Following the passage of welfare reform in the mid-1990s and the end of entitlement benefits under Temporary Assistance for Needy Families, the U.S. economic safety net has become increasingly individualized. In fact, it is no longer clear whether low-income families tend to rely on particular types of public benefits, or whether there are characteristics that differentiate benefit “packaging”.This study examines the combinations of various income sources comprising economic safety nets for low-income families participating in the Fragile Families and Child Wellbeing Study. The income sources we explore include earnings, child support, Temporary Assistance for Needy Families (TANF), Supplemental Nutritional Assistance Program (SNAP) benefits, childcare subsidies, unemployment insurance (UI) benefits, Supplemental Security Income (SSI), the Earned Income Tax Credit (EITC), housing subsidies, and Medicaid. We use cluster analysis to determine the most common patterns of income and benefit sources, and identify four distinct clusters of income and benefits that are associated with different family demographic characteristics. The findings from this investigation may be useful to social service programs as they attempt to identify relevant safety net resources for economically struggling families, and to policymakers attempting to reconcile requirements associated with programs and benefits that are regularly combined by beneficiaries.  相似文献

The voices of adults and children with disabilities who have experienced violence and abuse are slowly beginning to surface in the public domain. Segregated residential institutions run by religious congregations appear to be dangerous places for children with disabilities and perceived differences – according to the former residents, speaking and communicating to us today as adults in Ireland. A statutory Commission to Inquire into Child Abuse in Ireland attracted important numbers of former residents – witnesses – who recounted appalling experiences of violence as children. The UN Convention on the Rights of Persons with Disabilities contains articles concerning the prevention of cruelty, sexual assault, violence and acts of humiliation that may be useful for countries like Ireland which have been unable to ratify the Convention. The protection of children with disabilities requires legal reform in Ireland, statutory licensing, monitoring and inspection of the segregated centres where children with disabilities are living.  相似文献

Following the growth of early intervention programmes for very young children with special educational needs and their families in the 1960s and 1970s, there came a reflective period during which the efficacy of early intervention was questioned (Marfo and Kysela, 1985). This was followed in the 1990s by a challenge to narrow interpretations of effectiveness in favour of a more holistic analysis of the benefits of intervention programmes for the whole family (Buckley, 1994). It was suggested that more attention should be given to the quality of relationships being established between the child and family members and the context in which early intervention programmes are delivered. Families themselves have begun to assert this (Fitton, 1994; Hebden, 1985) and recent legislation, both in the UK and abroad, has underlined the need for strong interdisciplinary approaches to meet the diversity of special educational needs that exist in our child population. This multidisciplinary approach necessitates a change of focus. It recognises the parent, with their child, as central, implicit and fundamental to the early intervention team, and endorses their right to request appropriate access to services. The model also gives parents the freedom to expand the concept of the family to include extended family and friends (for example, Ballard, 1994). Other parent-empowering initiatives include parent-to-parent schemes (Hornby, 1989 and 1995) which increase the capacity of families to provide resources to other families. The days of professionals as experts have passed. This change in approach to families of children with special educational needs will challenge some professionals and demand a radical reappraisal of the structure of their role and their style of delivery of early intervention, but, if we want quality early intervention, such a review is fundamental to re-establishing its place as a valid and valuable resource to families.  相似文献

The Rwandan genocide was perhaps the most paradigmatic human rights catastrophe in the post-Holocaust era, which challenged the mantra of ‘never again’. Yet as we approach the twentieth anniversary, it remains a relatively marginalised entity within mainstream English education. This paper argues that a study of the Rwandan genocide introduces a number of important issues, which are not emphasised within Holocaust education. It also draws upon a small-scale empirical study of 41 teachers’ attitudes in England, perceptions and experiences of teaching the genocide in a range of disciplines and demonstrates emerging patterns on how it is integrated into curricula and individual lessons. It concludes by advocating the study of the Rwandan genocide in its own right and the importance of students appreciating its contemporary relevance.  相似文献

La présente communication étudie le caractère problématique des concepts de culture dominante dans la mesure où ils s'appliquent à la femme. Elle examine les divergences entre des comportements normatifs dans les campagnes de ľInde du Nord, qui prônent ľemmurement féminin, et ce que font réellement les femmes dans des situations présentant un choix concret, telles que de nouvelles possibilités ďemploi. La communication suggère que la recherche dans la science sociale, concue selon des théories et des pertinences masculines, et posant des questions qui présupposent des définitions masculines de la condition féminine, finit par faire partie des mécanismes qui perpétuent chez la femme une notion fausse de la pensée féminine.
This paper explores the problematic character of concepts of dominant culture when applied to women. It examines the discrepancies between normative patterns which extol secluded domesticity for women in rural North India, and what women actually do in concrete choice situations such as new job opportunities. The paper suggests that social science research, designed in terms of male theories and relevances, and posing questions which take for granted male definitions of the female situation, becomes, in effect, part of the mechanisms which perpetuate the ideological construction of what women think women think.  相似文献

We examine a superstition for which adherence is nearly universal among its target population. Using a combination of field interventions that involve unsuspecting participants and a lab-style value elicitation, we investigate the nature and strength of peoples’ underlying preferences. While a substantial minority of people are willing to incur a relatively high individual cost in order to adhere to the superstition, for many, adherence is contingent on the behavior of others. Our findings are consistent with the idea that it is the conforming nature of the majority that sustains the false beliefs of the minority.  相似文献

Organizations send a lot of visual information to their stakeholders, via advertisements, PR-releases, etc. The question is whether they are ready to fulfill the need for visual information, when asked. In order to analyze this question we firstly specify the meaning of the visual code, compared to literacy and orality. The distinction made by Peirce, between iconic, indexical and symbolic signs serves as our starting point. The easy availability and the sense of authenticity of visual material are considered as crucial characteristics of the visual code. Next we construct our concept visual information need, indicating what kind of messages are then to be delivered. We hypothesize that the more the visual information need is vague or ill-defined, the more the symbolic code plays a role. And – vice versa – the more precise a question is the more iconic/indexical the presentation should be. Practical examples illustrate this thesis.  相似文献

This study examined system barriers that precluded injured workers from accessing services and supports in the return-to-work (RTW) process. A grounded theory approach was used to investigate injured worker experiences. Methods included in-depth telephone interviews and the constant comparative method to analyze the data. Findings revealed that consumers experienced tensions or a tug-of-war between the RTW system, the health care system, and in accessing and using knowledge. Over time consumers reflected upon these tensions and initiated strategies to enhance return to function and RTW. Insights from consumer-driven strategies that might inform future policy change and promote positive service delivery for injured workers are examined.  相似文献

The existence of child sexual abuse within the Catholic Church has shocked many. In this article, the authors review the history of child sexual abuse in the church, the recent events that brought this tragedy into societal consciousness, and the efforts by the church to conceal the abuse. Two sources of empirical literature, the general psychological writing on priest sex abuse and the psychoanalytic literature, on child sexual abuse are compared. Both sources of literature seek explanation for priests' child sexual abuse within the structure and culture of the church rather than viewing the priest as a "typical" sex predator. The authors argue that, in fact, the guilty priests are child predators who differ little from other child predators.  相似文献
