ABSTRACT

Foucault’s [2008. The birth of biopolitics: Lectures at the collège de France 1978–1979. New York, NY: Picador] lectures on neoliberalism present a powerful challenge to the Marxist critique of capitalist work as alienating and dehumanizing. Foucault suggests that neoliberalism allows work to be seen in terms of an individual’s pursuit of personal happiness. Seminal cultural theory in Hoggart [1957/2009. The uses of literary: Aspects of working-class life. London: Penguin] and Williams [1961. The long revolution. London: Chatto & Windus] view working-class culture as a matter of tacit rules and a ‘structure of feeling’ that permeates everyday life. Adorno’s critique of the capitalist ‘culture industry’, by contrast, suggests that a culture of neoliberal capitalism would be an oxymoron. This perspective is self-defeating, I argue, as we then essentially give up the task of understanding how neoliberalism translated into a pervasive social psychology. Following Richard Sennett’s [2008. The craftsman. New Haven, CT: Yale University Press; 2012. Together. New Haven, CT: Yale University Press] work on craft and cooperation, I examine some elements of such neoliberal culture. Across many contemporary cities, there is a clear trend of local small-scale production that stands at odds with the aesthetics if not the underlying reality of the globalized economy. This suggests that utopian counter-currents to neoliberal governance are better drawn from reconfiguration rather than abandonment of work.  相似文献

ABSTRACT

This article examines anxiety, arguing that it is a systemic feature of neoliberalism which regenerates the economy and acts in a conservative manner, thereby effectively preventing social change. Anxiety is explored using psychoanalytic theory to extend Foucault’s conception of neoliberal governmentality as proposed in his lectures on neoliberalism at the Collège de France. Relying on Foucault’s notion of governmentality as an analytic perspective, this article does not present the economy or the state as the origin of power in neoliberalism. Rather, these are seen as mediums of power, whereas the anchorage point of power relations is understood to be a particular form of governmentality. In neoliberalism, this anchorage point of power is largely supported and strongly characterised by anxiety. While examining the psychic life of power in neoliberalism, I avoid positioning and thus analysing anxiety either on the individual or the macro level of society. Rather, showing that anxiety exposes the weakness of such clean divisions, it is argued that neoliberal subjects are nowadays governed through anxiety.  相似文献

ABSTRACT

In this article we argue against influential analyses of neoliberalism that prioritize variegation and the role of ideas as key theoretical foci relevant to understanding neoliberalism’s diffusion into myriad national and political settings. Rather, we contend that crucial to understanding neoliberalism is the role of politically-produced convergence around market rationality that reflects two core processes: the reorganization of production and the ascendency of financialization. We present a theorization and analysis of neoliberalism’s political production and diffusion over time, explaining its contested evolution and impact across diverse settings (both ‘North’ and ‘South’) and emphasizing its ever-intensifying symbiotic relationship with the consolidating world market in which the former has increasingly come to serve as the latter’s operating system (OS). Further, we posit that neoliberalism’s form, function and impact demand analytically prioritizing the leverage of constellations of ideological and material interests within the contradictory context of consolidating relations of production and financialization. Our analysis thus challenges many previous expositions of neoliberalism for their failure to locate neoliberalism’s manifestation as arising out of social conflict within particular junctures that privilege certain social forces and ideas over others. We also distinguish our position by highlighting how manifestations of neoliberalism in various settings have combined to yield a greater world market in which variegation has gradually given way to ever-intensifying disciplinary pressures towards market-policy conformity (mono-policy). While current populist movements may well turn out to be important counter movements to neoliberal hegemony, especially if they can internationalize, the disciplining effect of the world market renders many nationally-oriented policy alternatives costly and politically fraught.  相似文献

ABSTRACT

After the financial crisis of 2007–08, many commentators, adopting a broadly Polanyian logic of reasoning, expected a departure from neoliberalism. The failure of this shift to materialize has typically been accounted for in ‘exceptionalist’ terms: the persistence of neoliberalism is understood not as a function of a specific legitimacy it has itself engendered, but in terms of external interventions by elites who manage to ‘capture’ executive and regulatory institutions and so to bypass democratic pressures. This paper argues that such an approach underestimates the endogenous sources of legitimacy and resilience that neoliberal governance commands. It criticizes the idea that neoliberalism is at its core dependent on a Schmittian exceptionalism and suggests a perspective on Hayek's articulation of neoliberalism that dissociates it from such an exceptionalist approach. The article proceeds to interrogate the rationality of neoliberalism by examining its distinctively secular temporal logic, rooted in speculation, preemption and reaction.  相似文献

This paper draws on the writings of Michel Foucault, in particular his lectures on biopolitics at the Collège de France from 1978–79, to examine liberalism and neoliberalism as governmental forms that operate through different models of surveillance. First, this paper re‐reads Foucault's Discipline and Punish in the light of his analysis of the art of liberal government that is advanced through the course of these lectures. It is argued that the Panopticon is not just an architecture of power centred on discipline and normalization, as is commonly understood, but a normative model of the relation of the state to the market which, for Foucault, is ‘the very formula of liberal government’. Second, the limits of panopticism, and by extension liberal governance, are explored through analysis of Gilles Deleuze's account of the shift from disciplinary to ‘control’ societies, and Zygmunt Bauman's writings on individualization and the ‘Synopticon’. In response to Deleuze and Bauman, the final section of this paper returns to Foucault's lectures on biopolitics to argue that contemporary capitalist society is characterized not simply by the decline of state powers (the control society) or the passing down of responsibilities from the state to the individual (the individualization thesis), but by the neoliberal marketization of the state and its institutions; a development which is underpinned by a specific form of governmentality. In conclusion, a four‐fold typology of surveillance is advanced: surveillance as discipline, as control, as interactivity, and as a mechanism for promoting competition. It is argued that while these types of surveillance are not mutually exclusive, they are underpinned by different governmentalities that can be used to address different aspects of the relationship between the state and the market, and with this the social and cultural logics of contemporary forms of market capitalism more broadly.  相似文献

ABSTRACT

There is an increasing consensus that, across the globe, austerity policies have often relegated fiscal pressures from the state to the urban scale. These are sometimes discussed under the label ‘austerity urbanism’. This article explores urban authoritarian neoliberalism through an examination of spatial and scalar manifestations of neoliberal restructuring. It asks how austerity urbanism’s rescaling takes effect in spatially variegated ways in the intermediate city of Oaxaca in Southern Mexico. I argue that Oaxaca’s austerity programmes and its rescaling of security provision are two intertwined, rather than parallel, processes. The paper builds on and aims to advance the authoritarian neoliberalism literature by linking it to literatures on the postcolonial Latin American state and urban studies. The article makes two contributions: first, it identifies and carves out multi-scalar aspects of authoritarian neoliberalism (by speaking to the urban realm); second, it contributes to the authoritarian neoliberalism literature on the ‘South’. Hence, the aim is to reveal the multi-scalar aspects of authoritarian neoliberalism and to illustrate its explanatory power in the global South.  相似文献

ABSTRACT

Written originally on the seventieth anniversary of the publication of Friedrich von Hayek’s The Road to Serfdom and Karl Polanyi’s The Great Transformation, this article critically analyses how the ideas of Hayek and Polanyi have been deployed to understand neoliberalism. It argues that dominant scholarly interpretations tend to miss the significance of each thinker to an understanding of neoliberalism, as well as some of the key dynamics of neoliberal forms of capitalist regulation. Drawing upon the work of Polanyi, the article advances the concept of embedded neoliberalism. From the 1970s neoliberal regulations became deeply embedded in a series of institutions, class relations and ideological norms. This helps to explain both the durability of neoliberalism, and the onset of crisis in 2008. In this context, Hayek’s ideas are best understood as providing a malleable set of concepts underpinning neoliberal ideology, rather than the chief causal agent in the neoliberal transformation of states and economies.  相似文献

ABSTRACT

Recent contributions to the study of neoliberalism have made considerable advances in transcending the dichotomy between understandings of the concept either as an ‘ideology’ or as a monolithic ‘structure’. In particular, the Variegated Neoliberalization (VNLT) approach has proposed an understanding of neoliberalism that relies on a path-dependent moment (i.e. the ‘uneven development of neoliberalization’) which is then followed by a path-shaping moment (i.e. the ‘neoliberalization of regulatory uneven development’). Such a perspective allows us to understand both systemic and contingent tendencies in neoliberalization processes across different geographies, transcending the socially constructed North–South divide. However, the VNLT approach has encountered a number of critiques, particularly in relation to its treatment of agency. In order to transcend these critiques and propose a more nuanced understanding of ways agents reflexively and recursively interpret and deepen – or refrain from deepening – neoliberal norms, I turn to the Strategic-Relational Approach (SRA) proposed by [Jessop, B. (2001). Institutional re(turns) and the strategic – relational approach. Environment and Planning A, 33(7), 1213–1235]. Through the SRA, it becomes possible to pinpoint both instances of ‘structured coherence’ and ‘patterned incoherence’ resulting from agential reflexivity in different contexts of neoliberalization. I will therefore turn to cases where these two patterns can be observed in the context of Euro-Mediterranean policies – that is, Morocco’s ‘structured coherence’ due to its internalized and deepening neoliberalization, and Egypt’s ‘patterned incoherence’ as a result of its still uneven development of neoliberalization.  相似文献

‘Liberalism’ and ‘neoliberalism’ have become important shorthand terms in critical work that seeks to incorporate issues of economics into ideological and epochal analyses. Yet, these terms incorporate theoretical histories and refer to historical contexts so vast that they can seem ambiguous and boundaryless. This ambiguity threatens to reduce the analytical usefulness of the terms liberalism and neoliberalism. In this paper, I map the legacies and meanings of the terms liberalism and neoliberalism and diagram the complexity and specificity of what neoliberalism is today. First, I engage a small set of definitions and uses of these terms to try to make sense of liberalism and neoliberalism as historical-theoretical concepts. Second, I group current academic uses of the term neoliberalism into Foucauldian, Marxist and epochalist camps, explaining the limits of each. Third, drawing on a fourth minor strand of work on neoliberalism that opens a path to better defining and using the term, I present my own definition of neoliberalism that distinguishes between a theoretical mode and an articulation mode. I conclude by proposing that what is new in neoliberalism is what I call corporism, the privileging of the form and position of corporations.  相似文献

Abstract

This essay explores a series of sovereign ‘machines’ – slaves, puppets, automata – in political theory from Benjamin to Agamben. It is now well-documented that the philosophical question of ‘the machine’ – of whether a complex system requires a human operator or whether it can function autonomously – is also a crucial political question that haunts every discussion of sovereignty from Hobbes onwards. However, my wager in what follows is that this machine is not just a metaphor for a metaphysical situation – whether it be rationality (Hobbes), bureaucratization (Weber), neutralization (Schmitt), historicism (Benjamin) or governmentality (Foucault) – but a material phenomenon that carries transformative political promise and threat. To summarize the argument of this essay, I contend that ‘sovereign machines’ like slavery (Aristotle, Hegel, Kojève, Agamben), puppets, automata or clockwork (Descartes, Hobbes, Schmitt, Benjamin, Derrida), lens, optics and mirrors (Hobbes, Kantorowicz, Benjamin, Lacan, Foucault) and so on do not merely reflect but change our understanding of the causal relationship between sovereignty and governmentality, decision and norm, exception and rule. If the self-appointed task of the modern political theorist has so often been to obtain or regain sovereignty of, or over, the machine – to jam its gears – I seek to expose what the later Derrida calls the ‘machine’ of sovereignty itself. In conclusion, I argue that political theory’s attempt to reveal or retroactively invent the sovereign person at the heart of the machine only ends up revealing the sovereign machine at the heart of the person. ABSTRACT

In light of discussions around the common anniversary of the publication of Karl Polanyi’s The Great Transformation and F.A. Hayek’s The Road to Serfdom, this article puts these texts – iconic representations of social democratic and neoliberal political theory – into conversation with Michel Foucault’s subsequent, influential critique of neoliberalism, The Birth of Biopolitics. There are interesting points of contact in the way each text constructs its argument, even as they arrive at distinct positions vis-à-vis the material and subjective nature of market society, while nevertheless sharing an opposition to Marxian approaches. Yet the work of Polanyi and Hayek’s Marxian contemporary, Lukács’ History and Class Consciousness, offers precisely a critical framework for understanding the relationship between markets, liberty and society in which the material and the subjective need not be read as antagonistic. It is thus also examined here, in an effort to shed light on how discussions of contemporary neoliberalism are framed.  相似文献

ABSTRACT

Based on a review of the critical literature, the article provides readers with an overview of neoliberalism’s main dimensions. In this sense, it furnishes an accessible conceptual foundation for a number of the articles in the themed issue. It is suggested that those seeking to comprehend neoliberalism should take into account six intermeshed facets: the overturning of ‘embedded liberalism’; the re-configuration of the state in order to better serve the interests of capital; new patterns of income and wealth distribution to benefit the rich and super-rich; insecurity and precariousness; the rise in mass incarceration; a strategic pragmatism. The article briefly dwells on the capitalist crisis which began in 2007 and goes on to suggest that we may be witnessing the emergence of what is termed ‘rhetorically recalibrated neoliberalism’ (RRN).  相似文献

In Punishing the Poor, I show that the ascent of the penal state in the United States and other advanced societies over the past quarter‐century is a response to rising social insecurity, not criminal insecurity; that changes in welfare and justice policies are interlinked, as restrictive “workfare” and expansive “prisonfare” are coupled into a single organizational contraption to discipline the precarious fractions of the postindustrial working class; and that a diligent carceral system is not a deviation from, but a constituent component of, the neoliberal Leviathan. In this article, I draw out the theoretical implications of this diagnosis of the emerging government of social insecurity. I deploy Bourdieu’s concept of “bureaucratic field” to revise Piven and Cloward’s classic thesis on the regulation of poverty via public assistance, and contrast the model of penalization as technique for the management of urban marginality to Michel Foucault’s vision of the “disciplinary society,” David Garland’s account of the “culture of control,” and David Harvey’s characterization of neoliberal politics. Against the thin economic conception of neoliberalism as market rule, I propose a thick sociological specification entailing supervisory workfare, a proactive penal state, and the cultural trope of “individual responsibility.” This suggests that we must theorize the prison not as a technical implement for law enforcement, but as a core political capacity whose selective and aggressive deployment in the lower regions of social space violates the ideals of democratic citizenship.  相似文献

ABSTRACT

Numerous scholars have identified the ‘neoliberal thought collective’ as the key driver of the neoliberal transformation. These accounts emphasize the building of neoliberal hegemony through the mobilization of this collective, and the New Right parties who aligned to these ideas. We argue that Australia's corporatist road to neoliberalism pushes against this thesis, as the movement found little sympathy among policy makers. Rather, the thought collective acted more like a ‘ginger group’, attempting to radicalize public debate and create space for new neoliberal arrangements. In Australia, successive centre-left Labor governments rolled out neoliberalism in a series of formal corporatist arrangements with the trade union movement. This paper sets out a reconsideration of the role of the thought collective, on the basis of the Australian experience, and argues this can move us beyond the ideational determinism that has come to characterize key accounts of how neoliberalism developed.  相似文献

ABSTRACT

There is widespread recognition that neoliberal rhetoric about ‘free markets’ stands in considerable tension with ‘really existing’ neoliberalizing processes. However, the oft-utilized analytical distinction between ‘pure’ economic and political theory and ‘messy’ empirical developments takes for granted that neoliberalism, at its core, valorizes free markets. In contrast, the paper explores whether neoliberal intellectuals ever made such an argument. Using Friedrich Hayek and Milton Friedman as exemplars, our reading of canonical neoliberal texts focuses on author framing gestures, particular understandings of the term ‘science’, techniques of characterization, and constructions of epistemological legitimacy. This enables us to avoid the trap of assuming that these texts are about free markets and instead enquires into their constitution as literary artefacts. As such, we argue that the remaking of states and households rather than the promotion of free markets is at the core of neoliberalism. Our analysis has significant implications. For example, it means that authoritarian neoliberalism is not a departure from but actually more in line with the ‘pure’ neoliberal canon than in the past. Therefore, neoliberalism ought to be critiqued not for its rhetorical promotion of free markets but instead for seeking to reorganize societies in coercive, non-democratic and unequal ways. This also enables us to acknowledge that households are central to resistance to neoliberalism as well as to the neoliberal worldview itself.  相似文献

Abstract

The debate that contrasts Marxism and the work of Michel Foucault often overlooks that both projects share a political and ethical commitment. Both have moreover engaged that commitment by challenging what Marx called ‘traditional ideas’, viewing them as historically compilcit with the exercise of power. This ‘radical rupture’ with traditional ideas has been the hallmark of the critical theory project since The Communist Manifesto. By challenging traditional notions of power and language, however, Michel Foucault went further than the Marxist tradition in carrying out the critical theory project. Foucault's alternative ideas of discourse/practice and of power as ‘positive’ are moreover intricately linked in a way that has not been sufficiently appreciated. This is evident in a genealogy of Foucault's early work, where neither notion is able to take hold in the absence of the other. It only after The Archaeology of Knowledge, where Foucault rethought the relationship of language to reality, that he was able to formulate the notion of power as positive in works to come. This link should cause us to rethink our relationship to Foucault's work, of it to Marxism, and of the critical theory project to the power.  相似文献

ABSTRACT

As a region of the world capitalist political economy, Africa has been the epitome of neoliberalism as a universal project to remake societies in its image. In Africa, the neoliberal project encountered a region already ensconced in state-forms that were authoritarian, albeit very often weaker than their analogues in Latin America or Southern Europe. In these circumstances, neoliberalism both reconstructed and relied upon authoritarian state practices: reassertions of law and order, rising technocracy, re-built bureaucracies, and ‘choiceless democracy’. Liberal advocates of neoliberalism indulged authoritarian governance in the belief that economic liberalization would generate economic growth and transformation. Reviewing these authoritarian neoliberal constructions, one is struck by how poorly they performed as vehicles for market-based capitalist transformation. In a phrase, the pain of neoliberal adjustment was accompanied by no palliative of sustained economic ‘gain’. Liberalization, executed by top-down and undemocratic governance, has generated fragile growth, instability, some enrichment and no economic transformation. This conjuncture is pivotal to an understanding of moves by some governing elites to explore and at times implement non-neoliberal development strategies. The article concludes by suggesting that neoliberalism is currently a somewhat besieged orthodoxy. However, the exploration of unorthodox development strategies has taken place within an authoritarian political shell.  相似文献
