Food security and food waste are unanimously recognised as relevant issues affecting the whole society and should be therefore acknowledged as a priority on the public agenda. Nonetheless, in many countries the third sector stands in for public actors and operates to tackle both these issues. This paper explores the role of public and third sector in tackling food poverty and food waste, particularly analysing the role of the non-profit organisations involved in the food recovery and redistribution processes in two European regions: Lombardy (Italy) and Baden-Württemberg (Germany). By comparing the two different policy framework and the organisations’ actions, the study recognises the ability of the non-profit sector to create new relationships among different actors (private for-profit, private non-profit as well as public actors) while answering various unmet needs. The paper draws on a mix of secondary and primary data including observations and interviews in the two regions carried out in 2014 and focuses on two relevant case studies (the “Associazione Banco Alimentare” and the “Tafel”).  相似文献

Big Food corporations have capitalized on nutritionism—the reduction of food’s nutritional value to its individual nutrients—as a means by which to enhance their power and position in global processed and packaged food markets. Drawing on the literatures on nutrition and corporate power, we show that Big Food companies have used nutritional positioning to bolster their power and influence in the sector. Through lobbying and participation in nutritionally focused public–private partnerships, they have directly sought to influence policy and governance. Through market dominance in the nutritionally enhanced foods sector, and participation in nutrition-focused rule-setting activities in agrifood supply chains, they have gained power to influence policy agendas. And they have used public outreach and the media to present their views on the nutritional aspects of their products, which shapes public perceptions and the broader regulatory environment. Together, these strategies have enhanced the power of Big Food firms to influence policies in the food sector.  相似文献

Hundreds of thousands of people in Europe are daily receiving food, thanks to local food banks, run basically by volunteers who collect donations and distribute them to organizations. In this paper, data from a sample of food banks working in 13 European countries are analysed using Data Envelopment Analysis (DEA), trying to learn about their profiles and find some clues about the efficiency of their operations, comparing them according to variables such as the number of volunteers and permanent staff, the tonnage of food delivered and the number of people served. Significant inefficiencies were found in the sector as a result of high performance of some food banks, thus setting a high level standard of operational efficiency. Some additional results regarding food bank sizes and performance are presented.  相似文献

This article describes the development of vegetable marketing in Ho Chi Minh City (Vietnam), where modern distribution outlets are competing fiercely with traditional traders for wholesale and retail customers. Data from interviews with supply chain stakeholders and a survey of vegetable wholesalers have been used to compare the performance of modern and traditional chains, and the findings reveal the chains as segmented in their product focus, the modern sector focusing exclusively on quality. Modern marketing channels are generally more efficient than traditional ones but still account for only around 2% of vegetable distribution. The article argues that policy‐makers should not promote the ‘modernisation’ of food systems at the expense of traditional channels which meet important consumer needs.  相似文献

This paper compares the operations and discusses the effectiveness of public and private sector provision of solid waste collection in Kampala, Uganda. Household data suggest that the private sector is more effective than the public sector. Private sector companies provide services like container provision and providing timely and fixed collection time tables. Contrary to popular perception, fees charged by private companies are moderate. Public sector clients are charged fees even when the service is supposed to be free. Clients of private sector providers are more satisfied than those of public sector providers. It is however, revealed that while public sector serve mainly the low incomes, the private sector serves mainly the rich. In spite of these notable differences, clients of both public and private sector perceive the problem of solid waste management (SWM) in Kampala to be very serious. The effectiveness of public and private sector operations in solid waste collection in Kampala is hampered by corruption and lack of transparency. Given the situation of open competition for clients involving both public and private sector in Kampala, it is possible the public sector can operate effectively if they start commercial services officially like their private sector counterparts. This calls for a formal public-private partnership where the public and private sector can work together with the public sector dominating poor and marginalized areas while the private sector concentrates on rich neighborhoods.  相似文献

This paper analyzes the effects of inflation on the resource allocation between the financial sector and the manufacturing sector. We develop a model with heterogeneous workers who can be employed either in the manufacturing sector, which produces a consumption good, or the financial sector, which provides liquidity services. A rise in inflation reduces the demand for labor in the manufacturing sector and increases the demand for financial services. This induces a shift of resources from the manufacturing sector to the financial sector and reduces consumption opportunities. An empirical investigation using 55 countries strongly supports the result that higher inflation increases the relative size of the financial sector.  相似文献

Conclusion Looking to the future of Canadian public sector labor relations, the glass is half full. Despite regular intervals when government fiscal and economic policy “trump” public sector bargaining rights through legislation, public sector unions and collective bargaining will survive. Public sector compensation and job security will likely continue to be at least comparable to the unionized private sector, and public sector union density should remain stable, at or near its currently high levels.  相似文献

The historical core of the independent sector is comprised of churches, charitable organisations and higher education. What distinguishes these and other independent sector organisations from the governmental and commercial sectors is the fact that participation in the independent sector is free from state compulsion and not for the purpose of monetary gain. The independent sector is a modern development which could not have occurred without the disestablishment of religion. Disestablished churches have given rise to secular charities, higher education and other independent sector organisations in the United States. The independent sector is the arena in which cultural production and altruistic activities with a distinctive moral quality take place. Participation in the independent sector is the only mechanism for status legitimation in a democractic society with no compulsory state religion or traditional forms of authority.  相似文献

Abstract

The community sector is a major provider of human services in Australia. It is comprised of community or private not-for-profit organisations, but is not the only industry sector where this class of organisation is found. Like an industry sector, the community sector contains some large and many small organisations. During the 1980s large community sector organisations consciously sought to improve their management and performance in a number of ways. Nonetheless their managers face further challenges in the 1990s, some of which will tempt them into competition with the more numerous small organisations in the sector.  相似文献

Although recruitment and retention of qualified employees are some of the biggest challenges in the nonprofit sector, nonprofit organizations must maintain human capital inflow due to its significant impacts on organizational success. Through person‐organization value fit, this paper explores the factors that influence labor shifts from the public or for‐profit sector into the nonprofit sector in the South Korean context. Specifically, the effects on the likelihood of employees switching to the nonprofit sector from the perspective of eight job satisfaction measures and three education–job match measures are investigated. Two groups of employees (those whose career started in the for‐profit sector and those starting in the public sector) are compared. Results indicate that there is substantial variation between the two groups. In particular, intrinsic job satisfaction has completely different effects on those working in the for‐profit sector than on those working in the public sector regarding their likelihood of having experienced an intersectoral shift into nonprofits. The more public employees are satisfied with intrinsic job rewards, especially job reputation, the more likely they are to move to nonprofits. These results suggest that when employees in the public sector are satisfied with intrinsic rewards they tend to pursue greater intrinsic satisfaction in the nonprofit sector. This paper also reports that education–job match is only significant for those whose first job was in the for‐profit sector.  相似文献

Public sector unions are strongly opposed to contracting with the private sector for the production of goods and services. Economic theory indicates that because of incentives the private sector should be much more efficient that the public sector — a proposition verified for numerous activities of state and local governments. This paper examines evidence at the federal level to show that substantial cost savings can be achieved by contracting out in that sector as well.  相似文献

The aim of this paper is to evaluate critically the prevailing policy approach that seeks to cultivate the community sector by the ‘third sector’ route of developing existing community-based groups. Analysing the extent and nature of participation in the community sector using both secondary data from the 2000 General Household Survey and primary data from a case study of the community sector in rural England, the finding is that a culture of participation in ‘third sector’ groups is relatively alien to lower-income populations and that such groups are much more used by relatively affluent populations for the purpose of developing their social networks. If the intention of harnessing the community sector is to improve the material circumstances of lower-income populations, a third sector approach of developing existing community-based groups is thus found to be inappropriate. Instead, it is argued that a ‘fourth sector’ approach is required. This seeks to further cultivate the prevailing culture of participation in one-to-one reciprocal exchange that is predominantly used by lower-income populations to improve their material circumstances. The study examines the empirical evidence of the submissions received from third sector organisations and their stakeholders in response to proposed changes to the New Zealand accounting standard setting framework. The study aims to determine whether third sector stakeholders have voice in third sector accounting standard setting. Critical comparison of submissions and proposals appear to show that the standard setters were not listening to their third sector stakeholders. However, the study found that the standard setters utilised legitimacy management strategies to gather third sector stakeholders’ voice. The standard setters proactively achieved this by conforming to the environment and achieving pragmatic legitimacy to ensure that their decisions were based on third sector stakeholders’ voice. The study is important for those countries where accounting standard setters are grappling with the due process to undertake for third sector accounting standards in its elevation of working groups to the role of salient stakeholders.  相似文献

The nonprofit sector was the growth sector of the 1980s. This is the conclusion reached from detailed examination of the growth trends of major industry groups in New York State in the years 1981 through 1987. The analysis in this article suggests that the growth of the nonprofit sector was due primarily to the strong orientation of the economy toward services, where the nonprofit sector has traditionally had an important presence. Within service industries as a whole, the nonprofit and for-profit sectors grew at comparable rates; however, nonprofit growth was concentrated in semipublic services and in services where information is often difficult for consumers to acquire and understand, while the for-profit sector grew in simpler and more privately oriented services. The analysis shows that the nonprofit sector filled much of the gap left by reduced or stagnating government services. However, the growth of the nonprofit sector may be difficult to sustain in the future if sufficient entrepreneurial talent and other resources are not forthcoming.  相似文献

In this article we use a simple model to analyze the forces that determine the size of the public sector and the quality of workers employed in that sector. Workers are heterogeneous, and the public sector chooses an employment strategy which maximizes a utility function U(s, Y) that depends on the share of the labor force employed in public service s and private sector output Y. The government is fully informed about worker productivity. We characterize the behavior of the public sector, and explore the efficiency and employment consequences of imposing fiscal constraint on the government.  相似文献

The nonprofit sector in China has experienced unprecedented growth in its scope and impact over the past four decades. Despite the significant growth, the distribution of nonprofit activities across localities is not well understood. This study combines administrative and census data to examine the size of the Chinese nonprofit sector across 334 prefectures. The study demonstrates a significant variation in nonprofit sector size across prefectures. The study further shows that population heterogeneity, government social spending, and government fragmentation have positive effects on boosting nonprofit sector size in a prefecture. Although diverse service needs affect the growth of the Chinese nonprofit sector, government activities play a more important role in mobilizing nonprofit activities and driving nonprofit sector growth.  相似文献

The article describes the recent evolution of the Italian third sector, focusing particularly on its changing role in relation to welfare policies and on its contribution to the development of the provision of social services. In contrast with those considering the emergence and development of the sector solely, or mainly, as a consequence of decisions made by external actors, especially public institutions, the article shows a more complex and dynamic picture. The article demonstrates that the Italian third sector, although at the present time largely engaged in contractual services with the public sector, has maintained a level of autonomy that allows for continuous innovation both within and external to the social service sector. The Italian case supports the need for further debate on the role of the third sector in modern society.  相似文献

This article explores why sector‐wide approaches, in which donor funds support a single sector plan under government leadership, have performed less well in agriculture than in the social sectors. Many problems stem from the more limited, more contested and shrinking role of the state in the agricultural sector. It is also argued that sector programmes have worked best where the key constraints on sector development are the responsibility of a single ministry, whereas agricultural development requires co‐ordinated interventions across sectors. The sector approach may have a limited role in delivering better focused agricultural services, but fundamental policy questions need to be resolved first. This is more likely if support for reforms is channelled through central economic ministries and other bodies outside the agriculture ministry.  相似文献

The third sector is poised to play a leading role in public sector innovations in the twenty-first century. The third sector can enhance, facilitate, and promote greater citizen participation in the determination, provision, and governance of social services through co-production. This article explores some crucial conceptual issues related to the co-production of public services and the role of the third sector. It also provides some brief empirical evidence of the potential of the third sector, not merely as a service provider, but also as a facilitator of the re-democratization of the European welfare state. Here, collective action and third sector provision are crucial for distinguishing between co-production heavy and light. The conclusion focuses on the ability of the public, third, and for-profit sectors to embrace greater citizen participation and co-production.  相似文献
