Using a national data set of child welfare cases, we asked how parent progress in a case plan was related to four factors: collaborative engagement, child welfare history, parent characteristics, and social worker characteristics. Our secondary analysis employed a sample extracted from nationally representative longitudinal records of 3185 children and their parents. Results of generalized least squares random-effects modeling showed that parent progress was associated positively with five specific variables: collaborative engagement, maintenance of effective working relationship, parent receipt of assistance in achieving goals, parent satisfaction with collaborative engagement, parent Hispanic ethnicity, and child welfare worker with MSW or degree in other major. Associated negatively with parent progress were parent receipt of assistance with obtaining needed services, out-of-home placement, multiple problems, and family income. Practice implications are discussed.  相似文献

Many foster parents are ill prepared to meet the behavioral needs of children placed in their homes. Research suggests they lack training in evidence-based behavioral interventions and feel unsupported by child welfare professionals. Given the complex needs of foster children and increased rates of placement disruption for foster children with behavior problems, implementation of effective interventions is essential. However, little is known about foster parents' receptivity to these types of interventions. In this qualitative study, we examine urban foster parents' perceptions of the specific elements of parent management training (PMT), an evidence-based treatment for disruptive behaviors that teaches parents to improve desired behaviors and decrease oppositional behaviors by rewarding positive behaviors (positive reinforcement) and responding to negative behaviors with mild, consistent punishments such as timeout or a privilege removal. We present data from four focus groups (N = 38). While the questions focused on parent's perceptions of PMT, responses often related to parent interactions with agency staff. Four strong themes emerged from the data. First, foster parents discussed a need for more support and training in how to address children's behaviors, but also had concerns that some PMT discipline techniques would be ineffective based on their past experiences with foster children. Second, they described how staff communication skills and allegations of child abuse could affect parents' motivation to continue fostering. Third, they expressed a need for more detailed information about children's histories and visits with biological families as the lack of information contributed to difficulty in meeting foster children's needs. They suggested that joint training of foster parents and staff in the intervention could improve their ability to work together to support the child's positive behaviors. Finally, parents reported little involvement in child mental health services and doubted the effectiveness of the mental health services their foster children received.  相似文献

This research set out to establish evidence about the scale and impact of and response to parental substance misuse in child care social work teams in a city social services department in England. The article draws on some aspects of the data collected in the research, which includes: a snapshot survey of all child care social work caseloads in the city; group interviews with practitioners and parents in recovery; individual interviews with parents using a pilot project that focused on parental substance misuse. The research provides evidence of parental substance misuse as a key factor that needs greater consideration within child care social work assessments and as an issue to target in developing preventative responses to child welfare concerns. Studies on risk factors and circumstances related to child maltreatment have continuously emphasized the important role of social support. As a result, peer support groups have been gaining attention and recognition in recent years in the field of child maltreatment prevention. However, little is known about the benefits that child welfare–involved parents receive in peer support groups, as well as the distinctive service elements that make these groups successful. By examining child welfare–involved parents’ experiences participating in peer support groups, this study provided a better understanding of the perceived beneficial aspects of peer support groups, specific types of supports offered to and by peers, and unique characteristics of these groups.  相似文献

This discussion paper will examine the lessons from the Munro Review relevant for looked after children. Although the Munro Review focuses on child protection, we will argue that some of its key principles have relevance for understanding looked after childhoods. The Munro Review provides an analysis of the current state of the child protection system, challenging bureaucratised practice and arguing for a reclaiming of professional social work identity, knowledge and understanding. There are three key principles of the Munro Review that this paper will focus upon. The first two are the recognition that risk cannot be eradicated and the bureaucratisation of practice is an inadequate response to the demand for public accountability. The third principle is that ethical integrity lies at the heart of services for children in public care. The key message of this paper is that a Munro approach can transform looked after childhoods. However, the current ‘child protection’ model of social work in England may prevent this shift in social work practice.  相似文献

This article describes the results of two focus groups of immigrant parents who recently experienced child protective investigations in New York City. The purpose of this study was: 1) to hear immigrant parents describe their experiences with child welfare services, 2) to identify barriers to services these parents encountered, and 3) advocate for changes in policy, program, and practice so that public child welfare services can effectively address the special needs of immigrant families, children, and youth. Barriers to child welfare services identified by immigrant parents in this study were caseworker's lack of knowledge about immigration status, cultural misunderstanding, and language access issues. Recommendations for addressing these barriers are offered.  相似文献

The English language term ‘permanence’ is increasingly used in high income countries as a ‘short-hand’ translation for a complex set of aims around providing stability and family membership for children who need child welfare services and out-of-home care. From a scrutiny of legislative provisions, court judgments, government documents and a public opinion survey on child placement options, the paper draws out similarities and differences in understandings of the place of ‘permanence’ within the child welfare discourse in Norway and England. The main differences are that in England the components of permanence are explicitly set out in legislation, statutory guidance and advisory documents whilst in Norway the terms ‘stability’ and ‘continuity’ are used in a more limited number of policy documents in the context of a wide array of services available for children and families. The paper then draws on these sources, and on administrative data on children in care, to tease out possible explanations for the similarities and differences identified. We hypothesise that both long-standing policies and recent changes can be explained by differences in public and political understandings of child welfare and the balance between universal services and those targeted on parents and children identified as vulnerable and in need of specialist services.  相似文献

Successfully engaging clients in the helping process is a critical task for child welfare practitioners. Drop-out and noncompliance rates in child welfare services are high and lead to high rates of removal of children from their families and to eventual termination of parental rights. Although no known interventions guarantee treatment compliance, this review of the empirical literature delineates critical components of engagement in child welfare services. Effective engagement strategies, including service components and caseworker qualities and behaviors, are identified as contributing to the positive case outcomes of treatment compliance, family preservation, and placement prevention. The unique needs of neglectful parents are also examined, with recommendations for practice.  相似文献

This paper critically reviews some key government papers that together largely provide the foundation for the relevant child welfare reforms in England and Wales. The context of this review was to evaluate whether these papers and documents made sufficient reference to improving policies and practices for minority ethnic children and families involved in child welfare matters, given the research evidence from the early 1990s suggesting that such families may experience particular disadvantages or discriminations within the UK child welfare system. The research evidence cited draws upon studies that have considered the experiences of different minority ethnic groups from the point of referrals through to long term services, including those children who have been looked after in local authority care and those families that have been subject to care proceedings. This paper concludes that more is needed under the Every Child Matters agenda to both acknowledge and address the specific needs of minority ethnic children and their families, as identified in the range of studies published post Children Act 1989. This paper reports on the findings of a cross-country comparison of cooperation between services for community mental health and child protection in 11 states. The authors consider the implications of the findings for English practice. When children have a parent with mental health problems, they have needs over and above those of other children. Often these needs are met by the family, but this is not always possible. There are increasing numbers of these children, and they feature disproportionately in the case loads of child welfare professionals, health visitors and social workers. The cross-country comparisons demonstrate the ways in which differences in structures, resources, expectations and attitudes affect professional responses and the experiences of families. The findings provide information on several levels. A comparison of commonalities and differences highlights the problems that are shared across countries, and alternative ways of responding to them at ground level are discussed. The factors that facilitate a good outcome are analysed in relation to English practice and service structures. The research findings are relevant for British social welfare strategies, and the paper highlights the implications of the findings for policy and practice. Over the last 40 years child protection systems in all Advanced Western Societies have been subject to high profile criticisms and regular major reviews. In many respects the Munro Review of Child Protection (2011) in England, is very different to those which have gone before. This paper summarises the main findings and recommendations of The Review and locates it in its immediate policy and practice contexts. The paper also begins to identify some of its possible gaps and challenges and argues that the success of The Review is likely to depend on cultural, political and economic factors well beyond its influence and outlines what these are.  相似文献

This article compares how child welfare workers in Norway and England experience and cope with communication problems resulting from cultural differences. This study is based on in-depth, semi-structured interviews with 53 front-line child welfare workers and draws on social theories that understand communication as a social act. We show cross-country variations in child welfare workers' perceptions of the communicative problems and coping mechanisms. In Norway, social workers think that minority parents' perceptions on children's needs and child-rearing and parents' lack of understanding of the child welfare system were challenging. Social workers in England perceive the physical abuse of minority children as problematic. They are also concerned about carers' fears of social workers forcing majority cultural values on minority families. While social workers in both countries spend more time with minority families, their approaches dealing with communication challenges correspond to their different problem perceptions. Social workers in Norway act as cultural instructors: they focus on the needs of the minority child and instruct parents about Norwegian values and the Norwegian welfare system. Social workers in England are cultural learners: they focus on practising in anti-oppressive ways, while protecting ethnic minority children from physical abuse. Both approaches avoid going into real communication about perceived problems and what a child might need. We also discuss the implications of these findings on social work practice.  相似文献

This paper reports on an Anglo-French project comparing parental experiences of child welfare interventions in both countries; it does not aim to discuss policy implications but to raise questions about the basis on which policies are decided. We explored differences and similarities in the two countries' systems and practices by asking what it is like to be on the receiving end of professional decisions and actions in order to highlight those aspects of our own system that might otherwise be taken for granted. Considerable overlap was found in English and French parental concerns and in the type of professional assistance offered. However, differences in access to this assistance suggest that parents in England are often thrown into relations with social services that may be counterproductive to child and family welfare.  相似文献

The success of recent welfare reforms will depend, in part, on the ability of local welfare programs to meet the child care needs of low-income parents. A key challenge is the integration of targeted child care subsidies into a seamless system for parents who are making transitions between welfare, training, and employment. This article uses data from a one-year panel study to describe program activities and child care use and transitions for participants in a welfare-to-work program. The results suggest that welfare clients were receiving significant child care assistance but services remained fragmented and poorly integrated. Adult clients engaged in multiple, often short-term job preparation and employment activities, and transitions between activities frequently resulted in disruptions in child care arrangements and loss of child care subsidies. Implications for welfare and child care policy are discussed.  相似文献

Effectively engaging parents has been a continuing challenge for child protection workers. A lack of engagement can lead to significant negative consequences for families. This preliminary study explored the ability of family factors (e.g.; legal involvement, history with child protective services, substance abuse, child placement, intimate partner violence, identifying as Black, Latino or biracial) to predict parent engagement with child welfare services. A four dimensional measure of engagement with child protective services (Yatchmenoff, Res Soc Work Pract 15(2):84–96, 2005) was used which included receptivity, buy-in, working relationship and mistrust. The variables of parental substance abuse, intimate partner violence and identifying as Black, Latino or biracial were significant predictors of all four dimensions of engagement although each dimension was predicted by a unique combination of these factors. Substance abuse positively predicted engagement while intimate partner violence and identifying as Black, Latino or biracial negatively predicted engagement. The implications of these findings for child protection practice are described. Recommendations are made for future research.  相似文献

Introducing continental European approaches to UK child welfare practice raises a problem of comparison: to what extent are the problems and issues similar to or different from one country compared to another. Social pedagogues trained in continental Europe and working in English residential care services often encountered the phrase ‘our young people are worse’ from their English colleagues, with the implication that the social pedagogic approach was not suitable for the client group. This paper examines two propositions: (1) that in the context of introducing the continental European approach of social pedagogy into children's residential care services in England, young people are ‘different’ in England compared to other European countries and (2) that the placement options and practices for young people living away from their birth parents in continental European countries differ from those in England. Using data from a five nation study of young people from public care backgrounds, the paper argues that while family backgrounds are remarkably similar there are marked differences in the child welfare systems that might account for the perception that young people in care are ‘worse’ in England.  相似文献

Rates of pregnancy and parenthood among current and former foster youth are two to three times higher than non-foster youth peers. Repeat pregnancies among young mothers aging out of foster care also occur at higher rates than peers not involved with the child welfare system. Furthermore, mothers aging out of foster care demonstrate high levels of parenting stress and risk for child maltreatment. Indeed, this population is in significant need of help; however, beyond anecdotal evidence, little is known about the needs and day-to day experiences of this population. In order to tailor interventions to meet the needs of parents aging out, the perspectives of stakeholders must be taken into account. Using qualitative data gathered from separate small group interviews with parents aging out and service providers, this study examined participants' perceptions of parents' daily experiences, strengths, and needs. Findings indicated that parents aging out face overwhelming adversity and stress with little outside financial, emotional, or parenting support from family or friends. Yet, parents also expressed motivation to be good parents, resilience, and the desire to gain effective parenting skills. Although similar themes arose among parent and provider interviews, perceptions differed. Parents expressed hope and optimism in providing for their children while providers expressed systemic failure in preparing parents for independent living. Based on these findings, we conclude that parenting interventions specific to parents aging out may need to address three fundamental and key components: basic needs, social support, and effective parenting techniques.  相似文献

The purpose of this study was to examine the three most common types of caregivers in the child welfare system (birth parents, relative caregivers, and foster parents), an active child welfare case, caregivers' endorsement of barriers to mental health services and mental health service use by caregivers for the children under their care. The sample consisted of 430 dyads (caregivers and their children). Results indicate that an active child welfare case, provider characteristics, and accessibility of services predicted mental health service use for children. Implications for the child welfare and mental health systems are discussed.  相似文献
