本文考察国际权力在不同历史时期的基础及其变化,并提出,各国围绕国际权力竞争的背后是各国围绕国际权力基础的竞争,国际权力基础随着时代不断发生变迁。作为国际政治的一个重要变量,国际权力基础反映出国际政治单位之间所享有的国际权力差异。自威斯特伐利亚条约以来,国际社会见证了数次国际权力基础变化。在第二次世界大战以前,国际权力的基础是常规武器水平;冷战期间核武器成为了新的基础;冷战结束后,各国之间的竞争围绕着综合国力展开;伊拉克战争爆发以后,国际权力基础又变迁为国家独立行动能力。

科学分析结果表明,国际航运中心建设为上海创造的直接、间接和波及贡献占全市GDP总量的15%以上,对上海的经济发展做出了重要贡献。上海在未来的国际航运中心建设中,应保持航运装备中心事业的优势,完善高端生产服务业;发展航运金融,加强国内航运金融衍生品研发;拓展航运服务产业链,优化航运市场发展环境;加强综合试验区建设,发挥航运中心的辐射效应;加强长三角地区港口合作,提高航运中心对区域经济的贡献度。     

Migrants,Refugees and Insecurity. Current Threats to Peace?

Since the early 1980s, international migration has moved beyond humanitarian, economic development, labour market and societal integration concerns, raising complex interactive security implications for governments of migrant sending, receiving and transit countries, as well as for multilateral bodies. This article examines the effects of international migration on varied understandings and perceptions of international security. It discusses why international migration has come to be perceived as a security issue, both in industrialized and developing countries. Questions are raised on the migration-security nexus and the way in which the concepts 'security' and 'migration' are used. The real and perceived impacts of international migration upon national and regional security, both in industrialized and developing countries, are analysed. The policies developed by governments and multilateral agencies since the mid-1980s to mitigate the destabilizing effects of certain kinds of international population movement and human displacement are examined. The conclusions stress the need for the establishment of a comprehensive framework of international cooperation among origin and receiving countries and international organizations to address the destabilizing implications of international migration.     

Population growth impacts of zero net international migration

"In a country such as the United States, the contribution of net international migration to overall population change overshadows the contribution of natural increase.... Some analysts have assumed that if the same number of people leave and enter the country each year, then the effect of net international migration will be zero. This article examines that assumption and shows that it is fallacious. Examining the direct, indirect, total, and negative demographic impacts of zero net international migration through simulations with demographic data, we demonstrate that zero net international migration is not the same and therefore does not have the same demographic results and implications as zero international migration. We conclude that zero net international migration should not be confused with zero international migration."     

航运中心物流效率的国际比较及上海的改进策略

近年来,随着上海国际航运中心建设的不断推进,上海在深水航道和集装箱枢纽港等硬件设施方面取得了显著成效。同时,进一步提升＂软实力＂的任务也更为紧迫,一个重要方面就是国际物流的效率或绩效的提高。鉴此,就上海与发达国家（地区）的国际物流绩效从六个方面进行比较分析,并相应提出改进上海国际航运中心物流绩效的建议。     

改革国际货币体系,推进人民币国际化——2013“国际货币体系改革”研讨会实录

国际金融危机与国际货币体系的缺陷有关,尤其是与美元作为实际上的本位货币但在发行上又不受约束有关。国际货币体系改革涉及部分主权的让渡,应分析不同集团的需求,寻求最大公约数。在承认现状、继续维持美元为主导的多元化的国际货币体系的基础上,用SDR的价值将美元锚住,可以为现行的国际货币体系提供一个稳定的基础。人民币国际化有全球途径、区域途径、通过合作直接成为国际储备资产、直接成为大宗商品计价货币等多种路径。无论采用什么路径,都是人民币参与国际竞争的一个过程。     

广州城市国际形象及其对外传播研究

良好的城市国际形象有助于城市扩大对外交往、集聚资源和提升国际影响力,对外传播则是城市国际形象塑造和推广的重要平台。调查显示,广州城市国际知名度不断提升,＂国际商贸中心＂的形象定位逐步确立。广州城市国际形象对外传播应以此为抓手,加大对在国内居住的外国人的传播力度,强化网络媒体传播作用,丰富传播内容,根据受众调整传播重点,促进城市国际形象的不断优化和提升。     

International Academic Mobility in Chinese Academia: Opportunities and Challenges

International academic mobility is an important dimension of the internationalization of higher education institutions, which aims to enact practical changes in economies and societies. Although many studies have investigated the mobility of international students, the mobility of international academics has been less investigated, particularly in the context of mainland China. This qualitative study explores the experience of international academics in Chinese academia. The study is based on semi-structured interviews with twenty-six international academics from different countries, working at different universities in Beijing. Through a four-stage systematic analysis, the study shows that international academics’ engagement with mobility in Chinese academia can be characterized by a combination of gains and losses. This article explores how international academics view Chinese academia as either resourceful or restrictive for their academic career. It then discusses the hidden narratives concerning the challenges that international academics face in relation to mobility.     

Social work education crossing the borders: a field education programme for international internship

The demand for setting international social work education standards are on the rise. The increased prospects of global exchange in teaching learning process initiated by different international universities, as a part of their agenda for international collaboration and cross cultural immersion in the profession are major impetuses for the same. Social work interns who participated in international exchanges appreciated the need for knowledge of global priorities and strategies to advance social work education, research and skill development for practice which also has lead to future collaboration between the institutions in these areas. But there are many challenges for the intern as well as the institutions involved, which should be integrated during different phases of the exchange process. This requires meticulous planning from the part of host institution. This paper focus on the need for international social work, the challenges involved in international internship and the process and content of field education provided to the international students based on experience of the author. The intention of the paper is to propose a general model of international field education, which may be mutually shared and agreed by the home institution as well as the host institution.

上海吸引国际组织（机构）入驻研究

有没有重要的国际组织入驻一直是衡量一个城市乃至整个国家的国际影响力和竞争力的重要指标。上海是中国最大的经济中心城市,也是亚洲增长最快的商业和金融中心之一。中国上海世博会期间,共有49个国际组织参展,其中有7个国际组织成为世博会论坛的协办方。这是上海与世界主要国际组织间最大规模的一次互动。吸引国际组织入驻是一个长期的系统工程,上海要像申博、筹博和办博一样,充分发挥集中力量办大事的制度优势,争取在5～10年内形成由若干著名国际组织为中心、有上海特色的国际组织园区。     

宁波市国际化会计人才培养路径及策略研究简

宁波市作为国际化的港口城市，跨国公司、外贸公司等涉外企业对于具有国际化视野的会计人才具有很大的需求，同时会计人才培养创新模式滞后不能满足市场需求。所以培养适应经济发展需求的国际化会计人才显得十分迫切。我们要从培养目标、课程设置、培养途径、素质保障等方面思考会计人才的培养。     

Inverting the boomerang: examining the legitimacy of North–South–North campaigns in transnational advocacy

The boomerang model is typically used to describe campaigns in which international NGOs respond to requests from local activists, often from marginalized populations, for assistance in addressing local needs. Such campaigns are perceived to represent local interests and have some accountability to local actors. However, while the local–international–local pattern is often accurate, it does not capture the full spectrum of campaign development. This article theorizes an international–local–international or ‘inverse’ boomerang, in which international NGOs facing an international policy blockage initiate a transnational campaign, recruiting local activists to assist in the international advocacy effort. The article demonstrates the theory's plausibility using several cases of Northern‐initiated advocacy. It then examines the implications of the model for campaign legitimacy. It finds that inverse boomerang campaigns benefit from the same presumptions of legitimacy as traditional boomerang campaigns, but that representivity and accountability are substantially weaker, potentially disempowering the campaigns' claimed stakeholders.     

Family reunification

The author explores the problem of family reunification in the context of international migration. The focus is on international and national legislation, policies, and provisions concerning family reunification. The need for international cooperation to resolve the problems arising from international migration and the desire to reunite families is noted. (SUMMARY IN FRE AND SPA)     

The ‘international dimension’ in social work education: current developments in England

As our awareness of the impact of globalising trends has increased, so too has social work's interest in international issues grown. At the same time, concerns have been raised about what constitutes international social work, and how this ‘international dimension’ might be introduced to social work students as part of their preparation for practice. This paper reports on a recently completed study which explored the different ways in which international issues are being addressed in social work programmes leading to the newly established three-year degree in social work across the UK. Based on an email survey of accredited programmes in England, plus a small number of follow-up interviews, findings are presented on the different approaches and innovations adopted in the development of curriculum with an international perspective. Discussion focuses on possible factors promoting and/or inhibiting the development of an international dimension within the qualifying curriculum. The paper concludes with some observations on how the different understandings of ‘international social work’ can contribute to a greater appreciation of global problems and alternative ways of responding to social needs at local, national and international levels.     

上海留学生教育的实证研究

随着中国融入国际社会程度的加深,留学生也逐渐成为中国教育系统的重要成员。上海作为中国最国际化的大都市,吸引着越来越多的留学生。大力发展来沪留学生教育,不仅可以推动上海城市人口构成的国际化,可以推动上海城市人口素质的国际化,而且可以增强我国学生国际交往和国际竞争的能力。留学生教育质量的好坏直接影响着世界对中国高等教育竞争力的评价。由于理念的不同,市场经济发达的国家往往将教育质量的检验交由市场进行,我国则更倾向于由政府通过若干个硬性指标完成教育质量的评估。因此,应关注留学生的核心诉求点,打造教育质量管理体系。     

Migration and international relations: cooperation and control in the European Community

"In this article I have developed a political-economic framework for understanding international migration in postwar Europe and the United States." The author begins by reviewing four theories of international relations and gives a short critique of their main assumptions. He "finds that international migration reveals a contradiction between the main economic purpose of the postwar international order--to promote exchange--and the national perquisites of sovereignty and citizenship."
