Early in his first term. President Nixon initiated an effort to make major cuts in the number of personnel of federal agencies engaged in public relations as well as in the agencies' public relations budgets. He described those public relations employees as “covered up pretty properly.” His goal was to “get the public relations complement in each Department reduced by 50 per cent regardless of what they are officially called.” This article reports on the origin, implementation and denouement of President Nixon's war on public relations in public administration at the federal level of government.  相似文献

This review of publications, mostly written during the 1990s, examines the links between scientific expertise and public (in the first place central) authorities’ priorities with regard to public services in urban areas in France. The relations between “public services” and the “city” refer to a many-sided reality at the center of specialized discussions that do not lend themselves to generalization. The relations between these two subjects can be seen from three angles: the territorial supply of services; their relations with the environment; and the norms for thinking about and justifying the changes under way. Regardless of the angle chosen, three themes can be identified in talk about public services and urban areas: diversity, fragmentation and proximity. The publications examined in this review represent a mixture of heterogeneous studies, more or less dependent on requests from public institutions. These variable and varying requests provide evidence of the state’s hesitations about how to cope with social and urban changes.  相似文献

The author argues that the unique nature of the US government poses significant barriers to democratic governmental public relations practiced in and by the US. By exploring challenges in relationship management that surface while analyzing a particular instance of government public relations, the author posits that relationship management research should take into account publics’ (non)desire for a relationship as well as different types of organization–public relationships (OPRs) including government–public relationships. The author analyzes the US Government's official apology, administered by President Clinton, to Tuskegee study survivors, introduces the communicative conception of distance to PR to broaden relationship management frameworks, and argues for broader understanding of what constitutes democratic public relations.  相似文献

This paper follows a critical approach in exploring the philosophical underpinnings and key features of dialogue in public relations practice and thinking. It argues that dialogue has been uncritically equated to two-way symmetrical communication, which has not done justice to the nature of dialogue, and has effectively stifled concrete development of a dialogic theory in public relations. The paper draws from a range of literature, including mainstream public relations and communication philosophy—in particular the philosophy of Martin Buber. The purpose of this paper is to inform public relations thinking by encouraging debate rather than proposing a new theoretical approach. As such, it sets out to explore the concept of dialogue and its philosophical underpinning, considers its practical application and suggests that it should not be seen as superior to persuasion.  相似文献

Integrated Marketing Communication (IMC) has been regarded primarily as a marketing concept. However, as an ever more dominant context for communication management, IMC presents opportunities for public relations scholarship's contributions to the discipline, in spite of IMC's recognized threats. This article, which outlines the state of the fields of IMC and public relations literature, proposes the way public relations roles in relationship cultivation and organizational behavior uniquely contribute to IMC, and, at the same time, establish management roles for public relations. This article also addresses three challenges facing public relations research in integration by providing a better definition of IMC, establishing relationship cultivation as a critical point in the theoretical convergence of public relations and IMC, and providing a framework through which to conceptualize communication structures.  相似文献

The mass media continue to be among the most crucial instruments for the practitioner of public relations, and, to be sure, among the most frustrating. How are the media changing? How will those changes affect public relations? And should there be new public policies about mass media in a twenty-first century where technical, political, social, and economic realities will be radically different from previous centuries, including the twentieth?Although most public relations professionals have shied away from public criticism of the media, and have not been vocal advocates for changing public policies about media, nevertheless they need answers to the questions raised above. In this thoughtful essay, Claude-Jean Bertrand looks at a possible mass media half a century from now and provides a dream scenario.Unfortunately, Professor Bertrand describes some “twentieth-century” public relations practices as part of the “old” problems and “dreams up” some changes in those practices, as well. It may be that a public relations professional or professor should write an essay devoted to a dream scenario for public relations in 2045. This qualitative study used in-depth interviews to review the perceptions held by public relations practitioners who work in global public relations firms, regarding their ethics, and to identify elements that support their ethics. Results indicate that those practitioners are adamantly ethics-oriented but they have a limited understanding of ethics specific to public relations. No absolute universal ethical standards were found. This study identified nine elements affecting public relations practitioners’ ethics. The important and powerful elements were chiefly attributed to cultural influences. It finally provides critical clues to the process of enhancing public relations professionalism.  相似文献

This “best practices” essay suggests that instructors consider using the movie “The Yes Men Fix the World” as a tool for teaching and discussion of public relations ethics. Although this movie appears at first to skewer the public relations industry and its uses in the corporate sector, in fact the movie provides a number of opportunities for discussion of important topics such as corporate social responsibility and professional ethics. Using this movie as a teaching tool for public relations ethics supports the suggestions of Karlberg (1996), Dozier and Lauzen (2000), and L’Etang (2005) that scholars and educators should consider the application of critical theory to the study and teaching of public relations.  相似文献

This exploratory study identifies the correlation between perceived fear and the public relations activities of an organization. A survey of forty public relations professionals in Florida confirms that fear is a critical causal factor that motivates an organization to initiate or undertake public relations activities. The effect of fear on the public relations activities of an organization differed by public relations area. In addition, there was a gap between perception and actual public relations activities. Crisis and issues management were the areas most affected by perception, but in application media relations was the most practiced.  相似文献

This study adopts an “inside out” approach to examine contemporary Chinese public relations and culture's effect on it, based on an analysis of the top 15 domestic Chinese public relations agencies’ Web sites and 17 in-depth interviews of public relations professionals from multinationals operating in mainland China. Results indicate an emerging trend of Chinese strategic management and a new understanding of guanxi as an ongoing process of one-on-one bonding.  相似文献

Determing the sources of conflict in public relations firm-client relations is the first step toward managing such conflict productively. A content analysis of firm-related articles in Public Relations Journal from 1980–1989 yielded a total of 45 conflict issues. The key issues recurring whether the conflict was attributed to the firm or the client were concerns over knowing each other's businesses, contributing to a consistent communication flow, finances, and “chemistry.”For the most part, conflict issues for public relations firms paralleled those for advertising firms as reported in the advertising agency literature. Exceptions were top ranking public relations firm issues related to research and billing and for clients, prompt payment. Advertising issues not directly found in the public relations literature included defensiveness, blame placing and the number of approval levels.  相似文献

The purpose of this study is to examine the influence of international public relations on a target country's news coverage and public perceptions toward other countries. This study proposed a public relations influence model of national image formation and tested its relationships based on 27 countries’ public relations effort targeting the U.S. news coverage and publics. This study found that (1) public relations of other countries in the U.S. had a direct impact on how significantly the U.S. public perceived those countries; (2) the more prominently and favorably foreign countries were covered by the U.S. news media, the more significantly and favorably the U.S. public perceived and felt toward those countries.  相似文献

No professional sports group ever achieved acceptance as widespread within a single decade's span as the American Football League (AFL). This study chronicles how the AFL used public relations strategies and tactics to garner public acceptance, which in turn helped convince the older National Football League (NFL) to merge with the upstart league. The explosion at the AZF plant in Toulouse, France, in September 2001 brought to light the new difficulties with which the labor movement must cope. These difficulties stem from the social tensions fomented by public protests against potentially dangerous manufacturing activities — the products made as well as the processes for making them. The unions represented at the chemical plant were used to dealing with occupational safety as an issue in labor relations. They were not much (or at all) involved in handling environmental questions raised in the public sphere. Owing to the catastrophe and the resulting demands to shut down installations, unions gave priority to their relations with manufacturers rather than with society, and thus stressed former trends.  相似文献

This article extends the transitional public relations approach to international public relations research. The arguments are presented that public relations strategies and instruments were and are further on used in that competition to promote, and sometimes impose certain political and socio-economic models of market economy. The main global players, first of the United States, but most recently also China are trying to “sell” their own model not only in the former socialist/communist but also in developing countries. This longitudinal study presents the results of three biennial surveys of key national journalists who routinely report on Southwest Airlines, a company widely recognized for its extraordinary public relations efforts. Synthesizing data garnered through relationship, utility, and perception scales as well as robust open-ended responses, the results support and advance media relations best practices. Ultimately, data confirm that practitioner responsiveness and accessibility to reporters are the keys to ensuring that journalists maintain positive perceptions of Southwest Airlines’ public relations. The results provide an instructive case study and recommendations to corporate public relations practitioners for cultivating favorable media relationships through a commitment to dialogic communication principles.  相似文献

This article extends Heath's (2006) concept of fully functioning society theory (FFS) and argues that public relations can be used as a force to enhance collective social capital in communities. To serve this purpose, however, the effectiveness of an organization to serve its external publics is often dependent on the status and relationships the public relations function has developed within the organization. This paper provides a network analysis of a government agency in Jordan that illustrates the relationship between internal organizational social capital and the potential problems for establishing external relationships with publics. In-depth interviews were conducted with African-American public relations students to explore their perceptions of public relations and the role race may play in their career success. The motivations for pursuing public relations and perceptions of the field are not different than those of other groups of students found in previous studies. However, the findings provide insights that are helpful in recruiting African-American students, and also in retaining them in the major. Central themes that emerged from the data are that it is important to have African-American role models, and that students’ view race as a fact of life that can be both a barrier and an asset.  相似文献
