Climate change and environmental issues have been increasingly in the forefront of the media and government agendas. However, despite much discussion and fanfare, little has been done in the way of serious commitment and clear course of actions since the adoption of the UN Framework Convention on Climate Change in 1992 to bring carbon emissions to sustainable levels. To tackle the immensity of the climate change challenge, a paradigm shift in understanding is necessary to balance the course of global human development with energy demand and consumption patterns. Accounting for over 40% of global energy demand and more than 30% of greenhouse gas emissions, the building sector offers the greatest mitigation potential for reducing carbon emissions in both the short and long term, with positive implications for a range of associated sectors and industries. Promoting behavioral change among end-users for reduced energy consumption as well as encouraging the building industry to embrace sustainable design, low-carbon construction practices and materials, and renewable technologies, is fundamental to mitigating the impact of the built environment on planetary biospheres and preserving quality of life for generations to come. This paper starts by drawing attention to the building sector and related EU policy, outlining the challenges and opportunities for reducing energy consumption and carbon emission levels. Such policy provides the essential framework to engage stakeholders and allow supporting factors to foster progress in the sector. The paper contends that information on climate change has not led to significant improvements in meeting global targets and that what is needed is behavioral change among individuals and society as a whole. On the basis of research project experiences and literature review, it puts forth and explores five key elements contributing to behavioral change for reduced energy consumption and lower carbon emissions in the building sector, focused on: information and education; financial incentives and energy services; modern technologies and sustainable design; social and community norms; and biophilia (contact with the natural environment). The paper suggests opportunities for further research and concludes with recommendations for policy-makers and related stakeholders.  相似文献

This article discusses some of the underlying contradictions in the contemporary attempts to achieve a more sustainable socio-economic development. Based on research conducted in a European project on public participation and environmental science and technology policy, the article identifies a tension between a business orientation and a more critical orientation in the efforts to 'green' societies. Obviously Sir Francis Bacon's phrase “Knowledge is Power” refers not only to natural science and technology, aiming at understanding natural phenomena and obtaining material wealth, but also to social sciences and technologies, concerning social ideals and seeking harmonious and sustainable development in society. Innovation and entrepreneurship based on natural sciences and technologies have facilitated science and technology parks in the past; however, innovation and entrepreneurship based on social sciences and technologies are now laying the foundations for the concept of a “social innovation park”. The distinctive characteristics of social innovation parks and how social academic entrepreneurship is fostered by them through strategy and policy-making at local, national and global levels are explored in this study.  相似文献

Green technological innovation is the subject of much current research because it is expected to serve ‘competitiveness’ and ‘ecological modernization’. Research needs to be extended to cover institutional innovation and the combined socio‐political impacts of the new environmentalism. One entry into this area is to examine the links between science, environmental protection, innovation, and the distribution of political power. It is argued that institutionalized science — or the research‐cum‐consultancy enterprise — thrives on the claim that it is able to solve fashionable’ problems, especially future ones, by technological progress. There is little historical reason to reject such claims. However, these claims make science, and especially the environmental sciences, of immediate interest to those seeking new powers or defending existing privileges or markets. Proposed solutions tend to be threats to vested interests and distributions of wealth and influence. But the power of science reaches beyond responding to the concerns of the day, it strives to select those problems for society which create markets for planned research agendas and technologies still on the computer screen. The research enterprise, at the root of much technological and technical innovation, is not likely to succeed in imposing its choices on society without support in the market place or from government. It therefore becomes an important, if neglected, political actor, influencing and persuading not only with appeals to rationality, but also with promises of enhanced security, health and wealth. Having identified and selected problems, these are presented to society with pleas for remedial or preventive action. This paper reflects on the impact of these pleas on contemporary world politics. It is concluded that political systems must learn to evaluate and judge scientific claims more cautiously because research networks and the informal influence of science entrepreneurs on ‘the public’ tend to turn environmental change into policy problems. Once technological fixes’ are offered simultaneously, potential implementor and enforcers form alliances demanding state intervention to resolve the alleged problems. How real is the global environmental problem — the allegedly evergrowing ökologische Problemdruck? Does the seeking of green competitiveness in the ‘North’ in the name of preventing catastrophe, whilst de facto opposing industrialization and resource developments in the ‘South’ in the name of ‘sustainable development’, represent the essence of global politics of the 1990s?  相似文献

Abstract This paper seeks to go beyond the sui eneris conception of the increased role of “green” forces and the concomitant environmentalization of institutional practices in the United States and elsewhere across the world. It is argued that these forces must be located in the transition from social-democratic to neo-conservative regimes of social regulation of economy and society that has occurred during the past 15 or so years of global economic stagnation. This transition and its reflection in greening and environmentalization may be seen to have contradictory implications for rural societies. These implications are explored briefly with respect to sustainable development programs in the developing countries, sustainable agricultural research and outreach in the United States, and the possible growth of environmental symbolization of rural spaces.  相似文献

The development of the information society will have important future ramifications for the U.S. economy and for the social welfare system. The nature of work, work organizations, government, and other institutions will be changed by the growth of the information sector. An important part of this sector will be the National Information Infrastructure, or “Information Superhighway.” This network will help to determine the winners and losers in the new economy and will have major consequences for the evolution of social policy. These ramifications are explored and implications for social work education are discussed. The article argues that social service programs need to deal realistically with the oncoming changes, and that social work education will have to prepare students to function within this new social welfare system.  相似文献

The close and reciprocal ties between poverty and environmental degradation present significant potential for simultaneous improvement of the livelihood of the poorest along with increased opportunities and enhanced resilience of the environment and natural resources. By supporting governments and other stakeholders in designing and implementing development plans that tackle environmental and poverty concerns in a joint manner, the globally operating UNDP‐UNEP Poverty‐Environment Initiative (PEI) addresses a major governance challenge for sustainable development (SD) and the Sustainable Development Goals (SDGs) in particular. Focusing on Central Asia, and specifically Tajikistan, a country outside the spotlight of studies concerned with SD governance mechanisms, and through the analysis of PEI programme documents and stakeholders’ interviews, this article probes into the governance and governance co‐ordination (metagovernance) settings for SD. The article closes by presenting a set of recommendations to improve governance co‐ordination, while achieving more inclusive decision‐making and ultimately increasing the impact of PEI on the society and the environment. Specifically, it argues for improved information policy and enhanced integration of endogenous knowledge. Furthermore, national and local development planning and private initiatives should be better linked, and the different levels of governance for poverty‐environment mainstreaming should be more coherent. The solutions discussed are of relevance for wider Central Asia and the global community engaged in moving the SDGs into the mainstream of governance and policy frameworks.  相似文献

This article on the ready‐made garment (RMG) sector of Bangladesh shows how over‐reliance on foreign capital for development financing and deregulated investment—a hallmark of neoliberal economic arrangements—undermines the incorporation of SDGs’ and INGOs’ equity principles, contributing to biased policy responses yielding unequal outcomes. The article cautions that while countries prioritize economic growth over social and environmental nourishment and continue to adopt neoliberal economic policies to promote economic growth, inequity is unavoidable, if not inevitable. Thus, the way forward may be to shift the focus of ‘development’ from the economy to society, to building ‘good societies’ where institutions and strategies, including those that contribute to economic growth, are organized such that these complement not compromise the evolution of such societies.  相似文献

Financial policy impacts on a range of social issues such as poverty alleviation, education, pollution control, etc. Making good use of financial policy and applying innovation to existing financial systems can generate positive outcomes for society. This article is to discuss the case of green credit policy in China. This policy was jointly announced in 2007 by financial and environmental regulators. According to this policy, banks were encouraged to give more loans to environmental friendly companies than to others. Such policy has made great progress, and it became a more formal document entitled ‘Green Credit Guideline’ in 2012. This guideline included a comprehensive definition on green credit and specified several requirements at practical levels. Despite the great success, challenges of implementing such policy still remain. First, information about corporate environmental performance is insufficient; second, market incentives for green credit policy are not high enough; third, most banking staff lack knowledge and capacity to handle environmental affairs. Nevertheless, this case still sheds light on how financial policy innovation drives social changes. The key is to identify the connection between social issues and financial issues, and then to make a business case that creates pressures or incentives for financial institutions. This requires a market where social and environmental cost is appropriately priced and internalized to those who generate it. Ideally, financial policies should help shape such a market so that society can share values created by financial institutions.  相似文献

Integration into the information society implies that information plays an increasingly important role in all sectors of society and holds distinct social and economic benefits. Discourses on the information society are, however, also associated with the digital divide and inequalities in access to and use of information and communication technologies (ICTs). Within sub-Saharan Africa, South Africa is often regarded as one of the most information-integrated societies due to widespread mobile phone ownership, among other things. However, while ICT access has been emphasized, research also points to the role of demographic, socio-economic and cultural factors such as ethnicity, income, education and gender. This article discusses the results of questionnaire surveys conducted by Afrobarometer among probability South African samples in 2008 and 2011. The results indicate that individual Internet use and mobile Internet access were lower than estimated in the literature. Furthermore, gender gaps, as well as considerable gaps between population groups and educational levels, were found in Internet and computer use, mobile ownership and access to mobile Internet and accessing news via the Internet. Conclusions regarding strategies for bridging the digital divide and integrating South Africa into the information society are discussed.  相似文献

A single global culture and a unique set of world institutional arrangements, based on an ever-increasing consumption of natural resources and environmental pollution is not sustainable nor can be sustained. In this paper some key ideological and moral com­ponents of the urgently required changes towards a culture of sustainability are examined, together with the implications, difficulties and requirements for its embodiment both in individual practices and in social institutions. In particular, it is argued that the values and attitudes which promote the protection and integration of diversity—both cultural and biological—and restrain the current trends in natural resource consumption and environmental pollution are to be developed by the citizenry if global societies are to survive. In the domains of political participation, rational dialogue and civic virtue, sustainability is akin to the inherited republican ideals of liberty, equality and fraternity. Sustainability must now become an indispensable fourth moral pillar in the structuration of society and, in particular, in the coming world republican polity, which will necessarily take account of the diversity of cultures and institutions. It is shown that, otherwise, the now developing unsustainable global society would otherwise cease to exist.  相似文献

The prominence of data and data technologies in society, such as algorithms, social media, mobile technology, and artificial intelligence, have heralded numerous claims of the revolutionary potential of these systems. From public policy, to business management, to scientific research, a “data‐driven” society is apparently imminent—or currently happening—where “objective” and asocial data systems are believed to be comprehensively improving human life. Through a review of existing sociological literature, in this article, we critically examine the relationship between data and society and propose a new model for understanding these dynamics. “Using the concept of the informatic,” we argue the relationship between data and society can be understood as representing the interaction of several different social trends around data; that of data interfaces (that connect individuals to digital contexts), data circulation (trends in the movement and storage of data), and data abstraction (data manipulation practices). Data and data technologies are founded to be entwined and embedded in numerous social relationships, and while not all are fair and equitable relationships, there is ample evidence of the deeply social nature of data across many streams of social life. Our three‐part informatic framework allows these complex relationships to be understood in the social dynamic through which they are witnessed and experienced.  相似文献

Changes in the dominant mode of social research since 1900 have mirrored changes in the structure of society. The relation of social research to society has changed, however, with social policy research constituting a feedback mechanism for certain types of social action. The future of social policy research depends upon how it becomes institutionalized in a society characterized increasing by asymmetric social relations. Graduate training in sociology must begin to define itself in relation to the functioning of modern society or it faces the danger of becoming “that in which no one else is interested.” He has engaged in extensive social policy research in education since 1965. To illuminate the obstacles to the development of a global civil society, the experience of the most developed transnational social movement—the environmental movement—in the most developed supranational political system—the European Union—is considered. National differences are shown to be persistent and there is little evidence of Europeanization. The Marshallian paradigm of social citizenship has been eroded because the social and economic conditions that supported postwar British welfare consensus have been transformed by economic and technological change. This article argues that effective entitlement was based on participation in work, war and reproduction, resulting in three types of social identity: worker-citizens, warrior-citizens and parent-citizens. The casualization of labour and the technological development of war have eroded work and war as routes to active citizenship. Social participation through reproduction remains important, despite massive changes to marriage and family as institutions. In fact the growth of new reproductive technologies have reinforced the normative dominance of marriage as a social relation. These rights of reproduction are described as 'reproductive citizenship'. The article also considers the role of voluntary associations in Third-Way strategies as sources of social cohesion in societies where social capital is in decline, and argues that the voluntary sector is increasingly driven by an economic logic of accumulation. With the erosion of national citizenship, Marshall's three forms of rights (legal, political and social) have been augmented by rights that are global, namely environmental, aboriginal and cultural rights. These are driven by global concerns about the relationship between environment, community and body such that the quest for social security has been replaced by concerns for ontological security.  相似文献

One of the most interesting recent developments in global agri-food systems has been the rapid emergence and elaboration of market audit systems claiming environmental qualities or sustainability. In New Zealand, as a strongly export-oriented, high-value food producer, these environmental market audit systems have emerged as an important pathway for producers to potentially move towards more sustainable production. There have, however, been only sporadic and fractured attempts to study the emerging social practice of sustainable agriculture - particularly in terms of the emergence of new audit disciplines in farming. The ARGOS project in New Zealand was established in 2003 as a longitudinal matched panel study of over 100 farms and orchards using different market audit systems (e.g., organic, integrated or GLOBALG.A.P.). This article reports on the results of social research into the social practice of sustainable agriculture in farm households within the ARGOS projects between 2003 and 2009. Results drawn from multiple social research instruments deployed over six years provide an unparalleled level of empirical data on the social practice of sustainable agriculture under audit disciplines. Using 12 criteria identified in prior literature as contributing a significant social dynamic around sustainable agriculture practices in other contexts, the analysis demonstrated that 9 of these 12 dimensions did demonstrate differences in social practices emerging between (or co-constituting) organic, integrated, or conventional audit disciplines. These differences clustered into three main areas: 1) social and learning/knowledge networks and expertise, 2) key elements of farmer subjectivity - particularly in relation to subjective positioning towards the environment and nature, and 3) the role and importance of environmental dynamics within farm management practices and systems. The findings of the project provide a strong challenge to some older framings of the social practice of sustainable agriculture: particularly those that rely on paradigm-driven evaluation of social motivations, strong determinism of sustainable practice driven by coherent farmer identity, or deploying overly categorical interpretations of what it means to be ’organic’ or ’conventional’. The complex patterning of the ARGOS data can only be understood if the social practice of organic, integrated or (even more loosely) conventional production is understood as being co-produced by four dynamics: subjectivity/identity, audit disciplines, industry cultures/structure and time. This reframing of how we might research the social practice of sustainable agriculture opens up important new opportunities for understanding the emergence and impact of new audit disciplines in agriculture.  相似文献

This article adopts a case study approach to examine the contribution of social science research to health policy. It concentrates exclusively on the recent Royal Commission on the National Health Service. After describing its background and modus operandi the paper goes on to assess the Report's utilization of social science research, both in its diagnosis and recommendations. This assessment suggests that while the Commissioners made relatively little use of research-based evidence in their diagnosis, their recommendations provide the basis for a substantial increase in the contribution of social scientists, particularly in the field of health services evaluation.  相似文献

The implementation problems of effective global environmental politics have essentially to do with the fact that approaches to and the knowledge about sustainability remain sectoralized. There is a gap between the dominant or even hegemonic forms of environmental policy knowledge which are embodied in the concept of sustainable development, on the one hand, and the socially dominant forms of environmental knowledge concerning the appropriation of nature on the other. Until now, the policy knowledge of sustainable development has not been able to question the main assumptions and to shape existing practices of dominant forms of the appropriation of nature. This is shown along five crucial dimensions; of particular importance is the existence of the so-called valorization paradigm. Theoretically, the article is informed by the theory of societal relationships with nature and it focuses on the role of knowledge in social reproduction, innovation, and transformation.  相似文献

The term "undone science" refers to absences of scientific research that social movement and other civil society organizations find when attempting to make epistemic claims in the political field. The existing literature has identified various pathways for addressing the knowledge needs of civil society organizations, including asking elected and appointed political leaders to shift funding priorities and directly seeking support and partnerships with scientists. Here, a third pathway is identified and explored: civil society organizations that have the resources to fund their own research. A sample of such "civil society research" from large, mainstream, U.S. environmental organizations demonstrates that although the large organizations do engage in such research, most of it is not published in peer-reviewed journals. The peer-reviewed research is found almost exclusively in large preservation and conservation organizations that have staffs of scientists. Most of the other research reports are oriented toward documenting environmental problems and providing policy and management solutions. The research is highly applied and does not represent fundamental contributions to large mainstream scientific fields. Comparisons with civil society research in the author's previous research projects on religion, health, and economic development are discussed to assess applicability of the concept for other sociological subfields.  相似文献
