British policy after the Second World War was designed to maintain her influence in the Middle East. As a result, she worked to prevent any destabilization of the region's nations and especially to preserve the existent pro‐British regimes.

The Iraqi royal government was weak, depending mainly on its army. The riots of January 1948 proved how tenuous the government's position was. Here Britain invested great efforts in preventing conditions from damaging the regime or destroying it. This explains why the British were not active on behalf of the Jewish community, which at the time suffered from a policy of discrimination and persecution.

The British assumed that the problem of the Jewish minority in Iraq could not be divorced from overall Jewish‐Arab relations or those between Israel and the Arab states, and that the Iraqi Jewish community's fate was inevitable given the events in Palestine. Moreover, despite the pressure from extremist quarters in Iraq to banish all the Jews and expropriate their property, the Iraqi government's policy was not that extreme, and it sought at least to defend their lives and prevent a recurrence of the June 1941 pogrom. Despite this, Israel exploited the Iraqi Jewish community's situation to attain her own political and economic ends.  相似文献

ABSTRACT

Starting with the initiation of democratic and market economic transitions, unsupportive policies concerning women's reproductive health were implemented in Kyrgyzstan and Poland in the period 1990–2006. These policies were expressed by (1) political decisions limiting available funding to support medical practices protecting women's reproductive health, (2) diminishing or restricted dissemination of knowledge about family planning, and (3) the implementation of new contraception and abortion policies. Could these changes be perceived as combat between democratic liberalism, cosmopolitanism, and tolerance versus traditionalism, insularism, and fundamentalism? We use analyses of policies concerning women's reproductive and maternal health to manifest rivalry between economic crisis and the push toward modernity and between traditionalism and liberalism. We demonstrate that the return to traditional gender roles and gender policies, and their practical application expressed in maternal health policies, illustrates cultural backlash toward diffusing Western liberalism in countries in political and economic transition.  相似文献

Research often argues or implies that the First World War suddenly discontinued the age of Jewish mass migration and led to increased sedentarism. Indeed, the former main destinations like the USA drastically cut down on the arrival of East European Jews. This did not, however, result in the end of Jewish mass migration. This article will demonstrate that it rather led to manifold attempts to circumvent the newly introduced and increasingly exclusive measures, to a rising complexity of transnational movement patterns, and finally to the emergence of new destinations and Jewish communities all over the globe. This movement, however, was overshadowed and impacted by the almost global rise of xenophobia and fascism. Based on local histories, statistical and legal sources, as well as reports and communications by delegates of Jewish relief organizations, this article presents a social history of the intersection between global Jewish migration and politically motivated migration management. It leaves behind the focus on “departure” and “arrival” in Jewish migration history and elaborates on the relevance and dynamics of transmigration, the dominance of migrant networks and the complex relationship between national policies and migrants' agency.  相似文献

This paper argues for the inherent connection between language and culture in the therapeutic setting, which is illustrated using an example of a bilingual therapy. It examines the bilingual interaction between a German-speaking second-generation Holocaust survivor and a German-speaking analyst of German descent. By paying attention to the shifts between German and English, it is possible to see how the therapeutic process is grounded in the culture and language of its participants. Using a hermeneutic perspective, this paper suggests that culture and history are disclosed in language in ways that are often outside of conscious awareness. The intersubjective nature of bilingual therapy is demonstrated by the fact that both client and analyst are participants in the process of language shifting. The role of language and the function of culture is considered across therapeutic contexts.  相似文献

Abstract

This paper examines the issue of whether levels of female violent crime are rising. Two differing viewpoints, both using the Uniform Crime Reports as their principal data source, are compared. Both viewpoints suffer because of a failure to specify the major questions on female violent crime and because of inappropriate usage of UCR arrest statistics. The central questions about female violent crime are clarified, and arrest rates are computed to determine whether there has been any change in levels of female violent crime since 1960. The effects of the women's movement on female violent crime are also examined. The conclusion is that female levels of violence are rising, but male levels are increasing at an equal pace. The pattern of the data suggests that the upward trend in female violence, which now appears to be leveling off, is not due to the women's movement or to the changing status of women in the United States. Instead it appears that common social forces are operating to affect levels of violence for both sexes.  相似文献

This article analyses whether the Jews leaving Tsarist Russia and the Austro‐Hungarian Empire, part of the transatlantic mass migration of the end of the nineteenth century, became subject to state control. Most emigrants from Eastern Europe in this period passed through the ports of Bremen, Hamburg and Antwerp. In the 1880s only a few emigrants were not welcome in America and sent back to Europe, but economic competition and the supposed health threat immigrants posed meant the US became the trendsetter in implementing protectionist immigration policy in the 1890s. More emigrants were returned to Europe because of the newly erected US federal immigration control stations, but many more were denied the possibility to leave for the United States by the remote control mechanism which the American authorities enforced on the European authorities and the shipping companies. At the Russian–German border and the port of Antwerp, shipping companies stopped transit migrants who were deemed medically unacceptable by American standards. The shipping companies became subcontractors for the American authorities as they risked heavy fines if they transported unwanted emigrants. The Belgian authorities refused to collaborate with the Americans and defended their sovereignty, and made shipping companies in the port of Antwerp solely responsible for the American remote migration control. Due to the private migration control at the port of Antwerp transit migrants became stuck in Belgium. The Belgian authorities wanted these stranded migrants to return “home.” It seems that the number of stranded migrants remained manageable as the Belgian authorities did not make the shipping companies pay the bill. They were able to get away by making some symbolic gestures and these migrants were supported by charitable contributions from the local Jewish community.  相似文献

This article offers an analysis of Indigenous and African slavery in the Illinois Country during the eighteenth century. It shows that slavery did not operate as an institution and was not organized around plantation production, but that human bondage was a set of adaptable practices. Slavery took many forms, and masters had to adapt to that diversity and, in so doing, they forged a single, heterogeneous slave system. Frenchmen brought enslaved workers of African descent to the Illinois Country, and masters worked them on grain farms to sustain an export economy. In this way, Illinois’s economy shared much with the wider Atlantic World. Yet they had to revise their slaving practices in light of the reality that indigenous forms of bondage pre-dated their arrival. In Native North America, slavery operated as a kin-based system of captivity that could structure alliances and sustain local politics between diverse groups. Masters participated in this form of slavery, and incorporated Indigenous slaves into their economies. Rather than stressing the differences that existed between diverse forms of human bondage, this article moves beyond an institutional analysis of slavery to show how slavery’s many guises mutually defined each other across generations.  相似文献

The relationship and cultural transfer between Jews and Belorussians are still rather unexplored topics. This article aims at analysing a historical process neglected by the historians of both the Jewish people and the Soviet Union: the “Belorussianisation” of the Jewish people in the interwar period. It proposes to scrutinise the impact of the nationalities policy on the crystallisation of a Belorussian‐Jewish identity. On the one hand, it is obvious that Belorussian leading political figures, influenced by Jewish intellectuals, proved to be very favourable to the development of the Jewish culture and to a Jewish‐Belorussian rapprochement. On the other hand, this study suggests that the achievements of the Soviet nationalities policy with regard to the “Belorussianisation” of Jews were ambiguous. In the three fields studied – education, scholarship and art – the results appeared to be mitigated and paradoxical. The “indigenisation” policy led to a separation of the Jewish and Belorussian educational system but stimulated the flourishing of a joined Belorussian‐Jewish scholarship. In contrast, the most profound and fruitful encounter between the Jewish and Belorussian cultures occurred in a domain, the visual arts, where the Belorussian government did not set a clear policy of rapprochement.  相似文献
