Australia today is a culturally diverse nation with people from over 190 different countries claiming 300 different ancestries. But despite an official commitment to diversity, contemporary Australian society continues to experience tensions between multicultural policies and a legacy of Anglo privilege and cultural dominance. To assess this, the Challenging Racism Project conducted a national survey, commissioned by the Special Broadcasting Service, to gauge the nature and extent of racist attitudes and experience of racism across Australia during July–August 2015 and November 2015. Results show that sociodemographic characteristics show little contemporary relationship to racist attitudes. Age, once associated with “old” racist attitudes, is no longer significant. On the other hand, Anglo privilege is empirically linked to racism through notions of social dominance. We conclude that it is to the media, and to public discourse generally, to which future research attention, using critical discourse analysis, should turn in efforts to make Australia a fairer, more tolerant, multicultural society.  相似文献

ABSTRACT

This article discusses news about Muslims via one researcher’s social media news feeds after the Christchurch tragedy. Using intercultural and Islamic communication theories, the contents of several news stories are analysed for their contribution to the Muslim person’s identity. Findings reveal four main categories: Muslim women and hijab; religion and terrorism; media, government, democracy and the politics of oppression; and representation of the Muslim voice. Substantial news content also depicts peace, love and forgiveness in its presentation of the human angle in New Zealand media. There is a significant shift from the negative othering rhetoric of international media to an inclusive national approach in the tone of the New Zealand press. However, Muslim narratives reveal that structural discrimination and systemic oppression do exist and pose safety and identity challenges. While news continues to divide and unite people depending on the press agenda, their depictions of Islam and Muslims have potentially major influences and serious consequences on the Muslim person’s identity within the local and global Muslim communities.  相似文献

This paper explores the dynamics which have characterised the Australian Muslim (a term which is examined more critically throughout this paper) struggle for identity and self-identification from the late nineteenth century to the present. It will consider the two primary mechanisms through which this struggle has been articulated. The first of these relates to the ways in which many Australian Muslims have used the nationalist, linguistic and cultural affiliations, which played a critical role in their process of migration and settlement, as a way of forging personal and communal ‘cells’ of identification. The second explores the attempts made by Australian Muslims to draw this body of cells into a coherent whole structured around a religious framework, to create the ideal to which all Muslims aspire – a unified Muslim community or ummah. One of the critical questions which the various discourses relating to Australian Muslim identity and culture raise, and which will be considered in this paper, is: on what levels does this struggle for identification operate, and to what extent has it been successful in reconciling a sense of an Australian Muslim past with the present and future?  相似文献

Refugee Muslim women face a number of formidable obstacles in the resettlement process within Australia. As Muslims, they are a religious minority that has come under considerable racial attack in recent years in the wake of international terrorism. As refugees, they are struggling to put past traumas behind them and find ‘security’ in a strange land with different customs. As women, they are trying to find a voice for themselves amidst ethnic traditions that limit their range of expression and an Australian society that aspires to, but has not yet achieved, equality for women. Our qualitative study, upon which this paper is based, explored resettlement issues of Muslim refugee women during their first five years of arrival in Perth, Australia. It is based on focus groups and semi‐structured interviews with 80 Muslim refugee women: 35 Iraqi, 34 Sudanese and 11 Afghan. Our study re‐affirms that well‐documented issues of resettlement continue to be poor English language competency, securing employment and accommodation and gender‐specific problems. In addition, however, our study highlights a new and emerging issue, which is that of personal, psychological and cultural insecurity, heightened by the current political climate and exacerbated by their religious background. This leads to problematic ‘intersections’ with an Australian society that is far more complex and more difficult to cope with than is portrayed in popular discourse and political rhetoric of the easy‐going ‘lucky country’.  相似文献

Muslim communities have frequently been the victim of vilification and discrimination in Australia and the broader Asian region. This article discusses and compares the narratives around Muslim vilification in Australia and Sri Lanka. Despite the fact that these two nations are vastly different in size, demographics and cultural history, I will argue that there are remarkable similarities in how Muslims are subject to attack in both nations. The hate speech occasioned against Muslims in Sri Lanka and Australia is shaped by almost identical narrative structures and is cultivated in similar online environments. In both cases, anti‐Muslim animus is fuelled by a fear of displacement and perceived contamination of what nativists regard as ethnically sovereign territory. I will argue that the underlying sub‐text in both cases is owed to a repulsion to the physical presence of Muslims which can be understood in terms of Mary Douglas' concept of the moral pollutant.  相似文献

This paper explores the construction of Islam as abject and the symbolic positioning of Muslims as being outside secular modernity in Australia through an analysis of the way the criminal legal process and perceptions of criminality are culturalised. The empirical focus is gang rape and the trials of Muslim youth on gang rape charges in Sydney between 2000–2003 which quickly became culturally inflected as ‘Muslim’ and ‘Lebanese’ by media reporting of the criminal trials and moral panic about them as source of social menace. Three dimensions of culturalisation of crime and the criminalisation of culture are identified in the criminal legal process and media reporting of it; firstly the cultural inflection of new laws against gang rape by their association with particular events and trials; secondly the introduction of ‘cultural defence’ by the accused as a mitigating factor in the criminal legal process; thirdly, media reporting and commentary on criminal cases which emphasize cultural explanations for individual criminal behaviour.  相似文献

This paper responds to a 2004 paper by Warburton et al. The paper acknowledges their exploration of the corporate responsibilities of Australian business, and the importance of such research given the social impact business has in contemporary Australian society. However, while their paper was concerned with the situation at one specific Australian business and its view of corporate responsibility, this paper attempts to utilise their findings to make a normative argument as to the possibilities for overall corporate responsibility in Australian business. In particular it considers their omission of two primary stakeholder groups, the owners and the workers, in conducting their stakeholder analysis. This paper queries whether if it is not possible to include all stakeholders, it makes sense to omit the other stakeholders too; and rather to agitate for more judicious ownership rights in pursuing the concept of corporate responsibility.  相似文献

This article is based on results of the research project “The past, present, and future in the discourse of the Muslim community of Crimea,” using participant observation and interviews conducted in 2012. Focus is on analysis of diverse interviews with elite Muslim leaders from the groups Spiritual Administration of Muslims of Crimea (SAMC), Spiritual Center of Muslims of Crimea (SCMC), the Crimean Branch of the All-Ukrainian Association of Social Organizations Alraid and the Crimean wing of “Hizb ut-Tahrir al-Islami” (the Islamic Party of Liberation). Since September 11, the Australian media has increasingly represented Muslim Australians as essential outsiders threatening standards and values of the modern liberal democratic polity. This article traces a similar trend in a number of Western European countries, finding a link with backlashes against multiculturalism and a call for a return to putatively universal and absolute values that are being contravened by Muslims. The article also connects both the dehumanising portrayals of Muslims, as enemies of humanity, and the concomitant depiction of Western nations as the embodiment of universal values with Carl Schmitt's theory that, under such circumstances, all constraints on how the enemy is to be treated are rendered nugatory. It argues that US policies regarding torture are consistent with Schmitt's analysis. Drawing on recent literature on the historical and sociological construction of secular forms, the article then asks whether Muslims are regarded as radical enemies because they are a threat to the West's self conception as modern and secular, or whether the conflict is of a religious nature. It concludes by looking at recent political rhetoric and educational policy in Australia to argue that despite the dominant note appearing to be one of secularism, there is a notable presence of references to Christian values, indicating that it is not simply religion per se that is seen as problematic, but Islam in particular.  相似文献

Indigenous Australians constitute approximately 2.4% of the Australian population and suffer from disadvantage across a range of social, economic, and health indicators compared to other Australians, including exposure to racism across all domains of contemporary Australian society. However, there has been relatively little research conducted on anti-racism in relation to Indigenous Australians. This article begins with an overview of theoretical issues pertinent to the empirical study and public policy of anti-racism. Empirical findings, from social psychology, on effective approaches to anti-racism at the cognitive, individual, interpersonal, and societal level as well as for the targets of racism are detailed with a particular focus on Indigenous Australians. Recommendations for improving and expanding institutional and legal policies to implement these approaches in relation to education and child-rearing, public service, law enforcement and media, as well as monitoring racism and promoting anti-racism in civil society, are then presented. To conclude, strategies for engendering political will to combat racism in the current neoliberal capitalist climate are explored.  相似文献

Recently the authors with the assistance of a research grant from the Sebel Company of Australia, carried out a study of attitudes held by sub-groups within Australian society. One of the topical issues investigated was the desirability of censorship of the mass media. Research demonstrates a significant number of carers identify obligation or lack of other alternatives as the reasons they undertake informal care. By utilizing critical discourse analysis, this research explores choice for informal caregivers in contemporary Australian social policy. Analysis demonstrates increasing shifts in policy toward choice in consumer-directed care, a feature absent for those who provide care. Familial care is a central pillar of Australian social policy, as it is in many liberal and conservative welfare regimes. Analysis reveals that these core social policies are fundamentally incongruent, with significant implications for individuals and social work practice.  相似文献

Welfare state theory has struggled to come to terms with the role of the third sector. It has often categorized welfare states in terms of the pattern of interplay between state social policies and the structure of the labour market. Moreover, it has frequently offered an exclusive focus on state policy – thereby failing to substantially recognize the role of the formally organized third sector. This study offers a corrective view. Against the backdrop of the international shift to multi‐level governance, it analyses the policy discourse of third sector involvement in welfare governance following devolution in the UK. It reveals the changing and contrasting ways in which post‐devolution territorial politics envisions the sector's role as a welfare provider. The mixed methods analysis compares policy framing and the structural narratives associated with the development of the third sector across the four constituent polities of the UK since 1998. The findings reveal how devolution has introduced a new spatial policy dynamic. Whilst there are elements of continuity between polities – such as the increasing salience of the third sector in welfare provision – policy narratives also provide evidence of the territorialization of third sector policy. From a methodological standpoint, this underlines the distinctive and complementary role discourse‐based analysis can play in understanding contemporary patterns and processes shaping welfare governance.  相似文献

This article examines the nexus between war, religion and migration through a series of qualitative interviews with Bosnian Muslim humanitarian entrants to Western Australia. By utilising a three‐tiered model for assessing religiosity, the interviews reveal that a substantial number of participants placed a greater emphasis on Islam during the Balkan conflict. The way in which individual religiosity was expressed upon resettlement in Western Australia was largely determined by pre‐migration religiosity and postmigration contact with other Muslims. In particular, migrants with a low level of Islamic knowledge tended to internalise the values and ideas of more conservative Muslims upon arriving in the receiver‐nation. Meanwhile, those with a well‐developed pre‐migration understanding of Islam tend to resist outside influence and continue their original beliefs and practices. The findings demonstrate that conflicts at the state level frequently precipitate psychological crises of identity at the personal level; this in turn has an effect on the cultural and political landscape of migrant receiving nations.  相似文献

The paper explores the nature of Muslim women's activism before and after the terrorist attacks on the United States in September 2001. Drawing on the information gathered since the early 1990s, it argues that the focus on Muslim militancy has prompted Muslim women living in Western Australia to become more active citizens. The emerging activism is following two diverse directions: some Muslim women favour orthodox interpretations of Islam as guides to citizenship, whereas others favour a more liberal/moderate approach to being a Muslim and a citizen in Australia. Governmental agencies, it suggests, need to appreciate and take into account this diversity of views and approaches among Muslim women when designing their strategies for engaging Muslims living under their jurisdiction.  相似文献

This paper explores contemporary contradictions and tensions in Australian social policy principles and governmental practices that are being used to drive behavioural change, such as compulsory income management. By means of compulsory income management the Australian Government determines how certain categories of income support recipients can spend their payments through the practice of quarantining a proportion of that payment. In this process some groups in the community, particularly young unemployed people and Indigenous Australians, are being portrayed as requiring a paternalistic push in order to make responsible choices. The poverty experienced by some groups of income support recipients appears to be seen as a consequence of poor spending patterns rather than economic and social inequalities. By contrast, Australia's National Disability Insurance Scheme (NDIS) has been constructed as a person centred system of support that recognises the importance of both human agency and structural investment to expand personal choices and control. Here we look at the rationale guiding these developments to explore the tensions and contradictions in social policy more broadly, identifying what would be required if governments sought to promote greater autonomy, dignity and respect for people receiving income support payments in Australia.  相似文献

The ‘Third Way’ politics of Blair's New Labour government of the United Kingdom has popularised a number of policy reforms centred on a supposedly new discourse of ‘devolution’, ‘inclusion’, ‘partnerships’ and ‘community’. These notions reflect a re‐emergence of the ideas and values of civil society, participation and localism. Key drivers of this discourse are: new conceptions of citizenship; a retreat from the social state to a politics of community; and a questioning of both ‘big‐state’ interventionist and competitive market approaches to public policy. These trends have resonance in the Australian context. The welfare reform agenda of the Australian Commonwealth government together with community building and engagement initiatives of State governments have been sites for these policy directions. Much of the debate surrounding these policies excludes or minimises the fundamental role of an active state by focusing on an uncritical conception of community. Drawing on the notion of network governance, an alternative framework for re‐conceptualising state‐community relations and delivering improved community outcomes is posited. The paper concludes by suggesting possible social governance methodologies for actioning this framework.  相似文献

This study of social attitudes to adoption as reflected in Australian women's journals over a forty year period indicates that secrecy has given way to more open acknowledgement of adoptive status and access to original birth records at 18 years in all Australian states. However, while there have been changes in official social welfare policies, the notion of entitlement to a child by a couple still prevails. Despite a more liberal approach towards single parenthood, there remains a strong underlying feeling that the single pregnant female should give up her child so as to allow an infertile couple to create a family.  相似文献

The question of how we live among strangers in daily life is an established concern in contemporary social analysis. A key topic has been the achievements of the individual in rendering daily life among unknown others possible. Yet, questions of residual failure await full development. The study aims to describe the results of an Australian study that examined the significance and meaning of interactional breakdown with strangers in everyday life for the contemporary individual. Focus group methodology is used to describe common threads of understanding that ordinary people have developed around such events in terms of prevalence, reasons and remedies. Noteworthy findings are (i) the use of period and generational kinds of historical thinking in lay reflections on the state of everyday incivility (ii) the materialization of excessive individualism, runaway capitalist values and diminished community as key ideas within lay talk about the generators of everyday incivility, and (iii) the articulation of communitarianism as a preferred panacea to everyday incivility for lay actors.  相似文献
