This paper explores ways in which social workers, community workers and social work educators have developed anti‐racist practice in relation to indigenous issues in Aotearoa/New Zealand. A brief history of anti‐racism training in Aotearoa/New Zealand is provided, showing how this has been reflected in the Massey University Bachelor of Social Work programme. The core of the discussion describes the application of a structural analysis model to engage students in identifying their own culture and how they situate their experiences in relation to the indigenous Maori in Aotearoa/New Zealand. Processes of Maori tikanga (custom) and whole person/soul learning are utilised to prepare students to engage with the Bicultural Code of Practice of the Aotearoa New Zealand Association of Social Workers, which mandates partnership under the Treaty of Waitangi, acknowledging Maori as the indigenous people of Aotearoa/New Zealand.  相似文献

This article explores how disability and disabled people were portrayed in New Zealand online media between 2006 and 2016, with specific reference to disasters. Following a process of content analysis, the findings indicated that post disaster, persistent advocacy was required and ensuring accessibility, immediately following a disaster as well as in the recovery phase, was a significant issue. Disabled people were also primarily presented as a vulnerable cohort and the wide-ranging issues highlighted in the media suggest they currently have minimal voice in the four disaster management stages of risk reduction, readiness, response and recovery. This article emphasises the utilisation of relationships, skills and knowledge between individuals and Disabled People’s Organisations to strengthen the disability and disaster management discourse and activity. Increased inclusion of disabled people across all phases of disaster management will assist with the New Zealand government meeting its aspiration of a non-disabling society, especially during future disaster events.  相似文献

Beneficial effects of the online medium have been reported for disabled people in terms of providing a 'levelling ground' where they can be treated on their merits as a person, rather than as a disabled person. If this occurs because impairment is invisible online, how then are disabled people managing disability disclosure within this social context? This paper addresses this issue discursively. Participants were recruited from various disability organisations in New Zealand and were invited to take part in an online interview. A 'choice to disclose' repertoire was identified and was organised around three key resources: relevance, anonymity and normality. Embedded within each resource is the idea that the presence or absence of impairment is constructed as a feature controlled by the individual. Positioning identity within a subjectivity removed from impairment was made possible through these resources and was valued by participants. Political implications associated with the absence of impairment are discussed.  相似文献

Until recently social work education in Australia has either marginalised or neglected disability by omission. Given the increasing number of disabled people in the community, the teaching of social work within a disability studies emancipatory paradigm as an essential part of the curriculum is long overdue. As many social work educators have suggested, we are at a critical moment in Australia, where the policy environment in which social work is embedded has largely been reframed in line with neoliberal trends. For disabled people, this has meant an ongoing state campaign to diminish disability entitlements, from decreasing disability social security regimes through to the rationalisation of adult disability support and care schemes. Social workers are negotiating the competing demands of these policy constraints alongside the needs of the disabled people they work with. New moral dilemmas have emerged where they are actively faced with the question of ‘who to serve?’.  相似文献

Language is one of the primary media through which capitalism and the mobilisation of resistance against capitalism are perpetrated. However, although capitalism is becoming an increasingly global phenomenon, language continues to delineate nationstates and identities—no language is fully translatable. Drawing upon a large body of literature and research concerning minority-majority language relationships and language planning, this paper will, first, interrogate the relationship between bilingualism and proposed policies of inclusive education in the context of current struggles for linguistic minority 'rights' by sign language users. The 'minority rights' agenda is contrasted with disabled people's struggles for the legitimation of 'new' disability discourses within a framework of citizenship, as contextualised by issues of social exclusion. It is argued that language use, language development and their relationship to disability, cannot be adequately addressed within localised interpretations of 'special needs' policy. The paper concludes with the view that in the face of New Labour's rhetoric of 'modernisation', disabled people must address the hegemony implicit to language planning, by acknowledging the centrality of language rights and practices to social policy, political expression, citizenship and the mobilisation for social change.  相似文献

In recent years, various environmental threats have been highlighted in relation to disability. Growing knowledge of the effects of climate change and particular impacts on disabled people have been highlighted by a number of authors, including a recent critique of disabled people’s ‘vulnerability’ with respect to environmental hazard. This article focuses on the issue of citizen involvement with climate change mitigation – and more broadly individual and household-level efforts to reduce our impact on the environment. These more mundane aspects of climate change mitigation, for example through transitions to more sustainable lifestyles, also have significant implications for disabled people. The article argues that disability equality is a key component of sustainability. Limitations are demonstrated in policy designed to address these issues using the example of current UK policy, and it is suggested that policy approaches to sustainability should also be a concern of disability studies.  相似文献

Voice has become an important yet ambivalent tool for the recognition of disability. The transformative potential of voice is dependent on a political commitment to listening to disabled people. To focus on listening redirects accountability for social change from disabled people to the ableist norms, institutions and practices that structure which voices can be heard in policy debates. In this paper, I use disability theory on voice and political theory on listening to examine policy documents for the National Disability Insurance Scheme in light of claims made by the disability movement. Although my study finds some evidence of openness in the policy development stage, the scheme falls short of valuing the diverse voices of disabled people as partners in shared dialogue.  相似文献

This article presents the qualitative findings from a larger mixed methods study of the barriers and costs associated with disability in New Zealand. A social model of disability framework was integrated with an economic cost model using consensual budget standards to (1) identify key barriers disabled people experience in their everyday living and (2) develop consensus about the resources disabled people agree they require to reduce or remove them. Forty-nine people with physical, hearing, vision or intellectual impairment participated in a series of 8 impairment-based focus groups. The analysis identified inaccessible environments, negative attitudes, unreliable transportation and poor access to information as key barriers. However, lack of adequate and appropriate resources (e.g. equipment, modifications, support, transport and time) to address these barriers was the overarching obstacle to participation. The inclusion of time as both a barrier and a valuable resource is arguably the most important contribution of the study.  相似文献

Community development in Aotearoa New Zealand can be conceptualizedas three concurrent processes such as (1), statutory work undertakenby the State through central government departments and localauthorities (consisting of a system of legislation, fundingassistance to individuals, groups and organizations and theprovision of social services), (2) social change processes undertakenprimarily through the collective action of individuals, groupsand organizations that give voice to marginalized groups andcommunities and (3) the forces of change within Tangata Whenuacommunities working for tino rangatiratanga, self determination.Three time-periods are identified to help structure the discussionthat begins from 1840, the time of the signing of the Treatyof Waitangi between the Queen of England and Maori, the indigenouspeoples of Aotearoa New Zealand, signalling the birth of modernAotearoa New Zealand. This paper argues that community developmentas policy and the practice (methodology) of social change throughorganizing, coordinating and initiating activities that enhancethe wellbeing of individuals, groups and communities is morethan ‘pedagogy of the oppressed’ and, therefore,cannot be conceptualized simply in terms of ‘resistance’.It is a holistic process of transformation encompassing socio-economic,political, cultural, environmental and spiritual dimensions.  相似文献

Government policy frameworks on the support of disabled people can often be difficult to 'read', as they contain contradictory elements that simultaneously support and confront social processes that create inequalities and oppression. Valuing People (VP), the UK government's policy framework for learning disability (intellectual disability), provides such a context for work that enhances learning-disabled people's inclusion in community and society, and to reverse some of the systemic disadvantage they have experienced. However, as an uneasy amalgam of the progressive and the neoliberal, the romantic and the practical, it has been difficult to evaluate in order to use its opportunities and minimise its dangers. This article attempts to decode VP in terms of ideologies in human services, and the current New Labour policy mix. Its emphases on Person Centred Planning, Direct Payments and employment will be analysed to try to establish what VP means, and to suggest more adequate priorities. This analysis might also be relevant to other sectors where there is a similar problem of decoding their particular policy context.  相似文献

This paper discusses the impact of neoliberalism on disability policy and activism. The paper highlights the neoliberalisation of postsocialist disability policy, as well as the convergence between the neoliberal critique of welfare-state paternalism and the advocacy of disabled people’s movement for deinstitutionalisation and direct payments (personal assistance). The discussion is supported by examples from Bulgaria and the United Kingdom. In conclusion, the paper argues that neoliberalism confronts the disabled people’s movement with two difficult tasks: to defend self-determination while criticising market-based individualism, and to defend the welfare state while criticising expert-based paternalism.  相似文献

This paper reports on qualitative content analysis research and critically analyzes the state’s intention to use the International Classification of Functioning, Disability and Health as a tool to develop a national disability assessment system that will guide social policy developments, and particularly the allocation of pensions and benefits to disabled people. The work uses Cyprus as an example, and reviews the most important issues arising from a recent study prepared by the Department for Social Inclusion of Persons with Disabilities. The most important points stemming from the analysis are grouped and discussed in such a way as to shed light upon the most controversial aspects of the proposed assessment system, such as the definition of disabled people in national laws, and the implications of associating social policy with the assessment of disability and functioning. This paper is concerned with explaining why in contemporary society there has been a number of changes to income maintenance and labour market policy for disabled people. Taking a regulation approach theoretical framework it engages with the debate about whether disabled people can be considered to be part of the reserve army of labour. Rejecting previous broad-brush approaches that seem to suggest that all disabled people are part of the reserve army, it argues that the policy changes have been aimed at reconstructing non-employed disabled people as an important part of the reserve army in a period when labour markets are becoming tighter. In this sense disabled people are crucial to New Labour's regulation of neo-liberal accumulation that is structured through a contradiction between economic stability and increasing participation in paid employment.  相似文献

This paper analyses current literature surrounding issues of abuse and disability, and discusses whether the forms of abuse experienced by disabled people results from an individual vulnerability, or as a consequence of social attitudes towards disabled people. Three case studies form supportive evidence, and have been compiled from personal research, they represent a combination of abusive features, rather than any one individuals situation. The study hopes not to suggest that all disabled people are especially vulnerable to abuse, but asks if society and existing welfare services acknowledge and respond to allegations of abuse without prejudice to disability. In order for the sociological study of disability to enable, then it must be ready to conceptualize complex terrains of knowledge and activism. Research has to work alongside disabled people, their allies, their practices, their resistances and their theorizing. This paper makes a case for a framework of understanding that situates such work. Disability studies tends to understand its concepts (e.g. disability, exclusion, inclusion, impairment, politicization, people) as entities rooted in arborescent and hierarchical forms of knowledge. These modernist misconceptions can be challenged through understanding knowledge, practice, living and activism as rhizomatic, captured as lines of flight which are always becoming. As a new reader of Deleuze and Guattari, I make a case for disability research understanding parents and their disabled children as deconstructing or (re)deterritorializing the areas of policy, politics, practice, theory and activism. Creating burrows for shelter and eventual breakout, becoming 'angel makers', drawing on narratives of parents of disabled babies, this paper maps out a vision of parents not blocked by the strata of disabling society, but enabled by lines of flight, resistance, flux and change. This paper aims to be Deleuzoguattarian but only in ways that fit the complexities of parents' accounts.  相似文献

This paper places Scottish adult support and protection (ASP) policy in the context of debates about the nature of ‘vulnerability’ and its usefulness as a defining concept in law and social policy. It examines the construction of ‘adults at risk’ in ASP policy, using a comparison with the construction of children in Scottish child protection policy, on the one hand, and women in Scottish domestic abuse policy, on the other, to illuminate the nature of the vulnerability that ASP considers itself to be addressing. It then problematises this construction, drawing both on the social model of disability and on an ethic of care. It concludes that current ASP policy remains underpinned by unhelpful assumptions about disabled people, older people and people with mental or physical health problems. A more inclusive understanding of vulnerability would be more empowering to these people and others, in policies concerned with mistreatment and abuse.  相似文献

The readiness to practice of newly qualified social workers in Aotearoa New Zealand is a contested subject. In recent years, criticism by public figures including government ministers and the New Zealand government-appointed Children’s Commissioner have stimulated debate within the profession. Media critique of social work practice has highlighted many of the challenges faced by social workers. Significant policy developments, in particular a substantive government review of child protection services, have also increased the scrutiny of the capabilities of social workers.

A timely 3-year multi-phase project ‘Enhancing readiness to practise’ is the first large study of social work education to be funded in Aotearoa New Zealand. The findings reported here have been derived from data collected in a series of focus group interviews with social work educators and students, in which they reflected on curricula in their programs and explored their perceptions of readiness to practice. Overall, educators were positive about the preparedness of their graduating students but held concerns over the organizational environments they would enter. Students were more ambivalent about their readiness, but hopeful and committed to ongoing learning. Development of programs to support graduates to transition to employment is recommended.  相似文献

This paper addresses some important areas of commonality in the political interests of older and disabled people. The paper reports findings from survey and interview research with local organisations representing older people, and their engagement with disability issues. We begin by reviewing similarities in the claims and mobilisation of older and disabled people, and by reviewing the groups that participated in the study. The main part of the paper identifies substantive policy issues that were perceived as important to older people. Here, there are considerable areas of overlap with the claims of disabled people's organisations (for example, in relation to information, independent living, accessible housing, transport, social support, and incomes). We review these commonalities and offer some thoughts on the potential for political alliance between the two movements. The paper concludes that, while there are considerable areas of common ground, there remain cultural barriers to the mobilisation of such alliances.  相似文献

Despite strong statements on disability rights in Chinese legislation since 1990, independent living policy as experienced by disabled people falls short of the social inclusion goals expected from such a policy commitment. Analysis of empirical research about disabled people's experiences shows that responsibility for independent living rests primarily with disabled people and their families. Only when they have no family does the government provide support, in the form of institutional care. Very little personal assistance or community-based housing is available. Minimum income support and the introduction of social services are slowly addressing the social exclusion of disabled people in China.  相似文献
