本文利用投入产出分析技术和全国最新投入产出表数据,从实证的角度,通过计算和分析各部门的直接消耗系数、完全消耗系数、影响力程度和影响力系数、感应程度和感应度系数、各项最终需求的诱发额和诱发系数、各部门对最终需求的依存度、总体联系等指标,分析国民经济中产业结构的关联特征,揭示产业结构变动的内在机理,并从需求管理的角度,提出各项需求政策所带来的产业结构影响。  相似文献

选取北京市40个部门总产出能源强度作为征收能源税的依据,基于投入产出表的数据,建立了纳入能源税的一般均衡模型,利用Gempack软件进行研究,得出:征收能源税使得北京市GDP有所下降,并且对产业部门的结构有所调整,其中能源强度越高的部门,部门的总产出下降的越多。并提出相应的政策建议。  相似文献

本文从规范研究和实证研究两个层面对持续发展的概念进行了分析。规范研究表明持续发展应具有四个原则:代际公平原则、地理空间平等原则、发展原则和协调原则。实证研究从现实的需求出发,认为持续发展面对的是一个非持续发展的现实,提出持续发展政策应强调有限时间目标、区域发展中的侧重点,进而研究了经济快速增长条件下三个协调问题。最后对可持续发展的政策完备提出了个人建议,如确立后代利益集团的代理人等。  相似文献

This article discusses shifts in modes of governance in the Brazilian oil sector over a 60-year period. On the basis of Driessen et al.'s (2012) framework, we discuss the impact of these shifts on sustainable development. Our results suggest that changes in modes of governance were driven by regulation and mostly associated with shifts in both actors and institutional features but that the underlying rationale of prioritising economic outcomes remained unaffected. The results also confirm that a central governance structure remained in place over time and co-existed in different modes of governance. Petrobras was the backbone of this structure and instrumental in empowering and disempowering non-state actors. This article stresses that a mode of governance furthering sustainable development should promote interactions of large numbers of actors and may require active participation of Petrobras to encourage rationales that support improvements in social and environmental domains.  相似文献

Sustainable transport development is a complex, but necessary issue to manage if the use of fossil energy will decrease and transportation become more energy-efficient and environmental friendly. The contemporary public organization is organized into policy sectors and tiers of government, but the issue of sustainability is not confined to one single sector or level, it transcends all these traditional boundaries. To address this complexity policy integration has been suggested as a way for public organizations to open up the sectoral and vertical boundaries in policymaking. This paper discusses a case study of a political committee on the regional level in Sweden, which has been formed for integrated policymaking between sectors and local and regional authorities to manage sustainable transport development. The analysis of the case shows that vertical and sectoral integration are dependent processes and that the relation between different organizational identities either strengthens or undermine them. Vertical integration is not resulting in sectoral integration, rather it works prohibiting against sectoral integration.  相似文献

为了实现生态环境保护与社会经济发展的动态平衡,在对环境造成的损害最少的情况下同时获得最大的社会经济效益,是实现可持续发展的紧迫和关键问题。本文以生态子系统为上层(Leader)、经济-社会子系统为下层(Follower),构建考虑可持续发展的评价系统。通过引入公共权重、区间效率和满意度,构建基于max-min满意度的双层规划数据包络模型(BLP-DEA),并将其应用于中国省际可持续发展系统的效率评价与满意度研究。结果表明:(1) 相比于BLP-DEA模型,本文构建的基于满意度BLP-DEA模型是一种令大多数决策单元能够接受自身效率值结果的评价方法,因此导致中国整体经济-社会子系统效率值相较于生态子系统效率值偏低。(2)在满足全局可持续发展系统满意度最大化的前提下,各地区的效率值体现出显著的地域性特征,其中生态子系统效率值以西部地区最优,经济-社会子系统效率值以东部地区最优,可持续发展系统综合效率值以东部地区最优。  相似文献

为研究陕北能源化工基地环境可持续发展状况对科学合理地开发与利用区域能源资源的影响,采用系统动力学方法,对榆林地区的环境变化趋势进行了分析,结果表明该地区的空气质量有所好转,工业废水和工业固体废物污染较重。基于此,提出提高污染处理能力、减少污染物排放量、增加环保投资、落实生态环境治理责任以及加强环保监督等改善陕北环境状况的对策与建议。  相似文献

Research in the national human resource development (NHRD) field is increasingly considering unique cultural and economic conditions and the influence this may have on a number of employment-related indicators. To date, the NHRD literature has largely ignored issues related to skills training and workforce development in the tourism industry, despite the expanding nature of this dynamic service sector in many nations. This literature review study of NHRD in Jamaica examined ongoing national-level human resource development (HRD) initiatives with specific attention to the current and future impact of NHRD on the tourism industry. The results showed that governmental development plans clearly identified tourism as a key sector for economic growth to support larger economic and social development goals. Furthermore, the development of human resources in the tourism sector was seen as being of vital importance for tourism organizations and for the continued development of Jamaica. The existing NHRD literature has largely overlooked the potential influence and future role of the tourism industry to assist in education, training and development goals at the national level. Recommendations are made for additional research exploring connections between NHRD and tourism employment.  相似文献

Will paper recycling reduce the environmental impact of the European pulp and paper sector? If so, is maximal paper recycling the best policy to optimize the life cycle of the pulp and paper sector? We explore these questions using an approach that combines materials accounting methods and optimization techniques. Environmental impact data are inputs for a linear programming network flow model to find optimal configurations for the sector. These configurations consist of a mix of different pulping technologies, a geographical distribution of pulp and paper production, and a level of recycling consistent with the lowest environmental impacts. We use the model to analyse scenarios with different recycling strategies. Recycling offers a reduction in environmental impact in regions with a high population and a large production of paper and board products. Regions with a large production of graphic products should focus on cleaner virgin pulp production with energy recovery. We conclude that relocation of paper production also offers a reduction in environmental impact. However, the severe effects on the economy make this policy less attractive than a combination of recycling, cleaner pulp production and energy recovery.  相似文献

本文提出了一种基于投入产出关系和连续逼近方法的城市土地利用的交通影响评价模型。作为城市土地可持续利用规划模型的一个子模型,本模型已在桂林市的总体规划中得以实施。在本文中,先简要介绍了城市土地可持续利用规模模型,接着基于投入产出关系估算了分行业的单位产值对应的货物运输量,然后以交通熵和交通周转量作为评价指标,基于投入产出关系、连续逼近方法和Huff商区模式分别建立了货物运输、居民工作出行和居民购物出行交通影响评价模型。  相似文献

Balancing environmental responsibility while promoting efficient restructing of the electric power sector is a primary challenge facing energy companies such as American Electric Power (AEP). These are issues that transcend the confines of business operations or regulatory procedures, belonging instead at the forefront of national (and global) policy on energy and the environment. Aligning effective corporate environmental strategy with good business sense relies upon a sound policymaking framework, and toward this end, a recent AEP analysis revealed several unrealistic assumptions and undesirable economic impacts of the emerging direction of environmental policy in the power sector. This study also identified numerous policy options that could lead to more feasible and sustainable alternatives for an environmentally concious, prosperous future.  相似文献

The role of the public sector has expanded significantly in the last 40 years. The ability to anticipate public policy changes has become a critical component of an organization's environmental scanning activities. Today, every segment of society is affected by the development of government policies and programmes. Organizations that correctly anticipate government actions can achieve significant benefits and minimize loss potentials. Given the size and role of government, a significant literature has emerged which attempts to analyse and assess likely public policy developments. The objective of this article is to develop a simplified format, based on this literature, which will allow organizations to develop a check list against which potential public policy actions may be assessed.  相似文献
