Abstract

Even though state governments assume public responsibility for persons with dementia, formal analysis of state laws concerning individuals with Alzheimer's disease and other forms of dementia has been rare. We responded to this by collecting and evaluating state legislation targeted towards individuals with dementia. These laws were collected by searching online statutory archives and were defined by the type of action, year of passage, and legislative purpose. Our research revealed that the legislatures have targeted an average of slightly more than five actions towards persons with dementia. We also discovered that the earliest legislative act targeting individuals with dementia was passed by South Dakota in 1939, and by the end of the 1997 sessions, 49 state legislatures had enacted at least one targeted law. We sorted the variety of legislative actions into eight categories and illuminated how the purposes of these laws differed from one state legislature to the next. This research expands knowledge concerning state policies targeting people with dementia, introduces a reliable method of collecting state laws, and contributes to the advocacy effort made on behalf of persons with dementia.  相似文献

Despite the growing public concern in recent years about the place of women in business, gender diversity in corporate governance has made little progress. As a consequence, the issue has captured the worldwide attention of policymakers. Several countries are currently adopting or considering the adoption of laws or regulations to promote gender diversity on corporate boards. The purpose of this paper is to compare the effectiveness of using legislative or regulatory means to increase female representation instead of allowing firms to voluntarily fix their own non‐legally binding targets. We find that the relation between gender diversity and performance is positive in countries using the voluntary approach while it is negative in countries using the regulatory approach. We conclude that public policy aimed at increasing the number of women on corporate boards should be introduced gradually and voluntarily rather than quickly and coercively to avoid sub‐optimal board composition.  相似文献

Abstract

This study investigates the non-corporate organizational linkages among the inner group of the capitalist class, defined as those who are interlocked with three or more corporations. To the extent that persons already linked through corporate ties also are connected through common memberships in business organizations, social clubs, and other voluntary organizations, the likelihood of a national cohesive power elite is increased. The corporate data used are from the 1976 government study of the 130 major companies in the United States, controlling collectively 25 percent of all assets. The biographical data on the 66 individuals found to sit on three or more boards among these 130 companies were taken from Who's Who. Several key organizations were found where the members of the elite were especially interconnected. A cluster of 15 individuals with 13 or more common memberships within the 66 were identified as having the greatest linkages. The analysis of the number of common links for each possible pair among these 15 individuals revealed an average of 2.76. Moreover, one-third of the 15 had four links or more, with at least five persons among this inner circle, revealing the nucleus of the inner group. These data show that there is a social network, national in scope, which provides a basis for unity among leaders of the capitalist class.  相似文献

ABSTRACT

Migration is often said, in the public discourse, to pose a threat to the nation. Yet, Western societies are undergoing an irreversible demographic change spurred in great part by international migration. Thus, the question about how to reconcile nation and diversity remains of crucial importance for many countries. By focusing on the case of Italy, the article attends to this issue, by exploring the response of leftist political parties. We analyse parliamentary debates and laws related to immigration and integration issues (1986–2014), focusing specifically on the Turco-Napolitano Law (1998), possibly the most progressive legislative attempt at incorporating migrants into the Italian nation. Our analysis shows a clear incongruence between the pluralist rhetoric of the political left and its legislative acts on migrants’ national incorporation. This finding is used to reflect on the limits and possibilities of the very idea of inclusive nation in the age of migration.  相似文献

ABSTRACT

While legislative efforts at the federal and state levels have represented a dramatic change in the last three decades, there is a great range and variations in the laws addressing elder abuse, leading to difficulty in generating comparison data, and coordinating program creation and implementation across state lines. This article examines the legislative variations on the topics of definitional issues, reporting statutes, investigative methods, temporary and permanent court interventions, and protective services provided under the laws of all fifty of the United States and the District of Columbia. Further, it examines the current elder abuse literature and makes suggestions toward legislation compatible with it. The bulk of the statutory data include those available in 1998 but many statutes which became effective in 1999 are also included. All jurisdictions are referred to as “states,” including the District of Columbia which is technically a federal district.  相似文献

Abstract

To determine whether absentee-owned firms destabilize local economies, we examine the relationship between absentee ownership of manufacturing companies and employment change in manufacturing for 109 Pennsylvania towns. This issue arises because some earlier studies find that corporate connections through absentee-owned firms are positively related to local employment growth, whereas other work claims that locally owned operations are more stable. We attempt to reconcile these findings by arguing that absentee ownership is destabilizing only in the case of non-conglomerate firms. Our results show that absentee ownership in fact increases the closure rate of firms, thereby negatively affecting manufacturing employment change. Yet, this relationship differs by the parent company's organizational structure. Employment in branches of non-conglomerate firms is more detrimental than employment in branches of conglomerates — an important qualification of the argument that the “conglomeratization” of advanced industrial societies negatively affects communities.  相似文献

Increased turnover among legislators can make them short‐sighted, affecting fiscal policy and economic growth. We exploit the exogenous variation in legislative turnover induced by term limit laws and by redistricting in the 50 U.S. states, finding that increased turnover increases capital spending by state governments, which may be designed to constrain future governments. Abstract

Social movements sometimes successfully attain their goals by implementing policies and laws that represent their claims. Movement leaders raise issues susceptible to enactment as policies or laws, exploit legally and institutionally assured resources, and even participate at times in governmental policymaking and parliamentary lawmaking processes. This engagement strategy maximizes a movement's power to achieve its goals only when it is combined with the conventional activities of mobilizing collective action and forming dense networks across movement organizations to pressure the state. Based on the case study of Korean women's movements and their efforts to abrogate the patrilineal succession of family headship, I argue that movement activists' strategic innovation of blending “institutional politics” with conventional “movement politics”—that is, pursuing a dual strategy (Cohen and Arato 1992) and evolving into “movement institutionalization”—is critical to accomplishing gender policies and laws that, at least institutionally and legally, ensure gender equality.  相似文献

ABSTRACT

This paper describes a three-stage model to introduce legislative learning into the study of social welfare policy at the undergraduate level. It provides strategies to prepare students to engage in the legislative process, to empower undergraduate students to participate in legislative activity, and to integrate their learning. Students (n = 18) report that the impact of their legislative learning experiences includes: overcoming fear of engagement and justifying participation, greater comprehension of the legislative process, understanding the role of policy work within the profession, and becoming empowered and gaining voice.  相似文献

After a general introduction the nature of the group is described, the staff roles clarified and an account is given of the members. This study contributes empirically to the corporate governance debate that has been revived since Mannesmann was taken over by Vodafone Airtouch. Whereas the German corporate governance system has long been described as a network arrangement of mutually interlinked large companies and banks, its British counterpart is a market for corporate control. Against this background, Mannesmann can be either regarded as an anomaly that contradicts previous evidence, or as an indicator of a major systemic shift. Examination of these two hypotheses on the micro and meso level reveals that the German corporate governance-system is in a hybrid state: while most large German companies are seemingly not affected by institutional changes since the mid 1990s, a few, highly internationalized corporations can be said to be exposed to conditions similar to that of the British market for corporate control. In 1999 Mannesmann was one of them. Thus, there has been a segmentation of large German companies with respect to corporate governance on the aggregate level. However, an active market for corporate control — such as the British one — is not in sight.  相似文献

This paper discusses the relationship between corporate volunteering and civic engagement outside the workplace in Russia, proceeding from a mixed-method approach. The quantitative findings are based on a comparison between employees in 37 Russian companies who participated in corporate volunteering (N = 399) and those who did not (N = 402). Using binary logistic regression analysis, we demonstrate that employee participation in corporate volunteering is positively related to four forms of civic engagement outside the workplace: informal volunteering, formal volunteering, formal monetary donation, and informal monetary donation. In addition, we draw on information obtained from interviews with 10 corporate volunteers, as well as with all 37 company corporate volunteering managers, to develop a general explanation for why corporate volunteering might lead to civic engagement. We identify three primary explanations. First, trust in companies can be converted into increased trust in social institutions. Second, corporate volunteering can expose employees to other realities, thereby leading them to rethink their priorities. Third, corporate volunteering socializes employees to volunteering, thus making them more likely to incorporate volunteering into their personal repertoires of activities. Corporate volunteering appears to be an effective mechanism for stimulating civic engagement and volunteering infrastructure in post-communist countries.  相似文献

Mounting empirical evidence suggests that term limits and, by extension, higher legislative turnover increase the overall size of government and change its spending composition. However, less is known about the turnover's impact on the composition of tax revenues. This study fills this void by exploiting exogenous variation in term limits and redistricting as instruments for legislative turnover, which is found to be positively associated with most state taxes except for the corporate income tax. We hypothesize that the negative association between legislative turnover and corporate income taxes might be influenced by a higher propensity of business owners to enter term-limited state legislatures. ABSTRACT

The present paper addresses the advancement of research, policies, legislation, and practice experiences designed to deal with the phenomenon of elder abuse and neglect in Israel in times of transition. The paper presents a short overview of the demographic scene, reflecting population characteristics and needs that impact care giving as well as elder abuse and neglect. The developments of scientific knowledge and its accumulation, especially the empirical data from the first national survey on elder abuse and neglect are discussed. Further, legislative developments relating to four generational laws and the advancement of policies and innovative practice experiences are described and analyzed. ABSTRACT

Almost three decades ago, the French Socialist Party (PS) adopted a quota for women in the party leadership and for female candidates, and in the ensuing 25 years, the quota was increased and implemented at various times. The history of the PS' s gender-based quota raises the following questions: Why do party leaders adopt gender quotas at one time, increase quotas at another, and implement them in some elections, but not in others? In other words, how can we account for the decisions of political actors? This work seeks to answer these questions by examining the demands and actions of PS feminists. It shows that party women demanded gender quotas and frequently backed up their demands with ideational and electoral arguments that often appealed to male party officials. However, the success of these proposals did not depend on the ability of Socialist women to make convincing arguments; rather it depended on the presence of male party officials who had electoral incentives to support them. This work thus underscores the importance of taking party officials' electoral incentives into consideration when analyzing women's political representation.  相似文献

ABSTRACT

Corporations have gained enormous power and influence in recent decades as mergers and acquisitions in just about every sector of the global economy have given rise to mega-sized companies that influence almost every aspect of our lives. In this contribution, we examine the rise of corporate concentration and control in two key sectors – agriculture and extractives – where in recent years consolidation has accelerated due to a combination of technological change, weakening state regulation and financial pressures, leaving these sectors largely controlled by just a handful of giant players. Corporate concentration and control in these sectors has important consequences, contributing to heightened inequality, environmental harm, and human rights violations. This paper reflects on the strategies of civil society and social movements in contesting extreme consolidation and corporate power. It calls for a multiscale approach that restores the regulatory powers of states and reestablishes people's sovereignty on a broader scale.  相似文献

This is a quantitative content analysis of Fortune 500 companies’ Facebook profiles, wall posts, and wall comments. It confirms that a 3-part typology of message strategies—corporate ability (CA), corporate social responsibility (CSR), and hybrid—exists in corporate online social networking communication. As predicted, when corporations used CA strategies in wall posts, publics’ wall comments demonstrated greater CA associations and product evaluations than CSR associations and company evaluations. Likewise, when corporations used CSR strategies, publics showed greater CSR associations than CA associations. These corporate messages and publics’ responses in the real-world digital market support the synergistic model of corporate communication strategy.  相似文献
