为改变我国公用事业领域政府垄断经营的模式,提高公用事业产品供给的效率和质量,近年来我国公用事业进行了民营化改革。但在公用事业民营化过程中存在两大风险:一是公用事业由政府垄断经营变成企业垄断经营的风险;二是政府设租机会增加的风险。为了有效地化解这些风险,可以在企业取得公用事业经营权之前和之后两个阶段,采取强化政府监管责任的防范措施。 相似文献

The curtain has come down on the first year of the new social work degree in England. This paper presents the findings of a survey of social work educators in academic and practice settings to find out how practice learning in this year has been experienced and the shape of plans for the rest of the new degree. The paper reflects on the enormous diversity of arrangements for practice learning, in terms of patterns of delivery, assessment, funding, and service user and carer involvement. One pattern that is emerging strongly is a more experimental flavour to this first year, with new practice learning sites being developed, and the use of group arrangements to supervise and support students. However, there is also the potential for inconsistency in standards, especially in the ways that students are judged as ‘fit for practice learning’. There are concerns that the new partnerships are increasingly driven by universities and colleges, with some agency partners unclear about what is happening and why. There are also indications that the postgraduate programmes will have less room for experimentation than the three‐year undergraduate courses and this may become a source of divergence between the two routes. 相似文献

Social work fieldwork placements are recognised as a key component of social work education. This article analyses the experiences of students who have completed one social work placement and examines what they felt was most effective in aiding their learning. The innovative methodology used for the research enabled first year students to design an on-line survey which they administered to their second year student colleagues. The first year students gained experience in designing and administering a piece of research, but also gained a greater understanding of what previous students have found assisted their learning on placement. This cross-sectional research surveyed accessed the 2014/15 cohort of year 1 and year 2 Masters in Social Work (MSW) students. Students reported how prepared they felt for placement and also who or what facilitated their learning on placement. Students’ perception of the volume of learning on placement was strongly correlated with satisfaction. It is argued that being able to clearly identify types of interaction that enhance students’ learning, leads to more positive outcomes for all involved in the placement experience. 相似文献

The nationwide increase in obesity affects all population sectors, but the impact on children is of special concern because overweight children are prone to becoming overweight adults. Contrary to the opinion of experts, research suggests that schools may be more part of the solution than the problem. Recent seasonal comparison research (comparing children's outcomes during the summer and during school year) reports that children gain body mass index (BMI) nearly twice as fast during the summer as during the school year. Whereas most children experience healthier BMI gain during the school year than the summer, this is especially the case for black and Hispanic children and for children already overweight. 相似文献

The analyses described in this article investigated the association between adolescent fertility expectations and college enrollment (N = 7,838). They also explored the potential impact of fertility expectations and events on college persistence among 4‐year (n = 2,605) and 2‐year (n = 1,962) college students. The analysis, which used data from the National Longitudinal Survey of Youth 1997 cohort, showed a significant association between expectations for early parenthood and the likelihood of going to a 4‐year college or 2‐year college for both men and women. In addition, the authors found that pregnancies were associated with an increased risk of college dropout for women; however, if all of the estimated effect of pregnancies on the risk of dropout were causal, they would still not be a major factor contributing to educational attainment because fertile pregnancies among college women are so rare. 相似文献

The number of permanent exclusions from school continues to rise. The number excluded in the 1994–95 school year, the first full year after the implementation of the sections of the 1993 Act, stands at over 12000. Some 84% of permanent exclusions are from secondary schools and over 45% of these are estimated to be in years 10 and 11. Provision for pupils out of school is still unsatisfactory with many receiving part-time education, some very part-time. Responses to exclusion are too limited in scope, underfunded and, in the present competitive climate, will not stem the rise in numbers. 相似文献

Girls in foster care may face difficulties across the transition to middle school. Latent growth curve modeling was employed to examine trajectories and predictors of academic competence and aggression from and against peers for 75 girls in foster care from the end of elementary school to the 2nd year of middle school. Across the transition to middle school, academic competence increased. Poor self-regulation was associated with decreased academic competence, and higher caregiver support was associated with increased academic competence. Frequency of aggression from peers decreased across the transition, with perceived school competence predicting smaller decreases. Aggression against peers dropped initially and then increased to pretransition levels by the end of the 2nd year of middle school. Lower caregiver support was associated with higher rates of aggression against peers at the end of the 1st year of middle school. The results are discussed in terms of implications for interventions for girls in foster care. 相似文献
