Spain is one of the southern countries where the percentage of women working part-time is relatively low in comparison to other European countries, together with a low female activity rate. Some important obstacles to increasing female activity rates have already been removed, as younger cohorts of women show a more permanent attachment to the labour force than older women, meeting even high unemployment, which is especially acute for women and young people. Under the recent labour market reform, it is hoped that part-time contracts, which were first regulated in 1984, would be a way of facilitating flexibility and an incentive for employers to create jobs, as the experience of other countries has shown. The relative novelty of part-time work in Spain is the reason why this typically female employment regime has not been much explored in Spain yet, in spite of its important role in the reorganisation of the employment system.  相似文献

This paper examines theoretical explanations of the employment disadvantage experienced by many female part-time workers. Data from a survey of 643 qualified National Health Service (NHS) nurses is used to establish employment profiles of respondents. Employment profiles reveal that, contrary to many predictions, part-time female nurses do not 'invest less' in their careers than their full-time counterparts in terms of qualifications and experience. Neither are part-time nurses relatively 'uncommitted' to their careers compared to full-time nurses. It is found that the organizational context affects how opportunities are structured for part-time nurses. The management implications of the findings for the NHS are also considered.  相似文献

Professional reduced-hours working is a form of flexible working that runs counter to the increasing trend of employer-led flexibility, and exemplifies the rise of the so-called 'idiosyncratic' employment deal. Although an emerging body of literature, there is evidence to suggest that despite the claim that professional reduced-hours working provides 'better' part-time employment than usually typifies this pattern, it actually confers considerable costs to both individuals and organizations. Some academics have called for a more strategic approach to the introduction and management of professional reduced-hours working, in order to combat these problems. Utilizing a pluralistic perspective on the employment relationship, I draw on data from research in three metropolitan UK police forces to argue that the needs of the part-time employee and the organization will be difficult to integrate. Showing how the negotiation context of the employment relationship has changed and resulted in a power shift from the manager to the part-timer, I argue that the best that can be achieved is a minimal integration of the needs of both parties, and draw out the theoretical and practical implications of this position.  相似文献

Abstract. In order to account for the evolution of employment at the macro‐economic level, we have developed a model wherein employment is explained by added value, working time and real labour cost. Estimations using quarterly French macro‐economic data are carried out in a multivariate framework for three sets of sectors. We obtain a relationship in which employment rises when there is growth and falls when labour cost or working time rises, in both industrial and non‐industrial sectors. This model then allows retrospective measurement of the contributions of each of the variables with respect to employment inflections since the mid‐1980s.  相似文献

Abstract. This paper analyses government policy towards the two major forms of atypical work in Europe: part-time employment and temporary work. It is submitted that the policies implemented promote the volume of marginal part-time employment and temporary work. The policies aiming at more temporary jobs did not result in additional employment; they merely resulted in a redistribution of unemployment and a shift in the recruitment patterns in the direction of subsidised temporary jobs. Too much emphasis on numerical flexibility is not without danger. Countries run the risk that employers will not pay sufficient attention to the source of their long-term flexibility, manpower training. I t is argued that regular part-time work is an alternative for uncertain temporary jobs, Its potential expansion is considerable. Some recommendations are put forward to promote regular part-time jobs and improve the position of flexible part-time workers and temporary workers.  相似文献

This article presents a theoretical framework for understanding the impact of part-time work on employees' attitudes and behaviors. A series of hypotheses also are presented to explain the varying consequences that different types of part-time employment arrangements, work-context factors, and demographic variables have on the experiences of part-time workers. Abstract. The aim of the study is to examine the consequences of part-time employment at the individual level, especially for women. Are part-time jobs precarious as compared to full-time jobs, and are they traps, or perhaps rather bridges, in the labour market? The results indicate that the situation of part-timers varies in the Nordic countries. On one hand, the gap between part-time and full-time work has narrowed in Sweden and Norway, which may reflect a normalization of part-time work in these countries. On the other, part-timers' situation in the Finnish labour market still seems more precarious than that of full-timers. However, in most cases part-time work is a bridge rather than a trap in the Nordic labour market.  相似文献

Abstract

Previous research has found that alternative employment arrangements are associated with both impaired and improved well-being. Since such inconsistencies are likely to derive from the type of employment contract as well as the characteristics of the job, this paper compares permanent full-time work with forms of alternative employment (permanent part-time, fixed-term and on-call work) in order to investigate how different employment contracts and perceptions of job conditions relate to individual well-being. This study contributes to the literature by addressing several questions. Different forms of alternative employment are distinguished and individual background characteristics that might be intertwined with the employment contract are controlled for. Moreover, the scope of this study extends to the effects of perceived job conditions, and possible interactive effects with type of employment are tested. Analyses of questionnaire data from 954 Swedish healthcare workers show that perceptions of the job (job insecurity, job control and demands), but not the type of employment contract, predicted health complaints. However, type of employment interacted with perceptions of job insecurity, in that insecurity was associated with impaired well-being among permanent full-time workers, while no relationship was found for on-call or core part-time employees. Despite the absence of interactions between employment contract and job demands or job control, it can be concluded that knowledge about the relationship between alternative employment arrangements and the well-being of workers can be enhanced when the combined effects of employment contract and job conditions are studied.  相似文献

The populations of industrialised countries, particularly in Europe, are ageing. Due to this demographic development social expenditure will increase, while the labour force will be growing only slowly or declining. These developments will have major economic implications. The number of people employed, the productivity per worker and the trend in their real earnings will be important factors constituting the base for levying taxes and premiums for financing social expenditure in the future. In this paper it is argued that the promotion of part-time employment contributes to a better utilisation of the labour supply potential in a country, to the broadening of the base for financial social security expenditure and at the same time reduces the number of benefits drawn. Some policy recommendations to promote part-time employment are also presented.  相似文献

The topics of compensation in human resource management and pricing in marketing theory both involve a monetary component that is important for companies to manage. While the role that price perceptions play for consumers is the subject of the well-established reference price theory, human resource management theory lacks any related concept for the compensation perceptions held by employees. This paper transfers reference price theory to HR management in the form of reference compensation, conceptualized as an individual’s compensation norm, including normative and predictive compensation expectations. Possible measures to influence employees’ reference compensation are suggested and avenues for further establishing the concepts in research and practice are developed. As a first empirical attempt to support the relevance of the concept, we present results of an exploratory study among 88 part-time students. We show that employees apply references when judging compensation, and that the applied references vary with different employment situations.  相似文献

The Netherlands combines a high female employment rate with a high part‐time employment rate. This is likely to be the result of (societal) preferences as the removal of institutional barriers has not led to higher working hours. We investigate the development of working hours over successive generations of women using the Dutch Labour Force Survey 1992–2005. We find evidence of a strictly increasing propensity to work part‐time and a decreasing propensity to work full‐time for the generations born after the early 1950s. Our results are in line with results of studies on social norms and attitudes. It seems likely that without changes in (societal) preferences part‐time employment is indeed here to stay.  相似文献

Abstract. This paper analyzes the evolution of the Cassa integrazione guadagni (CIG), according to 7 different theoretical models, which offer a classification for the different cases of application that have developed since its introduction, as well as for the many policy targets pursued by the Public Authorities. Then an assessment of the economic role of CIG is attempted, divided into three separate sections. The first is aimed at evaluating the economic long-term effect on macro performance, where the crucial balance is between a “crowding-out effect” on private investment and a “profit-maintenance effect” by lowering the effective wage rate. The second section approaches the employment consequences of the CIG by examining a second crucial balance: that between the protection granted to the employed and the obstacles raised for the employment of the non-employed (above all, freezing workers' turnover). This issue is tackled too in terms of the insider-outsider theory, showing the possible relevance of CIG in segmenting the labour market and keeping the wage rate dynamics. Finally the paper briefly examines the profound revision of the CIG recently approved by the Italian Parliament, aimed at avoiding excessive costs while enhancing labour mobility.  相似文献

Labor market intermediaries (LMIs) are entities that stand between the individual worker and the organization that needs work done. They include well-known operations such as executive search firms that act as brokers to fill jobs and temp agencies that lease labor to clients but also less familiar entities such as professional employer organizations (PEOs) that take on the legal obligations of employment for clients. LMI's mediate between individual workers and the organizations that need work done, shaping how workers are matched to organizations, how tasks are performed, and how conflicts are resolved [Autor, D.H. (2009). Studies of labor market intermediation: Introduction. In D. Autor (Ed.), Studies of labor market intermediation (pp. 1–26). Chicago, IL: University of Chicago Press]. They essentially disintermediate aspects of management that had been performed by employers. The growth and increasing prominence of LMI's is important for all research associated with the workplace because we can no longer do a study of “workers” in an organization and assume that they are all employees: Some may be temps under contract to an agency, some may be “employed” by a PEO, some may work for vendors. The reason that matters is because LMI's appear to alter attitudes and behaviors on all sides. For example, they change the bilateral, employee–employer relationship into a three-way “triangular” relationship. They may well create “dual allegiance” issues, where individuals feel ties to the search firm that placed them in their current job and their employer or the agency that employs them and the client on whose behalf they are currently working. Most fundamentally, they challenge the existing paradigms we have used to understand the workplace: Does “attraction–selection–attrition” have any relevance, for example, when employers hire temps placed by agencies into permanent jobs? What does career development mean when the person with the most influence over your next job is a search consultant? There is already an extensive literature on LMIs, but it is spread across disciplines and fields and mainly examines the labor market outcomes associated with the use of LMIs. The literature lacks a management voice. We know relatively little about the effects of LMIs on workplace attitudes and behaviors, the central focus of organizational behavior; about how LMIs and the associated rise of outside hiring change how we should think about topics such as recruiting and selection, a central concern of personnel psychology; we know even less about how LMIs change the way firms think about competencies and boundaries of the firm, central topics in strategy, when the firm's workforce is actually employed by another organization or when it can be reshuffled very quickly. We develop a taxonomy of LMIs and use it to classify the burgeoning but disjointed literature on LMIs across the social sciences. We classify LMIs in terms of three main attributes of human resource (HR) practices that they perform: Information Providers, Matchmakers, and Administrators. We describe first how LMI activities differ from HR management practices performed by employers in the traditional relationship. Second, we outline the existing research about how LMIs affect employment outcomes, such as access to employment, wages, work-related attitudes and behaviors, working conditions, and skill development. Finally, we highlight the implications of LMIs for management research, especially new, understudied research questions that need to be addressed.  相似文献

The present study examines the specific conditions under which part-time (PT) arrangements in managerial jobs allow parents with childcare responsibilities to stay on the career track. By integrating economic signaling theory and gender role congruity theory, a vignette study among German managers revealed that substantial PT hours, flexible working schedules, and flexible childcare arrangements positively influence decision makers’ personal promotion decisions. Further, we found a significant fatherhood bias with male PT managers receiving less favorable promotion decisions than female PT managers. The study further reveals that decision makers’ evaluations of managers’ levels of advancement motivation mediate several significant relationships. Abstract. According to the agenda for employment set by the European Union in 2000 for the following 10 years, the target for female employment was set at 60 per cent for the year 2010. Although Northern and most Continental countries have achieved this quantitative target, the Mediterranean countries are lagging behind. Labor market policies should be aimed to encourage women's participation and reduce the cost of working. However, the persistence of a negative relationship between participation and fertility in these countries implies that it is important to take fertility into account. We analyse a model of labor supply and fertility, using data from the European Community Household Panel (ECHP) for the period 1994–2000, merged with regional data describing the available labor market opportunities in the households’ environment.  相似文献

ABSTRACT In Japan, divorce rates have more than doubled since the mid-1960s, and female paid employment has increased rapidly in the past few decades. By applying a conventional economic model of labor force participation to micro-level data gathered from a nationally representative sample survey, this paper shows that Japanese married women who have contemplated divorcing their husbands are more likely to participate in the workforce as full-time paid employees. This finding suggests that an increasing risk of divorce has made a substantial contribution to the fast rise in Japanese women's participation in paid employment, particularly full-time work.  相似文献

ABSTRACT: Two aspects distinguish the Cassa Integrazione Guadagni (CIG) from most other European under or unemployment public benefit schemes: an institutionally fixed replacement ratio and a rotation principle imposing a labour-sharing regime. Within a labour-sharing approach, the comparison between the CIG unitary subsidy proportioned to the corresponding wage rate and the European standard fixed in nominal terms, shows that, ceteris paribus, employment is lower and profits are higher in the former system. Moreover, given the indexation provided by CIG, aggregate supply is vertical in this system while it is positively sloped in the other. Consequently, employment, real profits and real wages are constant in the former case, while they are positively correlated to the good quality of the states of nature in the latter. If the tax-based financing of public benefits is not — as it is not in Italy — experience-rated, the CIG regime induces moral hazard behaviours harmful to the State: it leads firms and unions to agree on relatively high wages, thus raising the value of both working and non-working time. Without affecting the unions’average requests and the firms’profits, this attitude reduces employment and increases under or unemployment public subsidies.  相似文献

Increasing numbers of pregnant women are working throughout much, if not all, of their pregnancies. In this secondary analysis of existing longitudinal data on family health, pregnant women were grouped according to employment status: 126 homemakers, 70 employed part-time, and 135 employed full-time. There were no significant differences between the groups in measures of distress, including depression, trait and state anxiety, and perception of negative life events. Homemakers were significantly younger, less educated, and had lower family incomes than either group of employed women. There was also a non-significant trend towards higher distress scores among homemakers. Overall, among these women, it was the similarities which were more striking than the differences, which supports recent research findings about distress among pregnant women.  相似文献
