Environmental Security in Transnational Contexts: What Relevance for Regional Human Security Regimes?

Abstract

The year 2015 was meant to be a seminal year in global geopolitics due to the transition from the Millennium Development Goals (MDGs) to the Sustainable Development Goals (SDGs). This transition was significant because the MDGs, even though they raised global consciousness around the need to combat poverty, remained indicator-based, and thus, they did not adequately address socio-economic inequalities and power imbalances in global affairs. For this reason, much of the discussion surrounding the definition of the SDGs and the post-2015 global development agenda contextualized sustainable development within the framework of ‘transformation’, specifically prioritizing concepts such as equity, security, justice, and rights. While these debates correctly discussed power imbalances and relational obstacles to human development they remained abstract because they focused only on the international level. In this regard, discussions did not adequately examine mechanisms that facilitate or block the emergence of sustainable development as a political priority, nor did they address specific policy proposals to link environmental justice to human development strategies. Thus, this special issue introduction argues that human and environmental security should be framed in terms of transnational discussions rather than being limited to international debates. The special issue undertakes an examination of the interactions between human and environmental security, border studies, and comparative regional integration; and interactions between competing globalizations. The articles in the special issue address the relationships between international norms, transnational human and environmental security issues, and the regionalization of governance.     

Water Security Debates in ‘Safe’ Water Security Frameworks: Moving Beyond the Limits of Scarcity

ABSTRACT

What relevance is there to discuss water security issues in cases where water availability and accessibility do not seem to be a problem? This is the main question that guides this article which searches for answers from official core water debates in upstream or ‘safe’ water access (or ‘water-rich’) countries. If a norm such as water security or the human right to water and sanitation is to be universally accepted, then it needs to be adopted by wealthy and powerful countries/regions that are water-rich, and it should guide policies in both their domestic and foreign policies. If these polities do not support this norm, then operationalization becomes a serious challenge and water security debates will keep reflecting power imbalances in global affairs. Empirically, this article examines current water management strategies in the European Union with specific focus on the Grand Duchy of Luxembourg.     

Beyond the Certainty of Security: On Dominant and Latent Conceptions of “Security” in Modern Societies

While other political programs have a relatively short history, the programatic logic of “security” is rather long-standing. This article argues that “security as a product” is a conception of modernity which came to its limits. The question arises, which kind of conception could he beyond those limits.     

Turning the Gendered Politics of the Security State Inside Out?

The essay ‘Eco/Feminism, Non-Violence and the Future of Feminism’ takes on an important issue within ecofeminism and feminist theory generally – the relationship between maternalism, pacifism, ecofeminism, and essentialism – arguing for new ways of reading ‘eco/feminist’ activism as an engaged mode of theory. Ironically, even though the purpose of the peace camp in Clayoquot Sound was to protest the logging of the rainforest, this essay does not examine the meaning of nature or environmentalism for the protestors. Nature becomes a mere background for the gendered human drama that unfolds. It is crucial that we interrogate the grounds, purposes, and consequences of linking environmentalism and feminism, by analyzing specific articulations within particular places and contexts. Whether or not it is beneficial to merge feminism and environmentalism remains an open question.     

Food Security: An Ecological–Social Analysis to Promote Social Development

Coupled with the obesity epidemic, food insecurity presents a public health and social crisis. The United States' industrialized food system embodies an unsustainable network of production and unequal distribution of food creating threats to both the natural environment and human development. Ecological, economic, and social systems are interdependent and their relationships to food security are complex and dynamic. Social workers have a unique set of community practice knowledge and skills that can help communities achieve greater access to affordable, healthy food. Building interdisciplinary networks to change food policies and develop sustainable and equitable food systems can address food insecurity.     

Privatization of Social Security in the United Kingdom warning or exemplar?

This study draws lessons for the debate about the proposed partial privatization of Social Security in the United States based on evidence from the United Kingdom. The British case suggests that privatization may lead to a reduction in the pension burden on the national budget if combined with substantial cuts in benefits. Such reforms may have positive effects on the economy, but any such benefits would come at a price that would include much higher administrative costs, exposure to stock market fluctuations, increased inequality, and potentially lower pension benefits for many low-wage workers, particularly women.     

Can abortion rights be integrated into the Women,Peace and Security agenda?

Reproductive rights are an under-theorised aspect of the Women, Peace and Security (WPS) agenda, most clearly typified in United Nations Security Council resolution (UNSCR) 1325 and successive resolutions. Yet reproductive rights are central to women’s security, health and human rights. Although they feature in the 2015 Global Study on 1325, there is less reference to reproductive rights, and to abortion specifically, in the suite of United Nations Security Council (UNSC) resolutions themselves, nor in the National Action Plans (NAPs, policy documents created by individual countries to outline their implementation plans for 1325). Through content analysis of all resolutions and NAPs produced to date, this article asks where abortion is in the WPS agenda. It argues that the growing centrality of the WPS agenda to women’s rights in transitioning societies means that a lack of focus on abortion will marginalize the topic and stifle the development of liberal legalization.     

Dairy Livestock Interventions for Food Security in Uganda: What are the Implications for Women's Empowerment?*

Women are increasingly the target of agricultural development programs aimed at reducing poverty and food insecurity, especially in sub-Saharan Africa. Some feminist scholars argue that such efforts are driven more by concerns about the efficient use of resources than the rights of women and do little to transform gendered power relations. We examine how development interventions that target women affect household well-being, especially food insecurity, empower women, and transform gendered power relations. Our study uses the case of the Gates Foundation funded East Africa Dairy Development (EADD) program in Uganda. Our methods include the Women's Empowerment in Agriculture Index survey and in-depth interviews of women farmers and key informants, within the EADD program. We argue that the livestock sector provides critical insights into women's empowerment because livestock are not “socially neutral” in their gendered effects. Our study found that: (1) ownership of dairy cows enhanced important dimensions of women's empowerment and gender equity that benefited women and households; (2) women's labor responsibilities for dairy cows disempowered some women by increasing their time poverty and; (3) ownership of dairy cows provided a means for women to disrupt entrenched social norms related to gender roles within the household and agriculture.     

“See Media”: Coco Fusco’s Direct Address and the Performance of In/Security

Abstract

A Room of One’s Own: Women and Power in the New America (2006–2008) is a multi-media performance art piece by visual artist Coco Fusco. In a lecture style performance staged at the Museum of Modern Art (MoMA) as part of their 2007 symposium The Feminist Future: Theory and Practice in the Visual Arts, Fusco explores the use of women in US military interrogation efforts during the height of the War on Terror and – problematic and violent as it may be – mounts a parallel attack against the art world itself. Although invited to speak, Fusco speaks (performs) out of turn – and out of sync in order to level a critique at the very establishment in which the symposium was held. In doing so, Fusco directs our attention towards the interwoven workings of power, surveillance, silence, and the making and the performances of particular kinds of citizen/subjects/enemy combatants/art objects/interrogators/artists. This article seeks to address how visual culture and US military security discourses are inextricably linked through interwoven histories and unsettling relationships between race and national security, national security and feminism, as well as race and feminism.     

Student Rights in an Age of Austerity? ‘Security’, Freedom of Expression and the Neoliberal University

In this profile, we examine a worrying trend taking place in institutions of higher education around the world: a notable increase in their managerial corporatization and neoliberalization, combined with greater repression of freedom of expression on campuses under the aegis of ‘securitization’. We focus attention specifically on how these twinned trends have impacted student activism in a post-2008 austerity-driven economic environment. Drawing on examples from Canada and elsewhere, we highlight attempts to depoliticize and institutionalize student engagement, as well as evidence of students working to break free of myriad constraints to foment change in their respective communities.     

Food Security at Whose Expense? A Critique of the Canadian Temporary Farm Labour Migration Regime and Proposals for Change

Temporary farm labour migration schemes in Canada have been justified on the premise that they bolster food security for Canadians by addressing agricultural labour shortages, while tempering food insecurity in the Global South via remittances. Such appeals hinge on an ideology defining migrants as racialized outsiders to Canada. Drawing on qualitative interviews and participant observation in Mexico, Jamaica and Canada, we critically analyse how Canada's Seasonal Agricultural Worker Program is tied to ideological claims about national food security and agrarianism, and how it purports to address migrant workers’ own food insecurity. We argue remittances only partially, temporarily mitigate food insecurity and fail to strengthen migrant food sovereignty. Data from our clinical encounters with farm workers illustrate structural barriers to healthy food access and negative health consequences. We propose an agenda for further research, along with policies to advance food security and food sovereignty for both migrants and residents of Canada.     

Beyond liberal vs liberating: women’s economic empowerment in the United Nations’ Women,Peace and Security agenda

This article is about women’s economic empowerment within the United Nations (UN) Women, Peace and Security (WPS) agenda. Based on analysis of the core agenda-setting documents, it traces where two different versions of women’s economic empowerment, “liberal” (including women in the formal economy) and “liberating” (women collectively mobilizing to challenge the status quo), appear in the WPS agenda. It argues that the two exist in uneasy tension in the UN’s aspirations for women’s economic security post-war, but that when it comes to actual activities and achievements, the liberal version dominates over the liberating version. The article argues that it is important not to overstate the divide between the two approaches, and that the seeds of a liberating approach can be found within the liberal. It is initiatives to facilitate women’s economic empowerment that contain opportunities for collective action to transform the structures of the economy that WPS advocates should advocate. This would strengthen the WPS agenda and its ability to contribute to security as feminists envisage it, as encompassing freedom from want as well as freedom from fear.     

The Final Instance - Unemployment Insurance Going Private? A Study of a Future Social Security Scenario in the UK and Germany

This paper explores the scope for privatizing unemployment insurance in Britain and Germany. The research builds on two consecutive projects, undertaken in the two countries between 1996 and 2000. The studies investigated people's attitudes towards the welfare state and private insurance, and families' strategies to manage the financial risk of unemployment. About 6% of the working population of both Britain and Germany claimed to possess private unemployment insurance. A further 23% in Britain and 12% in Germany expressed an intention to acquire private unemployment insurance. Attitudes towards private unemployment insurance were influenced by perceptions of unemployment risk, household circumstances, private money management strategies, and perceptions of the welfare state and the efficiency and trustworthiness of its institutions. The risk of exclusion from insurance in the two countries, either voluntary or as a result of actuarial risk assessment, is investigated. There is at present little evidence of adverse selection, nor would an expansion of the private unemployment insurance market necessarily entail that risk. However, the study found some, albeit limited, evidence of moral hazard. Significant country-specific differences were apparent in all aspects of the study.     

‘Dirt,Death and Danger? I Don't Recall Any Adverse Reaction …’: Masculinity and the Taint Management of Hospital Private Security Work

Drawing on an ethnographic narrative written by one of the authors following his resignation from a hospital private security team in Ottawa, Canada and interview data gleaned from eight security men (all former colleagues), this article explores how hospital private security officers draw on discourses of masculinity to navigate the ‘dirty’ boundaries of their work, and to preserve their alpha‐guard statuses as controlled, autonomous and authoritative subjects. We found that hospital guards manage and deflect taint status by emphasizing their resiliency, emotional detachment and enthusiasm towards morbid, disturbing and dangerous tasks. Guards who seek to challenge these components of the job may be subject to gender harassment and reprisal from other guards, senior security officials and nursing staff. Overall, these narratives call attention to the necessity of hospital training programmes, de‐briefing exercises and best‐communication practices that promote the physical and emotional well‐being of persons who engage in intensive forms of dirty work.
