This article examines the interplay between local culture, the state, and economic actors' agency in producing variation across markets. I adopt a political-cultural approach to examining why life insurance has been far more popular in Taiwan than Hong Kong, despite the presence of a cultural taboo on the topic of premature death in both societies. Based on interview data and documentary references, the findings reveal that as an independent state, the Taiwanese government heavily protected domestic insurance firms during their emergence. These domestic firms adopted a market-share approach by re-defining the concept of life insurance to accommodate the local cultural taboo. The colonial Hong Kong government, on the other hand, adopted laissez-faire policies that essentially favoured foreign insurance firms. When faced with the tension between local adaptation and the profitability of the business, these foreign firms chose the latter. Their reluctance to accommodate local cultures, however, resulted in a smaller market. I argue that state actions mediate who the dominant economic players are and that the nature of the dominant players affects the extent of localization. Specifically, the presence of competitive domestic players alongside transnational corporations is more likely to produce varieties of capitalism.  相似文献

This paper discusses the question of when generalizations risk compromising the utility and accuracy of a theory and seeks to show how a balance can be struck between generalized and context-specific analyses in disciplines like international sociology, political economy, and comparative politics. For this purpose, the paper reviews three theoretical approaches to agri-food system change, placed at different levels on the ladder of generality. It then considers these approaches in relation to India's changing agri-food system. Finally, the paper discusses the general and the particularistic features of the Indian case and examines their implications for theories relating to global governance and international political economy.  相似文献

The paper begins with a theoretical-political positioning regarding globaliz­ation, as a multidimensional phenomenon, loaded with power relations with unequal and ambivalent impacts producing dramatic exclusions but, at the same time, opening possibilities for profound changes in the gender order and in social subjectivities. The effects of globalization on social movements have also been multiple and ambivalent, producing fragmentation and particularization but at the same impelling new ways of articulation, more flexible and inclusive, as well as mobilizations at a global level oriented to ‘dispute’ its hegemonic contents and struggle for an alternative globalization. In the second part, the paper analyses the new dynamics of intervention of feminist movements that follow from this new reality. The Social World Forum is a privileged space for this analysis, due to the convergence of new tendencies and new ways of existence of feminisms, expressing the new conflicts and challenges faced by feminisms in the collective construction of alternative proposals towards globalization.  相似文献

The understanding of the European Union poses a challenge for Sociology and its traditional conceptions of the state. In particular, the impact of the social dimension has been underestimated and undervalued. This paper explores the implications of the developing social dimension of the European Union for European social relations in the context of globalization which allegedly reduces the power of states to act effectively in the social realm. It argues for a broader conceptualization of the social dimension and for a new conception of the regulatory state. It argues that the significance of a politico-legal project social justice. ABSTRACT

This article focuses on the challenges to social work evolving from two major discourses contributing to the common sense contextualising social work within the new spirit of capitalism and the governing of the soul. Beside neo-liberal ideas and values challenging social work values and the welfare state, the question is also about managerialism. To what extent is the social worker able to contribute to liberating, reflexive critique, or exert pastoral power? I have chosen to see how the idea of the social investment state may be linked to Rose’s and Foucault’s ideas about expanding governmentality and end my discussion by relating to some of the early writing on social work’s challenges in confronting ideas and practices interpreted as neoliberalisation moves.  相似文献

The European social integration model was built on two main pillars: employment and access to the welfare state. European social work education was mainly oriented to training professionals in order to promote this inclusion through case management and the provision of benefits. This influence was very intense in the curricular content of Spanish social work programs. The new social risks and the European convergence in higher education have promoted curricular changes, but is it enough?. This paper aims to identify the content and limits of current social work education in Spain. To this end, a comparative analysis of social work education in public universities of Spain was performed. This information has been contrasted with professionals, teachers and social work students. The results evidence the gap of these contents with the real professional needs. This paper proposes several alternatives and approaches in new intergenerational methodologies and technological tools to train a new generation of social workers  相似文献

It is often suggested that the political attitudes and social participation which have underpinned the welfare-state democracies have depended on large amounts of upward social mobility. The demographic heterogeneity of the service class, according to this view, induced in them a willingness to lead a common political project seeking to establish a common social citizenship. As the amount of upward mobility stagnates or even begins to fall, it has then further been claimed that there might emerge a degree of ideological closure in the service class that might erode their commitment to civic values. The 1958 British birth cohort study is used to investigate this question. Longitudinal data are invaluable here because they allow us to distinguish between two hypotheses: that upward mobility as such has induced in the service class certain attitudes and propensities to participate, or that the more important influence is the early socialization through which upwardly mobile people went. The conclusion of the analysis is that, although the civic values of the service class have not depended on upward mobility, this is much more true of cognitively able people than of others, and so is dependent on the somewhat meritocratic basis of selection into the salariat.  相似文献

The emergence of new social strata and plural identities are two of the most profound changes in China's social transition toward integration into the global economic system. Differentiating three dimensions of cultural citizenship identity (i.e., cosmopolitan, national, and local), this study seeks to depict the paths of influence in the formation of such identities that involve reality construction by the media and evolving patterns of social stratification. Analysing data from a 2009 Shanghai survey, we found a strong relationship between individuals' consumption of local media contents and their local identity. Further, their perceptions of media's centripetal and centrifugal forces have significant effects on their identities, and the Internet has different effects from the traditional media, although such influences vary across different social strata.  相似文献

Professional social work associations have long espoused at least a rhetorical commitment to promoting more equitable social policy outcomes. Yet too often the actions have failed to live up to the rhetoric. This article explores the social action history of the Victorian state branch of the Australian Association of Social Workers. Attention is drawn both to the highlights and lowlights of the branch's social policy interventions. The problematic nature of social action is attributed to a number of factors including deficits in skills, resources, and education. Practical suggestions are made as to how the AASW might establish a more effective social policy network in the future.  相似文献

This article addresses the question of why some non-democratic governments are more successful than others at reforming their welfare institutions. Using the example of the Russian and Kazakhstani social benefits reform, the author will illustrate that in modern non-democratic regimes the importance of framing and effective communication with the public for the purpose of effective policymaking and regime legitimization is equal to, if not greater than, in established democracies. The successful implementation of the Kazakhstani social benefits reform, as opposed to Russia’s protracted experience with reforming its social benefits system, was determined not only by the configuration of various institutional and political factors, but also the skilful actions of the Kazakhstani authorities, who used effective communication strategies and framing techniques that resonated with the public and generated broad support for reform. Based on extensive research conducted in Russia and Kazakhstan in 2006–2010 as part of the author's doctoral dissertation at the University of Toronto, this paper enhances our understanding of political and public policy processes in transitional and non-democratic contexts and adds important details to our understanding of how post-Soviet autocrats run their countries and what methods they use to stay in power, manage their state affairs, and avoid public dissatisfaction.  相似文献

This article seeks to contribute to the ongoing debate within European social work on the role of social work educators in influencing social policy. It reports on a study that examined the role of social work educators in furthering social policy by comparing Israeli social work educators’ engagement in policy with faculty members in professional schools with strong ties to social policy, namely education and healthcare. While the findings show some similarities between the three groups of educators, they also underscore marked differences between educators in social work and the other professions. In particular, social work educators are more involved in, and more committed to, social policy engagement than faculty members of other professional schools are. These divergences are attributed to the greater focus upon policy practice in social work and its prevalence in teaching programmes, as well as to the profession’s focus on disenfranchised clients, who are especially impacted by social policies.  相似文献

In current debates about social welfare, the terms public and private are often equated with state vs. nonstate realms. This paper argues that a feminist sociological analysis would reconstitute notions of public and private as forms of social relations that occur in a wide range of activity, thus disentangling them from institutional divisions. It reviews contemporary feminist theory and practice and spells out implications for a feminist sociological theory of social welfare. It uses these implications to look at a particular kind of women’s grassroots voluntary organization that contains possibilities for rethinking societal responses to social welfare needs. This paper examines different models of disability policy in European welfare regimes on the basis of secondary data. OECD data measuring social protection and labour-market integration is complemented with an index which measures the outcomes of disability civil rights. Eurobarometer data is used to construct the index. The country modelling by cluster analysis indicates that an encompassing model of disability policy is mainly prevalent in Nordic countries. An activating and rehabilitating disability-policy model is predominant mainly in Central European countries, and there is evidence for a distinct Eastern European model characterized by relatively few guaranteed civil rights for disabled people. Furthermore, the Southern European model, which indicates a preference for social protection rather than activation and rehabilitation, includes countries which normally have diverse welfare traditions.  相似文献

Western theoretical traditions can benefit from systematic engagement with non‐Western concepts: This is shown through an analysis of the Chinese concept guanxi. After considering the general nature of guanxi, including its possible association with corrupt practices and its particular cultural characteristics, the paper goes on to identify the elements of its general form which have universal representation. The possibility of conceiving guanxi as a variant form of social capital is explored. This shows the way in which both the expressive and instrumentalized forms of guanxi indicate otherwise neglected aspects of social and economic relationships not always recognized and addressed by analogous terms current in social theory but which are none the less important for its advancement.  相似文献

A joint concern with multidimensionality and dynamics is a defining feature of the pervasive use of the terminology of social exclusion in the European Union. The notion of social exclusion focuses attention on economic vulnerability in the sense of exposure to risk and uncertainty. Sociological concern with these issues has been associated with the thesis that risk and uncertainty have become more pervasive and extend substantially beyond the working class. This paper combines features of recent approaches to statistical modelling of poverty dynamics and multidimensional deprivation in order to develop our understanding of the dynamics of economic vulnerability. An analysis involving nine countries and covering the first five waves of the European Community Household Panel shows that, across nations and time, it is possible to identify an economically vulnerable class. This class is characterized by heightened risk of falling below a critical resource level, exposure to material deprivation and experience of subjective economic stress. Cross‐national differentials in persistence of vulnerability are wider than in the case of income poverty and less affected by measurement error. Economic vulnerability profiles vary across welfare regimes in a manner broadly consistent with our expectations. Variation in the impact of social class within and across countries provides no support for the argument that its role in structuring such risk has become much less important. Our findings suggest that it is possible to accept the importance of the emergence of new forms of social risk and acknowledge the significance of efforts to develop welfare states policies involving a shift of opportunities and decision making on to individuals without accepting the ‘death of social class’ thesis.  相似文献

Since professional conduct is important in the lives of many people, trust and recognition between professionals and their clients are critical. Social professionals administer public resources on behalf of the welfare state, and their approaches and methods of intervention are mostly founded in current welfare policy. Despite this mandate, social professionals receive little acknowledgement and recognition. This article investigates the level of public trust in the Norwegian social services compared to the national insurance agencies, and to what extent the providers of these welfare services experience recognition and public approval. A central question is whether these aspects of external appreciation influence the professionals' motivation and feelings of accomplishment. Findings indicate that the social services receive less public support than the social insurance agencies, owing to the discretionary services provided and the stigma related to social assistance. The variation in institutional trust is reflected by the differences in workers' subjective experiences. That result notwithstanding, the service providers reveal a split view of themselves: while they experience themselves positively with respect to involvement and pride in their work, they also see themselves through the deprecating eyes of the public.  相似文献

The social work profession worldwide has been increasingly influenced by globalization and its effects on social issues that require social workers to be responsive and knowledgeable in addressing them. In recent years there has been an increased emphasis on the internationalization of the social work profession and education. With limited examples of international social-work-teaching methods discussed in the literature, there is also a lack of information obtained directly from students on methods of instruction that they most prefer and find beneficial. This collaborative, comparative project examined students' perceptions of methods that make teaching international social work successful at three universities in the United States, United Kingdom, and Georgia. While there were different preferences for content- and process-driven approaches in teaching, students' common interest was in gaining practice examples and exposure to real-life practice of international social work in their own and other countries. The findings suggest that international social work education needs to be more experiential and practice-based.  相似文献

This paper reports on qualitative content analysis research and critically analyzes the state’s intention to use the International Classification of Functioning, Disability and Health as a tool to develop a national disability assessment system that will guide social policy developments, and particularly the allocation of pensions and benefits to disabled people. The work uses Cyprus as an example, and reviews the most important issues arising from a recent study prepared by the Department for Social Inclusion of Persons with Disabilities. The most important points stemming from the analysis are grouped and discussed in such a way as to shed light upon the most controversial aspects of the proposed assessment system, such as the definition of disabled people in national laws, and the implications of associating social policy with the assessment of disability and functioning.
