Widowhood has been identified as a stage of life when older persons are more apt to voluntarily relocate. Theoretically there is an "environmental press" to move brought about by circumstances and the inappropriateness fo single-family dwellings after the death of spouse. A number of indentified factors were hypothesized to influence recent widows' relocation. Following initial interviews with 221 older respondents, those who actually moved during a 2-year period were re-interviewed. Results indicated that "attachment-to-home" factors and family proximity were the best indicators of widows' staying in or moving from their homes. Movers and stayers are contrasted, and movers' situations before and after relocation are analyzed.  相似文献

Housing regulation is a growing concern because affordability of housing has been declining and regulations which increase housing costs have been escalating. Many of the regulations which have been adopted fulfill goals of protection of health, safety, or welfare; preservation of the environment; or improved energy conservation. Little attention, however, has been paid to the effect of these regulations on affordability. This article reviews the role of government regulation on housing, and discusses the parameters of the affordability/regulatory issue.Helpful comments and suggestions were made by Vincent Brannigan, Bob Cleveland, Deborah Godwin, Roger Swagler, Anne Sweaney, and Frank Walter.Dr. Meeks received her Ph.D. from The Ohio State University and is interested in housing economics and policy, and the economic well-being of households.  相似文献

This study examines housing quality among three groups of single-parent women: white, African-American, and Hispanic. Three indicators of housing quality—crowding, affordability, and satisfaction—are used to discover the extent to which these groups experience housing problems. This study also explores differences and similarities in the factors that precipitate problems in housing quality for these three groups of single parents. Findings suggest important differences and similarities in the nature of housing quality problems among white, African-American, and Hispanic single-parent women. The specified variables explained about 20% of the variance in crowding, housing affordability, and housing satisfaction. On measures of objective and subjective housing quality, white single mothers are better housed than their African-American or Hispanic counterparts. Hispanic single mothers have the largest housing cost burden and average more persons per household than the other groups. African-Americans are twice as likely as either group to live in low-quality housing and reported the lowest average satisfaction with their housing. Her research interests include housing and neighborhood assessment and women and public policy issues. She has recently published articles inUrban Affairs Quarterly andHousing and Society on housing and neighborhood assessment criteria among black urban households and the housing cost burden of various groups of female-headed households. She received her Ph.D. from Ohio State University. Her research interests include the housing adjustment behavior of women and public policy. She has recently completed her thesis on the role of noncustodial parents in determining the quality of life of their children. She is also the recipient of the Tessie Agan Award for research excellence from the American Association of Housing Educators for a paper titled “Unterstanding Constraints and Residential Satisfaction among Low-Income Single-Parent Families.”  相似文献

For people experiencing chronic homelessness, supportive housing with intensive social, health, and behavioral health services reduces the likelihood of re-entering homelessness and the public costs of associated acute medical care, shelter use, and incarceration. Due to a limited supply of supportive housing, it must be allocated to those most in need. This paper examines findings from a unique, region-wide method for prioritizing individuals for supportive housing based on utilization of high-cost public services and vulnerability if left on the street. A sample of 196 individuals were prioritized for housing based on this method, while a comparison group of 102 were housed not using the method. Results showed that those housed under the prioritization method achieved greater reductions in utilization of high-cost public services, but were also less likely to have positive dispositions when exiting the housing programs, suggesting the need for a greater intensity of supports and/or multiple “doses” of supportive housing before stability can be expected. The method described in the paper can provide a starting point for developing regional, comprehensive systems of coordinated, prioritized entry into supportive housing, such as those now required by US Department of Housing and Urban Development.  相似文献

ABSTRACT

About half of all renter households and over three-quarters of very low-income households in the United States experience a housing cost burden, with higher rates among families with children. Public housing may be an important tool for reducing families’ housing cost burdens. The current study uses nearly four decades of data from the Panel Study of Income Dynamics and its Assisted Housing Database to explore the relationship between public housing and housing cost burden among children in low-income families. Results from fixed effects models suggest that public housing is associated with a greatly reduced risk of experiencing housing cost burden when housing assistance receipt is measured a year before housing cost burden. These findings highlight the importance of public housing for reducing low-income families’ housing cost burdens.  相似文献

The last 30 years has seen significant developments in the Australian housing sector for people with disabilities. Despite much change in the sector, and advancements in disability services, the range of current supported housing options for younger Australian adults with a neurological disability remains vastly under-developed. This is despite a widely accepted and endorsed recognition that, as is the general population, people with all forms of disability have a right to housing of their choice. This paper presents a timely critique of the key actions made by the Australian disability and housing sectors and subsequently proposes a more informed approach to supported housing design and development: one that is based on a comprehensive understanding of consumer housing priorities and preferences, and is conducive to a person’s biopsychosocial health.  相似文献

Opinions about the responsibility for procuring sheltered housing in Norway have been studied among people 50 and older. Until recently, Norway offered standard public provision, where the state has been the central provider and organizer of care for the elderly. The results indicate great support for public responsibility for providing sheltered housing for the frail elderly, which is only marginally affected by background characteristics. However, older people's attitudes as to whether they would choose private housing provision are affected by income, age, and knowledge of the market, and many are uncertain. Women and low-income groups are overrepresented among those who are uncertain.  相似文献

本文研究城市农民工的住房问题和改革政策。农民工住房问题的制度根源是城乡二元住房制度改革滞后。农民工住房问题主要表现为绝大多数农民工无力在城市购买住房以及住房质量和居住环境较差。住房问题对农民工市民化具有严重的负面影响,住房房租支出比重偏高削弱了农民工的经济收入,居住质量差阻碍了农民工思想观念和行为方式的市民化,居住边缘化造成严重的社会隔阂对立。本文分析了广东省农民工住房政策和实施情况,提出深化改革的建议。  相似文献

In Italy, many organizations are experimenting with the Housing First (HF) model to promote a change in how they work with homeless people. This change creates some difficulties, especially in promoting freedom of choice in people involved in the HF programs. This study explored the definition of “home” in homeless people’s points of view. The study participants were 5 homeless men involved in a HF program called “The Road Home” implemented in the city of Padua. Data were collected using Photovoice, a photographic method based on participatory action research. During the project, the participants took photographs to illustrate their definitions of “home” and then engaged in a critical dialogue about the images represented in the photographs. The results of the study showed that occupants identified the home as being related to family, friendship, cohabitation, and hope for the future. The Photovoice project provided an opportunity to promote discussions that revealed the true needs of the people involved, and in the meantime, it brought a change to the program and to the community, in addition to promoting the HF model in the community.  相似文献

Though sometimes overlooked, the availability, affordability, and quality of housing in rural communities are a potential barrier to transitioning from welfare to work. In this investigation we examine housing issues confronting 17 rural women and their families who were recipients of welfare benefits in 1997. Respondents' housing accounts illustrate the significance of reliance on both government housing subsidies and informal subsidies supplied by friends, family, and more distant relatives. The study focuses on concerns women have in meeting their families shelter needs and the complexities involved in doing so. The findings of the research suggest that additional housing policy initiatives, as well as a targeted research agenda are needed, especially for families whose welfare benefits are nearing termination.  相似文献

This article concerns the housing allowance, an economic benefit provided to low-income households and the elderly in Norway. Ensuring a high quality of housing for the elderly has been a priority in the development of the Norwegian welfare state. This article is based on results from a qualitative study among elderly recipients of a housing allowance. The study shows that while these recipients viewed the financial support the allowance offered as crucial, they still felt impoverished. The study raises some questions about whether the housing allowance scheme encourages high-quality housing.  相似文献

This study explored how the U.S. Departments of Housing and Urban Development-Veterans Affairs Supportive Housing (HUD-VASH) program applies Housing First principles in the context of ten single-site programs. Focus group discussions with 64 HUD-VASH staff and community partners explored how the programs were influenced by Housing First principles and specific strategies to implement these principles in a single-site setting. Focus group respondents described resourceful ways that the principles of Housing First were implemented in their programs specifically related to (1) housing choice and structure, (2) separation of housing and services, (3) service philosophy, and (4) service array. Several of the Housing First domains cite the importance of integrated housing and the provision of services off-site; it was of particular interest to learn how single-site programs address these issues logistically. Lessons learned from this study include the importance of leveraging the independent yet overlapping tasks of case management and property management to ensure functional – if not geographic – separation of housing and services; maintaining staff on-site to address Veterans’ needs; working with community service organizations to complement the array of service available to residents; and housing single-site programs in mixed-use buildings.  相似文献

The perception of elderly residents as a homogeneous group is challenged by the diversification of lifestyles and emphasis on individuality in housing. Recently, there has been a rise in Finland in housing projects initiated by groups of elderly people, where the seniors themselves are seeking to fill in qualitative gaps in the offering of housing. This article presents a comparative analysis of four senior housing concepts that represent both a producer-driven (“for the elderly”) and a resident-driven (“by the elderly”) approach. The study shows that elderly people can be a resource for residential development and that this necessitates a different “design logic” than in conventional senior housing.  相似文献

Sobriety, treatment compliance and celibacy have traditionally been behavioral requirements for housing persons who are homeless, regardless of the circumstances leading to loss of home. This remnant of the British Poor Laws is based on the premise that personal and behavioral flaws lead to housing loss and must be remediated before a person can live in permanent housing. A recent approach has reversed this logic and predicates the ability to change based on first providing stable and long-term housing. Termed “housing first,” it is both a housing philosophy or paradigm that everyone deserves a home of their own, regardless of personal circumstances, prior to engaging in any rehabilitative efforts, it also describes specific program models. A review of the research indicates that the success of “housing first” relies more on political support than wide-spread scientific evidence of “best practices”. This report examines the development and scientific evidence for “housing first” programs in North America and suggests that future housing first research examine modifications necessary for distinct geographies and groups of homeless persons.  相似文献

This article describes selected demographic and housing characteristics of nonmetropolitan female-headed households. It compares nonmetropolitan female householders with the average U.S. household, including regional differences. Female heads are older and more likely to have members in poor health than U.S. households on average. Female heads are also more likely to be in poverty and to experience housing poverty. Although the female householders do not suffer from space and quality problems, housing affordability is a problem. Most female heads live in owned, single-family dwellings and are more likely to live in mobile homes than the average U.S. household. This research was funded under the auspices of the U.S. Department of Agriculture, Cooperative State Research Service, and the experiment stations in Idaho, Indiana (Purdue University), Iowa, Minnesota, Missouri, Nebraska, and New York (Cornell University). Also supporting the research were East Carolina University, Illinois State University, Kansas State University, and Western Michigan University. We examine the moving and housing preferences of middle-aged and older in Finland, a country where population composition and movement through the life course are changing. A logistic regression reveals that middle-aged, moderate income residents, renters, those who have lived in their houses only a short time, and residents who are generally dissatisfied are most likely to consider moving. Downsizing appeals to residents with lower incomes who live alone, and who have been in their current houses longer. All potential movers agree on the importance of transportation access and a neighborhood grocery store; however, those preferring to downsize are also interested in house and neighborhood design as well as services that will allow aging in place. Income limitations may create affordability problems for some potential movers.  相似文献
