The Political Economy of Social Science Funding

This article examines recent economic and political trends constraining the production of social science knowledge. Particular attention is given to the Reagan Administration's attempt to contract public sector programs and curtail financial support for social science research. Trends in the private economy, especially within the publishing industry, that affect the production of social science knowledge are also discussed. Over the past few years, the market for social science knowledge has seriously eroded. The erosion of this market is examined within the larger framework of a shift in public policy from legitimation to capital accumulation, a shift that has accompanied right-wing ascendancy in American politics. This shift has created political and economic incentives encouraging the social science community to align more closely with conservatives.     

Evictions,Petitions and Escraches: Contentious Housing in Austerity Spain

In the context of the new period of mobilization begun in Spain with the rise of the indignados in May 2011, protests against home evictions are today at the center of local and international discussions. This article seeks to make an initial examination of these mobilizations and their relationship with routine politics in Spain. After a brief historical introduction the article looks at the different kinds of action, both contentious and conventional, employed by the movement against the evictions, as well as the various scale shift mechanisms that have diversified the number and range of actors involved in this particular case of contentious politics. The conclusions look at the question of as to what point recent developments have broken with the deep-rooted tendency toward a lack of interaction between protest movements and institutional actors.

Austerity and the Demise of Social Europe: The Baltic Model versus the European Social Model

This article draws on the experience of the imposition of radical austerity measures in the Baltic states. It challenges the myth that austerity can be achieved in a socially and economically ‘costless’ manner. Baltic-style austerity has now become a template of ‘successful adjustment’ and a recipe for recovery of the Eurozone. The authors argue contra such ‘myth-making’ that austerity is compromising the longer run sustainability of societies that follow this path, while simultaneously ending prospects of the adhesion of a European ‘Social Model’ in the post-communist periphery. The article is a contribution to an emerging debate in academic and policy circles concerning the viability and future of Europe's ‘Social Model’ in an age of austerity.     

The Role of Emigration in Foreign Aid Policies: The Case of Spain and Morocco

This article analyses the relationships between emigration and Official Development Aid (ODA) policies, taking the cases of Spain and Morocco as the backdrop to the study. It discusses the principal characteristics of both the Spanish state and non-governmental cooperation in Morocco, the underlying motivations of the principal stakeholders, and the way international cooperation policies now encompass the phenomenon of emigration. The paper compares the field of co-development, which encompasses a rather limited understanding of immigration, with ODA policies, in which immigration is an increasingly important agenda item for both the central government and the Spanish autonomous communities. The article then examines the relationship between migration and development, and considers necessary changes of perspective required to enhance the development and emigration policies in both Spain and Morocco. Lastly, we conclude with a series of recommendations, based on our analysis, aimed at Spanish and Moroccan stakeholders, both state institutions and non-governmental organizations.     

The Slaughtered and the Survivors: Collaboration Between Social Economy Organizations as a Key to Success in Times of Financial Crisis

The objective of this study is to analyze the aspects that allowed a critical part of Social Economy Organizations (SEOs) to survive a recession period, especially participation in collaborative networks. The financial stress of an SEO will depend on the resources and capabilities available to the organization. To analyze the financial stress of Spanish SEOs, we defined a sample of 714 SEOs. Approximately half of these organizations suffered from financial stress in the analyzed period (2009–2012). The results obtained in this study reveal the existence of three factors that distinguish organizations under financial stress: (a) a high dependence on government funding; (b) changes in the relationship between staff and volunteers; and (c) a lack of access to markets. The combination of these three elements results in an unsustainable situation for the organization. The development of a collaborative profile increases the SEO’s probability of surviving the adverse manifestations of its environment.     

Politics of Identity and Identity Policies in Europe: The Case of Peruvian Immigrants in Spain

The indigenous quest for self-determination is an attempt to give voice to local injustice in a universal language, and to make claims to difference via a right that applies equally to all peoples. This article explores recent developments in the transnational indigenous movement's struggle for the right of self-determination by pointing out that this polyvalence-like the indeterminacies of the concepts of "peoples" and "indigenous"-is a productive one that enables indigenous activists to make a unique intervention in international law. Their work aims at creating a new international legal personality based on collective rather than individual rights, and on an understanding of "peoples" as self-determining entities not necessarily aspiring to statehood. This new understanding hinges, in turn, on an emerging perception of the capacity to culture as a general human right. This article addresses recent anthropological texts critical of the transnational indigenous movement to show that the "self" in self-determination as articulated by indigenous activists is not only not accounted for and not protected under current international legal regimes, but is also "a self" through which radical claims to culture and territory are being made.

A Feminist Moral-Political Economy of Uneven Reform in Austerity Britain: Fostering Financial and Parental Literacy

Abstract

This article draws on two empirical case studies to draw out the way in which the causes of poverty in austere times in the UK are inverted, from their socio-economic causes to making the poor themselves responsible for their misery but also responsibilising them for fighting their way out of poverty. We particularly focus on how austerity policy in the UK has involved a return of moral language of the ‘undeserving poor’. We highlight the way in which this ‘moral-political economy’ has gendered effects, targeting single-mothers and their children and families, through the lens of ‘literacy’. The first case study show how promoting ‘financial literacy’ is seen to solve indebtedness of the poor and the second case study highlights how ‘parental literacy’ is employed to turn around ‘troubled families’. Indeed, these two studies demonstrate how the morality of austerity is shaped through deeply gendered practices of the everyday in which women’s morality is what ultimately needs reforming.     

Educating Social Workers for Practice in Integrated Health Care: A Model Implemented in a Graduate Social Work Program

ABSTRACT

This article introduces a curricular innovation, the Integrated Health Scholars Program (IHSP), developed to prepare master's-level social work students for practice in integrated health care settings, and presents preliminary findings related to students’ self-reported program competencies and perceptions. IHSP, implemented in a research-intensive school of social work in a large midwestern public university, includes specialized course work, interprofessional education across health science disciplines, and field practicum in integrated health care settings. Curricular components support stepwise learning and follows the British Columbia model of interprofessional education learning tiers: exposure, immersion, and skill mastery. Despite IHSPs successful development in a well-resourced, supportive environment, challenges facing our profession's ability to develop and sustain training of MSW students in integrated health care are discussed.

This article traces the historical developments that lead up to Discursive Social Psychology, eventually resulting in the Hermeneutic–Dialectic Mode. A critical differentiation between Logical Empiricism (LE) and Hermeneutic–Dialectics (HD) is drawn to emphasize the subjective nature of the latter. While HD is not the only approach to Discursive Social Psychology, its subjective nature makes it possible to more deeply explore human behavior.
