ABSTRACT

We examined the impact of work–family conflict (WFC) on worker well-being and job burnout, as well as the role of social support in the workplace as a potential buffer against the influence of WFC. Results of hierarchical multiple regression analyses in a cross-sectional sample of 361 public child welfare workers indicate that WFC was related to reduced well-being and increased job burnout, whereas supervisory support moderated the relationship between WFC and well-being. Findings from this study hold implications to workforce management practices aimed at improving worker well-being in human service and child welfare organizations. Human resource management policies designed to manage worker schedules should aim to facilitate workers’ ability to meet work and family demands through programs such as flexible work schedules and telecommuting. Recommendations for future research on WFC and worker well-being are discussed.  相似文献

ABSTRACT

This empirical study compares the perceptions of social work supervisors about the needs of novice and experienced social work supervisees. The respondents, 211 supervisors in public welfare agencies in Israel, provided novice workers more supervisory time in 6 of the 8 content areas examined: administrative matters; inspection and control; inter-organizational communication; client issues; job-related tensions; and personal tensions. Projects in the community were given priority to experienced rather than novice supervisees, and professional development was regarded by the supervisors as equally important for novice and experienced workers. Comparisons were also made between the actual and preferred supervisory time allotment.  相似文献

ABSTRACT

China’s dramatic socioeconomic transformation after the reform and opening up, coincided with changes in state-family relationship, has resulted in a large number of children at risk of care. In the past three decades, child welfare has been highly concerned by the government and society, and the child welfare system has substantially developed in the direction of establishing a moderately universal system. In this process, the development of child welfare and social work has shown a mutually reinforcing trend. This includes the professionalisation of child welfare services, the professional training of child welfare workers and the advancement of child welfare policies. The governance of child welfare is an essential component of national social governance. Its future development should be oriented towards a developmental and holistic approach of governance, and social work as an important institutional actor plays a critical role in promoting good governance of child welfare and beyond.  相似文献

ABSTRACT

Method: Child welfare professionals completing training to work in foster care were asked about reasons for taking their child welfare position, commitment to their agencies, and commitment to child welfare. Analyses compared responses from new public agency foster care workers (N = 100), public agency workers making lateral transfers to foster care (N = 64), and new private foster care workers (N = 105).

Results: Private agency foster care workers were less committed to their agencies and to child welfare and more likely to have taken the position because it was the only one available.

Conclusions: The practice by public child welfare of outsourcing foster care services to private agencies needs to be evaluated. This practice may not benefit children in care and may create organizational problems for agencies.  相似文献

Summary This article reports the findings of the second part of a two-partresearch project examining the potential for social workersto make changes in their work with families and children. Whilstsocial workers in the United Kingdom have been encouraged toshift from a child protection to a child welfare orientationin their practice, such changes have been hampered by professionaland organizational concern to manage risk. The research exploresthe influence of a child protection orientation on practicein child welfare cases. The findings, from two file analysesand interviews with 26 social workers, indicate that such aninfluence is indeed apparent. This is evidenced in two ways;first patterns of practice in child welfare cases are similarto those in child protection cases. Secondly, while the majorityof social workers express an attitudinal desire to move towardsa child welfare orientation, they still prioritize the managementof risk in their practice. It is argued that social workersneed permission from their employing organizations to make changesin their practice. This, in turn, requires such organizationsto state clear goals in line with a child welfare orientationand develop holistic strategies to achieve these.  相似文献

ABSTRACT

This paper reports on a supervision project that aimed to enhance a child welfare agency staff’s professional competence in family-centred practice through a strength-based approach. A qualitative study was designed to explore the effectiveness and the change agents of the supervision. Purposive sampling was used. Two agency supervisors and two social workers participated the study voluntarily. The findings indicated that after the period of supervision, the staff had changed in three respects: their conceptualisation of the meaning of family work in the care context; their understanding of the importance of relationship-based interventions with families; and their development of alternative ways of practice. The agents of change from the supervision were the consultants’ modelling effect and the co-worker experience of the consultants and the social workers. This supervision approach can discern the synergistic effect of supervision on an agency’s routine supervision and balance the cultural beliefs in qing, yuan and ‘face’ embedded in the supervisory process.  相似文献

Abstract

The quality of work and life (abbreviated as QWL) of migrant workers in China is related to urbanization and social development and reflects subjective well-being. This study examined migrant workers’ quality of work and life and constructed an index system to evaluate overall quality. Survey data from 3,375 participants in Guangdong, China, were analyzed using ordinary least square regression. The results showed that migrant workers’ quality of work and life is low. Quality of life is lower than quality of work, indicating that social services provision was rated lower than employment situation. Quality of work and life is influenced both by objective institutional factors and subjective human capital factors, particularly training, social security, public services, and social institutional factors. Subjective quality of work and life is based on evaluation of objective situations. This study proposes several reforms in training, employment, the household registration system, enterprise management, rights protection, social inclusion, and the rural land transfer system. Future research should address the relationship between quality of work and life and related factors using longitudinal survey data, interaction of indexes and individual factors, and differences in quality of work and life of migrant workers under different institutional systems. International comparative research should also be conducted.  相似文献

ABSTRACT

Despite progress in policies and services for domestic violence, service use remains lower than the need suggests. This study, an analysis from a larger project on social service providers, examines welfare workers' shared beliefs about domestic violence. Using a mixed method design utilizing pile sorts (n = 38; 11 child welfare and 29 financial assistance), a survey (n = 57; 24 child welfare and 33 financial assistance), and in-depth interviews (n = 3; two child welfare and one financial assistance)—workers organized their ideas about factors that contribute to domestic violence, rated the factors along key dimensions of meaning (importance, controllability, characteristics of victims or perpetrators, and cause or effect), and shared experiences of their work with domestic violence cases. Financial assistance and child welfare workers organized their beliefs similarly demonstrating consensus on the importance of the factors, and shared beliefs about the factors that were causes and effects of domestic violence. In interviews, child welfare workers emphasized their focus on systems and collaboration. Despite areas of agreement, child welfare and financial assistance workers did not demonstrate consensus on ideas about domestic violence overall. The findings have implications for practice, specifically for improving responses to domestic violence and increasing the use of domestic violence services.  相似文献

ABSTRACT

Given the demographics of youth served by the child welfare system, culturally responsive approaches are critical to effective social work practice and desperately needed. Like many adolescents who grow up in the child welfare system, Paul, a White adolescent male in foster care, was beset by a lack of adequate environmental resources and multiple stressors and had little hope or motivation to work on improving his situation. This article highlights the author's “use of self” as an African American male therapist who worked with Paul, using a Winnicottian and caring framework. Because child welfare workers are often overburdened by the demands of work, including large caseloads and clients with few to no resources, they find it difficult to consistently provide empathic and caring behaviors for their clients. The author highlights his therapeutic work and struggles with Paul and offers cultural insights and Winnicottian strategies when working with adolescents in the child welfare system who are ultimately in need of permanency and stability.  相似文献

This cross-sectional study tests a theory-driven, conceptual model examining factors supporting or hindering child welfare workers' (n = 359) efforts to speak up (voice) or disengage psychologically (neglect) or physically (exit) from their jobs. Based on path analysis results, key findings indicate that workers who feel included in decision-making are more likely to exercise voice and less likely to engage in neglect. In contrast, workers who experienced supervisory and organizational support are less inclined to exit. The findings should be instructive to scholars and practitioners interested in capturing how employees' responses to stressful and complex work environments are expressed.  相似文献

Despite the current controversial debates about discretion in public bureaucracies in general, and in welfare agencies in particular, the current literature on street‐level bureaucracy mainly assumes that discretion is a distinctive feature of the daily work of public servants. Nonetheless, a pertinent question has not specifically been asked in this literature, that is, given the context of privatisation and increased welfare conditionality in the welfare sector that are seriously challenging welfare frontline staff's commitment to social justice and human rights‐based practices, what are forms of street‐level discretion likely to contribute to improving the quality of welfare services? In this study, we attempt to address this question by exploring discretion displayed by welfare frontline staff in four Australian employment service providers. We argue that emotional labour, especially when being informed by critical empathy, is an important and effective form of street‐level discretion that welfare frontline workers can perform to better support welfare recipients and minimise the punitive aspects of welfare policy.  相似文献

Whilst social workers in the UK have beenencouraged to make such changes, they have been hampered byconcerns to manage risk. Findings reported from the earlierparts of the project, indicated that there was potential fora substantial proportion of child protection work to be redesignatedas child welfare work, but that where this was achieved in practice,there was evidence of the continued influence of child protectionprocesses as social workers sought to manage the risks inherentin child welfare cases. The study reported here sets out toascertain the views of parents who were subject to child welfareinterventions. The findings indicate that while parents feelapprehension with regard to contact with social workers, inthe majority of cases successful relationships are formed. Itis argued that social workers display considerable skill inmonitoring potential risks whilst engaging with families andthat the subtleties involved in such activity are not capturedby official measures of governance which concentrate on moreabstract indicators of performance.  相似文献

Abstract

This two-wave longitudinal study investigated whether low-wage employment predicts improvements in depressive symptoms and parenting style in a sample of 178 current and former single-mother welfare recipients with a preschooler at Time 1 and an early-elementary school-age child at Time 2. Findings suggest that participation in employment is associated with improvements in single mothers' psychological well-being and parenting style over time. However, in this study, employment at Time 1 (baseline) was more beneficial with respect to psychological and parenting outcomes than was employment (and earning more) at Time 2, except for mothers who were not employed at Time 1 and who became employed by Time 2. For these mothers, employment at Time 2 predicted a decrease in depressive symptoms and, through the latter, less negative parenting style. Mothers with higher educational attainment were more likely to be employed at Time 1 (which predicted higher levels of employment and pay at Time 2) and, among those not employed at Time 1, more likely to become employed (and earn more) by Time 2. Implications of these findings for welfare reform are discussed.  相似文献

What are the economic and employment consequences of larger social insurance programmes? Are larger welfare states diverting resources from economic activity and distorting the investment decisions of firms? I examine theoretical and empirical research on the economic consequences of the welfare state. This review shows that the predictions of a negative relationship between higher levels of social protection and growth have not been borne out in the data. Both insurance programmes and other policies that increase investment in human capital or the overall productivity of workers generate important economic externalities that outweigh the potentially distortionary effects of higher taxes. Empirical studies also fail to uncover a consistent negative relationship between larger welfare states and the level of employment. The employment consequences of the welfare state are mediated by existing institutions and policies—such as the level of centralization of the wage bargaining system—which affect the redistribution of the costs of higher taxes among workers and firms. As a result, the employment consequences of larger welfare states are non-linear.  相似文献

Within Northern Europe, gendered roles and responsibilities within the family have been challenged through an emergence of different family forms, increasing cultural diversity, and progressive developments in welfare policies. To varying degrees, welfare policies in different countries support a dual‐earner model and encourage men to be more active as fathers by reinforcing statutory rights and responsibilities. In child welfare practice, there has traditionally been a strong emphasis on the mother as primary carer for the child; the father has been less visible. This paper explores, in four national welfare contexts, how child welfare social workers include fathers in practice decisions. Data were collected using focus group interviews with social workers from England, Ireland, Norway, and Sweden. Similarities and differences emerge in relation to services and the focus of social work assessments. However, overall, the research suggests that despite gains in policy and legislation that promote gender equality, fathers remain largely absent in child welfare practice decisions about the parenting of their children. From the research, we raise questions for social work practice and the development of welfare policies.  相似文献

This article examines the relationship between the causes and effects of fear in child protection social workers, and the effects of risk assessment and risk management policies on this area of work. The focus on risk assessment and risk management has become a major area of attention within practice, policy and management of child protection work in the UK in recent years. Concepts of risk as constructed by the media, government and the public are increasingly impacting upon professional practices. This article examines the basis and validity of risk assessments in the social professions field, and particularly within the child protection arena. The article goes on to examine the experiences of fear arising from the risk agenda, which affects frontline workers, managers and child protection agencies. This agenda arises from centrally produced risk assessment frameworks, alongside unrealistic expectations from central government of prediction of risk by the use of current risk assessment tools. Such controlling policies from central government can lead to fear and anxiety in social work professionals of not assessing and eliminating risk, as the government and their employing agencies are expecting them to do. The article also proposes that this risk agenda fails to address a key element in the assessment of risk – how social workers experience threats and stress in their work, and the pressures they can be subject to within it, particularly in relation to violence and threats from parent service users where their children are being investigated for possible child abuse.  相似文献

Court proceedings are a fundamental and increasingly time‐consuming aspect of social work practice. However, to date, there is a relatively modest body of literature considering the experiences of social workers in instituting child care proceedings and giving evidence in court. This paper draws on data gathered as part of an in‐depth qualitative study of professional experiences of District Court child care proceedings in Ireland and presents findings regarding the experiences of social workers in bringing court applications for child protection orders. It seeks to answer 2 key questions: First, how do child protection and welfare social workers experience the adversarial nature of child care proceedings in the District Court? Second, what are the views of child protection and welfare social workers on the strengths and weaknesses of child care proceedings as a decision‐making model for children and young people? The main findings are that social workers expressed significant reservations about the predominantly adversarial model that currently operates in Irish child care proceedings and about the level of respect that social workers are afforded within the operation of the system.  相似文献

ABSTRACT

Contextual constructs, such as neighborhood structure, may contribute to child welfare involvement. Secondary data analysis is used with the nationally representative, longitudinal National Survey of Child and Adolescent Well-Being-II (N = 5,872). This study employs latent class analysis (LCA) to identify the number of classes needed to explain the distribution of caregiver responses on the Community Environment Scale. LCA is ideal for this study to identify meaningful groups of caregivers involved with child welfare using neighborhood risk factors. Three latent classes are identified: high social order/medium social capital; high social order/low social capital; low social order/low social capital. Multinomial logistic regression tests whether there are significant differences across the classes, partially validating the LCA that poor, minority caregivers live in neighborhoods with lower social order and capital. Understanding neighborhoods as “high” versus “low” risk may not fully illuminate contextual risk factors in order to develop neighborhood-based interventions. This study reveals that there is a third group of caregivers who reside in places with higher social order but lower social capital. Social capital might be an important factor in preventing child maltreatment. Future work is needed to understand additional individual and neighborhood characteristics that predict membership in each class.  相似文献

ABSTRACT

Child welfare agencies across the country are experiencing a workforce crisis involving high staff turnover rates. The purpose of this study was to determine which of the organizational, personal, and supervisory variables identified in prior research on this topic are most associated with intent to leave among employees in urban and rural child welfare settings. Four-hundred-and-forty-seven employees in 13 child welfare agencies participated in a survey addressing organizational, personal, and supervisory factors related to turnover. ANOVA, logistical regression, and structural equation modeling were used in the data analysis. The organizational and supervisory variables identified as significant in the logistic regression, as in earlier research, were not significant when the data were subjected to structural equation modeling. Instead, findings suggest that career satisfaction and satisfaction with paperwork are the key determinants of workers' intention to stay.  相似文献

Research on Americans’ retirement readiness indicates a wide range of preparedness for the golden years. Called a “crisis” by researchers, retirement for some may include significant choices: continued employment or utilization of social welfare services. This article describes factors contributing to the retirement crisis and roles social workers can play in assisting older retirees. Disparity in household retirement savings exists by ethnicity. On the front lines serving aging individuals and their families, social work professionals are well situated to collaborate with individuals, and other providers, to address financial, social and emotional pillars necessary in facilitating a safe and secure retirement.  相似文献
