政府创新社会管理新方式的对策研究——以上海为例

随着社会经济的发展,政府面临的社会管理形势越来越复杂和严峻,过去＂运动式＂、＂突击式＂的简单化管理方式越来越难以为继,特别在处理一些社会顽疾以及涉及公共利益的具体问题上,这些方式往往还会进一步激化社会矛盾。目前,国内外一些地区在处理社会管理相关问题上,尝试采取政府与民众直接沟通等方式,积极问计于民,取得了一定的经验。因此,如何借鉴国内外相关经验,进一步创新相关体制机制,探索政府管理新方式,是上海面临的重要任务。本文从系统科学的视角出发,共分六个部分,深入研究了政府社会管理职能和边界、梳理总结了国内外政府进行社会管理的有益经验、分析了上海政府在社会管理领域存在的主要问题、提出了政府社会管理的总体思路和可操作的改进对策建议。     

非常声音

十七大文件里面提出来以改善民生为重点的社会建设，这重点是讲两个方面，一是社会事业的建设，另外一个就是收入分配、就业的建设。十六届六中全会全面构建了社会主义和谐社会总体的目标框架，所以要以改善民生为重点。我想今后的社会建设将是一个很重要的方面，就是构成社会建设的一个体制。所以，我想是不是可以这么说，今后一段时间要像搞经济建设那样把社会建设搞起来，这样才会有一个完善的经济社会相协调的社会体制，使我们整个国家能够实现社会和谐。     

论加强社会领域地方立法

社会领域立法和社会法是不同语境下的两个概念。要在和谐社会建设这个大战略背景中认识＂社会领域立法＂,在中国特色社会主义法律体系的建设进程中认识社会领域立法,在与＂社会法＂比较中认识社会领域立法。加强社会领域立法离不开政府积极作为,这是由＂社会权＂是积极人权决定的。加强社会领域立法需要利益矫正和财政支持,这是由社会领域立法追求＂矫正公平＂的价值理念决定的。地方立法工作者要加强为民立法的责任意识,尽快完善社会建设立法框架并形成特色。     

关于完善上海社会管理体制的对策研究

完善社会管理体制,提高社会建设和管理水平是构建社会主义和谐社会的一项重要任务。本文在对上海社会管理和社会发展中所面临的主要问题进行分析的基础上,研究了社会管理体制改革面临的形势与发展趋势,提出了完善上海社会管理体制的对策措施,尝试为上海社会经济的长期可持续发展提供社会学视角上的理论支持。     

关于社会管理框架中的人口管理创新的理论思考

转型期的中国处于人口问题的聚集期和凸显期,更是人口发展的关键期,经济发展和社会建设面临的重大问题无不与人口密切相关。现阶段,社会管理框架中人口管理的基础性、先导性和全局性的地位和作用愈发突出。“在社会管理框架中突出人口管理的创新”这一重大的现实主题是统筹解决人口问题,切实提高社会管理科学化水平的历史选择,更是建设服务型政府,推进和谐社会建设的必然要求。如何在社会管理框架中客观认识人口管理的创新,确定现阶段其内涵、任务、特点和作用具有相当的重要性和紧迫性。     

上海“新二元结构”问题的成因和缓解思路

上海是我国外来务工人员集中导入地区之一,＂新二元结构＂引发的社会问题较为突出。＂新二元结构＂是我国城市化进程中新出现的一种社会现象,它是在我国户籍制度基础上,城市外来务工人员因体制因素和自身因素的交织作用,导致其在经济、社会、文化等福利获取方面与城市居民之间存在较大差距而形成的社会群体分隔的社会现象。上海＂新二元结构＂产生了一系列社会问题,这些问题的形成和显性化意味着上海经济社会结构转型正面临着新挑战,如何回应这些问题成为上海现阶段亟需破解的重大社会课题。     

我国社会组织建设的困境与对策分析

虽然近年来，我国社会组织建设已取得很大成就，体系日益成熟，管理逐渐科学。但我国社会组织建设仍然处于发展的初级阶段，面临着管理体制不完善、独立性不强等诸多问题。加强顶层设计、完善机制建设、培育重点社会组织和增强独立性是解决这些问题的有效手段。

中国当代的体育人文精神正处于文化的构建之中,市场经济体制的建立对体育人文素质的建设和发展提出了许多急需解决的问题,体育人文素质在社会发展进程中面临着重大的挑战与机遇.     

论我国当前加强和改善社会组织建设的关键环节

社会组织的发展及其功能的充分发挥对于我国社会主义和谐社会建设具有重要作用,应大力促进社会组织的发展。但我国社会组织发展还存在很多不足和问题,主要问题一方面是其内部资源能力不足,另一方面是其管理和监督机制不完善。为了促进社会组织的发展,应进一步厘清对社会组织的认识,转变对社会组织态度,并抓住重点大力推动社会组织的建设与发展。为此,从四个方面讨论了当前大力发展社会组织的意义,提出了应该从四个方面进一步转变对发展社会组织的态度和观念,在此基础上提出并论证了当前我国应如何在体制机制建设、能力建设和管理体系建设三个重要方面加强和改善社会组织建设。     

居家养老的社会支持研究

人口老龄化是一个全球性的发展趋势,而中国伴随着经济发展、社会变迁、家庭结构以及传统道德观念的变化等使传统养老面临严峻的挑战。本文提出通过社区建设为传统居家养老提供相关社会支持,完善居家养老的社区有效支持,更好解决居家养老相关问题。     

放大世博效应，加快社会建设——2010／2011年上海社会形势研究报告

2010年上海世博会的成功举办,不仅大幅提升了上海在国内外的影响力和辐射力,推动了上海产业结构转型和城市功能提升,而且有力地促进了社会建设。展望2011年,上海将迎来“十二五”与“世博后”的开局之年,全球经济复苏仍面临严峻挑战,国内宏观政策继续从紧,新历史条件下社会矛盾与风险不断涌现累积,上海加快社会发展的困难将更为突出。对此,迫切要求上海进一步放大世博效应,大力改善民生,努力加快社会建设步伐,为城市全面转型提供坚实社会支撑。     

Living apart together

Traditionally, marriage has been the social institution for couples that have been together for a long period. Some decades ago a new social institution appeared in the Western world: non-marital cohabitation, although this was slower to be accepted in some countries than in others. Living Apart Together (LAT) relationships, are a new phenomenon which seems to have the potential of becoming the third stage in the process of social change. In contrast to couples in commuting marriages which have one household in common, couples living in LAT relationships have one household each. We discuss some data on the frequency of LAT relationships in Sweden and Norway as well as some varieties of the phenomenon. Our analysis suggests that the existence of cohabitation as a social institution, alongside marriage, is a necessary precondition for LATs to be recognised as a social institution. LAT relationships could not exist unless a preceding social institution of cohabitation also exists.     

上海新型社会组织发展策略研究

新型社会组织因其是现阶段社会组织中最活跃的部分而备受关注,通过剖析上海新型社会组织发展面临的问题,借鉴国内外在社会组织培育和监管的经验,从外部环境、管理机制、财政配套、队伍建设、平台建设等方面提出促进上海新型社会组织发展的对策建议。     

加快完善上海城乡基本社会保障机制研究

本文以促进上海城乡社会保障协调发展、提高上海社会保障效力为目标,研究完善上海社会保障机制的方法和策略,在对上海现行城乡社会保障机制进行现状评估的基础上,重点从三个方面进行突破：一是对上海社会保险项目重新进行目标定位、对覆盖的人群进行重新界定,进而对上海社会保障体系进行“顸层设计”,提出完善的上海城乡社会保险制度体系及内容;二是着重探讨上海社会保障城乡待遇的合理梯度和各基本社会保险项目之间的衔接机制,以探寻实现社会保障目标模式的路径及其手段;三是提出“十二五”时期上海市城乡社会保障机制建设的主要目标、任务,以及实现目标任务的时间表和保障措施,以期为政府决策提供咨询和参考。     

Social work education crossing the borders: a field education programme for international internship

The demand for setting international social work education standards are on the rise. The increased prospects of global exchange in teaching learning process initiated by different international universities, as a part of their agenda for international collaboration and cross cultural immersion in the profession are major impetuses for the same. Social work interns who participated in international exchanges appreciated the need for knowledge of global priorities and strategies to advance social work education, research and skill development for practice which also has lead to future collaboration between the institutions in these areas. But there are many challenges for the intern as well as the institutions involved, which should be integrated during different phases of the exchange process. This requires meticulous planning from the part of host institution. This paper focus on the need for international social work, the challenges involved in international internship and the process and content of field education provided to the international students based on experience of the author. The intention of the paper is to propose a general model of international field education, which may be mutually shared and agreed by the home institution as well as the host institution.     

Schools of Social Work Contribution to Community Partnerships: The Renewal of the Social Compact in Higher Education

ABSTRACT

Embracing the concept that the social compact between university and community can provide a cornerstone for true social change. This article details how partnering with outside organizations in collaborative relationships can help fulfill higher education's obligation to educate for the good of a democratic and learned populace. Often the social conscience of a university, schools of social work can serve as leaders in the development or facilitation of university and community partnerships to address or intervene in areas of social need. One research institution of higher education provides successful examples.     

Preparing Social Work Students to Practice in Diverse Communities through Difficult Digital Dialogues

This study discusses the qualitative lessons learned from a joint social work difficult dialogue education project undertaken by students from a historically Black college and university (HBCU) and those from a predominantly White institution (PWI). The assignment utilized critical pedagogy as a guiding theory to facilitate difficult dialogues about diversity, privilege, and difference through social media and technology. Qualitative data analyzed from the project points to the usefulness and challenges of using social media and technology in facilitating difficult dialogues as well as the need to train students more purposely in the effective use of social media and technology during their education in order to prepare them for practice.     

Family is NOT an institution: distinguishing institutions from organisations in social science and social theory

This paper addresses the use, and potential misuse, of the ‘institution’ as a key concept in sociology. The concept of the ‘institution’ is interrogated using ‘family’ as an example and new institutional economics (NIE) as a crucible. The sociological understanding of family as an ‘institution’ is challenged by the distinction between ‘institutions’ and ‘organisations’ in NIE. The blurring of generic non-sociological terms with critical sociological concepts causes confusion between institutions and organisations. This is highly problematic for understanding social change in increasingly complex systems. I conclude that the contextual embedding of sociological concepts remains important to the appropriate use of the term ‘institution’ in the social sciences.     

探析“隧道效应”在社会治理中的应用

当前在我国经济社会发展不平衡的背景下,社会治理已经并将长期面临新的形势和新的挑战。在这些挑战和问题面前,我们如何通过对我国社会治理状况的深入分析,深化对社会管理规律和特点的认识,不断地进行理论创新,找到建设中国特色社会治理体系应遵循的基本原则,探索适合我国国情的社会治理体制机制,提高社会治理的能力和水平。本文从一个经济学的概念——"隧道效应"出发,将其引入到社会治理的研究中来,分析"隧道效应"发生背后的文化逻辑,并从社会的角度来分析这种正的隧道效应是否可以持续及其政策建议。     

网络舆情与城市社会管理的关系模式初探

在城市社会管理的语境中,网络舆情就是公众通过互联网就城市相关的公共问题和社会管理者所表达的意见、态度的总和。本文分析了城市社会管理中网络舆情的特点,并结合实际案例,提出网络舆情与城市社会管理具有刺激、沟通和邀约三种关系模式。在此基础上笔者认为城市社会管理应在平台、主体和制度三方面进行创新。
