are unable to cope by themselves. As a result, 80% of fragile older people receive informal care. Whether this is because the carers themselves feel solidarity and choose informal caring or because they lack alternatives is the question. We applied the cultural approach for explaining the construction of compulsory family solidarity in care provision to older people through the perceptions of informal carers and policy actors. Our interest is in how filial norms framed by individual responsibilities of care provision required by law can influence (i) informal carers’ perceptions concerning their choices between work and care and (ii) impact policy actors’ perceptions concerning eldercare service provision. Analysing the empirical data produced during focus groups with female carers and interviews with policy actors, we demonstrate the triple‐fold pressure to informal caregiving as an expression of compulsory family solidarity. Key Practitioner Message: ? The article demonstrates how the national Family Law Act constitutes a compulsory requirement of family solidarity in society; ? The compulsory family solidarity norm influences local‐level policymaking and inhibits the development of formal care services for older people; ? In Australia the policy balance has shifted away from institutional forms of health and aged care towards supporting people in their own homes. This change presupposes a significant and growing supply of informal caring labour. A large proportion of informal carers (40–60 per cent) currently combine paid employment with their caring responsibilities. Using the longitudinal Household, Income and Labour Dynamics in Australia Survey, the paper examines the effect of caring on employment, hours worked and earnings. The analysis shows that working age carers experience disadvantage. Carers are more likely than non‐carers to reduce their hours of work or exit from the labour force, and earn lower levels of income. In planning for an ageing population, policies will need to address these negative effects and privatised costs of caring if the supply of informal care is to be sustained in the future.  相似文献

Domestic and family violence is a significant issue experienced by many children that can have severe detrimental impacts to their health, development, and well‐being. Despite the significance of this issue, it is only recently that children have been included in research that seeks to understand the impacts that domestic and family violence may have on their lives. This paper reports on the findings of a meta‐synthesis, which explored qualitative research about children's experiences of domestic and family violence. Thirty‐two studies, including from the United Kingdom, North America, and Australia were included for review. The meta‐synthesis found that children describe domestic violence as being a complex, isolating, and enduring experience that often results in disruption, losses, and challenges to their significant relationships. Children's common feelings of fear, worry, powerlessness, and sadness were also uncovered, in addition to the strategies they employed to try and facilitate the safety and emotional well‐being of themselves and their family. Children's wants and needs are also highlighted. The findings demonstrate that despite the increasing interest in children's experiences of domestic and family violence, qualitative research remains limited, with many gaps evident. Implications for research, policy, and practice are considered.  相似文献

This study investigates the variability in well‐being of people with disabilities in paid employment in two different labour market contexts: the beginning (1998) and end (2009) of a period of growth in non‐standard hours and work intensification. It focuses on the well‐being constraints that arise from three influences: a person's disability, a person's gender, and the labour market context. Hypotheses are developed using the social model of disability and social identity theory. Hierarchical moderator regression is employed to examine two national samples of nearly 4,000 people with disabilities in paid employment. Individuals who are most limited by their disabilities, particularly women, reported lower well‐being in 2009 than in 1998. Welfare‐to‐work policies affecting these disadvantaged groups are discussed in relation to the labour market and national regulatory environments.  相似文献

Recent developments in UK policy on health and employment have sought to change perceptions about what constitutes ‘fitness for work’. With the aim of reducing the incidence and duration of sickness absence, a range of initiatives, including the introduction of the ‘fit note’, are challenging the belief that it is necessary to be 100 per cent well in order to be at work. However, this article suggests that contextual factors independent of health may also influence people's decisions about whether or not to attend work at times of reduced wellness. Drawing upon data from a qualitative study of mental health and employment, this article illustrates how the terms and conditions of a person's employment may influence sickness absence decisions in a number of ways. It is argued that sick pay provisions, size of employer and nature of work may influence both decisions to take time off and decisions about when to return to work. The degree of flexibility to manage one's workload around times of poorer health may also have a bearing on whether people feel able to carry on with their work without recourse to sickness absence. Therefore, it may be important for policy interventions to consider not only health circumstances but also structural/contextual influences on conceptualizations of being ‘fit for work’. The implications of such contextually‐influenced decision‐making for ‘presenteeism’ are also considered. It is suggested that current conceptualizations of presenteeism are somewhat ambiguous; employees coming to work despite ill health is simultaneously presented as a problem and an aspiration.  相似文献

Little attention has been paid to why trends and levels of mortality and morbidity differ in Eastern Europe and few studies have addressed people's own perceptions of their new political system – perceptions which per se may be important for social development. The aim of the present study was to analyse the extent to which trust and economic circumstances affect self‐rated health in Poland, Estonia and Russia and how much health differences between the countries can be explained by these factors. A better economy and higher trust were related to better individual health, while economic factors seemed most important for inter‐country differences. It is probable that both institutional factors and individual perceptions contribute to people's well‐being, but in terms of social policy, an improved welfare system may be the most effective way forward.  相似文献

The concept of children's agency can be used to understand how children actively shape their lives. While in social work there is a growing body of research on how children experience meetings that involve collaborating professionals, little is known about the ways in which they exert an influence. The purpose of the study is, in a Swedish context, to investigate children's perceptions of their agentic capacity in regulating participation and exerting an influence on outcomes in interprofessional collaborative meetings. Interviews were carried out with 28 children in receipt of social services support. Findings revealed that children perceive professionals' talk as restricting opportunities for input. They also perceive that they have the capacity to exercise agency by (i) conforming to expectations by feigning boredom and seeming disengaged, but at the same time paying close attention; (ii) by using exit strategies; and (iii) by developing ‘in‐situ’ strategies to end meetings. Rather than, as previously suggested, being powerless in such circumstances, the children tell how they carefully assess situations, and, from a position of apparent subordination, talk of ways of acting that reveal their agentic capacity. These insights are of importance for practitioners who are encouraged to look beyond behaviours that first meet the eye.  相似文献

The United States has seen a sizable increase in older worker labour force participation, although how much of this is due to public policy is uncertain. In fact, outside of academic and policy research circles, there has been relatively little attention paid to older workers and the challenges of an aging workforce in that country. Public policymakers have not demonstrated the same interest in expanding employment opportunities for older workers that they have shown for other groups, or that has been seen in other countries. Still, a number of significant pieces of legislation have been enacted over the past several decades that should be making continued employment at later ages easier, more attractive, or more essential financially. This paper examines those policies. However, because of confounding and conflicting influences from elsewhere, public policy initiatives focusing on older worker employment do not appear to be major contributors to rising labour force participation rates at older ages.  相似文献

Older adults with chronic conditions are at greater risk of negative affect, though few studies have focused on older adults’ perspectives on how chronic conditions affect their mental well-being. This study involved in-depth interviews that explored how older adults describe their feelings about chronic conditions, the context within which they experience these feelings, and their experiences with help-seeking for negative feelings. Participants reported that older adults experience a range of negative feelings related to their conditions and are only comfortable talking to people who understand their everyday experiences with managing chronic conditions.
