Policy Targets and Ethical Tensions: UK Nurse Recruitment

In July 2000 Britain's New Labour government set a target of 20,000 extra nurses for the NHS by 2004. In February 2002, two years ahead of schedule, the target was achieved. The government is to be congratulated on meeting its target but ethical questions over recruitment practices remain. Nurse registrations to the UK from the (then) fifteen EU countries remain flat despite government guidance making this the first priority for international recruitment. Registrations from developing countries with nursing shortages continue despite repeated guidance discouraging this. The government appears to have been caught in a policy bind. On the one hand it needed to be seen to be acting to prevent “poaching” while waiting for fresh intakes of trainees to come through; on the other, if it had succeeded it would have struggled to meet a key policy pledge and certainly not ahead of schedule. New Labour's stated commitment to an ethical foreign policy seems more apparent than real. The paper reports a clear dissonance between the thrust of national policy on nurse recruitment and current employment practices within the UK.

Recruitment and retention of ethnically diverse long-term family caregivers for research

The inclusion of ethnically diverse long-term care family caregivers is significant in research, particularly in social work research because of the importance placed on diverse populations. However, the inclusion of diverse populations poses a set of unique recruitment and retention challenges for researchers. This process can be particularly complicated when multiple long-term care recruitment partners are utilized and when the project involves a multi-phase data collection plan with different minority recruitment needs for each phase. In our work we learned that: (a) research teams should plan for gender and ethnic differences in the ways that family caregivers think about and approach research involvement, (b) socioeconomic disadvantages and ethnic differences have both independent and interactive effects on research participation, (c) physical and emotional "costs," as well as financial costs, of caregiver participation should be given more attention in informed consent procedures, and (d) agency collaboration for minority recruitment and retention requires continuous nurturing and sustained effort by all members of the research team.     

The Single Assessment Process in Primary Care: Older People's Accounts of the Process

Recent government policies have been active in addressing socialinclusion and active participation of older people in many aspectsof societal life. Independence and well-being animate thesedevelopments and are evident in the emphasis on person-centredservices within the single assessment process for older people(Department of Health, 2002b). Drawing on a feasibility study of the Single Assessment Processas a ‘case-finding’ approach, this paper presentsfindings drawn from older people’s accounts of this experience.These accounts indicate the potential of the process for identifying‘low-level’ need, whilst raising issues of accessto formal services and resource constraint; also they underlinethe importance of understanding how older people seek ways ofmanaging their own health and well-being, whilst continuingto contribute to the social cohesion of society by providingsupport to their peers and to younger generations. Interdependence, it is suggested, rather than dependence shouldunderlie any approach to assessing older people’s needs,if we are to appreciate and build upon the complexity of olderpeople’s strategies for actively managing their lives.

The Impeachment Trial: Reflections on Group Process

ABSTRACT

The recent Impeachment Trial of President Clinton was of interest to social workers because the outcome might have some bearing on future social welfare policy initiatives and also due to the nature of the process itself. There was a striking difference between the partisan, rancorous debate in the House and the more collegial, dignified trial in the Senate. This essay applies 10 principles of large-group theory, particularly when there is social conflict, to the impeachment proceedings in an effort to understand the marked differences in the process between the two legislative chambers.     

日本遗孤回国后的社会融合过程

论文按照回国政策与实际回国进程将日本遗孤分为第一期(1985年以前)、第二期(1986-1993年)、第三期(1994-2000年)、第四期(2001年以后)4个回国群组,并运用对51名遗孤的访谈数据,分别阐明了各回国群组的社会融合过程。第一期回国者在外国人接纳体制尚未建立且政府支援政策欠缺的状况下开始日本生活。他们虽然回国年龄偏低,能较好地发挥个人能动性,但是一般从事低收入劳动。第二期遗孤回国时正值日本“泡沫经济”,大量用工单位亟需劳动力,加之支援政策改善,就业并非难事。然而由于年龄限制与语言障碍,该组成员只能从事体力劳动并长期遭受歧视。第三期回国者因年龄及“平成萧条”社会环境因素不再就业,靠政府救济金维持生计并处于孤独状态。第四期遗孤回国后直接参与国家赔偿诉讼,与其他群组成员一起迎接新支援法的实施。
