现阶段城市户籍实际代表了三项公共服务:以城市最低生活保障为主的社会救助服务,以经济适用房和廉租房实物或租金补贴为主的政府补贴性住房安排,以及迁移人口子女在城市公立学校平等就学的机会。户籍制度改革的关键,就在于如何通过有效的政策改革方案,为外来人口提供可支付的住房,以及为其子女教育建立有效的融资机制,从而使外来务工人员主要是农民工可以在城市定居下来。土地制度改革可以作为突破口,通过城中村政府和村民有效的公私合作,充分利用市场机制为外来人口提供可支付住房,辅以相关财税体制改革,同时可以有效解决外来务工人员子女的教育问题。在通过土地制度改革和相关财税体制改革有效解决了外来人口住房问题和子女教育问题后,户籍制度改革也就完成了实质性突破。  相似文献

Undocumented migrant workers living with HIV/AIDS in Israel, like their counterparts elsewhere, are doubly abject due to their lack of legal status on one hand and their ill health on the other. Unlike Israeli citizens living with HIV/AIDS, who can access an array of state funded treatments and support services, undocumented migrant workers living with HIV/AIDS are marginalized both by the state's exclusive immigration regime and by its efforts to shake off responsibility for their health needs. At the same time, HIV treatment and care are generally unavailable in migrants' countries of origin. Despite the state's exclusionary orientation and in contradiction of official policies, certain forms of HIV treatment are available to undocumented migrants through the day‐to‐day efforts of a small array of activist Israeli NGOs, (state‐employed) doctors, and state officials. The tension between these simultaneous, oppositional processes of exclusion and inclusion generate a “gray area”— a zone of competing values, claims and interests‐ in which undocumented migrants living with HIV/AIDS and these other stakeholders search for new options and possibilities while continually taking pains to protect their own varied, and often competing, interests. Actors thus constantly bargain with laws, health policies, and one another in a collective battle not only over migrants' chances of survival, but also over the rationality and the morality underlying the state's “and their own” decisions and choices. Anchored within this complex, indeterminate zone, the present article draws upon ethnographic field research conducted among undocumented HIV+ migrant women in Tel Aviv to explore some of the stakes, mechanisms, and outcomes of these complicated, high stakes negotiation processes.  相似文献

This article reviews population policies designed to curb or respond to irregular migration flows, with particular emphasis on policies adopted by governments in Africa and Asia. An overview of policies on the world level indicates a number of similarities that transcend regional lines and levels of development. Policy decisions are often influenced by the nature and attributes of the undocumented migrant population and by the current social, economic, and political situation in the receiving country. Governments are frequently more tolerant of migrants who possess needed skills or settle in sparsely populated areas that have manpower shortages. Between the 2 policy extremes of amnesty and deportation, several measures have been employed, including stricter border controls, stringent visa requirements, work permit systems, and efforts to ensure that migrants do not violate the conditions of their admission. In many cases, several policy measures are used simultaneously. Ensuring the observance of appropriate measures for the recruitment of migrant workers, their departure from the home country, and placement in employment in the country of immigration is widely regarded as the best way to prevent illegal movements of workers. Temporary worker programs are sometimes advocated to provide legal channels for potential migrants. At the national level, institutions that deal with irregular migrants tend to be limited in their mandate to a law enforcement role. In Africa, most governments have recently strengthened border and documentary controls and attempted to regulate migration through the labor market. In many cases, mass expulsions have been necessary as a result of laissez-faire policies. In Asia, on the other hand, mass deportation has been less common as a result of more stringent security measures and documentary controls. In both countries, policies have been basically reactive in response to rapidly changing political and economic conditions. Needed is an international convention to serve as a guideline for the humanitarian treatment of undocumented workers.  相似文献

Labour migration into Malaysia has increased rapidly in recent decades and this has affected Malaysia's government policy in managing migrants’ movement. Interestingly, Malaysia has attracted a high degree of unskilled labour, accompanied by unabated rise of undocumented migrant workers. Mitigating undocumented migration is the main aim of Malaysia's labour migration policy and therefore the focus of Malaysian government. This has impacted on how enforcement agencies work out strategies. These agencies are the forefront of Malaysia's labour migration policy but they faced a number of challenges, such as documentation, finance and manpower capability, and political intervention, which impede their ability to optimize their capabilities in enforcing the Malaysian government labour migration policy. Resolving these challenges and moving towards a long‐term labour migration policy will benefit the Malaysian state, its citizens and the labour migrants.  相似文献

The vast majority of migrant workers in Thailand are employed predominantly in low‐paying occupations commonly described as “3‐D jobs” (dangerous, dirty, and difficult). Currently, there are nearly two million documented and undocumented migrant workers, mostly from neighbouring Burma, Lao People’s Democratic Republic, and Cambodia, employed in various industries, including domestic service, throughout the country. While over half a million migrants are officially registered to work in the country, both documented and undocumented migrant workers remain unprotected primarily due to the lack of concrete measures to monitor, implement and enforce laws regarding working and living conditions. Regardless of where they are employed, migrant workers face common problems: low wages; harmful working conditions, poor living conditions; discrimination and harassment, the threat of arrest and deportation; and lack of access to basic resources such as medical care and legal assistance. Based on preliminary research conducted in the summer of 2005, this article looks at the situation of migrant factory and domestic workers in Thailand and explores the ways in which local activists, NGOs, community‐based organisations, and international bodies have been looking to assist and protect migrant workers. Successful migrant workers’ struggles and ongoing efforts of mobilization have been made possible with the help of these support groups, and raise the possibility that union and NGO activity have the potential to improve the situation of migrants in Thailand. This also raises the question of whether advocacy groups should be acting in lieu of the state rather than alongside the state, especially when it appears that they are fulfilling their civic duty as enforcer and monitor of migrant workers’ problems.  相似文献

Migrants must often negotiate their rights while being hampered by their precarious resident status, within contexts where the overlap of migration, welfare, labour and gender regimes lead to incoherent and contradictory institutional set‐ups that hinder their claiming of rights. The analysis of the legal consciousness of undocumented migrants in Germany reveals a complex set of orientations. On some occasions they waive their rights, accepting lower working conditions in order not to lose their jobs – a finding that confirms existing research. At the same time, they also informally “enact” rights and access to institutions themselves. They appeal to the experiences of undocumented migrants with laws and access to social services in other countries. The finding of relatively widespread transnational legal consciousness adds a new dimension to the scholarship on migrant legal consciousness and claims‐making, which has hitherto portrayed undocumented migrants as living in a legal limbo between their countries of origin and destination.  相似文献

This article examines the social and historical conditions of negotiations for expanding migrant domestic workers partial citizenship under neoliberal policies. It uses a case study of Filipino domestic workers struggling for regularization in the Parisian region, 2008–2012. Under Sarkozy's neoliberal immigration policy called chosen immigration, Hortefeux, the then Minister of Immigration, Integration, National Identity and Cooperative Development, authorized case-by-case “regularization based on work” in his circular of 7 January 2008. Consequently, led by a coalition of trade unions, sans papiers (undocumented) collectives and migrant support groups, large-scale mobilizations occurred demanding rights-based regularization. Although undocumented Filipino domestic workers remained socially invisible during this campaign, a quiet, small-scale but unprecedented mobilization took place among Filipino sans papières. Based on 10 months of fieldwork, this article shows how the neoliberal tendency in the two policy areas of immigration and personal services opened up the opportunity for Filipino migrant women to have access to the institutional resources of the Private Household Workers (PHW) trade union and to break the deadlock of “double irregularity”, that is, the dispossession of both their residential permit and labor contract. This case depended on the activism of a trade unionist of Filipino origin, a trailblazer who filled the structural hole between Filipino ethnic networks and the local domestic workers’ movement. Among the outcomes are the rising consciousness among Filipinos of the usefulness of learning French, as well as a new narrative that incorporates the struggles of Filipino domestic workers in the PHW trade union history.  相似文献

Some scholars have argued urban autonomy creates inclusive spaces for migrants, while others have argued interiorized border security and discriminatory policing constrain racialized migrants. This article examines the extent to which the urban context represents a spatial mobility trap for urban undocumented youths as they become adults, based on data from longitudinal comparative ethnography with undocumented youths, schools, and civil society actors in Paris and New York City. Public schools, public transportation, policing, and informal labor market practices distinguish the urban regimes of migrant il/legality in the two cities, shaping how such youths move within and outside urban space. These elements may magnify or mitigate legal-status distinctions between undocumented youths and others. As protections for undocumented minors waned at adulthood, New York City's regime blurred legal-status distinctions, accelerating intracity mobility for most youths while Paris's approach brightened such distinctions, limiting mobility. These findings contribute a spatial mobility perspective to studies of migrant illegality and an urban sociology perspective to the transition to adulthood.  相似文献

For Filipino migrant care workers in Singapore, visits home are highly anticipated and longed for, but only as long as they remain brief. Drawing on long-term ethnographic research, this paper examines such visits as emotionally complex events that bring intense joy as migrants reunite with dispersed family members, but also reveal divergent expectations and feelings of loss and betrayal. These experiences are especially felt among migrant women given the gendered constructions of their migration journeys that demand strenuous relational work on their visits and far beyond. Visits home, nevertheless, are important moments through which migrant care workers re-orient their priorities and aspirations as migrants and as women over time, often leading to prolongations of their ‘temporary’ absences. The paper further examines how migrant care workers, many of whom are on temporary work contracts in Singapore, fear and anticipate the moment when short visits ultimately become permanent returns.  相似文献

This paper addresses the invisibility of the post‐1990s irregular migration flows from Bulgaria to Turkey in the literature despite the increasingly significant number of such migrants. I suggest that this invisibility stems partially from a problem of classification that has to do with implicit suppositions about ethnicity and migration. The post‐1990s Turkish immigrants from Bulgaria are not specified in accounts of irregular migrant flows directed towards Turkey since they are assumed to belong to the category of ethnic “return” migrants: Because of their ethnic identity as Turkish, all Turkish migrants from Bulgaria tend to get considered as part of the intermittent “return” migration waves from Bulgaria, the most notable and well‐known of these being the fight of more than 300,000 Turks in 1989. However, while the ethnic affiliation of the post‐1990s migrants from Bulgaria renders them invisible as irregular migrants within scholarly migrant typologies, the same ethnic affiliation does not necessarily work to their advantage when it comes to their legal and social reception in Turkey. Based on ethnographic fieldwork that prioritizes micro‐level analysis from below, the paper demonstrates that the self designated ethnic affiliation of these migrants, counterpoised against their social marginalization as “the Bulgarian” domestics, heightens the paradoxes of belonging and affects migration strategies. The paper thus underscores the significance of ethnic affiliation as a factor that needs to be adequately taken into account in describing the present and in assessing the future of this particular migratory pattern.  相似文献

Since the late 1990s, Israel has become a new destination for Chinese migrant workers. In the view of many studies conducted in Israel, the Chinese migrant workers are often a neglected and almost invisible group. The purpose of this paper is to explore the initiation of this migration trend and its social consequences. The major discussion of this study focuses on how the whole process of migration is carried out at the interface between legality and illegality. Research in the sending area suggests that the urgent need for manual labour in Israel provides possibilities to attract both documented and undocumented migrant workers and therefore turns labour transportation into a profitable business. Although no one agrees that undocumented working activities should continue, all of the factors interact and result in a permissive situation allowing this particular combination of the illegal but licit to persist in transnational labour migration. More than anything else, this micro‐level study attempts to find the true story from the individual voices of local people.  相似文献

This article addresses the growing disjuncture between urban and national policies regarding the incorporation of labor migrants in Israel. Drawing on fieldwork, in‐depth interviews with Tel Aviv municipal officials, and archive analysis of Tel Aviv municipality minutes, we argue that urban migrant‐directed policy elicits new understandings of membership and participation, other than those envisaged by national parameters, which bear important, even if unintended, consequences for the de facto incorporation of non‐Jewish labor migrants. The crux of the Tel Aviv case is that its migrant‐directed policy bears especially on undocumented labor migrants, who make up approximately 16 percent of the city's population and who are the most problematic category of resident from the state's point of view. In demanding recognition for the rights of migrant workers in the name of a territorial category of “residence,” and by activating channels of participation for migrant communities, local authorities in Tel Aviv are introducing definitions of “urban membership” for noncitizens which conflict sharply with the hegemonic ethnonational policy. We suggest that the disjuncture between urban and national incorporation policies on labor migrants in Israel is part of a general process of political realignment between the urban and the national taking place within a globalized context of labor migration.  相似文献

Africa is a region of diverse migration circuits relating to origin, destination and transit for labour migrants, undocumented migrants, refugees and brain circulation of professionals.
This article outlines major migration configurations in the region, and the role of two vibrant subregional organizations — Economic Community of West African States and South African Development Community — in facilitating, containing or curtailing intra-regional migration which takes place within diverse political, economic, social and ethnic contexts; the transformation of brain drain into brain circulation; and commercial migration in place of labour migration within the region.
Despite overlapping membership, wavering political support, a poor transportation network, border disputes and expulsions, these subregional organizations are crucial for the region's collective integration into the global economy, and to enhance economic growth and facilitate labour intraregional migration.
Free movement of persons without visa, adoption of ECOWAS travellers' cheques and passports, the creation of a borderless Community; and the granting of voting rights and later citizenship and residence permits by South Africa to migrant workers from SADC countries are positive developments.
These organizations need to foster cooperation between labour-exporting and recipient countries, implement the protocols on the right of residence and establishment; promote dialogue and cooperation in order to harmonize, coordinate and integrate their migration policies as envisioned by the 1991 Abuja Treaty establishing the African Economic Community.  相似文献

"The integration of repatriating Greek migrants, ethnic Greeks and foreign workers has individual and macroeconomic aspects, both of which must be addressed within a dynamic perspective.... This article analyses the problems involved, and the policies and programmes adopted (or the lack of policies), for the integration of incoming workers to the Greek economy. Wherever possible, the suitability and effectiveness of measures taken are evaluated against the experience gained.... It may be concluded from this analysis that policies adopted for the integration of various migrant groups to Greece (i.e. Greek migrant returnees, ethnic-Greek foreigners and illegal migrants) lack a central aim, orientation and strategy, as well as a long-term perspective." This article studies migration from Albania into Greece and schematically looks at the socio-economic integration and/or exclusion of Albanians.
It explores the issue of regularization: first, providing an explanation for the choices made by a government by using a simple game-theoretic framework and, second, it outlines the current efforts made towards regularization of undocumented migrants in Greece.
The game-theoretic example shows that, under certain conditions, the optimal policy for a government is not to legalize an illegal immigrant, whereas under different conditions the optimal policy is to regularize. These conditions relate to factors such as the relative magnitude of the government's payoffs which are in turn dependent on public opinion, lobbying activities, the presence of migrants' associations and the like.
The article then reviews the case of Greece, where initially migrant workers were not regularized whereas at present there exists a new legal framework for their regularization.
The character of Albanian migration into Greece reflects two things: the changing global nature of international migration and the way in which migrants in Southern Europe are embedded in the specific model of Southern European post-industrial society.

While the number responding to the amnesty was small relative to expectations, the majority of illegals appeared to have regularized their status. For the first time it was possible to assess objectively the characteristics of the undocumented population. Moreover, the problem of illegal migrants seems to have been temporarily solved, a result of both the amnesty and the country's declining economic activity." As members of the Mexican diaspora acculturate/assimilate to life in the United States they gain skills that help them improve their socioeconomic status and overcome barriers to the mainstream American healthcare system. Thus, we might expect better health among more acculturated Mexicans. However, most of the research conducted during the past 20 years shows that the health of Mexicans living in the United States deteriorates as acculturation increases. This suggests that certain health promoting aspects of Mexican culture are lost as migrants adapt to and adopt American ways of life. This paper is the first step in testing the hypothesis that declining health among acculturated people of Mexican descent is related to a loss of traditional medical knowledge. During an ethnographic study of women’s medical knowledge in an unacculturated Mexican migrant community in Athens, Georgia, I observed many ways low‐income, undocumented migrants maintain good health. Migrant women encourage health‐promoting behaviors and treat sick family members with a variety of home remedies that appear to be effective according to chemical and pharmacological analyses. Additionally, migrant women in Athens learn how to navigate the American medical and social service systems and overcome barriers to professional healthcare services using information provided through social networks. Nevertheless, migrant women often prefer to treat sick family at home and indicated a preference for Mexican folk medicines over professional medical care in most situations. This case study suggests that migration and diaspora need not always lead to disease. The maintenance of a Mexican culture that is distinct from the rest of American society helps ensure that traditional medical knowledge is not lost, while the social networks that link Mexicans to each other and to their homeland help minimize threats to health, which are usually associated with migration. Thus, increased access to professional medical care may not improve the health of migrants if it comes with the loss of traditional medical knowledge.  相似文献

The flexible and cheap labour that European “post‐industrial” economies are in need of is often facilitated by undeclared labour. The undocumented migrant, from his/her part, relatively easily finds work that suits his ‐‐ at least initial ‐‐ plans. What lies behind this nexus between irregular migration and informal economy? To what extent can this nexus be attributed to the structural features of the so‐called “secondary”, as opposed to “primary”, labour market? And how does migration policy correlate with this economic context and lead to the entrapment of migrants in irregularity? Finally, can this vicious cycle of interests and life‐strategies be broken and what does the experience of the migrants indicate in this respect? This paper addresses these questions via an exploration of the grounds upon which irregular migration and the shadow economy complement each other in southern Europe (SE) and central and Eastern Europe (CEE) (two regions at different points in the migration cycle). In doing so, the dynamic character of the nexus between informal economy and irregular migration will come to the fore, and the abstract identity of the “average” undocumented migrant will be deconstructed.  相似文献

Research suggests that migrants have higher rates of mental health disorders but are less likely to access mental health services, which highlights both their vulnerability to mental illness and inequity in service provision. Despite being large and established culturally similar migrant cohorts in Australia, Croatians and Bosnians are invisible in mental health research. This qualitative study collected practice-based evidence from eight mental health service providers who have had direct professional contact with these communities, in order to understand how they engage with services, barriers to uptake and provide suggestions for service improvements. Thematic analysis was used to identify themes across interviews, which were then compared against Yang and Hwang's Migrant Mental Health Service Utilisation Model. The study identified unique factors specific to Croatia- and Bosnia-born migrants that impact how they engage with services, including mandated/prescribed services, religious resources, knowledge resources, referral pathways and procedures, and service provider competencies. This study will promote a better understanding of the limitations of the current mental health service offerings for Croatia- and Bosnia-born migrants, making it significant to practitioners, mental health organizations, policymakers and the general public.  相似文献

This study of emigration dynamics in Pakistan focuses on Pakistan's position as one of the world's leading manpower exporters. The study opens with a review of the history of international labor from the subcontinent. The second section looks at the problems with the collection of data on international migration and then considers the volume of international migration, migrant destinations, return migration, undocumented migration, and the stock of migrant workers abroad. The third section describes the economic and demographic context for overseas migration through a consideration of gross national product and the remittances of migrant workers, growth in gross domestic product, poverty and income distribution, the state of the population, labor force and employment, a profile of migrant workers, and the government's employment policy. The political and social context for overseas migration is the topic of the next section, and the discussion centers on emigration policy, institutional arrangements for manpower export and the welfare of migrants, and the economic resettlement of return migrants. Consideration of the future trends in international migration from Pakistan focuses on the cyclic nature of overseas labor migration, the existence of networks to facilitate such migration, uneven distribution of enabling resources in Pakistan, the paucity of available data, and governmental/cultural factors that promote and restrict such migration. It is concluded that both individual Pakistanis and the government consider overseas migration a positive force but that a reliance on such an ad hoc measure has costs that have not been considered by Pakistan's policy-makers.  相似文献
