Can results‐oriented approaches to public expenditure management function in low‐income countries? Do they have a role in securing the implementation of poverty reduction strategies? And can they assist donors in ‘managing aid for results’? Findings from seven countries suggest that they can work in environments with mediocre discipline in budget and public finance management and a degree of uncertainty caused by macroeconomic instability, but not when there is excessive ‘informality’ and instability. With political will and a strong finance ministry, they have proved valuable tools in ensuring the coherent expansion of pro‐poor programmes and their delivery through autonomous local governments. However, they have yet to become effective in improving public administrations' accountability to parliament and to non‐governmental stakeholders.  相似文献

Using methods and themes from Charles Tilly’s work, this paper presents a number of propositions related to empire-to-state transformation. We argue that variations in national state development from imperial metropole origins can be explained, at least in part, by variations in imperial administration, finance, development, identity, and inequality. Capacity is a critical determinant of the results of state transformation, while decisions about finance and investment are both economic and political. Identity and inequality are inextricably linked to empire, and our exploration of these concepts demonstrates that they are the outcomes of variable processes linked to concrete, if inadvertent, lines of imperial decisions.  相似文献

ABSTRACT

Against a backdrop of lively discussion about the best ways to do youth studies, or sociology of youth, this article asks: Can Pierre Bourdieu’s work be translated into youth studies in ways that benefit the field? We begin by considering Bourdieu’s thoughts on the category of ‘youth’ using a new translation of this text, and then turn to an important discussion by Furlong, Woodman, and Wyn about certain long standing tensions in youth studies. These tensions are between writers engaging in the ‘structure versus agency’ debate that is mapped onto the ‘culture versus transitions’ binary. We consider the case for adopting a ‘middle-ground’ represented by Bourdieu’s writings. We argue that many in youth studies work from an unacknowledged substantialist tradition, which is contra to Bourdieu's relational perspective. The result includes misunderstandings of Bourdieu's thinking and expectations of his work, for example, that it can pass certain empirical tests. We argue that if Bourdieu's relational perspective is to be translated into youth studies, we will need a more determined effort to understand that perspective first.  相似文献

Via the Paris Declaration and the Accra Agenda for Action the international donor community has delivered a set of promises on ownership, harmonization and co‐ordination. Uganda is an interesting case for assessing progress on Paris Principles and seeing the New Aid Architecture in practice. This article provides a historical overview of the implementation of ‘Paris’ in Uganda from the late 1990s up to 2010, showing that implementation is laggardly and, in more recent years, that earlier progress has been reversed. This is due to donors’ perceptions of Uganda's political structure, and particularly its rampant corruption, and also to different views among donors and their internal adaptability in terms of truly measuring up to the Paris Principles.  相似文献

ABSTRACT

Almost three decades ago, the French Socialist Party (PS) adopted a quota for women in the party leadership and for female candidates, and in the ensuing 25 years, the quota was increased and implemented at various times. The history of the PS' s gender-based quota raises the following questions: Why do party leaders adopt gender quotas at one time, increase quotas at another, and implement them in some elections, but not in others? In other words, how can we account for the decisions of political actors? This work seeks to answer these questions by examining the demands and actions of PS feminists. It shows that party women demanded gender quotas and frequently backed up their demands with ideational and electoral arguments that often appealed to male party officials. However, the success of these proposals did not depend on the ability of Socialist women to make convincing arguments; rather it depended on the presence of male party officials who had electoral incentives to support them. This work thus underscores the importance of taking party officials' electoral incentives into consideration when analyzing women's political representation.  相似文献

This paper argues that some women in developing countries use domestic labor as a tool to incentivize husbands. A theoretical model is derived based on the traditions of rural Malawi, where men often supplement farm income with wage labor. As wage labor is not observed by the wife, this creates moral hazard: husbands may not make enough effort to bring home wages. The model predicts that women overcome this by using domestic labor as an incentive device: they increase their domestic labor and reduce their leisure in response to good consumption outcomes, but only if they cannot rely on divorce threat as an alternative source of incentives. This prediction is confirmed using survey data from Malawi. Identification is based on the fact that Malawi’s kinship traditions exogenously determine women’s accessibility to divorce. Where divorce is not an option, women make inefficient labor choices in order to provide incentives.  相似文献

Prior studies of ethanol location rest on the assumption that ethanol producers are economic free agents—evaluating sites as if all counties are contenders for their business, weighing the availability of feedstocks along with their infrastructure needs, operating without ties to localities, and being subject to enticement from policy incentives. We analyze the political‐economic process through which ethanol plants come into communities by examining plant location decisions, plant financing, community receptivity toward the plant, local government incentives, and the dynamics of the approval process. We use case studies of ethanol plants in Wisconsin to explore the economic, social, and political dynamics of ethanol plant location. Our case studies provide evidence in support of some findings in the ethanol location literature—such as the importance of access to corn; however, they also suggest site selection criteria not adequately addressed by the literature. Furthermore, our data suggest that capital may not be as mobile as location theory assumes it to be and that location decisions are not primarily determined by consideration of profit maximization. Instead, the location of ethanol plants is greatly influenced by the extent to which the original initiators of the plant are locally embedded in its host community. Our research answers Barkley and McNamara's ( 1994 :45) call for a return to a case studies approach in order to develop “reliable insights into the location process.”  相似文献

In the 1920s, a large influx of immigrants from Czechoslovakia came to Canada in search of industrial work and available land for agriculture. Interwar ethnic associations were predominantly led by individuals of Slovak origin. Czechoslovakia maintained contact with its nationals in Canada through its diplomatic officials. Their consular offices promoted loyalty to Czechoslovakia’s policies in the hopes that Slovaks and Czechs would adopt their home government’s pro-“Czechoslovak” ideology, and eventually defend their homeland in the event of a war. The Czechoslovak Consulate General in Montreal oversaw all diplomatic activity between Prague and its nationals in Canada. With Slovakia’s declaration of independence and Germany’s occupation of the Czech lands in March 1939, the Czechoslovak Consulate General in Montreal used its local diplomatic discretion in an attempt to unite Slovaks and Czechs as a “Czechoslovak” national community. However, although nationalist Slovaks supported Canada’s war effort, they opposed the Czechoslovak Consulate General’s pro-Czechoslovak agenda. Czechoslovak diplomats lobbied the Canadian government for political recognition of the Edvard Bene?-led Czechoslovak government-in-exile in London to legitimize their efforts to re-establish a postwar Czechoslovak Republic. After British recognition, Canada became the last Dominion to recognize the London government-in-exile.  相似文献

Labour migration into Malaysia has increased rapidly in recent decades and this has affected Malaysia's government policy in managing migrants’ movement. Interestingly, Malaysia has attracted a high degree of unskilled labour, accompanied by unabated rise of undocumented migrant workers. Mitigating undocumented migration is the main aim of Malaysia's labour migration policy and therefore the focus of Malaysian government. This has impacted on how enforcement agencies work out strategies. These agencies are the forefront of Malaysia's labour migration policy but they faced a number of challenges, such as documentation, finance and manpower capability, and political intervention, which impede their ability to optimize their capabilities in enforcing the Malaysian government labour migration policy. Resolving these challenges and moving towards a long‐term labour migration policy will benefit the Malaysian state, its citizens and the labour migrants.  相似文献

Early work in feminist theory hypothesized that differences in women and men's social and institutional roles might be reflected in the ways they participate in the political sphere. However, past empirical research has found scant evidence of a gender gap in the participatory strategies or motivations of women and men who become active in politics. But significantly less is known about the gender gap among a more select and increasingly significant player in American politics—political donors. In this article, we utilize a novel big data set—called the Longitudinal Elite Contributor Database (LECD)—that contains the population of all itemized donations made in federal elections between 1980 and 2008. Using this novel big data set supplemented with Social Security Administration (SSA) data on the gender of first names, we provide original estimates of the long‐term evolution of gender representation in the donor pool, vis‐à‐vis when, how often, and to whom affluent men and women have made political contributions over nearly 30 years. We find that large and persistent gendered inequalities of political voice continue to characterize this significant form of political influence. We theorize the potential implications of these findings for the representation of women's interests in the political sphere.  相似文献

This paper considers some political and ethical issues associated with the ‘academic intellectual’ who researches social movements. It identifies some of the ‘lived contradictions’ such a role encounters and analyses some approaches to addressing these contradictions. In general, it concerns the ‘politico-ethical stance’ of the academic intellectual in relation to social movements and, as such, references the ‘theory of the intellectual’ associated with the work of Antonio Gramsci. More specifically, it considers that role in relation to one political ‘field’ and one type of movement: a field which we refer to, following the work of Peter Sedgwick, as ‘psychopolitics’, and a movement which, since the mid- to late-1980s, has been known as the ‘psychiatric survivor’ movement—psychiatric patients and their allies who campaign for the democratisation of the mental health system. In particular, through a comparison of two texts, Nick Crossley's Contesting Psychiatry and Kathryn Church's Forbidden Narratives, the paper contrasts different depths of engagement between academic intellectuals and the social movements which they research.  相似文献

We describe the mental health consequences of United States travel policies affecting Cuban Americans (CAs) with relatives in Cuba and discuss these policies in the context of U.S. domestic politics and the Bush administration's desire for regime change in Cuba. Policies put into effect in 2004 restrict CAs from visiting relatives in Cuba more than once every 3 years, narrowly define family whom CAs can legally visit, and limit the assistance they can provide their Cuban relatives. We share case reports based on qualitative interviews with 53 Cuban Americans that illustrate travel-related psychological distress (TRPD) experienced by CAs in response to the restrictions. We note the difficulties CAs experience in coping with TRPD and the need for political and mental health interventions to address this condition. TRPD is directly related to the government's violation of the human and constitutional rights of CAs to travel freely. It is the responsibility of the state to restore those rights. Human services professionals should oppose TRPD as antithetical to family well-being.  相似文献

In this article, I look at the ways in which gendered national discourses and the discourses of Mapuche resistance movements coerce and construct shamans (machi) and the ways in which machi appropriate, transform, and contest these images. I explore the contradictions between machi’s hybrid practices and their traditional representations of self and why they choose to represent themselves as they do. My interest lies in the ways in which studying gendered representations by and about machi, especially machi’s nonideological political practices, can contribute to current discussions of power and resistance, agency and structure, and the practice of power itself. Recent anthropological work has focused on the particular historical, social, political, and economic contexts shaping how and why indigenous groups decide to protect and promote particular images of themselves. I focus not on the community politics in which machi are involved, but on machi’s public faces in relation to national political figures and Mapuche political leaders such as longko.  相似文献

In economic development nonprofits, the disparity between the nonprofit’s, its donor’s and the poor’s expectations concerning poverty alleviation has been identified as the main reason for ineffective aid delivery. The study at hand contributes to this discussion by following this question: How do the nonprofit, its donors, the supported SMEs, and the poor refer to the nonprofit’s mission of poverty alleviation when negotiating accountability? To answer this question, the study follows the literature on accountability and resource dependency and presents results of an empirical case study on multiple accountability relations between a donor, a development aid nonprofit, its supported SMEs, and the poor living in the environment of the supported SMEs. The results show a pattern we call “resource-based accountability.” This pattern is constituted by the observation that most of the stakeholders tried to meet the expectations of the resource owners with respect to the resource owner’s understanding of successful poverty alleviation. Finally, the paper introduces a hypothesis for further studies.  相似文献

Whether lauded or deplored, transnational organizing among non-governmental organizations (NGOs) generally, and women's NGOs specifically, is recognized as an active player in debates about international economic policy. In this article, I turn attention toward one consequence of women's transnational NGO organizing that has been under-analyzed: the impact that transnational activism has on domestic political organizations and opportunities. The recent increase in activism on gender and policies of free trade in the USA is the product of women's transnational political organizingover the North American Free Trade Agreement (NAFTA). In the case of NAFTA, theoretical insights about the ways that gendered categories undergird the economy were made visible by and through the transnational advocacy in which feminists engaged.And, this article indicates, these transnational advocacy efforts have helped to shift the domestic political terrain of women's organizing in the United States. I argue that as women's rights advocates in the United States were confronted with the realization that the nexus between gender and trade policy was important to many women's rights and feminist activists around the world, they began to question why the gendered implication of trade policy did not hold a comparable place in the US feminist arena. Thus, changes in the domestic political landscape of non-governmentalactivismmay be one of the longest lasting (and most overlooked) consequences of transnational political engagement.  相似文献

In Russia, the shift in career incentives from agriculture‐related jobs to other sectors, even among agriculturally educated students, presents two main challenges to rural labor markets. The first relates to the shortage of agricultural employees. The second concerns difficulties in the school‐to‐work transition, characterized by long periods of unemployment. This article addresses these challenges by studying the career incentives of postsecondary agriculturally educated students, based on data from the Altai region, Siberia (N = 474). We use a logit regression to predict the probability of career transition, given the incentives. We examine whether familial background and life expectations are associated with plans to pursue a career in agriculture within a life course context. The results show that students’ career plans with respect to agriculture vary according to both sociofamilial background and views about one’s life course.  相似文献

Peace movements that challenge national security policies typically remain politically marginal. However, the unusual cases that evince causal linkages among grass-roots activism, public opinion shifts, and a government's decision to change policy suggest hypotheses about the sorts of organizational characteristics and political conditions that can increase movements' prospects for influence. This article considers the case of Israel's Four Mothers – Leaving Lebanon in Peace that in the late 1990s successfully sought to end Israel's war in southern Lebanon. The article adopts a political-mediation model of peace movement outcomes that draws on Giugni's (2004) model of movements' policy impact. It finds support for the idea that when grass-roots activists and their elite supporters among politicians and the media act jointly, they can exert influence on policy outcomes. Anti-war movements led by soldiers' family members may have particularly abilities to shift public opinion against the war so as to create political incentives for office-seekers to end it.  相似文献

How do cultural ideas shape market construction? What do ideas ‘do’ to actors in markets? The paper presents an empirical case study of the reconstitution of the German wine market following an EU legislative intervention. I use Bourdieu's theory of fields to analyse the actors’ economic, social and cultural capitals and the impact of these capitals on the actors’ positioning in the political debate. Sensitised by recurring problems in the empirical data analysis, I then, however, argue that Weber's notion of ideas, as presented in his famous switchmen metaphor, is better suited than, or indeed should serve as a complement to, Bourdieu's frame of analysis. It is better suited, I argue, because it refers to a unique and irreducible source of culture while Bourdieu's capitals remain ‘tools' in a struggle for power and dominance in the field.  相似文献

Explanations for professional and managerial mothers' departure from paid work concentrate on childcare and women's preferences or choices. In contrast, our study, based on in‐depth interviews with professional and managerial mothers in London, shows that women's experiences within hegemonic masculine cultures play a key role. For example, working time norms require these mothers to work exceptionally long hours, to have permeable time boundaries even if they have negotiated reduced working hours and to ‘socialize’ in the evenings. Mothers are limited in their ability to protest or implement creative working time solutions because they feel they must hide their motherhood, which in itself creates tension. Mothers who are seemingly supported to work fewer hours are sidelined to lower‐status roles for which they are underpaid and undervalued in relation to their experience and previous seniority. Unless mothers mimic successful men, they do not look the part for success in organizations.  相似文献
