This paper explores current and potential directions in social services' provision for Traveller children, drawing on a Nuffield‐funded study. Many Traveller communities experience harassment, racism and oppression, which create a structural ‘vulnerability’ for children. However, the paper focuses on services for children where structural and family vulnerability interact, and the extent of statutory neglect. After outlining the study, three models of provision are explored. Firstly, crisis response in relation to child protection and youth justice issues has dominated social services' interaction with Travellers, tending to reinforce existing difficulties in relationships between the two. Secondly, family support was the subject of initiatives beginning in the study areas (selected as more engaged with Traveller issues) to facilitate Travellers' access to services, and plan a more strategic engagement with Traveller communities. Thirdly, specialist work was represented both formally and informally in the study, and demonstrated considerable benefits. Lessons from these findings suggest priorities for developing work with Travellers: recognition of Travellers as a minority ethnic/cultural group; inclusion of Travellers in equality policy and practice; training for workers; changes to referral systems; development of community support services; specialist posts; support to, and outreach work in partnership with, voluntary agencies; interagency initiatives; and, crucially, consultation with Travellers. This article addresses the process of translation, necessary in the present social work academic and practice communities, as a form of transformation of knowledge. It is argued that knowledge is transformed in the translation process on the terms set by the language into which it is translated. As the English language is the lingua franca of the present academic and other international communities, it is the English language that sets the criteria for translation. In social work, which is conventionally seen as context-bound, the translation process includes some loss of the original particularities. The Finnish child welfare system is used as an example. It is demonstrated how complicated, if not even absurd, the translations may be. The English terms, related to a different child welfare ideology and history, do not meet the essence of the Finnish welfare-focused child welfare system. Instead of fluent translation, robust translations are suggested as the way forward. The robust, foreign-sounding translations would recognise the context-bound particularities. Yet, the challenge is how to find a communicative balance between fluent and robust translation.  相似文献

This article presents a literature-based critique of the principle of reciprocity in welfare and social work. The norm of reciprocity is in principle an ethical, universal norm related to the whole scope of human interaction. In this article the scope has been delimited to social work and the implementation of a policy of workfare in Norway. Emphasis is given to exploring mechanisms that may explain important characteristics of implementation practices that are not always clearly visible. The discussion includes the dialectics between overarching institutional relationships such as the body of laws and existing policies, institutional practices and the practice of social workers. The norm of reciprocity is analysed as a generative mechanism that sometimes implies problematic aspects requiring critical examination and discussion. By viewing reciprocity as a generative mechanism and as a ‘starting mechanism’, problematic aspects of implementation practices may be better understood.  相似文献

In their effort to increase labour market participation, several EU welfare states are currently confronted with the problem of an ‘off-register NEET generation’, that is, a significant group of unemployed youngsters who do not register with the public employment service (PES) or withdraw early. Their behaviour is puzzling as they risk a penalty in the form of a reduction or a loss of benefits. Combining insights from non-compliance theory and non-take-up theory, this article argues that this withdrawal cannot be fully explained by the calculations of risks, costs and benefits that these youngsters make, nor by problematic attitudes. At least as important are the factors at the organisational level which prevent the youngsters from taking up their rights. An alternative activation approach based on private non-profit social work practice, namely integrated guidance, is proposed in order to improve participation in PES services. The findings are based on a study of nine pilots involving hard-to-reach young unemployed people in Belgium. A triangulation of quantitative and qualitative methods was used to collect and analyse the data.  相似文献

This article details research carried out as part of an MA in Social Research at the University of Leeds (UK). The research was concerned with two key issues: documenting the impact of recent cuts in benefits and services on disabled people; and the role of disabled people’s organisations in responding to this impact. It also explored the use of social media in recruiting research participants. Working with Hammersmith and Fulham Action on Disability, the experiences of 95 disabled people were gathered using focus groups and an online questionnaire distributed via social media. The use of social media to gather participants is something I felt was particularly interesting in relation to disabled people, especially in light of social media’s role in current disability rights campaigns, and a method I feel should be explored further.  相似文献

The federal programme Social City represents a concept that is different from traditional urban planning, social work and local economic development as well as planning concepts in various ways. The developmental processes to be set into motion on the level of city districts:
  • should make cooperation between various sectors and actors a key issue;

  • should encourage them to invest into this cooperation and use the resources to be brought about by their participation and

  • furthermore, the participation of various groups of the local population is foreseen.

Building up the respective institutional premises for this kind of networking and participation is part of the programme. Thereby urban planning and policies in social work and social services are to be brought into cooperation. The paper is based on an evaluative study of such local policy networks as they take place in one of the Länder, Hessen. Central results of the analysis will be presented, and suggestions for the programme's further development as a new concept of governance at the local level include some reflections on its potential for legitimising social work in community building.  相似文献
