Current systems for investigating child deaths in England, Wales and Northern Ireland have come under intense scrutiny in recent years and questions have been raised about the accuracy of child death investigations and resulting statistics. Research has highlighted the ways in which multidisciplinary input can contribute to investigative and review processes, a perspective which is further supported by recent UK policy developments. The experience of creating multidisciplinary child death review teams (CDRTs) in America highlights the potential benefits the introduction of a similar system might have. These benefits include improved multi‐agency working and communication, more effective identification of suspicious cases, a decrease in inadequate death certification and a broader and more in‐depth understanding of the causes of child deaths through the systematic collection and analysis of data. While a lack of funding, regional coordination and evaluation limit the impact of American CDRTs, the positive aspects of this process make it worthwhile, and timely, to consider how such a model might fit within our own context. Current policy developments such as the Home Office review of coroner services, the Children Bill and related Department for Education and Skills (DfES) work on developing screening groups demonstrate that strides have been made in respect of introducing a multidisciplinary process. Similarly, the development of local protocols for the investigation and[sol ]or review of child deaths in England, Wales and Northern Ireland highlights an increased focus on multidisciplinary processes. However, key issues from the American experience, such as the remit of CDRTs[sol ]screening panels, the need for national coordination and the importance of rigorous evaluation, can inform the development of a similar process in the UK. The aims of this study were to develop scales to assess experiences of sexually abused children in the Irish criminal justice system (CJS); identify aspects of the CJS which children experience as negative; compare the perceptions of children, parents and professionals of sexually abused children's experiences of the CJS; and determine correlations between perceptions of children's CJS experiences and current psychological adjustment. Forty‐three children, 101 parents, 32 mental health professionals, 27 police officers and 21 lawyers completed parallel versions of the Criminal Justice System Questionnaire (CJSQ) which assessed satisfaction with aspects of the CJS relevant to sexually abused children, specifically: Gardaí (police), medical examination, Director of Public Prosecutions, waiting for court, court professionals, court context and the CJS. Fifteen scales were developed by conducting principal component analyses. Children gave negative ratings on nine of these, and on seven children, parents and professionals differed in their perceptions of how children experienced the CJS with mental health professionals viewing the impact of the CJS as more problematic than parents and children. Scores of children and parents on CJSQ scales correlated with indices of current psychological adjustment. While much research exists looking at parental preferences for child care, much of that research uses child care choice as a proxy for preference. In an effort to examine the types of care mothers prefer if no constraints were placed on their decision, this quantitative study investigated how family demographic factors and family role ideology relate to the types of child care (parental and non-parental forms) mothers prefer ‘in an ideal world’ using a sample of 345 employed mothers of children under 6 years of age in a suburb of a large metropolitan area in the southern USA. Participants completed a questionnaire examining the types of care they viewed as ideal for infants (0–12 months old), toddlers (13–30 months old), and preschoolers (31–72 months old) if no constraints were placed on the decision. Results indicated that the preferences for type of care for mothers in this sample varied according to the child's age, with a large majority of mothers preferring parental care for their children. Ideological and demographic factors predicting preferences for first and second choice of child care were also explored through binary and multinomial logistic regression, revealing the influence of ethnicity, education, and family role ideology to preferences for infant care. These results add to the existing literature by confirming previous findings about the influence of child age to child care preferences, as well as highlighting the disconnect between these preferences and the way family policies are structured in the USA.  相似文献

Child protection and welfare have become international issues in a globalized world. Ideas about childhood and the upbringing of children vary widely, depending upon the prevailing economic, socio-cultural, religious, and political contexts. These have had dramatic effects on the way societies value children, and the role acquired by the state in their protection and advancing their well-being. Children, however, remain at risk. They are placed at risk by the breakdown of extended family systems as a result of urbanization, and as a result of impaired functioning of some nuclear families, in the absence of kinship safety nets. Some traditional cultural practices place children at risk, especially girl children. Poverty creates risks for all children but it can create specific catastrophic risks for girls. Countries can enact visionary laws intended to protect children, but they will be ineffective against entrenched social attitudes, especially if only limited resources can be provided to implement and enforce them. This is the ultimate challenge that the world community must address if the vision of the United Nations Convention on the Rights of the Child is to be realized.  相似文献

Abstract

This article provides an overview of the plight of the “tsunami generation” detailing the social and physical conditions after the disaster. Children are most vulnerable and need protection and clear and sustained support for rehabilitation. The social psychological recovery and protection of children are key concerns of child welfare and internal social service organisations. The last ten years have witnessed a significant shift in the police response to investigations of child abuse. One of the most ‘visible’ manifestations of this shift has been the establishment of specialist units where children can be interviewed, medical examinations conducted and, in some cases, overnight accommodation made available to children and their non-abusive carers. The history of these units in Scotland is summarized in this article, together with a brief outline of their remit and some of the current issues facing them. A closer examination of the way in which Scottish units have responded to the issue of joint child abuse investigations with social workers is made, drawing on evidence from research conducted in Scotland.  相似文献

This article argues that England is in the process of introducing a mandatory reporting system, not based on the requirement to report child abuse but on the basis of ‘a cause for concern’ for a child's welfare. It describes Section 12 of the Children Act 2004, which is fundamental to the development, and the rationale upon which it is based. The second part of the article summarizes the key criticisms that have been made of mandatory reporting systems and discusses how these are likely to apply in the English situation. This paper explores professional decision-making in cases of child neglect within the context of child protection practice in Britain. The literature on the nature of neglect is reviewed. Difficulties associated with decision-making are then examined within a framework that addresses the social, political and organizational context of child protection practice. It is argued that the current system, which focuses on incidents of abuse rather than the context of children's lives, provides inadequate protection for many children experiencing chronic neglect. Conclusions are drawn with regard to the development of practice that supports vulnerable parents while still remaining the child's welfare as paramount. © 1998 John Wiley & Sons, Ltd.  相似文献

Studies document that, on average, children cared for in centers, as compared to homes, have higher cognitive test scores but worse socioemotional and health outcomes. The authors assessed whether the quality of care received explains these associations. They considered multiple domains of child development—cognitive, socioemotional, and health—and examined whether mediation is greater when quality measures are better aligned with outcome domains. Using the Early Childhood Longitudinal Study Birth Cohort, they found that children in centers have better cognitive skills and behavioral regulation than children in homes, but worse social competence and generally equivalent health (N = 1,550). They found little evidence that quality of child care, as measured by standard instruments (e.g., the Early Childhood Environment Rating Scale—Revised), accounts for associations between type of care and child developmental outcomes.  相似文献

The Framework for the Assessment of Children in Need and their Families is guidance introduced by the Department of Health in England to improve assessment practice and promote better outcomes for children and their families. This paper considers ways in which the Assessment Framework can improve assessment practice in cases of child neglect. However, as with any national guidance, its effectiveness is dependent on local approaches to implementation. The author has undertaken practice development work around implementation with senior managers and frontline staff in area child protection committees (ACPCs) and social services departments. These experiences are used to explore the local issues and tensions encountered by both practitioners and managers responsible for implementing the Assessment Framework. Research conducted in the past decade on families with young children concentrated on 5 broad topics: (a) the transition to parenthood; (b) the importance of maternal sensitivity for children's attachment security and subsequent adjustment and social competence; (c) the effectiveness of particular parenting styles and practices; (d) interparental, familial, and broader societal factors influencing parenting behaviors and child adjustment; and (e) the impact of family structure and household composition on children's well‐being. Our review documents substantial diversity in family structures, parenting arrangements, and childrearing values and practices both within and across ethnic and racial groups. Collectively, the evidence suggests that in most families with young children, parents and children seem to be doing well. We conclude that substantial work is required to expand the study of families with young children beyond mother‐child dyads in White, middle‐class, two‐parent, first‐marriage families.  相似文献

This paper investigates the association between changes in coresident sibship size and children's educational progress in the Philippines. When conceptualized at the household level, sibship size is a dynamic aspect of the family context with potentially important implications for resources needed to support a child's education. Individual‐level change models suggested that adding younger siblings in early childhood (from birth to age 9) and losing both younger and older siblings later in childhood (from age 9 to 19) were associated with less educational progress by the focal child between ages 9 and 19. These effects were additive and indicated the importance of assessing both type of change and timing in evaluating the relationship between coresident sibship size and educational progress during childhood.  相似文献

The United States follows what has been termed a “residual” approach to its public child welfare system. This article describes the residual model and contrasts it with the policies of other industrialized nations. It also explores the causes and persistence of the residual model in the United States through the lens of structural-functionalist theory. By doing so, this article attempts to respond to critics of structural social work who maintain that it is overly reliant on conflict theory and has nothing to offer in terms of distinct practice methods. This article seeks to examine the protection of those rights of adopted children under the law in Malaysia and to evaluate the extent to which the law protects the rights of adopted children. This paper undertakes an international comparison of parent engagement in the USA and England. Research from both countries is reviewed to establish the extent to which parent engagement is achieving the benefit of an improved fit between need and services and what, if any, differences exist between the experiences of parents in the USA and England. Despite some unique differences, research from both countries identifies similar experiences among parents. Those studies indicate that parent engagement is not yet contributing to the provision of services that are more timely, appropriate, or adequate in meeting parent need. The barriers to achieving a better fit between needs and services are explored and system-wide issues that limit the effectiveness of engagement with parents are discussed. The paper presents the Munro Review of Child Protection in England as a catalyst for change in improving the child welfare system's approach to parent engagement and establishing a better fit between needs and services. Consideration of the applicability of the Munro Review findings to the USA child welfare system or replication of such a review is proposed.  相似文献

This paper presents an analysis of the role of Swedish voluntary organizations within the field of child protection as well as processes of institutionalization within such organizations. The empirical focus is on the two most important voluntary organizations within the field today, namely Rädda Barnen (Save the Children) and BRIS (Children's Right in Society). And their importance within the child protection discourse, as well as their role as producers of welfare, is discussed. In the latter respect two different processes of professionalization—professionalization of volunteers and avant-garde professionalism—are identified. It is demonstrated that the relationship between the state and voluntary organizations is a key issue when understanding the nature of the organizations and their role in the organizational landscape.  相似文献

This paper critically reviews some key government papers that together largely provide the foundation for the relevant child welfare reforms in England and Wales. The context of this review was to evaluate whether these papers and documents made sufficient reference to improving policies and practices for minority ethnic children and families involved in child welfare matters, given the research evidence from the early 1990s suggesting that such families may experience particular disadvantages or discriminations within the UK child welfare system. The research evidence cited draws upon studies that have considered the experiences of different minority ethnic groups from the point of referrals through to long term services, including those children who have been looked after in local authority care and those families that have been subject to care proceedings. This paper concludes that more is needed under the Every Child Matters agenda to both acknowledge and address the specific needs of minority ethnic children and their families, as identified in the range of studies published post Children Act 1989.
