ABSTRACT

The article uses the theoretical framework of Saskia Sassen’s two dynamics of globalization in order to analyse the relations between a nation-state and a non-state global actor when applying and preparing for a sports mega-event, namely UEFA Euro 2012 in Poland. The first dynamic of globalization is created by global institutions, organizations – such as global sport organizations, regimes, and processes. UEFA used the application process, and preparation, to confirm and consolidate its role as a global governor of an increasingly important area of globalization. The way Polish public institutions accommodated the UEFA requirements illustrates the second dynamic of globalization. The context of sports mega-events – ‘organized’ by global sports organizations and ‘hosted’ by nation-states – merges the two dynamics and makes it possible to emphasize the mechanisms involved in forming the new global order, defined by the complex interplay between the nation-state and non-state actors.  相似文献

Abstract

In view of the broad scope of literature on globalization, this paper provides a synoptic reading of some of the globalization literatures, organized as ‘discourses’. The analysis of the discourses on globalization is confined to three overlapping discourses, namely, regional, ideological and economic discourses. Specific references and examples of local uptake of globalization will be drawn from Singapore and the wider Asia pacific region, as Beck (2002) has reminded us that we cannot even think about globalization or discuss it effectively without the reference to specific locations and places. Hence the subtitle of this paper, ‘A View from the East’, is deliberate to signal the often forgotten fact that Singapore, as well as the wider Asia Pacific region, is ‘part of the “global” sphere that the West has dispersed itself into’.  相似文献

ABSTRACT

If globalization is conceived as an outcome of negotiations between places and relational processes, how do researchers capture such amorphous complexity? Drawing upon the framework of assemblage theory this paper unpicks the plethora of processes and practices encompassed within the problematic term ‘globalization’. Focusing on the ‘banal’ object of a can of Fanta, we demonstrate how this exists in an assemblage which maintains coherence across space (i.e. is universally recognizable) yet is spatially differentiated in its components. Shedding light on how these processes coalesce in place we argue for the acknowledgement of the ‘ubiquitous’ in making place and the importance of difference in underpinning the ‘global’.  相似文献

Abstract

What is the epistemological and political status of the nation-state in the current practices of Cultural Studies? What is the relationship between the transnationalization of capital/super-states and the transnational turn of Cultural Studies? Through analyzing discursive sites of ‘regionalization’, ‘the Postcolonial’, ‘globalization’, this essay attempts to pinpoint unquestioned assumptions in the critical phase of ‘internationalizing’ Cultural Studies. Unless counter-hegemony positions and strategies can be collectively discussed, argued over and formulated, Cultural Studies as an internationalist project will run the risk of losing its critical edges and even reproducing the existing power structure of the nation-states and global capital. An openended geo-colonial historical materialism is proposed to revitalize Cultural Studies as part of a global decolonization movement.  相似文献

ABSTRACT

This article puts Louis Althusser's conception of subjective production via ideological interpellation in dialogue with contemporary Global theories – especially those of Saskia Sassen and Manfred Steger. It does this to offer a more robust framework for understanding subjective production that captures subjective transformations in the age of globalization. The article looks at how Sassen's work captures transformations of social and institutional structures in globalization and then looks at Steger's account of subjective transformations. It then turns to the ways in which Althusser's understanding of the intertwining of subjectivity with institutions and social practices can help bridge the gap between Sassen and Steger and can also help us understand the rise of what I call ‘global subjects’ and a ‘global subjectivity’ that can be in conflict with more traditional ‘state-bound’ subjects. I use the example of globalized regimes of care work in order to help make sense of these distinctions.  相似文献

ABSTRACT

This article documents and discusses the neo-orientalist tendencies in the First World's sporadic coverage of ‘Asian AIDS’, with a particular focus on the localized context of Thailand. It takes the problem of ‘Asian AIDS’ as a critical point of articulation between a health crisis and the specific geopolitical movements of capital, tourism, and desire within the processes of globalization. In order to highlight the episodic nature of the First World's narrative about HIV/AIDS in Thailand and to witness the necessarily fragmentary quality of representation in the global sphere involving competing and constantly moving voices, I attempt to enact an imaginary dialogue in the form of what Trinh T. Minh-ha has termed ‘textual excursion’. The purpose of this imaginary dialogue is to elaborate on the various strands of narratives and different levels of discourse (for example, the documentary, the theoretical, the imaginary, the political) that comprise the field of jumbled voices. As the HIV/AIDS pandemic in Pacific and Southeast Asia is taking shape around the configurations of globalist imperatives, it illuminates a dual process: the revitalization of orientalist fantasies in the global sphere and the self-orientalizing tendencies within the Asian world captured by global development. It also illuminates the necessity of addressing the problem of ‘Asian AIDS’ as a migrating vector.  相似文献

ABSTRACT

The Saudi state is conventionally characterized as a neo-patrimonial rentier state that emerged out of a combination of traditional domestic social structures and oil wealth. However, the conceptualization of the rentier state as endogenously generated based on ‘traditional’ society is an example of Eurocentric institutionalism. In this article, I draw on literature that has sought to ‘internationalise’ the East Asian developmental state concept to show that Saudi rentier state formation has historically always been ‘international’. Thus, while Crown Prince Muhammad bin Salman claims that his current economic reforms are opening up Saudi Arabia’s rentier economy to globalization, the restructuring of the rentier state is only the latest episode in this process, which was shaped by the colonial era in the Gulf and the transformation of an American-dominated global economy since World War II. The ‘internationalisation’ of the rentier state concept thereby also holds wider lessons for other neo-Weberian statist concepts such as failed or weak states.  相似文献

Abstract

In the last ten years we have been witnessing an essential change within what we might call the ‘international approaches towards globalization’. This change is not to be considered only as being incremental but rather fundamental as it consists not merely in a strategy-oriented shift but in one of principle. From the ‘worst enemy of the poor’, globalization turned into a ‘phenomenon that we all have to take profit of’. This essay will analyze the turning point in the anti-globalization attitudes by using the study of one of the most recent and important international programmes on globalization, the Helsinki Process on Globalization and Democracy, under the aspects of the historical reform of the international approaches towards globalization.  相似文献

The paper examines the concept of ‘transnational communities’ as a way of understanding globalization practices in business and management. It argues that ‘transnational communities’ are emergent properties of the internationalizing of economic activity. Three specific aspects of this process are considered in detail: the development of multinational companies; the development of international regulatory bodies; and the development of cognitive and normative frameworks through the practices of business education, management consultancies and other global professional service firms. It is argued that in each case, transnational spaces are emerging; within these spaces, transnational communities are developing. The article calls for more research into the diverse nature of these spaces and communities as a way of avoiding the sterile polarities of what Held et al. (1999) refer to as the ‘hyperglobalists’ and the ‘sceptics’.  相似文献

ABSTRACT

Precarity as a concept has come to be conceived as a distinctive experience of neoliberal development, especially in the European context. The experience of precarity, according to some, has influenced efforts aimed at living otherwise from the precepts of neoliberal development. Yet, for others, precarity is producing a ‘new dangerous class’. However, despite different perspectives of the effects and implications of precarity, the analytical purchase and political utility of the concept has received insufficient attention. In this article, we hope to contribute to critical debates on the limitations of ‘precarity’ as a concept for critical political analysis. We argue that in the dominant use of precarity as an analytic of inequality, particular experiences are rendered as historical universals. Consequently, these (particular) experiences are disconnected from global social and political relations of inequality, while at the same time reinforcing a linear and reductionist conception of development. We demonstrate that the temporal scheme represented by the notion of the ‘age of post-Fordism’, which serves as a crucial marker of the explanatory framework of precarity (in Europe), actually misconstrues the politics of global development through inequalities. Moreover, the tendency to focus on subjectification as conditioning the formation of a ‘new’ dangerous class, entails far-reaching omissions of actual transnational political struggles against domination and inequality. Instead of precarity, a critical engagement with the politics of global development ought to be the subject of analysis for understanding contested relations of affluence, insecurity and inequality.  相似文献

ABSTRACT

According to different media and analysts, globalization could be in a phase of ‘slowbalization’, de-globalization or even secular stagnation. After surveying academic proposals for defining, classifying and measuring globalization, by means of the Elcano Global Presence Index, this paper explores to what extent globalization has stagnated and/or whether it has changed its nature. Our results show that globalization has slowed down, but not retrenched. However, economic globalization has lost traction (something that probably explains the general perception on de-globalization) while soft projection has become the main driver of globalization.  相似文献

ABSTRACT

In an historical materialist analysis, the article challenges the dominant understanding of global academic rankings as ‘inevitable’ and ‘here to stay’. Instead, rankings are treated as historically transformative ‘tracings’ over the accumulation of capital in the world-system, and thus offer a contingent strategic response to three historical shifts in global political economy: ‘financialization’, displacement of the Core, and an shift to surplus ‘appropriation’ in the core. By understanding these transformative shifts as elements of an historic ‘inversion’ of the global frontier of capitalization, the argument: (1) connects global rankings to neoliberal capitalism; (2) challenges the utopian view of rankings as instruments of marketization; and most specifically (3) opens up a space between frontiers of appropriation and commodification proper, indicating how rankings exist in a historically transient and politically dialectical space of hybrid outcomes, imperfect commodifications, and indirect subjections, that are bound to the contradictions of accumulation in contemporary world history.  相似文献

Abstract

This article explores the cross-cutting forces shaping the emergence of consumerism in contemporary China through a detailed study of the craze for the Transformer range of toys among Chinese children in 1989, drawing on original fieldwork and translations from Chinese sources. It argues that rather than viewing the craze as evidence of an accelerating trend towards ‘cultural imperialism’ and Americanization, it should be understood as the product of a complex interplay between three cultural formations: the long-standing and still active legacy of Confucianism; past and present experiences of ‘actually existing’ Communism, and the emerging potentials of the new market oriented economy. The detailed evidence collected for this study suggests that ‘cultural globalization’ is a highly uneven process that must be investigated with proper regard to the specific historical and social dynamics of particular situations.  相似文献

Abstract

The purpose of this article is to explore why and how some local armed uprisings are able to go global with a transnational image of ‘social justice’ while others fail to build such image despite becoming transnational. The cases to be analyzed in the article are the pro-Kurdish mobilization in the leadership of the Kurdistan Workers’ Party (PKK) in Turkey and the pro-Mayan Zapatista Army of National Liberation (EZLN) movement in Mexico. In explaining the relative success of the latter, the study seeks to make connections with the globalization literature in general and the transnational social movement literature in particular. Particularly, the article focuses on the ability of social movements to market their causes in international arena with a good image. Overall, this study lays out several key strategic differences between the two movements such as the holding and the use of arms, duration of armed resistance, and the leadership and organizational structure to unpack why some social movements are more successful to market their causes as a just cause within ‘global civil society’ and why others fail to do so ending with being listed as a terrorist organization.  相似文献

Abstract

The Millennium Development Goals (MDGs) have been critiqued as an ambitious project which sought to produce entrepreneurial neo-liberal subjects. From this perspective, the opportunities and dangers of the post-2015 debates acquire a more urgent importance than the cynical dismissal of the MDGs as ‘minimum development goals’. This article identifies two potentially radical shifts in development discourse offered by the proposals for global Sustainable Development Goals (SDGs): first, that they might be genuinely global and hence destabilise long-standing divisions between ‘developed’ and ‘developing’ societies; and second, that they might challenge existing growth paths of resource-intensive development. Two scenarios are offered through which these potential shifts are manifesting: first, a status-quo and growth-orientated outcome to the post-2015 agenda, and second, a more radical revisioning of development as a transformative project of global sustainability. However, even such an apparently attractive prospect as the latter has potential dangers, whether or not it is possible, which this article highlights. Whatever the outcome of the negotiations over the post-2015 SDGs, therefore, the process can tell us something about the opportunities and limits of processes of reform. The stakes could not be higher: whether a renewed and reshaped development project can drive future developmental governmentalities in radically new directions.  相似文献

Abstract

In a case study of Nepalese Gurkhas working for Western private military and security companies (PMSCs), this article develops feminist global political economy understandings of global labour chains by exploring how the ‘global market’ and the ‘everyday’ interact in establishing private security as a gendered and racialised project. Current understandings of PMSCs, and global markets at large, tend to depoliticise these global and everyday interactions by conceptualising the ‘everyday’ as common, mundane, and subsequently banal. Such understandings, we argue, not only conceal the everyday within private security, but also reinforce a conceptual dualism that enables the security industry to function as a gendered and racialised project. To overcome this dualism, this article offers a theoretically informed notion of the everyday that dissolves the hegemonic separation into ‘everyday’ and ‘global’ levels of analysis. Drawing upon ethnography, semi-structured interviews, and discourse analysis of PMSCs’ websites, the analysis demonstrates how race, gender, and colonial histories constitute global supply chains for the security industry, rest upon and reinforce racialised and gendered migration patterns, and depend upon, as well as shape, the everyday lives and living of Gurkha men and women.  相似文献

This paper describes the changing nature of the rock and roll artist as a cultural symbol. The first rock stars (e.g., Elvis) were heroes for the young but decidedly antiheroic to adult society. Transitional ones (e.g., Beatles, Bob Dylan) contributed to the commercial viability of rock and more sharply defined their antiheroism in the 1960's. Contemporary artists are drawn from a wider variety of backgrounds (e.g., Tina Turner, Michael Jackson, Bruce Springsteen) and their cultural significance extends beyond their musical talents. The Live Aid, USA for Africa, and Farm Aid efforts illustrate the latter point. The contemporary heroic status of rock stars is due to two factors: 1) Over the years rock and roll has gradually become pop music; and 2) The antiheroic protests that rock was originally identified with have become more acceptable, even institutionalized. Rock stars are a kind of “new” hero. Their link to the mass media ensures visibility and discloses their antiheroism as well. In a complex process of social typing (also involving media and various audiences), they may reinforce cultural dreams and values, suggest deviant modes of expression, or aid in the development of new cultural forms.  相似文献

ABSTRACT

This paper argues that contemporary child and youth experiences of globalization call for retheorizing global justice around a new concept of empowered inclusion. The first part of the paper examines three case studies in globalization – child labour movements, child and youth migration, and young people’s organization around climate change – and shows how, in each case, young people, through their struggles against injustice, are simultaneously disempowered and empowered by their deep global interdependency. The second part proposes new theoretical advances in global justice that better respond to child and youth experiences through a childist concept of the empowered inclusion of both children and other marginalized groups. And the third part advances some preliminary suggestions about how a more child-responsive conception of global power and justice might be operationalized in practice across global policies, institutions, and culture.  相似文献

Rural women in China are located on the periphery of that country's processes of globalization and modernization. They also, in the 1990s, acquired a voice of their own through the magazine Rural Women Knowing All. This magazine, founded through the intersection of Chinese and transnational feminisms, provided rural women with connections, knowledge and a venue for their own aspirations. Through examining the dichotomies presented by urbanization, the ‘global economy’, ‘culture’ and education, and activism and organizing, this article discusses the ways that Rural Women Knowing All transformed the meanings of globalization for contemporary Chinese rural women, and in the process granted them agency to shape rural identities and existences in alternative ways.  相似文献
