American prosperity in the second half of the 1980s together with the booming economy of the 1990s created the impression that American households have done well, particularly in terms of wealth acquisition. In this paper, we develop the concept of “asset poverty” as a measure of economic hardship, distinct from and complementary to the more commonly used concept of “income poverty.” We define a household with insufficient assets to enable it to meet basic needs (as measured by the income poverty line) for a period of three months to be asset poor. The results reveal that in the face of the large growth in overall assets in the U.S. and a fall in standard income poverty over the period from 1983 to 2001, the level of asset poverty increased from 22.4 to 24.5 percent. We also find that asset poverty rates for blacks and Hispanics are over twice those for whites; that asset poverty rates fall monotonically with both age and education; that they are much higher for renters than homeowners; and that by family type they range from a low of 5 percent for elderly couples to 71 percent for female single parents.  相似文献

The socioeconomic gap between metropolitan and nonmetropolitan areas increased during the 1980s. We test three competing explanations for this trend during the 1980s: overdependence on manufacturing, especially in nonmetro labor markets, the emergence of producer services as a catalyst of socioeconomic growth, and federal spending. Using a model that is informed by a variety of perspectives in sociology and economic geography, and commuter zones (CZs) as spatial units of analysis, we estimate the effects of manufacturing concentration, producer service concentration, and federal spending on per capita income, per capita earnings, and private nonfarm employment growth during the 1983–1988 business cycle recovery. The OLS and interaction models show that all three factors help explain why metro areas outperformed nonmetro areas during this time period. The effects of producer service concentration, however, best fit with our expectations. Implications of our findings are discussed.  相似文献

"This article presents estimates of the number of undocumented aliens included in the April 1983 Current Population Survey (CPS) derived by subtracting an estimate of the legally resident foreign born population from the survey estimate of all foreign born residents.... Also presented are similar estimates for the November 1979 CPS.... Estimates are presented by period of entry for Mexico and other groups of countries. Comparison of the April 1983 estimate with the census-based estimate and the November 1979 survey-based estimate provide an indication of growth in the undocumented alien population for 1980-83."  相似文献

The potential effects of maternal trauma on mother–infant interaction remain insufficiently studied empirically. This study examined the effects of the September 11, 2001, trauma on mother–infant interaction in mothers who were pregnant and widowed on 9/11, and their infants aged 4–6 months. Split‐screen videotaped interaction was coded on a one‐second basis for infant gaze, facial affect, and vocal affect; and mother gaze, facial affect, and touch. We examined the temporal dynamics of communication: self‐contingency and interactive contingency of behavior by time‐series methods. We documented heightened maternal and infant efforts at engagement in the 9/11 (vs. control) dyads. Both partners had difficulty tolerating moments of looking away as well as moments of negative behavior patterns. Heightened efforts to maintain a positive visual engagement may be adaptive and a potential source of resilience, but these patterns may also carry risk: working too hard to make it work. A vigilant, hyper‐contingent, high‐arousal engagement was the central mode of the interpersonal transmission of the trauma to these infants, with implications for intervention.  相似文献

I develop an econometric model to examine three potential causes of the decline of unionization in the construction industry in the 1970s and 1980s: increased cost relative to the open shop, reduced coverage by prevailing wage laws, and expanded double-breasting in response to NLRB decisions. The results show that relative cost was the decisive factor in the 1970s, whereas double-breasting was the most plausible explanation in the 1980s. Research support was provided by North Carolina State University. I am deeply indebted to Barry Hirsch for estimating the union-nonunion wage gaps for 1983–1991. This paper presents an analysis of recent changes in the scale and characteristics of non-national migration to, and employment in, the 6 Gulf Cooperation Council (GCC) member states. In 1985, the size of the workforce in the Gulf States was 7.1 million. Non-nationals comprised 68% (in Saudi Arabia) to almost 91% (in United Arab Emirates) of the workforce. 63% of the non-nationals were from Asia. Non-national Arab workers represented 30% of the total. In 1985, 36% of all migrant workers came from India and Pakistan. Almost 30% of the non-nationals were employed in services (financial, personal, and community), and almost 29% were in construction. Non-nationals dominate 3 sectors: construction, manufacturing, and utilities. Non-nationals account for a relatively low 55% of the oil sector. The phenomenal rate of growth in non-national workforces during the mid 1970s began to slow in the 1980s. Labor permit issues peaked in the late 1970s and again in 1983-84. The timing and scale of the decline varies by sending country and by destination, reflecting variations in the rate and extent of the economic slowdown in different GCC states, as well as relative wage rates, occupational composition, and organization of the various labor flows. For example, Indian case worker placements fell by 49% between 1983 and 1986, while the number of Filipinos placed fell by 15%. During the 1980s, most Gulf states have increased efforts to enforce labor and residence regulations, but the number of illegal workers has continued to grow. During the 1st half of the 1980s, demand for non-national labor increasingly turned towards new supplies in South and Southeast Asia, notably Bangladesh, Sri Lanka, Indonesia, Thailand, and the Philippines. Meanwhile, an increasing share of Arab and South Asian workers were renewing their work permits, often on less favorable terms. The construction sector has had the greatest decline in new labor inflows; however, the service sector is still growing. Wage rates have fallen an average of 20-30%, and up to 45% since 1983. Since 1985, about 615,000 non-national workers have left. Southeast Asian labor has been most acutely affected by the sharp downturn in economic activity. By 1990, the non-national workforce should decline to 4.36 million, but then it will increase slowly. The number and share of Southeast Asians will rise.  相似文献

Change in enterprise from dairying to beef farming has been common in Northland, New Zealand during the 1970s and early 1980s. Data from intensive farm interviews on two random samples of farms (one group which ceased to practice dairying between 1975 and 1983 and a second which continued during this period) are used to distinguish the two groups of properties. Significant differences in size, land cover, production, capital value and age of farmers are identified. A stepwise logistical regression model with age of farmer and milkfat production in 1975 as the independent variables predicts the enterprise choice of 75% of the farm families for 1983. These two independent variables are summarising broader characteristics of the properties because age is shown to be colinear with equity, value of property and inputs and milkfat production with other measures of productivity. The necessity of including such structural variables in any behavioural analysis of enterprise choice is emphasised.  相似文献

Growing from my years as a lecturer in a Nigerian university in the early 1980s, the stories which begin this paper evoke puzzling, small moments in the life of contemporary Nigerian (Yoruba) classrooms, particularly in the teaching of mathematics and science. Conventional wisdom would pass these by as irrational glitches, yet because they challenged my assumptions about numbers, they shook me, and this effect was magnified because no one else seemed to feel anything amiss. These moments of disconcertment sometimes spontaneously expressed themselves in an up-welling laughter. In responding to the stories I argue that keeping the disconcertment is important, it alerts us that here is an occasion for telling stories which might generate new possibilities for answering moral questions of how to live. I go on to juxtapose three accounts of quantifying: a universalist account; a relativist account; and finally an account of quantifying as realized through embodied routines and repetitions. We can understand the last as a version of an 'actor network' account. I argue that the problem with the universalist and relativist accounts of quantifying is that they explain away the disconcertment in distributing praise and blame and legislating answers to the question 'How should we live?'. An embodied account of quantifying brings with it the possibility of in/foresightful stories and showing how the truths which numbers make, came to be.  相似文献

This article advances understanding of career construction counseling (CCC) by viewing it through the lens of the innovative moments model (IMM) of how clients construct change. The IMM conceives clients’ narrative transformations as resulting from counselors prompting and clients reflecting on exceptions to a problematic self‐narrative (i.e., innovative moments; IMs) that emerges in counseling dialogues. On the basis of intensive IMM analysis of CCC case studies, the authors propose an integration of the 2 models that describes the sequence of client change in IMs across the 3 phases of CCC. This proposal provides both conceptual and assessment tools that make it possible to describe and analyze the process of client change through life‐designing dialogues. The authors illustrate the integrated framework with vignettes from case studies and conclude by suggesting research to examine the validity and usefulness of the client change sequence and interventions for using this pattern of change to foster client transformation.  相似文献

Ethnic stratification constitutes a (potential) threat to social stability. The major factors that determine the immigrants' position are 1) ethnic differences between them and the original population (and among the various immigrant groups themselves) and 2) the social system of the receiving society and the way in which the major distribution mechanisms in that system operate. For a very long period immigration policy in the Netherlands was based on the principle that it was not a country of immigration and it would not become one. Thus, it had a rather liberal admissions policy until 1980 because immigration was not expected to lead to permanent settlement. Ethnic minority groups constitute about 4.3% of the total population, but they are heavily overrepresented in the metropolitan areas. The culturalist approach in Dutch policy allowed opportunities for migrants to retain their own "cultural identity." During the 1970s the government supported the creation of a variety of institutions which served exclusively the different immigrant groups. After the policy change in the 1980s the Dutch allowed the immigrant institutions to continue to exist, to provide a "shelter" which would help the migrants emancipate within Dutch society. Meanwhile, they launched campaigns to inform the Dutch about immigrant cultures. This approach encountered difficulties: 1) the relatively small size of each immigrant group, the large and growing differences and oppositions within these groups, and their geographical dispersal, often made it impossible to set up separate institutions with even minimal viability; 2) there was a lack of leaders in most minority groups; 3) the economic crisis of the early 1980s hit the immigrants much more strongly than the general population; and 4) a "blame-the-victim" attitude developed among a growing number of Dutchmen. In 1983 the government shifted to a structuralist approach, by striving to overcome social disadvantage and achieve legal equality. This approach also has its limitations. Recently, institutional racism has been growing. The government now aims to have immigrants proportionally represented in all major institutions, but it is only on a voluntary basis. The author concludes: 1) both the cultural and the structuralist approach are insufficient in overcoming the migrants marginal position; and 2) culturalist and structuralist approaches clash sometimes. Ethnic pluralism should no longer be viewed as a stage in integration processes, but rather as one of its possible outcomes.  相似文献

This is a case study in historical empiry, makingan effort to tell a convincing story about the evolution of human communication and cognition. The story‐telling is guided by Holzkamp's (1983) five‐step‐rule for the explanation of a qualitative leap in evolution. Evidence is taken from archeological and anthropological sources to support the main thesis: The basic social role of communication is to reproduce the social coherence of communities, the habitual “styles of doing things” (Bourdieu). The complex cultural pattern of activites, with internal tensions and dialectical contradictions, continually changes during reproduction by the consecutive generations. It is shown how human natural and social history may be understood as expansion of the forms and means of social self‐regulation. Human use of mediational means could have developed in three stages: mimetic, discursive, and object‐symbolic communication develop out of each other in sequence as the dominant regulators of social coherence. In closing, some consequences for a future revision of historical materialism aresuggested.  相似文献

This article reports the results of a mailed survey of 1980, 1983, and 1986 graduates (n = 205) from degree-granting marriage and family therapy training programs accredited by the Commission on Accreditation for Marriage and Family Therapy Education. The graduates considered themselves (a) sufficiently to quite well prepared in marital/couple therapy, family therapy, and individual therapy with adults and (b) minimally to moderately well prepared in individual therapy with children and adolescents, individual diagnosis, and individual psychological assessment. The presenting problems for which graduates most strongly recommended increased emphasis in their MFT training program were alcoholism, other substance/drug abuse, incest/sexual abuse, and domestic violence.  相似文献

The 1986 Immigration Reform and Control Act (IRCA) introduced substantial civil and/or criminal penalties to employers who hire illegal workers, with the main goal of reducing the demand for undocumented labor. However, in the interest of addressing certain concerns about the law, the Immigration Act of 1990 was passed to require various branches of the federal government to intensify efforts to disseminate the antidiscrimination provisions of IRCA. The authors studied the earnings gap between Mexican, Hispanic, and non-Hispanic white male workers which resulted from changes in both the wage structure and immigration laws of the 1980s. It appears that Mexican and Hispanic workers were adversely affected by the changes. The analysis of data from the 1980 and 1990 1% Public Use Microdata Samples determined that Mexican and Hispanic labor were adversely affected by the increase in the returns to skills during the 1980s given their relatively lower levels of educational attainment and labor market experience. At-risk workers increased their work effort and level of productivity to reduce the effects of legislation-induced employment losses. Data were also used from the National Longitudinal Survey of Youth and the Equal Employment Opportunity Commission for the period 1983-92.  相似文献

Since 1980, national and international research knowledge on carers and care-giving has been accumulating. However, the theoretical bases of this research are usually unstated and implicit. Theory is vital in shaping social work research programs and types of social work intervention. This paper examines and critiques the social work theories influencing published social work research on care-giving. A search of key social work journals from 1980 to 2001 identified a total of 102 research articles about care-giving. The perspectives informing these articles fall into four groupings: positivist; interpretivist; systems; and feminist/radical. Building on the model developed by Howe (1987), which differentiates theories of radical change from those concerned with social regulation, each perspective is critically analysed for its underlying assumptions, level of analysis, research methodology and implications for policy and practice. Our review indicated that research on care-giving is dominated by a positivist approach that focuses on stress-coping and social support theories. These approaches are essentially individualistic, focus on the burden of care and prescribe interventions that assist carers to adjust to or cope with the care-giving role. Future social work research on care-giving should be informed by critical social work theories offering deeper structural analysis. This would be more consistent with our discipline's concern for social change and social justice.  相似文献

In March 1980 the Federal Republic of Germany (FRG) adopted guidelines for the further development of migration policy in which the social integration of 2nd- and 3rd-generation foreigners was a priority of migration policy in the future. However, there was no corresponding information and education for the German population on the envisaged integration of foreigners. At the end of 1981 the FRG was still not a country of immigration. From 1980-1982 the pressure of public opinion to restrict the number of incoming foreigners and the latent hostility towards foreigners constantly increased. In February 1982, the Federal Government adapted the following principles for their immigration policy: 1) to limit effectively further immigration of foreigners into the FRG; 2) to strengthen the desire of foreigners to return to their native countries; and 3) to improve the economic and social integration of foreigners who have lived in the FRG for many years and to define their rights of residence more precisely. In 1982, migration policy became an important aspect of German domestic affairs. The 1st decision on migration policy taken by the Federal Government (Christian-Democrats and Liberals) was to offer financial incentives for foreigners to remigrate. An opinion poll conducted in late 1981 showed that 1/2 the German population was hostile to foreigners, 58% of Germans wanted to see the number of foreigners limited or reduced, and 62% disapproved of foreign workers being allowed to bring their families into Germany. The Remigration Assistance Act of 1983 has had the following effects: 1) foreigners have become uncertain about their plans for the future, and 2) it gives the German population the illusion that the "problem caused by foreigners" will be automatically solved by their return. Young foreigners encounter unfavorable situations in the training and employment sectors. Another obstacle in their way is hostility to foreigners. A survey in 1985 showed that most older foreigners planned to return to their native country, while most younger ones did not. It is essential for the 1-sided emphasis on remigration assistance to be abandoned in the FRG's migration policy. The commission on migration set up by the Federal Government has also emphasized that the integration of foreigners is a fundamental element of migration policy.  相似文献
