Advancing gender equality in the labour market continues to be a policy objective in many OECD countries. Wide national variations are evident in strategies and accomplishments towards improving gender equality at all levels of the labour market, including senior management and corporate governance roles. This article compares policy strategies in Norway and New Zealand directed towards achieving gender equality in the governance of corporate institutions. A principal feature of the New Zealand strategy has been a soft regulation approach in the form of advocacy and encouragement of equal employment opportunity policies, awareness‐raising and benchmarking. For Norway the use of legislation in the form of quotas and affirmative action programmes has been the predominant strategy. Using empirical data collected in 2004–2005 on women's perceptions and experiences of corporate governance participation, this article critically examines these different policy strategies.  相似文献

The state has a twofold relationship to gender change in society, through its overall steering capacity and through the gendered character of its constituent agencies. It is therefore important to understand the experience of gender change in state organizations. The findings from a study of gender relations in ten public‐sector worksites in New South Wales, Australia are presented. There is a widespread consciousness of gender change linked with new labour processes, restructuring and new patterns of management. These changes are uneven and limits to change are visible. Gender is recognized as an organizational problem in specific circumstances, most visibly where men’s resistance to change appears. A number of mechanisms limit the consciousness of gender as a problem. Several trends, including the current strength of neo‐liberalism, converge to make the gender‐neutral workplace the principal goal of gender reform in the public‐sector workplace. This, however, limits the state’s steering capacity in regard to societal gender relations.  相似文献

This research article explores the lived‐in and lived‐through experiences of Indian women entrepreneurs in New Zealand in the context of ethnic entrepreneurship. Through a four‐stage model emerging from qualitative interviews, the article illuminates the bittersweet entrepreneurial process of ethnic minority migrant women. The four stages are: the low permeability for entry into the job market for ethnic minority migrant women; underemployment; setting up a micro‐enterprise and expanding the business and creating employment for others, primarily co‐ethnics as well as an expanding customer base. A combination of factors ranging from perceived discrimination, low self esteem and feelings of being devalued, to ethnic networks and lack of access/knowledge of government resources and the entry of women from Indian business families feed into each of the four stages of this model. The article offers an analysis of minority voices, along with implications for future research.  相似文献

This article explores how disability and disabled people were portrayed in New Zealand online media between 2006 and 2016, with specific reference to disasters. Following a process of content analysis, the findings indicated that post disaster, persistent advocacy was required and ensuring accessibility, immediately following a disaster as well as in the recovery phase, was a significant issue. Disabled people were also primarily presented as a vulnerable cohort and the wide-ranging issues highlighted in the media suggest they currently have minimal voice in the four disaster management stages of risk reduction, readiness, response and recovery. This article emphasises the utilisation of relationships, skills and knowledge between individuals and Disabled People’s Organisations to strengthen the disability and disaster management discourse and activity. Increased inclusion of disabled people across all phases of disaster management will assist with the New Zealand government meeting its aspiration of a non-disabling society, especially during future disaster events.  相似文献

This article explores the dynamics of personalised faith in the lives of minority and migrant Muslim women. Research that localises women's understandings of faith contrasts with the considerable literature that focuses on the transnational, politicised character of religion, as well as the discourses that examine religion as a form of gendered patriarchy. This article is a contribution to research that approaches gender and religion from a localised perspective. Drawing on the notion of ‘third space’, this discussion provides ethnographic narratives of Muslim women in New Zealand, focusing on four specific women. Each woman's story illustrates the significance of faith in her life, and demonstrates the unique, and interactive, ways that faith creates new meanings and interpretive possibilities in local contexts, as well as providing emotional solace and a source of coping with wider life stresses.  相似文献

This article introduces the recent pay and employment equity situation in the New Zealand state sector through a discussion of research carried out for a Pay and Employment Equity Taskforce. It investigates the twilight zone of pay and employment equity — the murky situations where pay and employment equity programmes already exist, but progress for senior women has stalled for no obvious reasons. Qualitative research is necessary to make sense of these complex situations and to complement labour‐market level studies. The example used is a study of teachers in New Zealand schools, where a range of complex reasons, including lack of support, gendered job designs and intense workloads, creates a bottleneck for women at senior levels. The authors argue that highly decentralized human resources practices work against progress in equal employment opportunity in the state sector.  相似文献

This research assesses the relative roles played by men and women in the development of New Zealand English. Real-time evidence on the development of NZ English over the past fifty years is provided by comparison of speakers recorded in 1948 and their present day descendants recorded recently. Elements of two vowel shifts are studied, and particular attention is paid to the vowel variables in words such as MOUTH, TRAP and DRESS. Results indicate that women lead in changes which are new and dynamic, but lag behind men in the use of variables representing older changes. While these results mirror patterns of gender-related variation observed in other contexts, explanations in terms of prestige which are often assumed to account for this pattern of variation are found to be inadequate in the New Zealand case. Rather, a hypothesis in terms of dialect contact, and specifically women's preferred discourse strategies in contact situations, is used to explain the process and progress of linguistic change in NZ English.  相似文献

The readiness to practice of newly qualified social workers in Aotearoa New Zealand is a contested subject. In recent years, criticism by public figures including government ministers and the New Zealand government-appointed Children’s Commissioner have stimulated debate within the profession. Media critique of social work practice has highlighted many of the challenges faced by social workers. Significant policy developments, in particular a substantive government review of child protection services, have also increased the scrutiny of the capabilities of social workers.

A timely 3-year multi-phase project ‘Enhancing readiness to practise’ is the first large study of social work education to be funded in Aotearoa New Zealand. The findings reported here have been derived from data collected in a series of focus group interviews with social work educators and students, in which they reflected on curricula in their programs and explored their perceptions of readiness to practice. Overall, educators were positive about the preparedness of their graduating students but held concerns over the organizational environments they would enter. Students were more ambivalent about their readiness, but hopeful and committed to ongoing learning. Development of programs to support graduates to transition to employment is recommended.  相似文献

The last 10 years have witnessed numerous attempts to evaluate the merits of new theoretical approaches – ranging from Actor Network Theory to ‘post-structural’ Political Economy and inhabiting a ‘post-Political Economy’ theoretical space – to the explanation of global agricultural change. This article examines Convention Theory (CT) as one such alternative approach, assessing its potential in the context of ongoing change within commercial organic agriculture in New Zealand. More specifically, CT is used to expose the insufficiency of recent ideas of conventionalisation and bifurcation, both reflecting more traditional Political Economic approaches, as explanatory concepts for the emerging condition of the New Zealand organic sector. In this paper, the concept of worlds of justification as developed in CT is utilised to address the emerging complexity of organic production. While farmers supplying a more diversified domestic market can be distinguished from those supplying export markets, an exclusive focus on such distinctions ignores the influential role of extra-economic factors on the viability of organic production systems. Thus, in addition to what are classified as market and industrial worlds in CT, the paper addresses aspects of civic, green, domestic, inspired and renown worlds. Producers' selections of organic certification organisations are used to demonstrate the interaction of these worlds in the development of the organic sector in New Zealand. The article concludes with the imperative to move ‘beyond bifurcation’ and acknowledge the greater complexity of negotiated outcomes that might be achieved from a CT perspective than from existing political economy-derived models like conventionalisation and bifurcation.  相似文献

The contribution of female small business owners to economic development in Western developed countries such as New Zealand, Australia, the United Kingdom, the United States and Canada, is generally under–researched and traditionally grounded in male norms. Increasingly policy–makers acknowledge that in countries like New Zealand where 85% of business employs five or less people, small business offers the greatest employment potential. Not enough is known, though, about the growth orientation and characteristics of female small business owners. This article reports findings from the largest empirical study of small business undertaken in New Zealand and provides inter–gender comparison between male and female small business owners and for intra–gender contrast between networked female small business owners and women who did not belong to a business network. The results showed that the networked women, who were in the main better educated and more affiliative by nature, were more expansionist than both other female small business owners and men. The networked women were also more likely to have a business mentor. The findings confound earlier research suggesting women are less growth–orientated and wish only to satisfy intrinsic needs from their businesses. The article concludes by discussing the need to acknowledge the heterogeneity of female small business and what this means for policy–makers when assessing their socio–economic potential.  相似文献

As a case study, the author looks at developments since 2003 in the controversy around the ownership of the New Zealand foreshore and seabed. She argues in favour of a detailed analysis of the relationships between the minority and majority populations and their impact on internal tensions and mobilisation, as well as on the development of ideologies. The article identifies key factors, moments and processes in recent New Zealand history that combined and had the effect of emphasising ethnic differences and polarising the relationships between the minority and majority populations. The analysis relies on Eric Schwimmer's work, in particular on his definitions of ‘real competition’ and ‘symbolic competition’.  相似文献

Although problem gamblers make up a small proportion of the New Zealand population, those who are living in more deprived areas at higher risk of harm from their own or someone else's gambling. The global financial crisis in 2008 has been linked with changes in gambling behaviour and with increases in inequality between areas of relative deprivation. Nationally representative datasets from in-home face-to-face health surveys in 2008, 2010 and 2012 were analysed to investigate changes in gambling behaviour, experiences of household-level harm related to gambling, and the association with economic deprivation. Although overall gambling participation had dropped, the experience of gambling harm at the household level was significantly higher in 2012 compared with 2008 and 2010. The increase in harm was experienced disproportionately by those in more deprived areas, who were 4.5 times as likely to experience gambling-related arguments or money problems. We consider possible explanations including more harmful gambling behaviour as a response to financial stresses, decreasing household resilience to financial stresses, and the concentration of more harmful forms of gambling product in more deprived areas. Causes of gambling harm in deprived communities, and the vulnerability of households in these communities, should be addressed if inequalities are to be reduced.  相似文献

This paper explores the impacts of proposed school closures on families in rural communities in the South Taranaki region of New Zealand. We situate this instance of educational restructuring in a critical policy context and present an account of its regional unfolding through drawing on local media coverage. We then interpret narratives gathered during an interview-based study of the proposed changes undertaken in 2003–2004. Our analysis highlights the impact of school closure for rural settlements in terms of affect as well as effects. More generally we reflect on the place of schools in the experience of place itself, as well as their contribution to social cohesion and the broadly defined health of a community.  相似文献

Recent work in comparative sociolinguistics marks a re–engagement of variationists studying language change in progress with geography. In this study of the vocalization of /l/ in nine speech localities in Australian and New Zealand English, the geographical, the linguistic and the social constraints on variation are all included in the quantitative analysis. The usual identification of the starting point of change as the factor that is quantitatively ‘more’ is challenged by variable constraint hierarchies associated with speech localities as well as by the identification of Christchurch as the place of the origin of the sound change. Neither the gravity nor the urban hierarchy models of diffusion explain the geographical pattern of the sound change; a number of place effects are proposed as potential explanations, including the geographical variability of the vigorousness of the change. Variable isoglosses representing discontinuities in the dataset are mapped; they reveal the subtle patterns of sociolinguistic variation that mark the difference between Australian English and New Zealand English.  相似文献

In New Zealand, a pop-up message feature that interrupts gambling is mandatory on all electronic gaming machines (EGMs) in all venues. The present research documented the views and experiences of pop-up messages from a range of gamblers and gambling venue staff. A series of focus groups was held with 40 gamblers (ranging from infrequent gamblers to current/former problem gamblers), and 19 staff from casino and non-casino venues. Most participants thought that pop-up messages were ineffective as a harm-minimization measure. Venue staff participants viewed pop-up messages much more negatively than gamblers, who were generally accepting of their existence and sometimes described them as useful. Venue staff participants were also very negative about the additional hassles and confusion they believed to be caused by pop-up messages, and a range of problems they perceived with their accuracy. Nonetheless, there was a consistent although less prevalent view that pop-up messages were useful in reducing gambling harm and potentially bringing harmful gamblers to the attention of others. Participants raised some possibilities for enhancing their effectiveness; these were generally consistent with the evidence base developed since the introduction of pop-up messages in the New Zealand gambling environment.  相似文献

This article explores how fathers in couple relationships where their partner is from a different racial background understand bringing up their children. Drawing on a small-scale, in-depth comparison of fathers’ accounts in Britain and New Zealand, and using the analytic concept of racial projects, fathers’ activities towards and hopes for their children’s identity and affiliation are revealed as keyed into historically situated social and political forces. Particular national racial projects and histories of coloniser and colonised are (re)created and reflected in the various typifications (ideal orientations) informing the fathers’ racial projects. These might be concerned with mixed, single or transcendent senses of belonging, in individual or collective ways, each of which was in various forms of dialogue with race.  相似文献

Funding relationships in nonprofit management are increasingly defined by a philosophy of rational management, characterized by measurement of outputs and benchmarking, which represents an audit culture system (Burnley, Matthews, & McKenzie, 2005). There is concern that these approaches are constantly undermining the mission of community service nonprofit organizations (Darcy, 2002). In this research, we analyzed the management of funding relationships by examining dynamics within a nonprofit funding relationship in New Zealand. Through focus groups we explored the relationship between 17 representatives from nonprofit organizations and four Board members of a funding Trust. The management of this funding relationship was characterized by an appreciation of the diverse nature of nonprofit organizations, a balance between trust and control, and communication. We suggest that elements of these dynamics could be incorporated into nonprofit funding relationships in order to challenge an over-reliance on audit culture systems, and to re-establish relationships characterized by interaction between nonprofit organizations and their funders. Transition from school involves different perspectives. Those most silenced in the process are transitioning students with significant disability, and similarly, they are alienated from the conduct of research. In this empirical project, three young men with complex autism conditions in Aotearoa New Zealand reclaimed their position as experts on their own transitions, and moreover, their contributions to research on the subject. Over a six-month ethnography, unique methodological adaptions were used to access personal insights and capabilities through emancipatory partnerships. The research forged collaborations that have the potential to be mirrored in future practices applicable to a transition with dignity.  相似文献

This study is the first acoustic analysis of voice quality in the two main ethnic dialects of New Zealand English. In a production experiment, narratives from 36 speakers were analyzed and H1‐H2 spectral tilt measures were calculated for each vowel. The results provide instrumental evidence for impressionistic claims about the differing voice quality features of the two main ethnic groups, showing that Maori English speakers are creakier than European New Zealanders. A perception experiment was also carried out to determine the perceptual salience of voice quality for the identification of speaker ethnicity. The results of regression analyses confirm that listeners are sensitive to the phonation differences, and are able to rely on phonation cues in an ethnic dialect identification task. The study demonstrates the role of voice quality as a critical sociolinguistic variable, and highlights the importance of listeners’ previous dialect exposure in terms of sensitivity to prosodic cues. ABSTRACT

Australian adult prisoner numbers continue to rise to what have been described as unprecedented and unsustainable levels. Research highlights that there are wide-ranging consequences of incarceration for families, and particularly for children. Despite the available research describing the negative impact of parental incarceration on children, it has been argued that these children remain virtually invisible to policy makers and social programs. Using a combination of policy analyses and findings from a research project undertaken in the Australian Capital Territory aimed at identifying the needs of children who have a parent in prison, we examine how this group of children is constructed and responded to by the systems that surround the children. It is argued that it is only when children are seen in a more holistic way that systems can respond more collaboratively to effectively support children.

  • Children of prisoners have needed to rely on adults to recognise the problem of parental incarceration and petition for them.
