Immigrants tend to be less successful on the Austrian labour market compared to their native-born counterparts. Prior research on the reasons for ethnic inequalities focuses mainly on individual characteristics as well as on their context dependence. Using microcensus data, this article explores the signalling value of foreign and native educational capital on the Austrian labour market. The results show that immigrants born in the new EU-countries, Serbia, or Turkey are exposed to statistical discrimination on the Austrian labour market: immigrants with higher qualifications experience disadvantages while those with lower qualifications are advantaged. The returns for second generation immigrants are close to those for Austrians without immigrant background.  相似文献

We propose a method for computing indicators of the relative success of local authorities at integrating new immigrants in the labour market, taking account of differences in characteristics of immigrants and local labour markets. The indicator for integration success is based on mean duration from date of residence permit to start of an employment spell. We apply this method to a Danish administrative dataset. Correcting for differences in immigrant characteristics and local labour market conditions has an important impact on the estimated ranking of local authorities. We investigate how robust the ranking is with respect to changes in the specification of criteria for integration success and controls.

Studies on immigrants’ disadvantage focus predominantly on labour market perspectives. Immigrants’ poor education is a subject much less examined especially in a cross-national context. This paper examines differences in educational achievement between immigrants and natives across ten OECD countries. In English-speaking countries, immigrants fare best, while in Continental European countries they fare worse compared to natives. Whilst language skills seem to explain immigrants’ disadvantage in English-speaking countries, socioeconomic background and school segregation are further important determinants of immigrants’ gap in Continental Europe. Results presented are predominantly robust across three sources of achievement data: PISA, TIMSS and PIRLS.   相似文献

This study sheds light on the labour market outcomes of children born to immigrants in the destination country, i.e. second generation immigrants. The study has the advantage of being able to (i) identify several different ethnic backgrounds and (ii) identify the parent composition, i.e. whether one or both parents of the individual are foreign born. The labour market outcomes of second generation immigrants mirror those of first generation immigrants in that we find heterogeneity in labour market outcomes to be associated with ethnic background. Moreover, these outcomes, especially for Southern and non-European backgrounds, are much worse than those for native-born with a Swedish background. Finally, the outcome is more favourable if one parent is born in Sweden compared to having both parents foreign born, especially if the mother is native born.All Correspondence to Dan-Olof Rooth. Like immigrants, aboriginal populations' economic success may be enhanced by the acquisition of skills and traits appropriate to the “majority” culture in which they reside. Using 1991 Canadian Census data, we show that Aboriginal labour market success is greater for Aboriginals whose ancestors intermarried with non-Aboriginals, for those who live off Indian reserves, and for those who live outside the Yukon and Northwest Territories. While these three “facts” could also be explained by a combination of other processes, such as discrimination, physical remoteness, and selection, only the skill/trait acquisition, or “assimilation” hypothesis is consistent with all three. This article aims to gain a better understanding of the explanatory value of work ethic and traditional gender role values with regard to variation in female labour market supply. Although women’s labour market participation has increased dramatically over the past decades, it still lacks behind that of men. A high female participation rate is desirable for several reasons, for instance to cover rising costs due to the ageing of society. The existing literature has mostly focused on micro-economic and macro factors to explain differences between women in participation rate. However, more recently it has been argued that women’s values may also play an important role in women’s labour market decisions. Work ethic, expressing the moral duty to work in terms of paid employment, is argued to positively affect women’s labour supply. However, it is argued that it can have negative implications too if women who hold more traditional gender role values interpret work and work ethic in terms of housework or in terms of paid employment for men only. This exemplifies the need to study both values at the same time. We used longitudinal Dutch data (LISS panel, 2007–2010) and estimated both cross-sectional and longitudinal models. Both types of models revealed a similar pattern: work ethic is positively associated with women’s labour market participation, but only if we take into account women’s gender role values, which negatively relate to women’s labour market supply.  相似文献

Part-time work whilst still in full-time education is common in many industrialized countries, and teenagers constitute a significant component of the work force in some sectors of the labour market. In Britain, in the early 1990‘s, some 60% of 16–18 year olds still in full time education also worked part-time. Although the determinants of teenager participation in the labour market have been studied previously (both in the United States and the United Kingdom), there remain a number of neglected questions. We address some of these in this paper, basing our analysis on data taken from the UK National Child Development Study. We first examine how teenagers divide their time between working and studying. We further analyse what explains teenage wages and labour supply. We utilise a rich set of variables describing parental background, as well as parents‘ labour force status and draw on information on physical stature to explain variations in wages. We estimate models of employment an earnings for a sample of white and non-white male immigrants drawn from the Labour Force Survey between 1993 and 2004. Immigrants who arrived to enter the labour market (labour market entrants) are distinguished from those who arrived to complete their education (education entrants). Diverse patterns of labour market assimilation are found depending on ethnicity and immigrant type. Amongst labour market entrants, whites do better than non-whites, whilst amongst education entrants, highly qualified prime-age non-whites perform as well as their white counterparts. Relative to white natives, labour market outcomes for all immigrant groups have a tendency to decline with age.

For the Norwegian economy, 2003–2013 was a period of large growth and big business cycle fluctuations. The aggregate uv-curve reflects this and shows a reduction in both the vacancy rate and the unemployment rate from 2003 to 2013, suggesting improved labour market matching over the period. The inclusion of Eastern European countries in the European Union in 2004 and 2007 caused an increasing influx of foreign job seekers. I quantify regional and occupational mismatch, and make a distinction between natives and immigrants. Indicators show no reduction in mismatch over time, which therefore cannot account for the increased labour market efficiency that the uv-curve suggests. However, ‘footloose’ immigrants seem to have adapted better than ‘rooted’ natives to the structure of labour demand in the regional dimension, and thus to have contributed to a lower level of mismatch than would have resulted without immigrants. In the occupational dimension immigrants made no significant difference. Levels and differences in employment and unemployment among and between immigrants and natives were not well explained by their education levels or types.  相似文献

The present study evaluated the integration of elderly people who migrated to Israel during their lifetimes. Subjective well-being, as measured by the immigrants’ perception of quality of life, satisfaction with life and emotional state, served as a general indicator of integration. The integration of elderly immigrants has not received adequate attention in the literature. A unique database (SHARE-Israel) that was recently released has made study of this topic possible. The current study sample was composed of former migrants aged 50 and older (n = 930). The analytic model examined ethnic origin and migration variables in relation to the respective subjective outcomes, controlling for sociodemographic background, human and social capital and health. The findings show that in general, ethnic origin seems to matter less for the evaluation of immigrants’ subjective well-being than other socio economic factors such as economic status, social capital and health status. However, recent arrivals from the Former Soviet Union do differ from all other immigrant groups in their lower levels of well-being. In addition, the study points to the importance of language proficiency as a central means for integration in the destination country.  相似文献

The literature on the economic assimilation of immigrants generally treats them as atomistic individuals assimilating in a largely anonymous labour market. Here, we argue that immigrants assimilate as communities, not only as individuals. The longer the immigrant community has been established, the better adjusted it becomes, and the more the host society comes to accept that ethnic group. Using data from a 5% sample of the 1980, 1990 and 2000 US censuses, we find that the stronger is the tradition of immigration from a given source region, the better are the economic outcomes for subsequent immigrants from that source.  相似文献

In recent years, successive cohorts of immigrants to Canada have experienced a striking level of deterioration in their economic well-being. At the same time, more immigrants than ever before are choosing to live in Montréal, Toronto, or Vancouver, Canada’s three-first-tier or ‘gateway cities’. This paper uses instrumental variable regression techniques to determine the extent to which gateway city clustering is related to immigrant economic well-being. It identifies whether employment status, earnings, and employment suitability would significantly improve if more immigrants chose to live outside of Canada’s three gateway cities. The results suggest that, for the most part, although immigrants do worse than the native-born in gateway cities, they do experience marginally higher earnings than their non-gateway counterparts. Income and unemployment rates are higher for immigrants in gateway cities than they are for the native-born, but the gateway/non-gateway disparity is minimal. Levels of employment mismatch are substantially higher in gateway cities, compared to both the gateway city native-born population, and non-gateway immigrants. An analysis of the data shows that only marginal improvements to economic well-being would result from an increase in non-gateway immigration, and that there are other factors, like race or skin colour, that seem to be more closely linked to labour market success.

This study examines the integration of immigrants via their satisfaction with life in the new country. While most studies on immigrant integration have focused on objective integration parameters such as education, occupation and salary (e.g., Borjas in Friends or strangers: the impact of immigrants on the US economy. Basic Books, New York, 1990), subjective parameters have traditionally received less attention. However, in recent years it has become increasingly clear that subjective perceptions carry considerable weight in the social-integration process of immigrants (McMichael and Manderson in Human Organ 63(1):88–99, 2004; Massey and Redstone in Soc Sci Q 87(5):954–971, 2006). The study group consists of Jewish immigrants who arrived in Israel during the past two decades from two different regions of origin: Western countries, and the Former Soviet Union (FSU). All of these immigrants are generally highly educated and skilled, but they came to Israel from different societies and contrasting motives. The objective of this study is to learn about the integration of these immigrants via their satisfaction with life in Israel and to understand the factors that explain it, taking into account the differences between the immigrant groups. The findings, based on the 2007 Ruppin representative survey data (The data for this study was obtained with the support of the Israeli Ministry of Immigrant Absorption.), point to significant differences between the two immigrant groups under discussion. Western immigrants are more satisfied with their lives in Israel than FSU immigrants and have higher scores in most of the independent variables tested. The multivariate analyses for predicting an immigrant’s life satisfaction reveal that those reporting the greatest satisfaction are women, religious, with a high standard of living, with no academic education, and stronger Israeli identity (personal and as perceived by others). In addition, different variables play a role in predicting the life satisfaction for each immigrant group. This knowledge may be of service to Israeli policymakers dealing with the immigration and integration of highly skilled immigrants in Israeli society.  相似文献

The aim of this work is to analyse the situation of persons with disabilities in the Italian labour market, with a view to providing guidelines to promote their inclusion both in the labour market and in society. For this purpose, we propose a two-step analysis focusing on Italian regions for the period 2006–2009. In the first phase, we use the Data Envelopment Analysis method to evaluate regional efficiency in providing employment for persons with disabilities. Cluster analysis is then applied to regional efficiency scores and economic policy variables in order to identify “policy clusters of regions”. Our results show that it is necessary both to focus on the residual work ability of persons with disabilities and to develop a social integration culture on the demand side of the labour market. Moreover, a structural reform of disability benefit systems is required in order to promote a culture of social inclusion.  相似文献

We use monthly Survey of Income and Program Participation data from 1996–1999 and 2001–2003 to estimate the determinants of differentiation in intercepts and slopes for age/earnings profiles of low-skill immigrant and native male workers. Our findings provide further depth of understanding to the“mixed” picture of earnings determination in the low-skill labor market that has been reported by others. On the positive side, many immigrants are employed in similar occupations and industries as natives. Both groups show substantial wage gains over time and generally receive similar returns to years of schooling completed. Immigrants also receive substantial returns to acculturation, measured as age at arrival and English language skill. These results cast doubt on the strong version of segmented labor market theory, in which low-skill immigrants are permanently consigned to dead-end jobs with no wage appreciation. On the negative side, immigrants earn approximately 24% less than natives and are less likely to occupy supervisory and managerial jobs. Latino immigrants receive lower returns to education than do white immigrants. Furthermore, age at arrival and language ability do not explain the lower returns to education experienced by Latino immigrants. These results suggest that Latino immigrants in particular may suffer from barriers to mobility and/or wage discrimination. Whether these negative labor market experiences occur primarily for illegal immigrants remains unknown.  相似文献

This paper analyses child labour participation and its key determinants using data sets from Peru and Pakistan. The results include tests of the ‘Luxury’ and ‘Substitution’ hypotheses that play key roles in recent studies on child labour and child schooling. The results reject both hypotheses in the context of child labour in Pakistan and suggest that income and related variables do not have the expected negative effect on children's work input. Rising wages of adult female labour in Pakistan, and falling adult male wage in Peru lead to increased participation of children in the labour market. The results on the combined country data formally establish the presence of strong individual country effects in the estimated regressions. For example, ceteris paribus, a Peruvian child is more likely to experience schooling than a Pakistani child. However, both countries agree on the positive role that adult female education and infrastructure investment in basic amenities can play in discouraging child labour and encouraging child schooling. In this paper, we examine the potential of immigration to strengthen fiscal sustainability, which is under pressure by an ageing population in many European countries. We look at a particularly challenging case, namely that of Denmark, which has extensive tax-financed welfare programmes that provide a high social safety net. The analysis is based on a forecast of the entire Danish economy made using a dynamic computable general equilibrium model with overlapping generations. We present life cycle estimates of the potential fiscal impact of immigration considering the cost of immigration on the margin as well as on average. The main conclusion is that immigrants from Western countries have a positive fiscal impact, while immigrants from non-Western countries have a large negative one, which is also the case when considering only non-refugee immigrants. The negative effect is caused by both a weak labour market performance and early retirement in combination with the universal Danish welfare schemes.  相似文献

The focus of this paper is on a microeconomic analysis of the annual transition rate from temporary to permanent work of individual workers in Canada for the period 1999–2004. Given that a large proportion of temporary employment is involuntary, an understanding of the factors associated with the transition to permanent work may inform public policy. Factors associated with the transition, namely, human capital, household structures and labour market segmentation are analyzed using data from the Statistics Canada’s Survey of Labour and Income Dynamics (SLID) for the period 1999–2004, limited to paid workers aged 20–64 years, excluding students. Among the key factors associated with the transitions are younger age and low unemployment rates. The analysis adds to the Canadian and international literature on transitions from temporary to permanent work.

We explore matched employer–employee data for a new destination of international migrants in Europe—Portugal. We conclude that the difference between the earnings of immigrants and natives with similar personal characteristics is for the most part due to the characteristics of the matches they form, immigrants being penalized on two different counts: absence of match-specific human capital and occupational downgrading. Moreover, we show that non-random sorting across workplaces has a significant detrimental effect on immigrants’ wages. This is the flip side of joining migrant-crowded workplaces.  相似文献

This paper examines the economic impact of the second great immigration wave (1945–2000) on the US economy. Our analysis relies on a computable general equilibrium model combining the major interactions between immigrants and natives (labor market impact, fiscal impact, capital deepening, endogenous education, endogenous inequality). Contrary to recent studies, we show that immigration induced important net gains and small redistributive effects among natives. According to our simulations, the postwar US immigration is beneficial for all natives cohorts and all skill groups. Nevertheless, the gains would have been larger if the US had conducted a more selective immigration policy.  相似文献
