For many decades the Swedish welfare system has served as an archetype of the modern comprehensive welfare state. When economic recession hit Sweden in the beginning of the 1990s, a period of half a century of continuous expansion and reforms in the welfare sector came to an end. The economic downturn enforced rationing measures in most welfare programs and was accompanied by a move towards privatisation of local welfare services and an endeavour to initiate market incentives in the care-giving systems. The focus was increasingly directed on welfare as a financial burden, and the issue of how diminishing resources should be allocated ranked high on the political agenda. In this article we depart from the concept of solidarity and discuss the development of Swedish welfare and welfare opinion. First, we articulate various representations of the concept of solidarity – societal cohesion, individual support for comprehensive welfare and the amount of universality in the provision of care. Second, we describe some fundamental traits in the route taken by Swedish welfare during the 1990s, focusing especially on care of elderly and the demographic challenge of an ageing population. Third, we summarise the evolution of public opinion regarding welfare provision and discuss the determinants of its variations. The article concludes with a discussion of how the (once salient) features of universalism have been affected by the development during the past decade, and the role of popular support in the route ahead for Swedish welfare.  相似文献

This article examines the extent to which social policies in post-War Norway fit three key features of the social development model, namely productivism, social investment and universalism. The historical review shows that the pursuit of a social development model changes in line with economic development and the expansion of the welfare state. It reveals that policies to promote full employment have been central to the country's economic and welfare policies throughout the post-War period. Nevertheless, the extent to which the productivist objective has been emphasised and implemented has fluctuated over time. In contrast to the 1970s and 1980s, the 1990s witnessed a strengthening of the work ethic but also a continued commitment to de-commodification. The extent to which the combination of productivism and social investment is pursued is examined with reference to services for the insured and uninsured. The article concludes that the ways in which the social development perspective understands and defends universalism and social investment only partially applies to the mature Norwegian welfare state.  相似文献

Pension system adaption during the “age of austerity” since 1980 is expected to vary between industrialized countries broadly in line with their membership of conservative, liberal, or social democratic worlds of welfare. Empirical testing on the liberal world focuses on the later period and differs in its conclusions. This paper is based on a systematic study of the scale, nature, and trajectory of change in six liberal pension systems between 1980 and 2017 using expenditure, economic, demographic, and social rights data. These data are analysed using a framework developed through critical engagement with Pierson's three welfare state change criteria and the welfare state “dependent variable problem.” The paper finds a significant retrenchment of public pension provision in most liberal welfare states after 1980 but largely during the first half of the period. This has been partly reversed in most countries since the mid‐1990s, though the scale of this reversal varies between countries. The recent rise of the state in liberal systems has been noted by some commentators, but to be properly understood, the paper argues, it must be considered in the context of the significant retrenchment, which preceded it. There is a scope especially for research on the broader social context of recent reforms, particularly how middle‐income groups were affected by retrenchment and how recent reforms have mitigated this.  相似文献

The work-welfare nexus is essential in all social policy regimes. The question is in what situations individuals should be entitled to social welfare benefits and in which situations they should be obliged to work. Social welfare law and administrative practices define mechanisms that separate the deserving poor from people able to work. This article analyses the functions and character of these "separation mechanisms" in Sweden during three periods in history: a) in rural society in the late 19th century; b) in industrial society during the successful years of the Swedish model from World War II until the late 1970s; and c) the present, including the period of welfare retrenchment and reconsideration since the early 1980s. The conclusion is that Swedish social policy has always been strongly work-oriented, but the specific form and content of the work ethic has varied under the influence of different ideologies and handled in different social policy institutions. Under specific conditions the work line has been either generous or restrictive and it has been based on structural attempts to improve the opportunities to work as well as on attempts to strongly pressure the individual to work. The work line of today is seen as an interesting attempt to combine an effort to create good work through improved work conditions and an effort to reinforce elements of work enforcement in the social insurance system.  相似文献

This study assesses the social welfare reform during the progressive regimes of South Korea (hereafter Korea) led by President Kim Dae-Jung (1998-2003) and President Roh Moo-Hyun (2003-2008), and considers its theoretical implications. Analysis of the social welfare reform under the two progressive governments has indicated that the reform did not produce the anticipated results. Although the Korean economy has grown rapidly along with a considerable increase in the national income per capita in comparison with that in the past, the country's social welfare system still remains significantly underdeveloped in all respects, relative to that of all the other OECD countries with similar economic power, let alone the advanced welfare states in Western Europe. This study maintains that the key reason for the inertia or status quo despite the significant efforts of both the governments to expand social welfare is explained in the Korean growth-first doctrine, which inherently considers that distribution hinders growth and that social policy is secondary to economic policy, thus limiting the choices of the country's decision makers, as has been the case all along since the developmental period. Given that the growth-first doctrine inherently regarded the relationship between growth and welfare as mutually exclusive, it was perhaps natural that the influence of the doctrine upon the social welfare policy of both the progressive governments would not be so positive. This suggests that path dependence is active in the case of the Korean social welfare policy, thus substantiating the validity of path-dependence theory.  相似文献

New Labour is constructing an “employment‐first” welfare state. It plans through Jobcentre Plus to transform the passive culture of the benefit system by creating more explicit links between individual behaviour and engagement with labour market programmes. The New Deal for Young People (NDYP) has been at the forefront of these changes. This paper reports on the findings from four case studies that explored how the NDYP has changed young people's experience of the welfare state. It establishes that NDYP offers a mixture of employment assistance and “pressure” and has made progress in developing front‐line services and helping young long‐term unemployed people into work. NDYP does not, however, work for all. In areas of high unemployment and for some disadvantaged groups intermediate labour markets could enhance the New Deal and make real the offer of “employment opportunities for all”.  相似文献

The present paper outlines and analyzes Australia's welfare reform policies as they have been implemented over the past decade. While there have been numerous social policy initiatives over this period, welfare reform provides an interesting site for analysis and review. This suite of policies and programs is of particular importance from several standpoints. First, its target groups – those needing income security assistance, including the unemployed, people with disabilities, and single parents – are historically and traditionally of concern to social work and social welfare. Second, welfare reform policies have had significant impact on social welfare agencies, and the social workers and welfare workers employed in them. Finally, welfare reform has had a wider impact on inequality in Australia and our attitudes to those in need. This paper first provides a brief overview of the context of Australian social policy and welfare, its origins and current situation. It then outlines the key operational elements of welfare reform and how it has been implemented. The third section of the paper offers a critical analysis of these policies and programs and finally poses some questions and issues requiring further discussion and research.  相似文献

Abstract   The Republic of Korea's welfare system has undergone radical institutional expansion since the 1990s, largely as a consequence of the financial crisis of 1997. In spite of these changes, public social expenditure remains extremely low — particularly with regard to all other OECD countries — with the result that the overall social insurance system and social welfare service sector remain underdeveloped. Thus, the current welfare system can best be characterized as a residual model, in that state intervention as a provider of welfare remains highly limited and the family and the private market economy play the central roles in offering a social safety net. This situation is largely the legacy of the so-called 'growth-first' ideology, which has remained the dominant approach favoured by the majority of the country's political and economic decision-makers since the period of authoritarian rule (1961-1993). The adoption of Western European-style neo-liberal restructuring, implemented following the 1997 financial crisis, has also played a role.  相似文献

Many welfare states have met with criticism and it has been argued that they are in crisis. Simultaneously, there has been a greater openness to voluntary work as an alternative to statutory services, for example in Sweden. Sometimes the activities of voluntary organizations have been seen as complementary to those of local authorities; at other times this issue has been addressed in terms of welfare pluralism. However, countries with strong welfare states have often been assumed to have insignificant voluntary work—as claimed in substitution theory. The purpose of this article is to examine variation in welfare service provision in the light of welfare pluralism, substitution theory and complementarity theory. The study was carried out in the area of support for relatives of older people in Sweden. It was conducted by means of national questionnaire surveys of voluntary organizations and local authorities in 1999 and 2002. In this period, there was an increase in statutory service provision and more voluntary organizations were involved in service provision. However, it is yet too early to describe this in terms of welfare pluralism. Neither was any evidence found for substitution theory. Furthermore, overlaps in service provision from voluntary organizations and local authorities question complementarity theory, which assumes that different actors specialize in different tasks. Nevertheless, the actors tended to be complementary at a local level. It is suggested that this complementarity might be explained by ideological support for a norm of complementarity.  相似文献

Studies taking a mediation perspective have highlighted how the actual impact of economic globalisation is mediated by institutions that include welfare regimes. Some have examined how the welfare systems of East Asian developmental states have changed and adapted since the Asian financial crisis of 1997/1998. Using Hong Kong as a case study, this article examines how the developmental state of Hong Kong mediated the impact of the global financial crisis of 2008, particularly on disadvantaged groups. Hong Kong's welfare regime has provided insufficient support to ‘non‐productive’ groups despite incidents of social crisis. The government's welfare responses have been characterised by long‐term strategies to improve the competitiveness of the economy, and short‐term measures to boost the spending power of the general public. Measures targeted at disadvantaged groups have been piecemeal and minimal. The government's approach towards crisis management after 2008 has been similar to that taken after the 1997/1998 financial crisis.  相似文献

Twenty years ago Dutch society was hit by a serious rise of unemployment that put the Dutch welfare state to the test: Should the welfare state be able to preserve full employment and prevent unemployment from becoming high and chronic as in the 1930s? And should the welfare state be able to prevent mass poverty as in the 1930s? The answers are well known. The ‘Dutch welfare state has not been able to forestall persistent high unemployment and, in fact, has more or less produced a dual society (Zweidrit-telgesellschaft, sociéte à deux vitesses), although without producing mass poverty. This article goes into three issues related to these developments. A bird's-eye view is presented of the unemployment trajectory of the 1970s, 1980s and the first half of the 1990s. The position of the Netherlands relative to other countries in Europe is unfolded. Some issues concerning the effects of chronic unemployment on the functioning of the Dutch political economy are presented.  相似文献

During the 1990s, the Swedish welfare state was declared by some to be in a “crisis”, due to both financial strain and loss of political support. Others have argued that the spending cuts and reforms undertaken during this period did slow down the previous increase in social spending, but left the system basically intact. The main argument put forward in this article is that the Swedish welfare state has been and is still undergoing a transforming process whereby it risks losing one of its main characteristics, namely the belief in and institutional support for social egalitarianism. During the 1990s, the public welfare service sector opened up to competing private actors. As a result, the share of private provision grew, both within the health‐care and primary education systems as well as within social service provision. This resulted in a socially segregating dynamic, prompted by the introduction of “consumer choice”. As will be shown in the article, the gradual privatization and market‐orientation of the welfare services undermine previous Swedish notions of a “people's home”, where uniform, high‐quality services are provided by the state to all citizens, regardless of income, social background or cultural orientation.  相似文献

China’s dramatic socioeconomic transformation after the reform and opening up, coincided with changes in state-family relationship, has resulted in a large number of children at risk of care. In the past three decades, child welfare has been highly concerned by the government and society, and the child welfare system has substantially developed in the direction of establishing a moderately universal system. In this process, the development of child welfare and social work has shown a mutually reinforcing trend. This includes the professionalisation of child welfare services, the professional training of child welfare workers and the advancement of child welfare policies. The governance of child welfare is an essential component of national social governance. Its future development should be oriented towards a developmental and holistic approach of governance, and social work as an important institutional actor plays a critical role in promoting good governance of child welfare and beyond.  相似文献

Studies on welfare state regimes have been dominated by consideration of rich OECD/European and increasingly East Asian countries/territories, leaving South Asian cases such as Indonesia underexplored. The few existing studies that have explicitly tried to conceptualize the Indonesian welfare regime have resulted in little consensus. To address the resulting lack of clarity, this article reviews scholarly articles relevant to bringing Indonesia into the global welfare regime debate, specifically encapsulating how the country has been classified compared with its East Asia counterparts. Accordingly, we find that existing studies have mainly concentrated on the Indonesian health care and social protection expansion, which has led authors to conclude that this evolution demonstrates Indonesia's transition away from welfare productivism. By contrast, we argue that Indonesia's productivist characteristics have largely prevailed while informal networks, clientelism, strong families, and the limited effectiveness of the civil society movement created a specific social politics in Indonesia. We thus conclude that the causal mechanisms typically attributed to welfare development in more developed welfare geographies, including East Asia, cannot fully explain the evident institutional formation in the Indonesian case. The future research agenda for studying the welfare regimes in Indonesia and other Southeast Asian countries is discussed.  相似文献

For the past two decades, Nordic social policy has been subject to a range of serious challenges, among which economic problems and critiques by neo-classical economists have been most prominent. This article raises the question whether Nordic social policy has significantly changed during this period of challenges. Based on an empirical analysis of social expenditure data and three central social security programs, this article provides evidence that changes in Nordic social policy over this period have, in fact, been relatively minor. Indeed, the four welfare states of Denmark, Finland, Norway and Sweden have shown remarkable resilience considering the harsh challenges that they have been exposed to since the early 1980s.  相似文献

According to some theorists, the feminisation of poverty has become a common feature in the majority of advanced welfare states, but there have been very few attempts to provide a detailed picture from a comparative perspective. Considering this background, the aim of present study was to illuminate the feminisation of poverty in 12 welfare states between the 1980s and the 2000s and to analyse whether there has been any convergence or divergence between these welfare states. The scope and depth of the feminisation of poverty and the changing role of welfare states were assessed via an analysis of the antipoverty role of public transfers in each country. Using the Luxembourg Income Study dataset, this article argues that while the feminisation of poverty has been slowed down and even reversed in certain cases, cross‐regime differences have become increasingly visible.  相似文献

Welfare policy has been controversial and support is often drawn along political affiliation lines, the economic return of investment in welfare programs is frequently cited as a justification for new and expanded policies. To investigate the direct and indirect effects of welfare programs on economic performance, the authors develop a multilink approach, through employment and investment. The relationship is then tested with data from each of the United States from 1976 to 2006. Findings show welfare programs have no direct effect on a state's economy. Indirectly, welfare has a negative effect through investment, though the effect on employment is minimal.  相似文献

This study of social attitudes to adoption as reflected in Australian women's journals over a forty year period indicates that secrecy has given way to more open acknowledgement of adoptive status and access to original birth records at 18 years in all Australian states. However, while there have been changes in official social welfare policies, the notion of entitlement to a child by a couple still prevails. Despite a more liberal approach towards single parenthood, there remains a strong underlying feeling that the single pregnant female should give up her child so as to allow an infertile couple to create a family.  相似文献
