There is little disagreement that tax laws and regulations relating to non-profit organizations in China need to be changed. In this paper, we recommend comprehensive, not marginal, changes to China's tax laws for non-profit organizations (NPOs). The fundamentals of the sector and market economics suggest that the government should regulate the sector according to these principles: allowing people to make choices; using information conveyed by people's choices to identify NPOs worthy of government support; and providing incentives to organizations that help to achieve fairness in resource distribution.  相似文献

The development of social care policy for elderly Australians is proceeding with little regard for the preferences and perspectives as expressed by the elderly themselves. The likely consequence is a continuation of policies based largely on other people's assumptions about what elderly people actually need and the extension of service categories into which many elderly people do not easily fit. Discussions with 71 elderly consumers during 1983 in Queensland established that they have input to make into policy and service delivery issues such as the provision of information on services, the determination of needs, the extension of choices between alternative services and choice of appropriate service providers. Social care policy should not continue to develop around singular and untested assumptions concerning what elderly people need and prefer.  相似文献

Abstract

People without functional access to a car in countries where private vehicles are the predominant form of transport are at a disadvantage. Alternative modes of travel in such settings often do not meet people's mobility needs, creating barriers to participation in work, education, social activities, sport and leisure, and to accessing basic goods and services. In New Zealand, private vehicles have long been prioritised as the mode of personal transport in land transport planning policy. However, this is beginning to change with policy objectives now including improvement of access and mobility for all, and reduction of social exclusion. Despite this there is very little evidence of the experiences of those with mobility or access problems in New Zealand. This article seeks to provide qualitative data about experiences of transport related social exclusion, the efficacy of alternative modes for people's mobility needs, the impacts of these difficulties on people's lives, and the policy implications of these findings.  相似文献

Social representations research has tended to focus upon the representations that groups have in relation to some object. The present article elaborates the concept of social representations by pointing to the existence of “alternative representations” as sub‐components within social representations. Alternative representations are the ideas and images the group has about how other groups represent the given object. Alternative representations are thus representations of other people's representations. The present article uses data from Moscovici's (1976/2008 ) analysis of the diffusion of psychoanalysis to examine how people engage with alternative representations. It is demonstrated that there can be more or less dialogical relations with alternative representations. The analysis concludes by considering seven “semiotic barriers” which work to neutralise the dialogical potential of alternative representations, thus on the one hand enabling groups to talk about the views of others, while, on the other hand, remaining unchallenged by those views.  相似文献

Interpreting people's preferences requires understanding how they have construed their tasks, interpreting the proposed alternatives in the context where the evaluation is being made. With stylized experimental or survey choices, researchers' challenge is typically identifying the features that people add in order to make their task real enough to answer (i.e., how they read between the lines). With rich “real world” choices, researchers' challenge is typically identifying the features that people neglect, as they reduce their task to manageable complexity (i.e., which lines they choose to read). In either case, if people misunderstand or mistrust the stated transaction, they may evaluate a different offer than the one that was proposed. Such misconstruals are a nuisance for investigators, insofar as dealing with them delays the measurements that motivated the research. However, they can also provide an opportunity, by focusing attention on how people give meaning to choice situations. This article describes procedures for studying construal processes, strategies for getting people to answer the questions that interest researchers, and options for interpreting responses when people construe questions differently than was intended.  相似文献

Young people's declining electoral participation has been considered a problem in a range of democracies, including Australia. In this paper I examine youth electoral participation through the eyes and voices of young marginalised Australians. In the policy arena young people's electoral participation is usually considered a subject for education policy. Here I make the case for considering it as an issue for social policy, and as a welfare issue. In this context I examine the effects of neoliberalism and Australia's shrinking welfare state on young people's citizenship and ability to access the franchise. Whilst acknowledging the liberal roots of neoliberalism I argue that whereas the neoliberal state identifies young people's political disengagement as a problem, and constructs participation using the language of ‘choice‘, that its own social policies act to create barriers to the franchise for young people and thus effectively disenfranchise them.  相似文献

Objective. Sociologists of technology propose that not only a technological artifact, as such, but also patterns of usage should be considered when studying the social implications of technologies. Accordingly, we explore how people's online activities are influenced by users' socioeconomic status and context of use. Methods. We analyze data from the Allensbacher Computer and Technology Analysis (ACTA) 2004 survey with uniquely detailed information about people's Internet uses and context of usage to explore this relationship. Results. Findings suggest that high‐status and low‐status individuals cultivate different forms of “Internet‐in‐practice.” High‐status users are much more likely to engage in so‐called capital‐enhancing activities online than are their less privileged counterparts. Conclusion. Results suggest differential payoffs from Internet use depending on a user's socioeconomic background. Digital inequalities might be mitigated by improving people's Internet equipment and digital experience, but they do not account for all the status differential in use.  相似文献

This article shows that people's perception of their position in society is strongly correlated with their level of happiness, and thus that differences in happiness levels among countries in different welfare state clusters are influenced by people's perceptions of their relative position in society (subjective position). The study drew on data from the European Social Survey. Two important findings emerged from the analysis. First, an individual's subjective position in society is a more important predictor of happiness than objective measures such as income, education and labour market position. Second, the link between individuals’ perceived position in society and their level of happiness is moderated by the welfare state. In the Nordic countries, people's perceptions of their position in society have less influence on happiness whereas in Eastern European countries we found a strong connection between subjective position and happiness.  相似文献

Drawing on the findings from a longitudinal study of vulnerable young people's transitions to adulthood, this paper explores the ideas of shame and recognition. The young people, aged between 12 and 17 years at the first interview, had experienced chronic exposure to adversity from an early age (abuse, violence, mental health issues, addictions, and expulsion from school). They were clients of statutory and non‐governmental services: child welfare, juvenile justice, remedial education, and mental health services. This paper draws on the qualitative phase of the study (n = 107); young people and a trusted other, nominated by the young person, participated in three annual qualitative interviews. Interviews focused on young people's experiences of services, key transitions, their relationships, and the strategies they used to locate support and resources. Experiences of shame, misrecognition, and seeking recognition emerged as dominant themes in the young people's accounts, and these are explored in this paper. The paper concludes with a discussion on responsive social work interventions that generate a deeper understanding of young people's experiences of shame and misrecognition. Central to this practice are critical and relational social work practices that actively support young people to achieve recognition.  相似文献

Academics, politicians, and citizens around the world are calling for multidimensional measures of national well‐being to be included in public policy‐making. Under the motto “The Future of Well‐Being,” the 6th OECD World Forum recently pushed forward this debate in Incheon, Korea. Comparing multidimensional well‐being measures across countries, Korea ranks well in income and health, but shows deficiencies in social support, perceived freedom over life choices, air quality, and work‐life balance. Multidimensional measures of well‐being are increasingly being adopted by policy‐makers around the world to improve people's lives.  相似文献

This paper evaluates an action research study, conducted in Iceland, which involved young service users as consultants to the research. We used participatory group work methods to activate the young people's knowledge and guide social workers in developing their practice. The young people's advice influenced the data generation and analysis, guided the action intervention and contributed to the evaluation. Their emphasis on the quality of relationships and attention to children's concerns was crucial in developing the concept of child‐directed practice.  相似文献

This paper presents findings from qualitative interviews with 24 young people (11–17 years) who have been referred to Children's Social Care Services in England. The paper explores young people's experiences of help seeking and their experiences of receiving help for maltreatment through statutory agencies. A central finding is the importance of relationships for young people when seeking and receiving help. It is through trusting relationships with professionals that young people are most likely to disclose maltreatment and/or engage with services. The paper concludes that young people's expectations and needs are not always met by the current safeguarding system and that the system needs to become more child‐centred if it is to address the concerns maltreated young people have consistently voiced through research.  相似文献

With growing overrepresentation of Aboriginal and Torres Strait Islander children and young people in out-of-home care (OOHC), cultural disconnection is an omnipresent threat. Despite research and inquiries that have highlighted the risk of cultural disconnection for Aboriginal and Torres Strait Islander children living in OOHC, limited research has explored Indigenous children and young people's experiences of cultural connection in the Australian context. Informed by Indigenous Standpoint Theory, this Aboriginal-led qualitative study sought to understand 10 OOHC-experienced Aboriginal young people's experiences of cultural connection over time, including after exit from OOHC, through retrospective interviews that employed a phenomenological lens. It was found that Aboriginal young people experienced cultural connection as a heterogenous process involving identity formation and the practice of culture, enacted as a choice over time. The complexity of Aboriginal young people's experiences of cultural connection over time gives rise to a new understanding of cultural connection as a journey of culturally connecting, wherein the risk of cultural disconnection is complicated by intergenerational child removals, dominant discourse about what constitutes Aboriginal culture, and removal from an Aboriginal cultural milieu.  相似文献

Unemployment experiences can have consequences for how people think about democracy and where they stand vis‐à‐vis the state. We investigate how young people's experiences with public employment services can shape levels of external political efficacy—the feeling that decision‐makers are responsive to citizen needs. The personal and direct experiences one gathers at this pivotal time in life can also leave their mark on political attitudes. We analyze an original dataset on German youth to test how encounters with such agencies affect young people's political efficacy, finding that perceptions of helpfulness and being treated fairly and with respect increase the likelihood of being politically efficacious. The findings highlight the importance of personal experiences and bureaucratic interactions for vulnerable young people's democratic attitudes.  相似文献

With Internet service providers (ISPs) increasingly demanding personal information to develop personalized services, people have become more vulnerable to privacy infringement. As a way to protect individuals’ privacy, industrialized countries have implemented a “notice-and-consent” requirement, meaning an ISP must obtain users’ consent to collect personal information in the course of the ISP's business. Drawing on prospect theory and earlier work on information privacy and behavioral science, in this study, we administered an online survey experiment to test whether the giving of consent differs between ‘opt-in’ and ‘opt-out’ frames. The framing effect was found to be moderated by personal information type, people's attitudes toward privacy, and people's privacy infringement experience. The results indicate that the opt-in frame better protects users’ information privacy, and the framing effect is magnified when the targeted information concerns online activities, when users have weakly held privacy attitudes, and when users have less experience of privacy infringement.  相似文献

This article explores young people's experiences in the transition to adulthood from child welfare services and how Honneth's theory of recognition can be useful as an analytical tool to help us understand these experiences. The underpinning empirical research consisted of interviews and focus groups with 43 adolescents who had been in contact with Norwegian child welfare services. Three themes emerged as particularly important: having good relationships to caring adults, being listened to and able to influence their own lives, and receiving support and encouragement. The research shows how young people's difficulties in leaving care can be understood as experiences of misrecognition and points to some ways in which these can be overcome.  相似文献

This paper explores practice examples relating to young people's transitions from care to adulthood. It discusses examples drawn from young people's pathways to adulthood, leaving care law and policy and participation. The paper concludes with a discussion of the research evidence on promoting the resilience of young people from care to adulthood, by proposing a framework for evaluating the impact of practice. It is suggested that practice should be interrogated in respect of the contribution made to stability and continuity, educational achievement, involving young people, preparation and support into adulthood, and health and well‐being.  相似文献

Three definitions of homelessness which have been influential in Australia may be categorised as the literal, the subjectivist and the cultural. The literal definition equates homelessness with ‘rooflessness’. The subjectivist definition attempts to establish homelessness ‘ by asking people about the adequacy of their accommodation The cultural definition argues that homelessness is an objective category which is not dependent on people's perceptions. From examining the usefulness of the three definitions in relation to a large body of data collected at an agency providing services for homeless people, we may contend that homelessness is best treated as a concept like poverty, which should be measured objectively and not depend on people's perceptions.  相似文献
