The paper argues that the introduction of European technology to the New Zealand Maori prior to colonization in 1840 did not result in the collapse of their culture. New technologies were adopted in the context of their traditional valuing. Iron tools, white potatoes, agricultural technology and firearms were all integrated into Maori livelihood, and resulted in change in Maori society and economy. The change, though, was not preordained by the new technologies. New technologies led to new alternatives, but the adopted technologies was adapted by the Maori to their social processes.  相似文献

ABSTRACT

Pre-existing longitudinal studies of people affected by disasters provide opportunities to examine the effects of these events on health. Data used in the current investigation were provided by participants in the New Zealand Health, Work and Retirement longitudinal surveys conducted in 2010, 2012 and 2014 (n = 428; aged 50–83), who lived in the Canterbury region of New Zealand during the 2010–2011 earthquakes. Latent profile growth analyses were used to identify groups of respondents who had similar pre–post-disaster physical and mental health profiles. These groups were compared in terms of demographic factors, personal impact of the earthquakes assessed in 2012 and the overall negative–positive impact of the earthquake assessed in 2014. There was little evidence of change in health status overtime. Groups did not differ in their experiences of threat or disruption, however those in poorest health reported greatest distress and a more negative overall impact of the earthquake. Although results suggest little impact of disasters on health of surviving older adults, pre-disaster vulnerabilities were associated with distress. Social workers and agencies responsible for disaster response can play a key role in pre-disaster planning and assessment of vulnerabilities of older adults to enhance potential for positive outcomes post-disaster.  相似文献

China is currently undergoing a transition from individual to collective labor relations. The enactment of the Labor Contract Law marks the initial completion of adjustments to individual labor relations in terms of legal construction, as well as the starting point for the adjustment of collective labor relations. The construction and regulation of individual labor relations is not sufficient to resolve the conflict between labor and capital or to maintain industrial peace. In the shift toward collective labor relations there are two complementary forces and paths: the government-led top-down construction process, and the workers’ spontaneous bottom-up mobilization. The shift from disputes over rights to disputes over interests is an important characteristic of the transition toward collective labor relations. Chinese labor policy urgently needs to be reconstructed and refined. Its content should include the guiding role of labor relations theory and choice of adjustment models, sound collective labor law, recognition of the collective rights of workers, handling of the relationship of labor’s two forces, etc.  相似文献

By examining the impacts of the Cohesion Policy on immigrants’ economic integration, this study provides evidence on how the European Union promotes inclusion. Focusing on Italian municipalities, we estimate the causal effects of immigrant-related projects on the wage gap between natives and immigrants during the 2007–2018 period. We find a significant decrease in the average wage gap of approximately 7.6%. Specifically, Cohesion Policy played a positive role in immigrant economic inclusion through interventions targeted at supporting the employment and mobility of workers. For the inclusive dimension of the Next Generation EU program, this is key evidence to start with.  相似文献

We use decomposition and regression to examine the reasons for the changes in nominal and real rates of return of China’s foreign exchange reserves between 2002 and 2009. The results show that the US financial market risk premium is the most important determinant of changes in the nominal rate of return, while the US dollar exchange rate and the bulk commodity price are the two key determinants of changes in the real rate of return. From empirically based research, one may conclude that the loose monetary policy of the US Federal Reserve increases China’s foreign exchange reserves’ nominal rate of return but decreases the real rate of return and that the European debt crisis has an uncertain impact on China’s foreign exchange reserves’ nominal rate of return but may well raise the real rate of return.  相似文献

This study examines aid, state–business relations, and development in Ghana and South Korea. In 1957, when Ghana achieved independence, Ghana and South Korea shared approximately similar levels of GDP per capita. However, while South Korea has successfully transformed itself from a major recipient to a donor country and enjoys advanced economic growth and a high standard of living, Ghana—despite visible growth in recent decades—remains a low-income and aid-dependent country. In this study, focusing on policies that guide state–business relations and their impact on economic development, we examine the extent to which foreign aid played a role in shaping state–business relations and building (or failing to build) public–private development partnerships in South Korea and Ghana. More specifically, we argue that fundamentally in South Korea, through enabling national development policies, state and business worked together to achieve economic development; for Ghana, the local business sector was inadequately integrated as an economic development partner with the state, which explains the less than outstanding performance of various state-led development projects in Ghana in much of the last 50 years. In addition, we argue that in the case of South Korea, aid was used effectively to support and build local business groups, while in Ghana aid has largely failed to boost the private sector, a key factor explaining the divergent paths of aid and development outcomes between the two countries.  相似文献

A qualitative study by ChangeMakers Refugee Forum and the National Refugee Network of the experiences of 18 Convention refugees has highlighted that the standards of safety and protection that Aotearoa New Zealand is obliged to extend to Convention refugees are inadequately met; most notably that there is a significant disparity between United Nations High Commissioner for Refugees quota refugees and Convention refugees, despite there being no distinction between the two within the 1951 Refugee Convention. Themes relating to participants' experiences of destitution, discrimination, and the deterioration of their physical and mental health during the process of seeking asylum and protection emerged from the study. Lack of resources, information and insufficient policies amounts to a lack of security and protection for Convention refugees in Aotearoa New Zealand, revealing an environment where funding, collaboration, and political and public goodwill are minimal.  相似文献

ABSTRACT

The use of health targets as a form of performance measurement has become more prominent internationally as governments have sought to control public expenditure, produce greater efficiency and improve accountability. However, health targets have faced criticism for their potential to produce negative outcomes within a health system. This paper examines how a health target was used as a policy instrument within the New Zealand health system to improve immunisation coverage at two years of age. It explores how the immunisation health target was implemented within four case study sites and discusses the effectiveness of the health target as a policy instrument for improving immunisation coverage and addressing persistent immunisation inequities. Measuring and monitoring performance towards the immunisation health target improved accountability for immunisation coverage within the New Zealand health system and focused attention on improving immunisation coverage in a way that previous policy attempts had failed to do. Health targets may be an effective policy instrument for creating change within specific areas of a health system if their potential for dysfunctional consequences are taken into consideration at the outset.  相似文献

This paper analyzes access to finance based on the usage of financial services by Indian households. Based on two rounds of nationally representative All India Debt and Investment Survey (AIDIS) for 2002 and 2012, we examine how access to credit is associated with a household's socioeconomic and demographic characteristics using Heckman’s two-step approach procedure. Our results show that belonging to higher asset quintile groups has a statistically significant positive effect on the household's decision to take loans only from the formal sector in both rounds and significant negative effects on taking a loan only from the informal sector. Similarly, social and religious groups play a significant role in the decision of the household to take a loan. Households with more educated adults are more likely to take a loan. Households involved in regular wage-earning occupations in urban areas are more likely to take a loan from formal sources. Thus, the importance of policy placing greater emphasis on demand-side barriers rather than on improving the physical availability of formal financial services to promote financial inclusion in India.  相似文献

ABSTRACT

The Five Ways to Wellbeing were developed in 2008 as a set of simple daily practices for individuals to improve their wellbeing. While there is some evidence to support the association between individual practices and wellbeing, it is unknown whether engaging in multiple practices – and in certain combinations – is associated with higher levels of wellbeing. A survey was undertaken with 10,012 adults throughout Aotearoa, New Zealand, to assess individual wellbeing and participation in the Five Ways to Wellbeing (Connect, Give, Take Notice, Keep Learning and Be Active). Wellbeing was assessed with the Flourishing Scale (Md?=?46, IQR 39–49). Three objectives explored the cross-sectional association between the Five ways to Wellbeing and wellbeing: (1) multiple wellbeing practices and wellbeing, (2) clustering of multiple wellbeing practices, and (3) wellbeing practices as predictors of wellbeing. Results show that levels of wellbeing increased with each additional practice (rho?=?.53, p?<?.001), regardless of the combination. However, the most important predictors of wellbeing were Keep Learning (β?=?.23, p?<?.001) and Take Notice (β?=?.22, p?<?.001). Studies investigating ways to increase participation in the Five Ways to Wellbeing are warranted to promote wellbeing in Aotearoa.  相似文献

ABSTRACT

Given near consensus among the scientific community about the anthropogenic nature of climate change, there is pressing concern about how to mobilise enough people to care and demand wider socio-political change. In this article we explore this urgent issue, drawing on recent conflicts over deep-sea oil exploration and drilling in Aotearoa New Zealand. We explore how some activist groups are attempting to mobilise care and concern around deep-sea oil drilling and climate change through the use of narratives that entwine aspects of national identity with the non-human world. We suggest that these activist groups are not concerned about a retreat of the state, but rather, are in direct conflict with the state, and state interventionism, over fossil fuel development trajectories in Aotearoa New Zealand. In drawing upon eco-nationalism, and particularly a way of life related to place, activists have called into question the common sense of business as usual and thereby sought to expand space for ‘ordinary’ Aotearoa New Zealanders to care about climate change.  相似文献

During the 11th Five-year Plan (2006-2010), the total fertility rate of the mainland of China was 1.481 and was stable with a slight decline, exhibiting a spatial pattern of moderately low fertility in the central and western regions, very low fertility in the east and extremely low fertility in the northeast. Except for a rebound in a few provinces and regions with extremely low fertility rates, the ratio of actual fertility rates to policy fertility rates is still falling. The reduced fertility rate is mainly driven by development, notably the proportion of the total population represented by the exuberantly fertile women of child-bearing age and their greater urbanization, growing level of non-agricultural employment and outflow from rural areas, as well as the assimilative effect of urban production, lifestyles and cultural concepts upon the agricultural population. Development has catalyzed an irreversible trend of declining fertility; existing fertility policy has proven insufficient to keep fertility rates stable at reasonably low levels. Policy-based rebounds may emerge in urban areas and the east and northeast, where family planning policy has been better implemented; on the other hand, a non-policy-based rebound may have been released. In the central and western rural areas, multiple births occur on average among only 4.12 percent of the younger generation of women. As fertility policy is adjusted and improved, fertility rebounds in transitional fertility policy adjustment can be effectively regulated through a gradual strategy which will not provoke a sharp rebound. The time is ripe for China to conduct a nationally unified adjustment of the existing fertility policy.  相似文献

The paper examines the impact of population ageing on macroeconomic outcomes, inflation and labour force participation employing a sample of 23 OECD developed countries from 1960 to 2014 and accounting for the institutional context. Controlling for collective bargaining coordination the results show that a larger elderly share of population would lead to lower real GDP growth, albeit mostly in countries with low population growth rates. Ageing puts substantial downward pressure on inflation due to subdued aggregate demand. Also, results demonstrate that the ageing of the workforce tends to reduce labour supply. To mitigate any adverse effects of population ageing, a combination of labour market policies, pension reforms, greater investment in human capital and technological innovation should be prioritized in policy making.  相似文献

In March 1910, after two years of sustained surveillance by the colonial government, a young Indian revolutionary nationalist, Vinayak Damodar Savarkar (1883–1966), was arrested in London and extradited to India for trial. Among the charges he faced was the curious one of sedition. Using Savarkar as the starting point – and concluding with Gandhi's own encounter with sedition – this essay argues that sedition law had a critical, and extended, life in the colonial context, allowing the use of what were seen as dangerous words to be evidence of conspiracy long after the metropole had abandoned the practice. The colonial state's response to revolutionary nationalism gave rise to two principal colonial weapons against anti-colonial nationalism (whether manifested in Savarkar's call for armed rebellion or Gandhian nonviolent noncooperation). The first weapon was surveillance, a developing technology of state control that placed an increasingly large number of young ‘revolutionaries’ under systematic monitoring. They were placed under surveillance to monitor not just what they were doing, but also what they were thinking, writing, and speaking. The second and perhaps more important weapon of the colonial state in India was sedition law. While sedition had a long history in Britain, the modern history of sedition was in fact inextricably linked to colonial rule. The history of colonial surveillance and the development of sedition law strongly suggests that the real danger posed by all nationalists, revolutionary and otherwise, lay in a violence that was far more rhetorical and symbolic than physical, for what was really at stake was the fundamental legitimacy of colonial rule.  相似文献

The logic of Arrow’s theorem of the deductible, i.e. that it is optimal to focus insurance coverage on the states with largest expenditures, remains at work in a model with ex post moral hazard. The optimal insurance contract takes the form of a system of “implicit deductibles”, resulting in the same indemnities as a contract with full insurance above a variable deductible positively related to the elasticity of medical expenditures with respect to the insurance rate. In a model with a predefined ceiling on expenses, there is no reimbursement for expenses below the stop-loss amount. One motivation to have some insurance below the deductible arises if regular health care expenditures in a situation of standard health have a negative effect on the probability of getting into a state with large medical expenses.  相似文献
