A survey of retired professional Israeli social workers found gradual withdrawal from paid work and increased participation in social welfare volunteer work. Their satisfaction with retirement in general was related to their income and health status; their satisfaction with their retirement activities as a retired social worker was also related to their income and health, plus related to their work status. This study explored retirement and the work life experiences of working-class women. Ninety-nine black and Caucasian women ranging in age from 66 to 84 were administered a telephone questionnaire assessing why they retired, and why they returned to work after retirement. Most compelling among the findings from this research were low earnings status and its lasting effects on psychological, physical, social, and economic well-being during retirement. Furthermore, occupations segregated by sex were associated with discrimination and low pay. A work life spent in sex segregated jobs, along with discrimination, left most of the working-class women with an economically insecure retirement. This resulted in women returning to the work force after retirement to supplement their income.  相似文献

Although trade unions focus on the labor force, they are important for the retirees as well. In Germany there are three main reasons for this importance. 1) Quite unintentionally, the unions - with 1.7 million retired members - have become one of the largest old-age organizations, 2) In a corporatist work and welfare regime such as Germany, the unions are one of the key actors not only in labor market policy but also in social policy, including the generational contract of old-age security. 3) The unions potentially link the retirees to the sphere of work, and thus to the concerns and conflicts of the work society. In an aging society, the saliency of such a link between work and retirement is increasing. On the one hand, with their active membership decreasing, unions are compelled to turn also to those who have retired from work to maintain their organizational strength. On the other hand, the retirees have a greater interest in union activity. By calling for a larger share in union affairs, they present the unions with an organizational dilemma. This article discusses the practice and potential of the link between unions and their older members from both perspectives: from that of the unions and their interest in the retirees and from that of the retirees and their interest in maintaining membership. Our empirical basis is a multi-level study of unions and old-age politics in Germany, including some steps towards comparison with other European countries. The study focuses on the German Metal Workers' Union - with its 3 million members the biggest single trade union not only in Germany but in all the Western world. After introducing our approach, we follow the three points outlined above. We begin by examining the evolution of the membership share of retirees in the unions. Secondly, we discuss the role of the unions in the corporatist system, especially with respect to policies concerning the elderly population. The third point, the link between retirement and the work sphere, is treated by first looking at the organizational supply of union activities for the elderly population, and then at the demand by elderly members. Finally, we briefly address the possible directions for the future, especially with regard to models of organizational representation.  相似文献

This study investigated how traditional and new social risks have emerged in South Korea and how policies have coped with them, focusing on the public pension program. Using national statistics data and publicly published government reports, factors such as marital status, economic activity, and the insurance trend of the public pension by age and gender for the last decade were examined. Main results are as follows. Women's labor force participation has slightly increased; however, career discontinuity remains and new family risks have increased. Second, women's public pension coverage as a percentage of the employment rate has substantially increased, implying that old labor market risks have largely been reduced for female workers. Third, the public pension insured rate among male workers has decreased to a small degree, which implies that new labor market risks are increasing for male workers. Consequently, the gender gap in risk has been reduced; however, policies established to deal with new risks have introduced some gender effects  相似文献

This paper examines how defamilization and familization measures can affect women's capacity to accumulate pension income and their subsequent standard of living after retirement. Firstly, it highlights the concepts of defamilization and familization and discusses the potential of these measures in assisting women to save pension income through the “commodification” and “decommodification” of labor. Secondly, it examines the major pension policies and examples of defamilization and familization measures in Taiwan. It shows how the current limited provision of such measures could create “double jeopardy” for women, affecting access to paid employment or resources to enable women who wish to undertake caring responsibilities to do so, ultimately impacting their capacity to accumulate pension income. Thirdly, it suggests ways to strengthen defamilization and familization measures in order to enable women to accumulate sufficient retirement income on the basis of three preconditions: policy attention to the reciprocal relationship between familization/defamilization measures and pension schemes for women; a recognition of differences between women in their preferred strategies to accumulate pension income; and an emphasis on a life course perspective to understand the double jeopardies faced by women in saving for retirement.  相似文献

As in other western industrialised countries the structural ageing of the Australian population has significant labour market implications. Government has responded with a range of policies to persuade older workers to abandon early retirement and/or remain in the workforce past traditional retirement ages. But whether this generation of workers will be prepared to change their retirement plans in response to policy encouragement, and whether current policy measures will translate into significant numbers of older workers extending their labour force participation is uncertain. Using the Australian Survey of Retirement Attitudes and Motivations (ASRAM) a recently completed, nationally representative survey of Australian workers aged 40 – 59 years we find that while the Government message about working longer is getting through, older workers are relatively unresponsive to current policy measures. Other policies, especially policies outside the financial realm, are needed to maximise the number of older Australians in the labour force.  相似文献

本文以国家统计局公布的1992—2003年中国资金流量表为基础,从收入分配和部门储蓄倾向两个方面对居民、企业和政府等国内三个部门的储蓄率进行了比较分析。我们发现,尽管居民部门的储蓄率最高,但是,自1992年以来,它实际上呈逐步下降趋势,其主要原因在于居民部门获得的劳动报酬、财产收入和再分配收入均有所下降;企业储蓄率呈现缓缓上升趋势,主要原因并不在于企业盈利能力的提高,而在于其主要支出——对居民部门的劳动报酬支出和利息支出长期被稳定在较低的水平上;政府储蓄率在经历了上个世纪的低位徘徊之后,于2000年以后急剧上升,其主要原因在于,通过初次分配和再分配,政府的可支配收入在国民收入的分配中占据了越来越大的份额,同时政府部门的储蓄倾向也在不断提高。本文的政策建议是:为了实现以提高国内消费率为核心的经济发展战略,我国的经济运行应全面转向以改善收入分配结构、提高居民收入为重点的轨道上。为达此目的,加速财政政策向公共财政转型,增加公共支出和对居民的福利支出,在提高劳动生产率的基础上提高企业对劳动者的支付水平,应成为今后我国宏观调控的长期任务。  相似文献

Estimates of effective retirement age based on labour force participation rates are commonly used for actuarial experience review and policy development. However, the transition from work to retirement and the socio‐economic environment have evolved over the years, influenced by a growing role for gradual retirement and the labour market impact of the 2008 economic crisis. Rather than focusing exclusively on retirement ages based on labour force participation rates, this article presents complementary estimates of retirement ages to better assess the effective retirement age from employment. It also introduces the concept of retirement from full‐time employment, showing that the retirement age from full‐time employment is systematically lower than the retirement age from employment. The results reveal that the trend towards an increase in the retirement age has been impacted by economic conditions when considering the effective employment of older workers. Results are presented for different Member countries of the Organisation for Economic Co‐operation and Development over the period 2005–2015.  相似文献

Most advanced industrial societies are confronting serious economic recession, and governments are seeking ways to stimulate economic growth and reduce government expenditure. For many countries these problems are compounded by aging populations and demographic changes. There are fewer people in the workforce, and more people in older age groups live longer and have increased expectations for retirement lifestyles. The result has been that many governments are radically transforming their systems of retirement income provision, often causing political, economic and social upheaval and widespread public anxiety. Australia is one country in which there have been huge changes in the retirement income system in the past 5 years. The system has been substantially privatized, and future retirement income will come from statutorily enforced earnings-related individual savings accumulated in decentralized private funds. Australia's new retirement income regime bears extraordinary similarities to the Finnish system of employment-related pensions, yet there was no reference to the Finnish system in the evolution of the new Australian system. There are lessons for Australia and for other countries in the long and successful operation of the Finnish pension system. This article first examines Australia's retirement income system, recent government policy changes and likely implications of these retirement policy changes for the future of Australia's traditional welfare state. Cross-national comparisons of the retirement income regimes in Finland and Australia, identifying international best practice in each country, comprise the second half of the article. Such comparisons will be of interest to policy-makers seeking new policy directions.  相似文献

The unprecedented aging of the world's population challenges many institutions, including labor markets and public pension programs. This study was conducted to survey expert opinions regarding conditions and policies that affect employment of older adults. Eighty-nine respondents from 26 nations responded to an Internet survey regarding their own experiences with the aging labor force; factors that encouraged or discouraged labor force participation of older adults; and government responses to these issues. Respondents identified barriers to employment of older adults and described their governments' responses. Findings illuminate a range of current policy options and suggest possible opportunities for innovation.  相似文献

The objective of this paper is to establish and apply a set of characteristics or benchmarks for a nation's total retirement income system to be considered equitable. It must be stressed that the suggested characteristics do not, by themselves, design a national retirement income system. Indeed, it is recognized that the political, historical, economic and cultural context of each country will always influence such designs. However, this paper will demonstrate that different designs of national retirement income systems are not equally effective when subjected to these equity criteria. Hence, in putting forward these characteristics, the aim is to develop clear distinctions between equitable and inequitable national retirement income systems.  相似文献

OBJECTIVES: The present study investigates the role of a disadvantaged background, the lack of social connectedness, and behavioral problems in channeling young men to the opportunities of the all-volunteer military instead of to college and the labor market. METHODS: Data from three waves of the National Longitudinal Study of Adolescent Health in the United States. The analytic sample consists of 6,938 white, black, and other males. RESULTS: The greatest likelihood of military service versus college and the labor force occurs when young men of at least modest ability come from disadvantaged circumstances, experience minimal connectedness to others, and report a history of adolescent fighting. DISCUSSION: Findings suggest the importance of access to post-high school education and worklife opportunities as a military service incentive for less advantaged young men in the all volunteer era.  相似文献

This study investigated the relationship of psychological distress to mothers' perceptions of their 3- and 4-year-old children using data gathered from a sample of 111 single employed black mothers with low income. Findings revealed that parenting a boy child was associated with higher levels of depressive symptomatology, which, in turn, was associated with more negative perceptions of children, especially boys. However, higher educational attainment appears to mitigate the effects of psychological distress on young black children, regardless of sex of child and the extent of the mother's involvement in the paid labor force. Implications for policy and future research are discussed.  相似文献

Using a large panel dataset, this article investigates the degree of, and explanatory factors for, income mobility amongst the elderly in Sweden during the 1990s. It contributes to literature on welfare indicators for the older population as it supplements the welfare picture of the income adequacy with insights into income certainty during old age. Our methodological approach is to work with the administrative register data for Sweden, and this allows us to use a reliable record of incomes for a large sample of the elderly. Results for Sweden-born and foreign-born elderly persons are analysed separately and compared with corresponding groups of people of working age. Not surprisingly, nearly all of our results indicate that the income of the older population is more stable than that of the working age population, and upward income mobility is not as usual among the elderly as among other groups. The multivariate regression analyses identify several explanatory factors affecting those elderly who experienced income mobility. Most importantly, the death of a spouse increases the probability of downward income mobility, particularly amongst women. These and other findings of this research point to triggers of income poverty in old age that should be taken into account in policies concerned with the level and indexation of retirement income of future pensioners.  相似文献

Race and gender are strong predictors of asset ownership including home ownership, self-employment and interest, dividends and rental income. Yet, seldom have the two concepts been linked in the sociological literature on wealth and wealth inequality. Additionally, potentially important determinants such as business income have often times been excluded from the analyses despite findings suggesting that business income may be an important indicator for racial and minority groups who would otherwise be relegated to employment in low status jobs in the secondary labor market. Using data from the Census 2000 Supplementary Survey (C2SS), this study examines the following research questions: (1) Are their racial differences in the relative odds of home ownership for non-married black and white females? (2) What roles do business income and interest, dividends and rental income have on predicting the likelihood of home ownership for non-married black and white females? (3) Are the determinants of home ownership different for non-married black and white females? Significant racial differences in the likelihood of home ownership exists with regards to education and labor force participation, and business income and interest, dividends and rental income are significant indicators of home ownership for both non-married black and white females.  相似文献

As the social security program comes under increasing financial pressure in the coming decades, the federal government will encourage elderly people to continue to work. Data from the Social Security Administration indicate that earnings are already a sizable component of retirement income. But there is public concern about how women and minorities will fare economically in this changing policy environment. To what extent can women and minorities keep earning money after they reach retirement age? This article presents the results of a study that investigated the postretirement earnings, relative to the preretirement earnings, of women and minorities, and compared the results with those for men and whites. The major finding, based on regression analyses, was that women's postretirement earnings, relative to their preretirement earnings, were greater than those of men. Furthermore, the regression results indicate that nonwhites' postretirement earnings could not be predicted by their preretirement earnings or by any of the independent variables used in the study, including age, gender, education, marital status, number of children, occupation, and preretirement earnings.  相似文献

What are the current and future trends in age structure in China as it relates to labor force and retirement? And, what is the impact of the one-child policy on these trends? A trend analysis identifies that as the parents of the one-child family age, China will have an older population, proportionately, with a smaller middle-aged population to support them in the traditional manner, unlike previous generations. A burden will be placed on the working age population as the one-child generation will have to help support two parents if single, and four parents if married, particularly in urban areas. This will also impact rural areas where formal systems of elderly support are not yet fully developed. In terms of labor resources, the elderly may be better supported in old age if they stay in the labor force for a longer period. However, younger workers need employment, while the old must work to offset the lack of formal support, and the potential decline in intergenerational family support due to the changing age-structure. The challenge facing policy-makers is to bring about a balance between employment patterns and support between generations.  相似文献
