Evaluations of gender mainstreaming show that there has been limited change to gender equality and it has been very fragmented across EU countries. Therefore, the purpose of this article is to evaluate the heuristic and conceptual value of the term gender mainstreaming as a metaphor for gender equality. Our results from applying an image‐schematic model of metaphor evaluation show that gender mainstreaming represents a nonsensical metaphor for gender equality. We conclude with recommendations for reconceptualizing gender mainstreaming.

This article addresses the relationship of the theorizing of organizational culture and the theorizing of gender construction. It begins by recognizing some of the difficulties of defining and understanding what is meant by the contested concept of culture. Drawing on the work of Smircich (1983) and Linstead and Grafton-Small (1992), an attempt has been made to explore the theorization of organizational culture(s) in terms of the concepts of organizational culture as: responses to human needs, integration, rules, shared symbols and meanings, unconscious projection, text, otherness, paradox, seduction and discourse. The implications of each of the approaches for the understanding of gender in organizations are considered. No one theoretical approach is advocated, but rather the breadth of theoretical possibilities is explored. The article is concluded with the argument that theories of organizational culture need to be much more explicit about their theorizing of gender construction.

Gender equality is closely related to the customs and social development of a country. Given the different cultures between East and West, gender issues vary from one nation to another. The advancement of gender equality, whether in developed or developing countries, also differs from one nation to another.

Despite evidence that women and men possess similar workplace values, debate continues regarding gendered preferences for justice in the workplace. In particular, some have argued that women and men have fundamentally different justice orientations, which lead men to value fair outcomes and women to value fair procedures. Recent research finds that such beliefs may influence managers to reward men with greater monetary rewards than those provided to women. Here, we review this literature and argue that men and women do not have fundamentally different justice orientations. Instead, the few findings of gender difference in preferences for procedural vs. distributive justice in the workplace are a function of status differences between men and women.

Forestry and mining constitutes an important part of Swedish basic industry. These industries are heavily male‐dominated and are expressing an ambition to become more gender equal and less gender‐segregated, arguing that this could strengthen their competitiveness in a number of areas. In this article we explore how company representatives construct gender equality as a business case and discuss how these constructions restrict and/or enable gender equality in these organizations. Departing from a social constructivist understanding of how language (re)produces gendered power relations in the workplace, the empirical basis of this paper consists of eight interviews with respondents who possess special insights into, and being of strategic importance to, gender equality issues in forestry and mining companies. In our analysis we found three dominant dimensions of the business case of gender equality Marketing (as) gender equality, Uncovering the male norm and Gender equality as a depoliticized value. We conclude that the business case framing facilitates for the companies to engage in issues of gender equality. However, issues concerning conflicting interests and power relations seem to be difficult to address within the business case discourse. This we argue affects and shapes the terms for gender equality in these organizations.

Drawing on a four‐year research project on Canadian primary caregiving fathers, as well two recent projects on the first year of parenting, this article highlights several theoretical and substantive issues in the study of gender equality and gender differences in parenting. First, I call for shifts from a focus on domestic tasks toward domestic and community‐based responsibilities. Second, I argue that the political terrain underpinning the study of mothering and fathering calls for clarity on how researchers interpret the constant interplay between equality and differences. Third, while there has been some change over time, parental responsibilities remain gendered because they are deeply rooted in habitus and embodiment across specific spatial and temporal contexts.

This article examines trade union activity in representing claimants at Equality Officer investigations under the Republic of Ireland's Employment Equality Act, 1977 . This is set in the context of traditional trade union support for gender segregation in employment and the observation that trade union decision‐making bodies still tend to be heavily male dominated. Use of the Act by trade unions is shown to have been mainly reactive rather than strategic. Evidence is presented that, while some individual union officials actively supported claims, this was not necessarily typical. It is argued that this represented a lost opportunity by trade unions to push the equality agenda forward and is consistent with continuation of the patriarchal trade union tradition. The article concludes by arguing that significant change to this approach is unlikely, given current gendered patterns of trade union governance.

How Women Engineers Do and Undo Gender: Consequences for Gender Equality
The image of engineering as a masculine profession has reproduced the perception that engineering is unsuitable for women. While various strategies have been used to try to increase the number of women entering engineering education and employment, their success has been limited. At the same time it has been argued that the way gender is ‘done’ in work can help diminish or increase inequality between the sexes. Using empirical research exploring women engineering students’ workplace experiences, this article considers how gender performance explains their behaviour and attitudes. Butler implied that doing gender can result in our being ‘undone’. This was specifically found to be the case for the women students in this study, who performed their gender in a particular way in order to gain male acceptance. In doing this they utilized certain coping strategies: acting like one of the boys, accepting gender discrimination, achieving a reputation, seeing the advantages over the disadvantages and adopting an ‘anti‐woman’ approach. These strategies are part of women's enculturation and professionalization in engineering, yet they also fail to value femaleness. In ‘doing’ engineering, women often ‘undo’ their gender. Such gender performance does nothing to challenge the gendered culture of engineering, and in many ways contributes to maintaining an environment that is hostile to women.

Sleep is situated in the work–family nexus and can be shaped by national norms promoting gender equality. The authors tested this proposition using individual data from the European Social Survey matched to a country‐level measure of gender equality. In individual‐level models, women's sleep was more troubled by the presence of children in the home and partners' unemployment, whereas men's restless sleep was associated with their own unemployment and worries about household finances. In country‐level models, the authors find that in nations that empower women and elevate their status, men and women alike report sounder sleep, and the gender gap in restless sleep is significantly reduced among those living in gender‐equal countries. This study adds to the understanding of gender differences in sleep quality and provides new evidence on the importance of the national context in shaping the pattern of gender inequality in the domestic sphere.

This study examines whether transformational leadership influences organizational culture that furthers NGOs?? effectiveness. It also examines whether transformational leadership at the top directly influences NGOs?? effectiveness. Further, it tests whether NGO effectiveness improves the programme outcomes in terms of health, income, education, and happiness of villagers. Data were collected from 312 NGOs in Jharkhand state (India). Transformational leadership, organizational culture, and NGO effectiveness were assessed from NGO personnel using standard instruments, and programme outcomes on health, income, education, and happiness were evaluated from villagers using wooden cubes. Findings reveal that transformational leadership builds organizational culture that furthers NGO effectiveness. Transformational leadership does not influence directly NGO effectiveness but it enhances NGO effectiveness promoting organizational culture. Furthermore, NGO effectiveness improves the outcomes of programmes undertaken by NGOs in terms of better health, income, education, and happiness of beneficiaries.

Over the past half‐century, enormous changes have occurred in gendered divisions of housework and child care across many countries, with a growing consensus that there is a slow but steady pace of change in gendered divisions of time and tasks but one that is combined with a puzzling persistence of gender differences in parental caregiving responsibilities. Rooted in a 14‐year qualitative and ethnographic research program that focuses mainly on breadwinning mothers and fathers who self‐identify as stay‐at‐home or primary caregivers and guided by genealogical and relational sociological approaches, the author argues that the concept of parental responsibility requires greater attention and that its theorization and conceptualization have critical implications for if and how it can be measured, the methodological approaches that might be used to assess it, and the conceptual fit between parental responsibilities and gender equality.

ABSTRACT

This article discusses policymaking from a gender+ equality perspective. It connects the knowledge from various subfields ranging from development planning, to feminist policy studies, to works on gender mainstreaming. By connecting different but convergent feminist subdisciplines, it draws a picture of the field of gender+ and policymaking. Central in this analysis are the questioning of gender+ bias in the policy process and the development of strategies to mainstream gender into policymaking. By delineating the boundaries of research on gender and policymaking, the article addresses existing challenges and reflects on gaps and promising terrains of study that could further develop and establish the field of feminist policy studies.
