A common argument in the social policy literature is that ethnic and identity‐based heterogeneity undermines the welfare state. In part, this happens because of difficulties in the generation of broad social solidarity in diverse societies: solidarity which is allegedly necessary for sustaining public support for the welfare state. This study explores this argument's logic in the context of welfare state politics in Israel. Israel would appear to be a near‐perfect example of how heterogeneity strains social solidarity and, in turn, undermines the welfare state. Quite differently from most studies, however, this work's emphasis is not on public attitudes or voting, but on the political interaction between economically disadvantaged identity‐based minorities – specifically Arabs on the one hand and religious Jews on the other – in the welfare field. It is argued that shared interests enable extensive co‐operation among political elites in the welfare field despite religiously‐ and nationally‐based antagonism.  相似文献

Deep Ecology's contributions to social work: A ten‐year retrospective In the last decade, a new generation of social workers have made great strides incorporating environmental awareness into their theoretical formulations and practice modalities. This is a welcome development for a profession often conspicuously absent in the emerging international consensus that Earth's capacity to support life is in deep trouble. Beginning in the 1980s and 1990s, a few intrepid North American social workers began to raise the alarm concerning the scope and extent of environmental decline. Several social work scholars implored the profession to play a more active role in raising ecological awareness and take a seat at policy and practice forums debating environmental issues. Deep Ecology, founded by the late Norwegian philosopher Arne Naess, offers a comprehensive philosophical framework upon which social work might draw in the development of its conceptual orientations. This article examines the current manifestations of Deep Ecology as a philosophy and socio‐political movement. It briefly assesses the evolution of social work's nascent interest in the natural environmental, examines historical precursors influencing Deep Ecology, reviews several key concepts of Deep Ecology, discusses ongoing applications of deep ecological ideas to several disciplines and suggests how deep ecological ideas might help inform social work's understanding of social justice.  相似文献

Social work and the environment: An ecosocial approach This article draws on insights from social work, ecopsychology and ecofeminism to inform an ecosocial approach honouring humans' interconnectedness with nature. It re‐examines social work's ecosystems perspective and redefines its central ‘person‐in‐environment’ configuration to embrace a broadened emphasis on the natural world. It identifies insights from ecofeminism on the parallels between the oppression of women and domination of nature, and presents feminist ways of relating that may enhance connection with the planet as a whole. It introduces the concepts of empathy and empowerment from relational cultural theory as important ideas to integrate with social work's ecosystems perspective to promote deeper awareness of this connection. Finally, the ecosocial approach thus derived is examined as a means of promoting environmental sustainability at all levels of social work practice.  相似文献

A comment on ‘Climate change: Social workers’ roles and contributions to policy debates and interventions' In this commenting article, I present several critical remarks about Lena Dominelli's contribution to the issue of climate change and its implications for social work. 1 In my view, her article lacks three important considerations. First, I argue that the issue of climate change should be addressed as part of a broader, fundamental challenge: the transition of the growth‐based economic system upon which our society is built. Second, within a context of social and ecological injustice, dealing with climate change inevitably requires a dimension of social struggle. Third and lastly, I emphasise social work's role in challenging the social, political and economic structures and processes that bring about climate change.  相似文献

The foundations of Switzerland's social insurance system can be traced to 1890 when a public referendum voted the inclusion of an article into the Federal Constitution that gave the executive the task of creating a sickness and accident insurance scheme. Currently, as in other European countries, the Swiss social insurance system is facing challenges as a result of rising health costs and demographic shifts, which are placing a growing burden on both public finances and private households. To reach policy decisions to address these challenges, the Swiss system is distinguishable from those of its European neighbours because of a continuing tradition of political decision‐making based on grass‐roots democracy: through referenda, the Swiss people remain directly responsible for the development of the national social insurance system. Importantly, not only might this unique feature of Swiss democracy lead the Swiss people more readily to accept and identify with their social insurance system but it may offer a sound democratic base upon which to build a consensual approach to address the policy challenges that lie ahead.  相似文献

Provision of statutory social work services to children and their families has a long and contentious history as conflicting ideas about appropriate interventions, in what is still largely characterized as the private sphere of the family, define the terrain for practice. More recently, staff in social services departments have had to meet the challenges of contemporary practice at a time of major restructuring. Implementing the National Health Service & Community Care Act 1990, and meeting the demands of Audit/Social Services Inspectors, leaves departments struggling to meet externally imposed criteria focused on particular interpretations of the nature of economy, efficiency and effectiveness in the public sector. In general staff have had to respond to competing imperatives as they offer services in ways that reflect shifting priorities, priorities that are inevitably shaped by ideological, political, economic and technological agendas as well as by professional concerns. In the process the role and task for social work is once again being redefined. This paper seeks to challenge dominant narratives, through exploration of the contemporary context for practice, and reassert the importance of social work input even as individuals' working lives change around them.  相似文献

Miller SE, Hayward RA, Shaw TV. Environmental shifts for social work: A principles approach The social work profession is rooted in a history of addressing the needs of vulnerable populations. Generally, however, this history has not extended to issues relating to the natural environment. Building on a framework of environmental justice, this article proposes a shift from the artificial separation of the social and natural environments in its person‐in‐environment focus to an expanded holistic understanding of the dynamic interplay between human society and the natural environment. It examines issues surrounding environmental and ecological justice, and proposes a principles approach to move the profession towards a paradigm of environmental justice using as its template the 17 Principles of Environmental Justice adopted by the First National People of Color Environmental Leadership Summit in the USA in 1991. It discusses the value of these principles in enhancing social work's capacity to address issues of environmental concern. It proposes that, with greater awareness of the effects of environmental issues on high‐needs populations, the profession would be better able to balance environmental and human concerns.  相似文献

Badiou and the philosophy of social work: a reply to Stephen Webb Int J Soc Welfare 2010: 19: 253–258 © 2010 The Author, Journal compilation © 2010 Blackwell Publishing Ltd and the International Journal of Social Welfare. Stephen Webb's recent article ‘Against diversity and difference in social work’ claims that the work of Alain Badiou has the potential to be of great use in social work practice. Webb is faced with the problem of a discourse that has eroded any practical meaning attached to notions of diversity and difference, he laments the ‘ethical turn’ in social work practice and blames post‐modernism. Webb views the work of Badiou as a way to reinvigorate social work practice. I claim that Badiou's Being and Event is exclusive to ontology. Connections between Being and Event and possible ‘uses’ of Badiou's subtractive ontology, as an instrumentalisation, are not worthwhile. Critiquing Badiou's non‐ontological philosophies and political polemics is a better way to assess the practicality of his thought outside of his ontology. Webb's conflation of post‐modernism, neoliberalism and the difference, diversity and ethics discourse is also problematic and is critiqued here.  相似文献

By leveraging the case of Hindu sati, this paper elucidates the ways in which structure and culture condition suicidal behavior by way of social psychological and emotional dynamics. Conventionally, sati falls under Durkheim's discussion of altruistic suicides, or the self‐sacrifice of underindividuated or excessively integrated peoples like widows in traditional societies. In light of the fact that Durkheim's interpretation was based on uneven data, nineteenth century Eurocentric beliefs, and a theoretical framework that can no longer resist modification and elaboration, by reconsidering sati it is possible to sketch a new model that strengthens Durkheim's theory by making it more robust and generalizable. The following model is built on five principles. First, integration and regulation are not distinct causal forces, but overlapping contextual conditions. Second, to better explain the variation in suicidality across time and space, we must also pay attention to culture as it provides the underlying meanings of suicide that can increase the odds a person or class of persons become suicidal or are protected against suicidality. Third, structure still matters, but in many cases, the role power and power‐differentials play must be considered. Fourth, understanding why and how people choose suicide depends on incorporating identity and status processes. Fifth, because the expression of social emotions like shame are patterned by structural and cultural conditions, to understand how suicidality is socioculturally patterned we must further explore the link between identity/status, social emotions, and structure and culture.  相似文献

Objective Sociopolitical value orientations in South Korea have changed dramatically throughout the post‐World War II period, primarily as a function of intergenerational change and rising levels of education. This article investigates the impact of value change on political cynicism and noncompliance. Methods This research analyzes data from the three waves of the World Values Surveys from 1982 to 1995. Results The findings indicate that there had been a general pattern of spreading public distrust of both social and political institutions between Koreans and that more elite‐challenging forms of political participation showed the predicted increase as well. Also found are different predictors of our two dependent variables: for political cynicism, those with a higher education and/or more libertarian values were more cynical of political institutions; for protest potential, citizens who are better educated, young, more libertarian, and more active in the political process were more likely to exhibit a greater potential to involve themselves in protest activities. Conclusions The research findings conclude that value change has played a central role in interpreting the sociopolitical world, and thus in minimizing the public's faith in key political and private institutions in Korea.  相似文献

Models of service‐user participation have derived from citizenship or consumerist agendas, neither of which has achieved the structural reforms important for the most marginalised social work clients. This article proposes Fraser's model of ‘parity of participation’ as an appropriately multifaceted frame for capturing the social justice aspirations of service‐user participation. A qualitative case study compared the experiences and expectations of people who had used Australian mental health services with a sample who had used Australian homelessness services to examine their expectations of participation at individual and representative levels. The findings reinforce concerns from Fraser's research about the tendency for identity‐based consumerist notions of participation to reify group identity. This leads to tokenistic service‐user involvement strategies that have little impact on participation at a structural level. Fraser's parity of participation is shown to have untested potential to reshape service‐user participation to meet the social justice aspirations of social work clients. Key Practitioner Message: ● Innovative, service‐user driven strategies for collaboration will be those which challenge existing power structures;Service users want their contributions to decision making to generate identifiable change in the system of social services;The success of service‐user participation strategies might be the extent to which political, economic and cultural opportunities are enhanced.  相似文献

Objective. The objective of this article is to test competing hypotheses regarding union vote effects by economic sector. Overlooked in existing research on political participation and the labor movement is de‐unionization's sectoral dimension: declining union rolls is a private‐sector phenomenon. The sectoral dimension of union decline carries important political consequences if the influence of unions on voter turnout varies by sector. Method. Using Current Population Survey (CPS) November Voting and Registration Supplements for all national elections between 1984 and 2006, I estimate union vote effects for public‐ and private‐sector employees. Results. The results of the analyses reveal that while union members continue to vote at higher rates than otherwise similar nonmembers, the union effect is nearly three times as large for private‐sector members: private‐sector unionists have a predicted probability of voting 6.7 points higher than nonmembers, while public‐sector members have a predicted probability of voting only 2.4 points higher than nonmembers. Conclusions. Given the small fraction of private‐sector workers now in labor unions, recent fluctuations in the unionization rate have little aggregate affect on turnout. Given that private‐sector union members tend to be less educated and earn less than their public‐sector counterparts, the near disappearance of private‐sector unions from the economic landscape removes an important institutional buffer against political inequality in the United States.  相似文献

Politics in the countryside has undergone a significant shift in emphasis in recent decades, which may be characterized as a transition from ‘rural politics’ to ‘a politics of the rural’. Whereas ‘rural politics’ refers broadly to politics located in rural space, or relating to ‘rural issues’, the ‘politics of the rural’ is defined by the centrality of the meaning and regulation of rurality itself as the primary focus of conflict and debate. However, far from marginalizing social issues – as early work on the new rural conflicts by Mormont implied – the paper argues that the new politics of the rural has liberated rural social policy from the shadow of agricultural policy, providing a new language and context through which rural social issues can be placed on the political agenda. Three examples of this are discussed, drawing on illustrations from Britain, Australia, New Zealand and North America – conflicts over the rationalization of public and commercial services in rural communities; campaigns around the closure of rural schools and their symbolic place at the heart of rural communities; and issues of difference and discrimination in the countryside, including responses to travellers and asylum‐seekers.  相似文献

Drawing upon insights from historical institutionalism, this article critically examines the origins of social enterprise and its emergence into the mainstream policy arena. It begins by relating the social enterprise idea to major non‐state/non‐private institutional traditions, including the European social economy, US non‐profits and the UK charitable sector, and places it within the specific field of economic and social welfare. In so doing, the article contests the idea that social enterprise is a new phenomenon in the social welfare field and proposes instead that the supposed ‘novelty’ of social enterprise as an organizational form and a subject of public policy lies primarily in the nature of the socio‐political and economic context of the 1980s–1990s, during which time it became ‘en vogue’. The process of institutionalization of social enterprise and its ascension into the mainstream policy arena is examined in more detail in the case of England during the time New Labour was in office and beyond, and lessons are drawn from this experience concerning both the role that social enterprise plays or is expected to play as a vehicle to address economic and social needs, and how this is intertwined with both a dominant neo‐liberal discourse, as well as alternative perspectives that emphasize more equalitarian and sustainable development paths. The article concludes with some reflections in relation to the apparent consensus that seems to exist around social enterprise as a legitimate subject of public policy and the resulting social enterprization of public services which is currently taking place in England.  相似文献

Objectives. Schools serve as the primary social organizations for adolescents, structuring their lives and conveying a variety of skills, norms, and values, but relatively little is known about how schools influence the development of religious belief, attitudes, and behavior during adolescence. We explore how schools' religious norms, coupled with adolescents' pursuit of social status through conformity, affect public and private religiosity. Methods. Employing data from the National Longitudinal Study of Adolescent Health (Add Health), we use multilevel modeling to examine the impact of school context on adolescents' public and private religiosity. Results. We find that school norms are influential in shaping both public religious expressions and private devotional activities, but pursuit of social status is a motivation for change across religious contexts only of public religious activity. The effect of social status as a motivator of religious change was moderated by the strength of the adolescent's identification with the school, especially for private religiosity. Conclusions. Schools play a key role in the social development of adolescents, and students' religious beliefs and behaviors are influenced systematically and observably by the type of religious climate within the school.  相似文献

The quantitative strand of social policy research suffers from a triple deficit: analyses of aggregate expenditure dominate, most of the few studies of replacement rates focus on unemployment or sickness benefits while pensions are excluded, and the interdependence between public and private pension plans is often ignored. This article addresses the said deficits, first, by discussing the pension sectors' theoretical peculiarities and by proposing two hypotheses: one on the role played by political parties in implementing public pension retrenchment, and the second on their role in extending private pension plans. Second, the article presents regression results of public pension replacement rate changes in 18 developed democracies. The findings show considerably smaller cuts to pensions than to unemployment or sickness benefits, and striking differences regarding partisan effects between the sectors. Lastly, the article assesses partisan effects on private pension plans, detecting some rather surprising effects. Most noteworthy is the fact that those parties which reduced public pension generosity during the 1990s (i.e. Social Democrats) cannot claim responsibility for compensating these cuts by eliciting higher private engagement.  相似文献

Until now children's attention to the beliefs of people they wish to persuade has been examined experimentally via tasks that were artificial in important respects. To determine whether such research has underestimated children's psychological perspective taking, two studies that manipulated task elements pertinent to ecological validity were conducted. Children in three age groups (3, 4/5, and 6/7 years) were asked (forced‐choice and open‐ended formats) how best to persuade puppets and people, with differing beliefs, to pet and play with various toy animals. Children offered as many or more belief‐relevant arguments in response to forced‐choice as to open‐ended questions. Only the oldest group attended to beliefs more when persuading a person compared with a puppet. Even on more realistic tasks, significant improvement with age across task formats confirmed a developmental trajectory in line with extant reports of children's belief reasoning. The findings support the idea that enhanced social competence corresponds specifically to children's increasing attention to beliefs in social interactions such as persuasion.  相似文献

The goal of this study was to compare the socio‐emotional and academic adjustment of different subtypes of socially withdrawn (shy, unsociable, avoidant) school‐age children in mainland China. Participants were N = 1344 children ages 10–12 years from public elementary schools in Shanghai, People's Republic of China. Multi‐source assessment included: child self‐reports of social withdrawal subtypes and internalizing difficulties (e.g., depression, social anxiety); peer nominations of children's peer relations (e.g., peer victimization, peer preference); and teacher ratings of children's school adjustment (e.g., academic success, internalizing problems). Results from person‐oriented analyses indicated that socially avoidant (i.e., shy‐unsociable) children reported the most pervasive internalizing difficulties compared to other groups. However, in contrast to findings among Western samples, unsociable children were as likely to have peer and academic difficulties as their shy and socially avoidant peers. Findings are discussed in terms of the implications of different subtypes of social withdrawal among children in collectivistic societies such as China.  相似文献
