This article critically examines the World Bank's report entitled The Other Half of Gender: Men's Issues in Development published in 2006. The Bank publication covers a range of topics on men and masculinities, and ultimately argues for ‘men-streaming’ development. Using an intersectional analysis, this article expands upon recent feminist scholarship in the field of Men and Development in order to take a closer look at race, culture and representation. In this article, I demonstrate how the World Bank's focus on the social construction of masculinities in the ‘men-streaming’ report places Third World men into a specific realm of visibility that renders them culpable for a wide range of development issues. In representing African men as homogenous, culturally inferior and individually culpable for the HIV/AIDS pandemic, in particular, the Bank's promotes ‘gender-adjustments’, which obscures the Bank's complicity in a variety of development disasters.  相似文献

The World Bank's newest country‐systems policy, adopted in 2008, allows borrowers to use their national systems to conduct procurement and manage finances for Bank‐funded projects. In principle, it will incentivise institutional reform, increase local ownership, and facilitate donor harmonisation. In practice, its content and the handling of stakeholder input seem to indicate that the Bank's dominant desire has been to preserve its market share. This article demonstrates (i) how deficiencies in the policy may reverse the Bank's work on governance and undercut aid efficiency, and (ii) how its handling of public consultations on the policy ignored the Bank's best practices. It concludes with steps for improving the policy, including re‐opening dialogue with key stakeholders.  相似文献

The World Bank's World Development Report 2006 addresses equity and development, defining equity as respect for equal opportunities combined with the avoidance of absolute deprivation. Equity has up to now remained a marginal issue in development economics. This detailed analysis endeavours to place the subject within the context of the evolution of World Bank thinking and policies. The wealth of the concept is illustrated, the downside being the difficulty in defining it accurately. We also emphasise the gap between the prospects opened up by such an enlargement of development goals and the report's policy recommendations, which are generally merely an extension of the World Bank's traditional analyses.  相似文献

This article examines the role of institutional context in shaping policy agendas through a case study of the World Bank's gender lending in Ecuador. Using interviews with employees and analysis of policy texts I explore the complex institutional location of Bank gender policymakers, identifying two key constraints on their policy output: (1) the pressure to frame gender policy as increasing productivity and efficiency; and (2) the pressure to frame gender policy as producing complementary sharing between men and women. Given that the efficiency constraint has been much debated in feminist Bank scholarship I explicate the complementarity constraint in more detail. Specifically, I argue that the institutional pressure to define gender policy through a complementary focus on couples led poor men to become hyper-visible as irresponsible partners, and as the crux of the gender policy problem. In turn Bank gender policy was focused on efforts to change them, by encouraging their loving attachment to family and willingness to do domestic labor. I see cause for concern in the dominance of these policy preferences, and I consider how to facilitate their contestation in closing.  相似文献

The Paris Declaration embodies the consensus that country ownership of donor programmes is vital, and above all the principle that donors should base their programmes on developing country priorities. The Organisation for Economic Co‐operation and Development (OECD) has assessed the World Bank as performing relatively well against the Paris targets, though not moving towards full compliance. In Sri Lanka and Côte d'Ivoire, however, the Bank pays only lip service to the governments’ priorities. The Paris commitment is swamped by the influence of the Bank's governing Board and its US‐nominated President, its lending imperative and the professional preoccupations of its staff. Real implementation of the Bank's Paris commitment would entail, ideally, a reform of Bank governance and a contractual mechanism for developing countries to hold the Bank (and other donors) to their Paris promises. Less ambitiously, the Bank and other donors may still take limited but precise action to ensure that country priorities are respected and ownership becomes a reality. In the Bank, it might be enough for the Bank's President to make true adherence to the Paris Declaration a personal priority, and to nominate one of his senior managers to follow up.  相似文献

This study criticizes the Supreme Court's current approach to constitutional gender equality and suggests a new type of review for gender-based classifications under the equal protection clause. The debate over acceptable gender classification hsa forced the Court to decide whether distinctions on the basis of gender-specific physical characteristics discriminate on the bsais of gender, whether legislation on the basis of generalized physical characteristics is discriminatory when applied to individuals who deviate from the average, whether states reinforce sex role stereotypes when legislating on the basis of gender-specific physical characteristics, and whether legislation that purports to benefit women actually serves to further inequality. In wrestling with this issues, especially the last, the Court has also been forced to explain both logically and legally why racial classifications are different from gender classifications The purpose of this study is twofold: the first objective is to argue that the Supreme Court should adopt an approach to legally sanctioned gender differentiation that would review gender classifications with the same hostility as racial classifications; related to this is the second objective, which is to show that a strict-scrutiny equal protection analysis is compatible with a special treatment approach for pregnancy benefits legislation. The two tasks will be undertaken by presenting critiques of the Court's current approach to gender equity and by suggesting an alternative direction for gender-based equal protection doctrine, one that will accomodate positive pregnancy legislation.  相似文献

International development agencies have need of sympathetic interlocutors in developing countries who are receptive to and capable of sustainably implementing global policy norms. This article analyses World Bank technical assistance (TA) as a tool used to stack the policy deck in its favour by identifying and cultivating those government officials receptive to its ideas. Pairing its analysis with the policy mobilities literature, the article considers two questions: how does the World Bank locate receptive actors and how does it socialize new actors into accepting its ideas and practices? Observing the World Bank's four main TA pillars, the article reviews the different strengths and weaknesses of these pillars in garnering domestic support. In critiquing the World Bank's attempts to identify and cultivate sympathetic interlocutors, the article provides new insights into the mechanisms that facilitate the transnational movement of policy.  相似文献

This paper explores the theoretical foundations of American sex discrimination law. Traditional legal frameworks have analyzed gender issues in terms of gender difference. Yet, inder this approach, sex-based differences have been both overlooked and overvalued. In some instances, such as occupational restrictions and military service, courts have transformed biological distinctions into cultural imperatives. In other cases, such as those involving pregnancy, sex-based differences have remain unacknowledged and unaddressed. The alternative framework proposed here focuses less on gender difference than on gender disadvantage- on inequalities in the sexes' social status, political power, and economic security. Taking issues surrounding occupational restrictions, protective labor, and maternity policies as representative samples, the paper suggests how a contextual inquiry can usefully shift gender discrimination law from its focus on difference to the consequences that follow from it. For most of this nation's history, the law's approach to gender difference has alternated between exaggeration and neglect. Neglect has been the preferred strategy; the recent cluster of Bicentennial conferences on women and the Constitution is an ironic reminder of the fact.1 When the nation's founding fauthers spoke of "We the People" they were not using the term generically. Although subject to the Constitution's mandates, women were unacknowledged in its text, uninvited in its formulation, unsolicited in its ratification, and, before the last quarter-century, largely uninvolved in its interpretation. Yet, as these recent conferences also testify, such patterns of silence have been broken. Women have found a voice. How we should use it is a question worthy of greater exploration. The following analysis considers a specific set of questions about voice. How we describe the relation between the sexes involves a politics of paradigms that legal decision makers rarely acknowledge or address. For the most part, traditional legal frameworks have analyzed gender issues in terms of gender difference. Under this approach, sex-based distinctions have been both overvalued and overlooked. In some contexts, such as occupational restrictions, courts have transformed biological differences into cultural imperatives. In other cases, such as those involving pregnancy, those differences have remained unrecognized. Recent research and policy advice by international development organizations have, by their own account, sought to reverse a prior neglect of conditions in agriculture and rural areas. In pursuit of this, they have developed a vision of dynamic but incremental development in rural areas, anchored in a smallholder-based and economically diversified market economy. This vision, articulated in the World Bank's 2008 World Development Report and continuing to animate research and policy advice today, presents itself as a solution to persistent poverty in the world's least developed countries. This paper adopts a historical sociological lens to use the case of Japan, in the period from the latter half of the nineteenth century to the opening decades of the twentieth, to assess how realistic this vision is. This analysis shows that the lessons of Japan's experience are chastening for this vision of rural development. The mechanisms of growth in Japan were remarkably similar to those advertised by the World Bank's vision. However, its rural economic dynamism was based on deep socioeconomic inequalities and brought improved material conditions and greater economic security to agricultural households only with excruciating slowness, if at all. Rather than demonstrating the potential of incremental, market-oriented rural development to offer a path towards widespread poverty reduction, Japan instead serves as a warning of this development model's limitations.  相似文献

While prior research has explored how gender frames emotion management processes, little work has specifically examined the links between men's emotion management in a caring profession and theory on masculine emotionality. Stereotyped as less sensitive to their own and others' emotions, male nurses confront unique challenges in navigating the profession's emotional demands. Drawing on men's diaries and interviews, I examine emergent emotion‐based processes that characterize men's emotional labor—the strategies men use to manage their own and patient emotions on the job. In managing their own emotion, men's narratives reveal three distinct strategies: reframing the nurse role, distancing, and relinquishing situational control. In managing patient emotions, they frame control over their own emotions as a means for managing others and emphasize knowledge/education as a strategy for managing patient stress and anxiety. While both male and female nurses may engage these strategies, men's emotion management implicates the simultaneous reproduction and disruption of hegemonic masculinity and the reason/emotion dualisms that undergird the current gender system. Implications for masculinity and emotion management theory, as well as recruiting, training, and retaining male nurses are explored.  相似文献

This article assesses Mexican immigrant women's experiences of isolation and autonomy in three new destination sites in Montana, Ohio, and New Jersey. We highlight six case studies from our cross‐comparative data set of in‐depth interviews and field work with 98 women to illustrate the intersections between contexts of reception and gender relations in shaping women's settlement experiences. We find that women in sites with a concentrated Mexican population and a well‐developed social service infrastructure are relatively autonomous in accomplishing daily activities independent of their relationships with husbands or partners. In contrast, for women living in sites with few social support services, relationships with the men in their lives, what we call their “relational contexts,” matter for women's experiences of isolation or autonomy outside the home. Relational contexts have not been emphasized in previous literature on gender and migration but may be significant in shaping women's experiences across varying contexts of reception.  相似文献

Does the emergent phenomenon of ‘working fathers' herald a process of change in gender relations in Japan? Against the background of the current discourse in Japan about new modes of fathers' participation in the family, the article focuses on the small group of working fathers — men who explicitly organize their working lives around family responsibilities — to examine the potentiality of change. This supposed change in the roles of men (and women), at home and in the workplace, is considered in terms of latency, as a ‘slow‐dripping' process. The qualitative research focuses on Fathering Japan, Japan's leading fathering movement, its ideology, its members and their families. The article offers a critical perspective, juxtaposing gender ideology with practice. Exploring the real‐life experiences of working fathers caught between family and work, especially against Japan's gendered corporate culture, the article also addresses the persistence of gender inequality in Japan.  相似文献

Early theorists understood the family as a key institution in the production of gender and sexuality. In this paper, I trace the development of this line of thought and review parents' role in shaping children's gender and sexuality over the life course. I first describe the three most prominent theoretical frameworks used to locate parents in these studies: psychoanalysis, socialization, and interactional approaches. In doing so, I illuminate the contributions of each theory to sociological thought on children's gender and sexuality while pointing to weaknesses with psychoanalysis and socialization. I then discuss how parents influence children's development and performance of gender and heterosexuality, paying attention to variations based on race, class, gender, and sexuality. Based on the current state of the literature, I suggest that we sociologists should diversify our methodological approaches in this area, attend to how changes in families correspond to changes in parents' role in shaping children's gender and sexuality, and grapple with how children's performances of gender and sexuality influence parents' performances of gender and sexuality.  相似文献

Abstract Routes to economic development attract considerable attention in community and rural sociology. Social scientists draw increasingly on studies of social capital and environmental surroundings as they examine the factors that facilitate and inhibit economic development. However, few empirical analyses exist that analyze the impact of the combination of social infrastructure and natural capital on different forms of economic development such as on industrial recruitment and self‐development. Using data collected from six communities in Washington State, the interaction of a community's social infrastructure and natural capital on industrial recruitment and self‐development efforts is examined. Results suggest that while natural capital positively impacts a community's successful recruitment of outside industries, it is not significant for a community's level of self‐development. However, a community's social infrastructure, measured by the existence of active civic organizations, local businesses that support local community projects, community‐wide fund‐raising capacity, and extra‐local linkages to nearby communities, state, and national agencies, positively affects both industrial recruitment and self‐development. These findings illustrate the need for communities and local activists to carefully weigh their advantages and potential shortcomings when deciding on an economic development strategy.  相似文献

Recent research shows that women faculty members in academia continue to face systemic barriers to opportunity and advancement and that these barriers are particularly strong in science and engineering, and in university administration. University administrators and faculty members, however, have been slow to recognize that systemically gendered barriers will have to be reduced or eliminated in order for women faculty to advance in their careers. One key problem is that many, if not most, leaders in powerful decision‐making roles in universities continue to embrace women‐centred explanations for gender disparities in advancement through the academic ranks. University leaders' lack of recognition of institutionalized gender barriers suggests the need for greater dissemination of research findings (and training) about how systemic barriers operate and why these barriers disproportionately disadvantage women. In this article I first theorize universities as incongruous, gendered bureaucratic structures. I then outline an intervention strategy for enabling university faculty members and administrators to see incongruous, gendered bureaucratic structures and to then use this knowledge to develop strategies for addressing the problem of women's underrepresentation among science and engineering faculty. The strategy described is a case‐study approach recently implemented at a mid‐sized research‐intensive university in the US Midwest. The workshop was part of a broader university programme aimed at transforming the university's cultures, practices and structures in ways that help to enhance the recruitment, retention and promotion of women scientists. I conclude by discussing the benefits and limitations of the case‐study approach as a method for unsettling accepted knowledge about the gendered structures and normative practices of the university.  相似文献

The French state‐levy system of ongoing training at work has not provided greater access for women than the laissez‐faire British system. While headlines figures suggest that women receive more training than men in Britain and that the gap has also closed for well‐qualified women in France, qualitative analysis shows that this does not indicate greater gender equity. The societal effect approach is useful for cross‐national comparison within the sphere of economic organization but must be combined with analysis of the gender order to account for differences and similarities in social reproduction. The case of the insurance industry provides detailed empirical evidence of the issues underlying this, particularly women's availability for ongoing training at work. The situation of women in each country is inextricably linked to a complex interdependence of a multitude of variables, some of which are similar, such as the workings of patriarchy, and some of which are different, such as state configurations of childcare infrastructure.  相似文献

This article examines gender differences in work-to-home conflict (WHC) and home-to-work conflict (HWC) in 10 European countries and considers to what extent such differences can be linked to the institutional/societal context. This study combines the conventional demand-resource approach and an institutional framework on work–family reconciliation policies and gender norms by using data from the European Social Survey. The analyses reveal that work and home demands affect men's and women's perceived conflict somewhat differently, and that the two conflict dimensions are gender asymmetrical and linked to patterns that result from men's and women's traditional home and work spheres. This cross-country comparative analysis shows greater gender gap in perceived conflict in countries with weaker policy support for work–family reconciliation and more traditional gender norms suggesting that individuals' perceptions of WHC and HWC are institutionally embedded.  相似文献

We use intraday aggregate stock market data and an event‐study framework to assess the UK's equity market reaction to the unexpected element of the Bank of England Monetary Policy Committee's (MPC) asset purchase announcements for the 2009–2017 period. We assess the reactions of equity returns and their volatility over various time frames, both preceding and following the MPC announcements. Our results show that the UK unconventional monetary policy shocks have a significant impact on domestic equity returns and volatilities. The strength of this impact depends on the Bank's information dissemination through inflation reports and the publication of the MPC's voting records. (JEL G14, E44, E52)  相似文献

Progress on reducing gender disparities remains painfully slow, despite efforts to identify the determinants of gender pay gaps and specify size and shape. Recent studies highlight the need for a more nuanced account of the way that public policy shapes organizational responses and insights into the types of organizational practices that diminish pay disparities. In response, this research reports on an action research intervention in three large Welsh public organizations, subject to a unique statutory equality duty. Data demonstrate how an evidence‐based gender mainstreaming approach facilitated the development of a ‘no blame’ strategy, which legitimized organizational proactivity through collaborative and empowering change management processes. The research contributes to the study of gender pay gaps by demonstrating that gender mainstreaming, with facilitative local conditions and supportive public policy, shapes action on gender segregation, with particular success in women's low‐paid employment. Conclusions highlight theoretical and policy implications arising from the research.  相似文献

The concept of ‘doing gender’ was placed on the sociological agenda by West and Zimmerman . In their seminal paper published in 1987, they provided a systematic theory of gender as a routine and ongoing process and outlined a distinctly ethnomethodological approach to investigating how gender is enacted, understood and rendered accountable. West and Zimmerman's notion of ‘doing gender’ has subsequently become a central concept in many fields of sociological research, however, upon closer examination although many authors claim to be using the concept – in effect to be doing‘doing gender’– the concept's intellectual roots in ethnomethodology are not always recognised or reflected: in short not all are passing. The purpose of our study is to explore the career trajectory of this concept and to systematically assess the manner in which ‘doing’ has been employed. From a review of 226 journal articles, books, dissertations and association papers, we provide an overview of the uses of this construct and examine the ways in which ‘doing gender’ has been assimilated into current theoretical and methodological practice.  相似文献
