The paper analyzes factors that impede inter- and intra-organizational coordination in urban governance in policy implementation. The unit of analysis is the Rajshahi City Corporation, one of six large municipalities in Bangladesh. Inadequate institutional rules and regulations, ambiguous system for financial management and shady practices create a large degree of discontent amongst officials and impede both inter-organizational and intra-organizational coordination in implementing urban infrastructure policy. In addition, central-local relations, different modes of operation and patterns of accountability act as barriers to sound working relationships between the city corporation and other government departments and autonomous agencies operating within the jurisdiction of the city corporation.  相似文献

The present study intended to explore role of intra-organizational coordination in policy implementation in urban Bangladesh. In doing so, an attempt was also made to investigate why and how problems of intra-organizational coordination take place in policy implementation. The study was basically based on empirical data gathered during 2003–2004. The available data substantiated that intra-organizational coordination is an important factor for policy implementation. Problems of coordination within organization in urban Bangladesh take place owing to lack of institutionalized rules and regulation and problematic financial management. Once coordination within organization is problematic, policy implementation is hampered which resulted in delay in project completion, increase of cost and unsatisfactory public service delivery.

He did his BSS (Hons) and Masters in Public Administration in the Year 1995 and 1996 respectively. He did his M. Phil in Public Administration in 2004 from the University of Bergen, Norway. He has published a good number of research articles in referred journals. A growing number of organisations are using radio frequency identification (RFID) technology to improve their manufacturing processes. A case study approach is used to explore the development of an RFID-based manufacturing process management system in a garment factory in China. The results indicate that both technology push and need pull factors influence the garment factory's intention to adopt RFID technology. The technology push factors include relative advantage, compatibility, complexity, extendibility and the cost of the technology, whereas the need pull factors include competitor and customer pressure. We identify eight factors for the successful implementation of an RFID-based manufacturing process management system, namely, vendor selection, organisational motivation, cost/benefit evaluation, top management support, user involvement, the extent of progress supervision, staff competence and training, and policy, structure and operating process compatibility. This in-depth case study details the organisation's experience and identifies the challenges it faces and important issues in the development and implementation of the system. Implications for academics and practitioners are discussed.  相似文献

生态文明建设涉及生态环境保护、资源集约节约、环境治理改善等诸多问题,是一个复杂的动态过程。为探究不同政策对该过程的影响,本文从经济、人口、教育、科技、环境治理等要素出发,构建生态文明建设系统的动力学模型,设计3类共11种仿真情景,模拟不同政策及组合政策作用下中国生态文明的建设情况。结果表明:(1)延续当前发展模式中国生态文明建设水平将进一步提高,资源节约领域的进步最为显著;(2)单一政策情景下科技政策对于生态文明建设的整体推动作用最大,生育政策对于生态文明建设的促进作用优于基准情景,但弱于教育政策与环境治理政策的作用效果;(3)组合政策情景下,科技与环境治理政策组合对于生态保护领域的推动作用最大,教育与科技政策组合能够实现最高的资源利用效率,提高生态文明建设水平的政策组合选择还应结合环境治理领域长短期目标的实现进行,前一组合能够较快实现目标,而后一组合能够实现更稳定的进步;(4)科技政策在单一政策情景与组合政策情景中均成为重要的政策因子,印证了科技创新在生态文明建设中的重要作用。  相似文献

Analytic decision aids have been criticized by some practitioners for their inability to address questions of problem formulation. These aids typically begin with the assumption that a problem has been recognized and stated, and that the task of the sequential step-wise analysis process is to indicate the optimal strategy in terms of a specified choice criterion. Writers such as Ackoff, Mason & Mitroff and Raiffa have argued that this approach may lead to solving the wrong problem, particularly when applied to ill-structured, complex organizational decision problems. The purpose of this paper is to provide a more thorough understanding of the nature of problem formulation and the use of techniques for assisting decision-makers in this process. The paper attempts first to develop an understanding of the process of organizational problem formulation through the examination of current literature and research. This is seen to be a necessary prerequisite for discussing the value of decision aids for problem formulation. Second, attention is focused on aids to problem formulation. Included is discussion about the matching of problem to problem type, creativity stimulants, dialectical inquiry and devil's advocate approaches, as well as the role of formal analysis as a stimulant for a policy dialogue process. Finally, the relationships between the various approaches are examined and a synthetic model for their use in problem formulation is suggested.  相似文献

This paper argues that there is not a vigorous contemporary literature in the UK which addresses implementation studies as part of the public policy process, whereas this is not the case in the USA. A review of the literature is presented, and a critique of the more traditional thematic groupings used to review the literature is given. A revised thematic review of the literature is presented based on the four themes of: (1) the role of knowledge and learning in policy implementation; (2) the processes of policy implementation; (3) the role of actors and agents in implementation; and (4) the role of bureaucratic discretion. The paper argues for a revival of research into public policy implementation and suggests a research agenda for the future which can use the aforementioned themes from the literature.  相似文献

Countries look to borrow those educational systems that have been successful at meeting particular needs in other parts of the world. However, whether looking to Europe, Asia or the United States, technical and vocational education and training (TVET) programmes are not easily replicated in a new context. Even with well-intentioned government policy and support, they become more or less successful when aligned with the needs of industry, how TVET is viewed and utilized, and cultural and societal impacts of how youth transition to work and career. This paper presents an aspect that is often missing from the literature onthis subject: anexamination of the factors influencing how the TVET implementation plays outwithin a particular industry and country. The contribution which Social Science has made and may make to policy formulation in modern Europe is described and evaluated. The rapid economic growth of the post war period was accompanied by the growing impact of government economic policy but the contribution made by Social Science in most countries was limited. The questioning of growth and bureaucratization which has subsequently arisen offers new opportunities for Social Science in policy-making. At present, its contribution is handicapped by limitations of methodology, and in some circumstances by a lack of awareness of its value. Abstract

This study proposes a fuzzy-based VIKOR (VIseKriterijumska Optimizacija I Kompromisno Resenje) framework for evaluating barriers to implementing green supply chain management (GSCM) in the context of an emerging economy. The methodology uses a mix method approach combining literature review and opinions of some selected managers from the plastic industry of Bangladesh to identify four main-barriers and twenty-five sub-barriers relevant to GSCM implementation. Fuzzy-VIKOR approach was applied to aid in the analysis of the barriers in the plastic industry of Bangladesh. The findings of the study show the order/rank of intensity and severity of the main-barriers to implementing GSCM practices in the plastic industry of Bangladesh as follows: ‘inadequate knowledge and support’, ‘insufficient technology and infrastructure’, ‘financial constraints and unsupportive organizational’ and ‘operational policies’. The results also show the rankings of the sub-barriers under each main barriers. This research contributes to the literature in a number of ways. First, it identifies multi-levels of barriers to GSCM implementation. Secondly, it identifies and proposes alternative action plans (strategies) to help mitigate and implement GSCM practices. Though this study has significant contributions, a number of limitations do exist. The barriers in this study were identified using the extant literature review and industrial managers’ opinions. A more scientific approach and empirical validation is required, especially in the plastic manufacturing industry of Bangladesh to identify more new challenging barriers. However, this study can provide managers with a better understanding of the barriers to implementing GSCM practices and motivate the researchers to further extend the investigation on the insights for developing strategic plans for implementing GSCM practices in the plastic industry of Bangladesh.  相似文献

In the area of planning, the literature has been almost entirely concerned with planning in the business (i.e. profit) setting. Some literature does exist on planning in the nonprofit sector, but it usually deals with tactical planning of the short-term character. This is specially true in the area of libraries and many librarians have developed and do administer large, complex organization— where conprehensive, long range planning is almost completely untreated in the literature.The current paper discusses the various steps in the strategic planning process, and relates them to a situation in which comprehensive long range plans for a new health sciences library have been developed, and to a considerable degree, implemented. In this framework, the steps of developing purpose and objecives, forecasting and policy formulation, developing and choosing growth strategy, determining resource requirements and provions, developing an organizational structure, and control system utilization are discussed both in the general framework of comprehensive planning, and with respect to actual experience in the development of a health sciences library. The roles of tactical planning and the implementation of plans are also treated.  相似文献

Urban management has been the subject of much ‘integrative’ discussion and analysis, both in this country and abroad. Indeed, as the author suggests in this paper ‘the feeling is that there is a danger that planners might take on too broad a field and try to do too much’. This paper examines the notions of the planner's role within a ‘political’ decision-making process and examines a number of different models indicating their relevance, complexity and feasibility. By concentrating upon the relationship of the theories of planning with the political decision-making environment within which they are enacted, the author draws usefully upon the relevant literature and provides a comprehensive, persuasive, intelligent and, comprehensive view of the relevance of some theories and the irrelevance of others. This paper walks the narrow tight rope between the fallacious separation of policy formulation from policy implementation, whilst at the same time recognizing the distinction between these two aspects of the decision-making process. The author postulates a number of propositions relevant to a planning process of an optimal nature and, although treating some of the theory in a somewhat superficial manner, the analysis provides a useful addition to the body of planning knowledge. This paper pieces together a number of existing elements of planning theory within a theoretical and conceptual framework. This is an important contribution to planning theory, since it does not suggest that the planning process is merely a collection of techniques, but that it is a complex system for recognizing, regulating and ultimately reconciling human values.  相似文献

The implementation of strategic initiatives is central to organizational success because it involves not just the execution of strategy, but also the formulation of strategy content. Yet, strategy implementation is complex, partially because it is critically affected by human dynamics. These dynamics are an integral but poorly understood aspect of how organizations negotiate multiple goals. Conflict is one dynamic that has received little attention in the context of strategy implementation. The authors address this gap by studying task and process conflict as a firm implements a strategy in real time. The study demonstrates that process conflict directs attention to problems with how to implement a strategy, while task conflict directs attention to problems with the content of the strategy. Critically, however, managers can only harness generative effects of conflict if they correctly diagnose process and task conflict, and respond to both forms of conflict. This requires an understanding of the entwined nature of task and process conflict, and highlights the necessity of aligning responses to these forms of conflict. Thus, this study offers conflict as one explanatory mechanism of how actors execute strategy and clarify strategy content.  相似文献

现有文献关注政策规制的经济与环境绩效,却并未重视不同类型政策的技术偏向,以及技术偏态情境中经济增长和环境质量相容发展的政策条件。本文扩展Acemoglu等(2012)的环境技术进步方向模型,数理演绎不同性质政策的技术偏向,以及技术进步方向转变时经济增长和环境质量的动态演化过程,再结合我国经济数据进行政策效果评价。研究结果发现:(1)环境技术进步方向是技术研发效率和环境政策累积作用的结果,环境政策会通过影响不同类型技术创新激励的方式,改变环境技术进步方向。(2)异质性政策转变技术进步方向,影响经济增长和环境质量,其作用存在不同的着力点和偏向性。其中,研发补贴政策的清洁技术偏向和产出激励效果明显,而规制类政策的环境质量效应优于研发补贴,但其对经济增长的作用表现出非线性U型特征。(3)单一政策干预往往难以破除经济增长和环境质量的两难困境,而政策组合的效果明显优于单一政策,特别是在碳排放权交易试点地区实施研发补贴政策,以及在碳排放权交易试点地区同时实行环境税与研发补贴,效果明显优于实施单一政策。但最优的政策组合并非固定不变,而往往处于动态变化过程中。  相似文献

This paper examines the factors influencing the formulation and implementation of strategy in new and small firms. Small businesses vary substantially in their resource positions, the goals of their founders and their potential. They also vary in stage of development: thus strategic management is examined separately in the start-up stage, the early-growth stage, and the later-growth stage. Intracorporate entrepreneurship in established firms is also considered. Despite this diversity, small firms create an environment for strategic management in which both the opportunities and constraints are different from those in large organizations.  相似文献

This paper discusses the position of women in the civil services in South Asia (India, Pakistan, and Bangladesh). The majority of women are in lower level positions. It is rare to find women in higher and mid-level positions and in professional and administrative occupations. Despite constitutional guarantees and other governmental initiatives to remove gender discrimination from the civil services of these countries, women continue to fight against a variety of odds to attain career success. The objective of this paper is to make a comparative analysis of the factors accounting for the successful advancement of women in top positions in the civil services of these three countries, and to analyse factors that may impede women from making more progress. A cultural approach has been adopted in this study, emphasizing that the social contexts within which institutions operate shape the manner in which institutions behave and act. Based on extensive field work, the study maps female civil servants’ opinions on a number of factors that impede their career prospects in the civil service. In the conclusion, some policy recommendations are made as a way to address the issue.  相似文献

This article describes the successful implementation of an individual coaching as an essential element in a leadership development program, that is based on the author’s practical experience. Moreover, the article presents the conceptual framework of the development program, the understanding of coaching and the underlying process. Throughout the process of economic and social development, decisionmakers from the household to the state level are confronted with a multitude of risks: from health and employment risks, to financial and political crises, as well as environmental damages and from the local to global level. The World Bank's 2014 World Development Report (WDR) provides an in‐depth analysis of how the management of such risks can be improved. In particular, it argues that a proactive and integrated approach to risk management can create opportunities for fighting poverty and achieving prosperity—but also acknowledges substantial obstacles to its implementation in practice. This article presents and discusses these obstacles with respect to their causes, consequences, interlinkages, and solutions. In particular, these include obstacles to individual risk management, the obstacles that are beyond the control of individuals and thus require collective action, and, finally, the obstacles that affect the ability of governments and public authorities to manage risks. From these obstacles, this article derives a policy roadmap for the development of risk management strategies that are designed not only around the risk they have to cope with, but also around the practical obstacles to policy implementation.  相似文献

This paper aims to illustrate the role of strategic risk analysis in the process of policy dialogue. An example of a new product diversification demonstrates the role of risk analysis in clarifying problem assumptions and in understanding the impact of uncertainty on decision-making. In this paper a theoretical framework to assess the efficiency of the Requirements Capture and Analysis (RCA) process in software development is introduced. Although it is widely recognized that successful implementation of the first stages of the software development process is critical for the overall development process, RCA efficiency assessments have not been given much attention. The presented theoretical framework to assess RCA efficiency follows a production approach to model the early stages of a software project. An approach based on Data Envelopment Analysis that utilizes the proposed framework to isolate the effects of exogenous factors, such as the environment or the type of project, on the project's RCA efficiency is also presented. Finally, the applicability of the methodology through an exploratory empirical study is demonstrated, and managerial implications are discussed.  相似文献
