Theory and conventional wisdom suggest that errors undermine the credibility of tornado warning systems and thus decrease the probability that individuals will comply (i.e., engage in protective action) when future warnings are issued. Unfortunately, empirical research on the influence of warning system accuracy on public responses to tornado warnings is incomplete and inconclusive. This study adds to existing research by analyzing two sets of relationships. First, we assess the relationship between perceptions of accuracy, credibility, and warning response. Using data collected via a large regional survey, we find that trust in the National Weather Service (NWS; the agency responsible for issuing tornado warnings) increases the likelihood that an individual will opt for protective action when responding to a hypothetical warning. More importantly, we find that subjective perceptions of warning system accuracy are, as theory suggests, systematically related to trust in the NWS and (by extension) stated responses to future warnings. The second half of the study matches survey data against NWS warning and event archives to investigate a critical follow‐up question—Why do some people perceive that their warning system is accurate, whereas others perceive that their system is error prone? We find that subjective perceptions are—in part—a function of objective experience, knowledge, and demographic characteristics. When considered in tandem, these findings support the proposition that errors influence perceptions about the accuracy of warning systems, which in turn impact the credibility that people assign to information provided by systems and, ultimately, public decisions about how to respond when warnings are issued.  相似文献

Trust is a prominent determinant of effective interpersonal relationships, group process, and organizational development. However, for leaders and managers, trust building is often problematic. The aim of this article is to contribute to a growing understanding of the way in which individual managers can develop trust in organizations, particularly those defined by medium to high risk. The article presents a theoretical and empirical analysis of the nature of trust at work. Building on the results of an earlier study, use is made of the facet-theoretical approach to generate a definitional framework of trust, which focuses on the characteristics of the trusted person that contribute to the development of trust. Using items developed on the basis of a mapping sentence, hypotheses regarding the relations between the definitional framework and empirical observations were tested through smallest space analysis (SSA) of data collected from a sample of 398 bank and hospital employees. The results demonstrate strong support for the definitional system and show a clear association with results of prior research that identify perceptions of ability, integrity, fairness, and openness as key determinants of trust. The empirical structure clearly reflects the attitudinal nature of interpersonal trust at work and the items empirically distinguish distinct character-based components of trust.  相似文献

This article offers longitudinal data tracking people who did and did not attend a series of public meetings in an upstate New York rural community grappling with the expansion of an existing solid waste landfill and remediation of an adjacent inactive hazardous waste site. Before and after the public meetings, mailed questionnaires measured risk perceptions and perceived credibility of risk managers (here, the state government agencies and the responsible industry) conducting the meetings. Respondents at each measurement point included meeting attendees and nonattendees, with some fluctuation over time when attendees at one measurement point were nonattendees at the next and vice versa. The results from the first survey indicate that following the first two public meetings, attendees perceived greater risks from the waste sites than did nonattendees; attendees also perceived the risk managers as less credible. After the third public meeting, the results showed that attendees' risk perceptions remained steady; however, perceptions of government agency credibility significantly decreased. After the fourth public meeting, the survey found that attendees' risk perceptions were again not significantly different, whereas perceptions of government agency credibility increased significantly. The industry's credibility also increased, though only among attendees who had attended the most recent public meeting, not among attendees who had attended both the third and fourth public meetings. For nonattendees, risk perceptions and credibility ratings did not change. The discussion examines how distinctive characteristics of communication at each public meeting may have resulted in different effects and proposes hypotheses for future research.  相似文献

This study integrates previous research methodologies to compare the risk perceptions and responses to risk messages of agency personnel and neighbors of Superfund sites in Michigan. The integration attempted and the focus on risk messages are shaped by a critical review of the social amplification conceptual framework. The study involved all four agency groups and three groups of site neighbors actively involved in Superfund planning across the state. The first part of the study utilized the psychometric techniques of hazard rating and hazard profiles that had not previously been used in studies involving stakeholders. While agency personnel responded similarly to experts in previous studies, the responses of individuals in the neighbor groups reflected experience with toxic sites and were dissimilar to previous ratings by the general public. The second part of the study consisted of a hypothetical toxic site scenario that focused on specific risk messages at different times in the site history. Results indicate that the difference in perception of risk occurs after the first testing at a site, and that dramatic differences arise between agency and resident groups regarding the credibility of information sources and the need for independent testing. A general lack of trust in the Superfund program was demonstrated by all groups. The results indicate that problems of institutional credibility and program adequacy cannot be addressed by better risk communication.  相似文献

The causal structure of the determinants of trust in industry, government, and citizen's groups in Japan was investigated on the basis of Peters et al. (1997). A preliminary survey of the adequacy of the hypotheses proposed by Peters et al. in Japan was made. A set of hypothesized determinants of trust in Japan was proposed based on results of the preliminary survey. Questionnaires concerning perceptions of trust in the organizations and the proposed determinants were sent by mail to residents in the area where environmental risk problems had emerged. The data were analyzed by covariance structure analysis to construct models of trust in industry, government, and citizen's groups. As a result, "openness and honesty," "concern and care," "competence," "people's concern with risks," and "consensual values" were found to be factors directly determining trust. Suggested in particular is that "openness" of an organization is not attained merely by information disclosure, but also by bi-directional communication with the people. Moreover, these models include "consensual values," which do not appear in the model proposed by Peters et al.  相似文献

We study how organizations change their corporate governance in response to negative publicity in the media. We build on insights from the literature on interpersonal trust to theorize how organizations respond to different types of trust‐damaging information. We suggest that organizations are likely to replace key individuals involved in the corporate governance process when trust‐damaging information provides evidence of low integrity. In contrast, organizations are likely to make changes in how the governance process is organized when trust‐damaging information provides evidence of low benevolence. We test our hypotheses by using data on publicly traded Korean firms from 2006 to 2013. Our results provide general support for our argument about corporate governance changes that organizations initiate in response to different types of trust‐damaging information. We also explore how foreign ownership and state ownership moderate organizational responses to trust‐damaging information.  相似文献

Organizational mergers and subsequent restructurings often create situations in which employees are assigned a new supervisor and they start to form a new relationship. In this study, we investigated how the development of trust in a new supervisor is affected by trust cues specific to the merger context. We conducted a quasi-experiment using three-wave longitudinal data to follow the development of trust throughout two years. About half of the participants were assigned a new supervisor between pre-merger (Time 1) and first post-merger (Time 2) measurement time points, while the remaining participants continued to work with the same supervisor. Results showed that new supervisor's outgroup membership prior to the merger was negatively related, while favorable outgroup attitudes and perceptions of top management reliability were positively related to the development of trust. These cues were important especially in the early phase of the relationship but their relative importance decreased over time.  相似文献

How can an organization repair trust through communication after an ethical failure? This study examines how trust is repaired after an integrity-based trust violation using three different accounts: apology, excuse, and refusal. In our approach, we rely on two strands of attribution theory, which suggests that different attributions for responsibility and credibility affect trust. An experiment with n = 368 was conducted to explore trust repair effectiveness of apology versus refusal and apology versus excuse after an integrity-based trust violation. Results revealed apology as a double-edged sword; it repairs trust more successfully than refusal and excuse because it is evaluated as more credible. However, it is less successful than refusal and excuse because it is evaluated as more responsible.  相似文献

Major nuclear accidents, such as the recent accident in Fukushima, Japan, have been shown to decrease the public's acceptance of nuclear power. However, little is known about how a serious accident affects people's acceptance of nuclear power and the determinants of acceptance. We conducted a longitudinal study (N= 790) in Switzerland: one survey was done five months before and one directly after the accident in Fukushima. We assessed acceptance, perceived risks, perceived benefits, and trust related to nuclear power stations. In our model, we assumed that both benefit and risk perceptions determine acceptance of nuclear power. We further hypothesized that trust influences benefit and risk perceptions and that trust before a disaster relates to trust after a disaster. Results showed that the acceptance and perceptions of nuclear power as well as its trust were more negative after the accident. In our model, perceived benefits and risks determined the acceptance of nuclear power stations both before and after Fukushima. Trust had strong effects on perceived benefits and risks, at both times. People's trust before Fukushima strongly influenced their trust after the accident. In addition, perceived benefits before Fukushima correlated with perceived benefits after the accident. Thus, the nuclear accident did not seem to have changed the relations between the determinants of acceptance. Even after a severe accident, the public may still consider the benefits as relevant, and trust remains important for determining their risk and benefit perceptions. A discussion of the benefits of nuclear power seems most likely to affect the public's acceptance of nuclear power, even after a nuclear accident.  相似文献

To understand how multinational enterprises (MNEs) can make the most of an integrated global workforce, we draw upon social exchange theory to examine the antecedents and consequences of interpersonal trust among co-located and cross-border employees. With data from employees of three Greater China subsidiaries of an MNE, we assess the effects of (1) social exchange variables on two forms of interpersonal trust, (2) interpersonal trust on organizational citizenship behaviors (OCBs), and (3) individualism/collectivism as a moderator. Reflecting the complex nature of interpersonal trust, our results offer mixed support for our hypotheses. On one hand, a majority of our hypotheses support our contention regarding the positive influence of social exchange in the development of interpersonal trust, and further, in the enactment of OCBs. On the other hand, some of our hypotheses were either not supported or were counter-intuitive to our propositions. With an interesting mix of results, our study highlights the complexity of the trust construct. Furthermore, in the clarification of social exchange–interpersonal trust–citizenship relationships, our study highlights the importance of individualism/collectivism as an important boundary condition.  相似文献

The study offers an alternative explanation for the role of trust in economic exchange, answering the critical research questions of how and under what conditions suppliers’ trust affects manufacturers’ innovation capability. The study adopts a transaction value approach suggesting combining strategy and organisational economic literature to fully investigate the processes through which joint value is generated and developed by interacting partners. Using survey data from a sample of 235 supplier–manufacturer relationships, we find broad support for the model hypotheses. The results confirm the mediating role of asset specificity and knowledge sharing as procedural dimensions in the relation between suppliers’ trust and manufacturers’ innovation capability. However, the direct path between trust and innovation capability was not confirmed. The study provides theoretical and practical implications for firms seeking to translate inter-firm trust into innovation-based competitive advantage.  相似文献

In this study, we used a two-phase exploratory sequential design consisting of qualitative and quantitative research methods to assess leadership coaching as a leadership development tool. A focus group study combined with a review of theory resulted in hypotheses linking coaching to increased leader role-efficacy (LRE) and leader's trust in subordinates (LTS). Using data from leaders participating in a six month coaching program and a control group, the results showed that LRE and LTS increased in the coaching group, but not in the control group. We also hypothesized that increased trust in subordinates would be related to subordinates' psychological empowerment and turnover intentions. A significant relationship between increased LTS and reduced turnover intentions was found. Finally, we found that the degree of facilitative behavior from the coach positively affected the changes in both leader role-efficacy and trust in subordinates. While the results should be interpreted with caution as the sample is small, our findings support claims that coaching represents a promising leadership development tool. Furthermore, the results regarding trust in subordinates represent contributions to the development of a relational perspective on leadership development.  相似文献

Residents in the State of Nevada hold strong opinions about the federal government's proposal to site the nation's first high-level radioactive waste repository at Yucca Mountain. The model developed in this study is designed to examine the relationship between public perceptions of risk, trust in risk management, and potential economic impacts of the current repository program using a confirmatory multivariate method known as covariance structure analysis. The data used to test the model was collected in a 1989 statewide survey of Nevada residents. The results indicate that, for a statewide sample, perceptions of potential economic benefits do not have a significant role in predicting support or opposition to the repository program. On the other hand, risk perceptions and the level of trust in repository management are closely related to each other and to positions on Yucca Mountain. Trust directly influences risk perceptions which, in turn, have a direct effect on the attitude toward the repository, and an indirect effect through perceived stigma effects.  相似文献

The study aimed to examine the impact of the servant leadership style on employee turnover intentions by investigating the sequential mediating effects of employer brand perception and level of trust subordinates have in their leaders. Results of the study were obtained by analysing data collected from 253 employees working in Indian organizations. The results fully support the hypotheses proposed in the study, illustrating that perceived servant leadership style is negatively associated with employee turnover intentions. Further, servant leadership-turnover intentions relationship is sequentially mediated by employer brand perception and the level of trust subordinates have in their leaders. The study also found that only the servant leadership style followed by leaders was not enough to directly influence the level of trust employees placed in their leaders. A positive and strong employer brand perception emerged as an important mechanism that helped servant leaders gain the trust of their followers. The theoretical and managerial implications are further discussed in the light of these findings.  相似文献

There is widespread agreement that stakeholders should be included in the problem‐formulation phase of addressing environment problems and, more recently, there have been attempts to include stakeholders in other phases of environmental research. However, there are few studies that evaluate the effects of including stakeholders in all phases of research aimed at solving environmental problems. Three underground nuclear blasts were detonated on Amchitka Island from 1965 to 1971. Considerable controversy developed when the Department of Energy (DOE) decided to “close” Amchitka. Concerns were voiced by subsistence Aleuts living in the region, resource trustees, and the State of Alaska, among others. This article evaluates perceptions of residents of three Aleutian village before (2003) and after (2005) the Consortium for Risk Evaluation with Stakeholder Participation's (CRESP) Amchitka Independent Science Assessment (AISA). The CRESP AISA provided technical information on radionuclide levels in biota to inform questions of seafood safety and food chain health. CRESP used the questions asked at public meetings in the Aleut communities of Atka, Nikolski, and Unalaska to evaluate attitudes and perceptions before and after the AISA. Major concerns before the AISA were credibility/trust of CRESP and the DOE, and information about biological methodology of the study. Following the AISA, people were most concerned about health effects and risk reduction, and trust issues with CRESP declined while those for the DOE remained stable. People’s relative concerns about radionuclides declined, while their concerns about mercury (not addressed in the AISA) increased, and interest in ecological issues (population changes of local species) and the future (continued biomonitoring) increased from 2003 to 2005. These results suggest that questions posed at public meetings can be used to evaluate changes in attitudes and perceptions following environmental research, and the results are consistent with the hypothesis that the AISA answered questions about radionuclides, and lowered overall concern about radionuclides, but left unanswered concerns about the health effects of mercury.  相似文献

Hydraulic fracturing (“fracking”) has recently become a very intensely debated process for extracting oil and gas. Supporters argue that fracking provides positive economic benefits and energy security and offers a decreased reliance on coal‐based electricity generation. Detractors claim that the fracking process may harm the environment as well as place a strain on local communities that experience new fracking operations. This study utilizes a recently conducted survey distributed to a sample of policy elites and the general public in Arkansas and Oregon to examine the role of cultural value predispositions and trust in shaping the perceptions of risks and benefits associated with fracking. Findings indicate that cultural values influence both trust and benefit‐risk perceptions of fracking for both policy elites and the general public. More specifically, we found that trust in information from various sources is derived from the intrinsic values held by an individual, which in turn impacts perceptions of related benefits and risks. We also found that while the overall pattern of relationships is similar, trust plays a larger role in the formulation of attitudes for policy elites than for the general public. We discuss the implications of the mediating role of trust in understanding value‐driven benefit‐risk perceptions, as well as the disparate role of trust between policy elites and the general public in the context of the policy‐making process for both theory and practice.  相似文献

Numerical uncertainty ranges are often used to convey the precision of a forecast. In three studies, we examined how users perceive the distribution underlying numerical ranges and test specific hypotheses about the display characteristics that affect these perceptions. We discuss five primary conclusions from these studies: (1) substantial variation exists in how people perceive the distribution underlying numerical ranges; (2) distributional perceptions appear similar whether the uncertain variable is a probability or an outcome; (3) the variation in distributional perceptions is due in part to individual differences in numeracy, with more numerate individuals more likely to perceive the distribution as roughly normal; (4) the variation is also due in part to the presence versus absence of common cues used to convey the correct interpretation (e.g., including a best estimate increases perceptions that the distribution is roughly normal); and (5) simple graphical representations can decrease the variance in distributional perceptions. These results point toward significant opportunities to improve uncertainty communication in climate change and other domains.  相似文献

The debate over an installation of high‐voltage power lines (HVPLs) has been intense, particularly in northwest Arkansas. Detractors claim that the installation will negatively affect both the natural environment and the local economy, which contains a large tourism component. By contrast, those in favor of installing HVPLs claim that the installation is necessary in order to reliably support the increasing demand for electric power. Using original data collected from a recent statewide Internet survey of 420 local policy elites in Arkansas, this article focuses on two key aspects. First, we examine how local policy elites’ perceptions of risks versus benefits of HVPL installation in their communities are influenced by their levels of trust toward information provided by various sources (e.g., energy industry, environmental groups, and government). Second, we utilize cultural theory to explain how the cultural worldviews of policy elites––specifically, egalitarianism, individualism, hierarchism, and fatalism––shape these levels of trust and HVPL benefit‐risk perceptions, while controlling for other factors claimed by previous literature, including levels of knowledge on energy‐related issues and demographic characteristics. In general, our analysis indicates that policy elites’ value‐oriented formation of HVPL benefit‐risk perceptions is partially due to the influence cultural values have on trust in information sources. We conclude this article by discussing broader implications for the origin and role of trust in policy elites’ decisions throughout the policy‐making process.  相似文献

This paper seeks to compare two frameworks which have been proposed to explain risk perceptions, namely, cultural theory and the psychometric paradigm. A structured questionnaire which incorporated elements from both approaches was administered to 129 residents of Norwich, England. The qualitative risk characteristics generated by the psychometric paradigm explained a far greater proportion of the variance in risk perceptions than cultural biases, though it should be borne in mind that the qualitative characteristics refer directly to risks whereas cultural biases are much more distant variables. Correlations between cultural biases and risk perceptions were very low, but the key point was that each cultural bias was associated with concern about distinct types of risks and that the pattern of responses was compatible with that predicted by cultural theory. The cultural approach also provided indicators for underlying beliefs regarding trust and the environment; beliefs which were consistent within each world view but divergent between them. An important drawback, however, was that the psychometric questionnaire could only allocate 32% of the respondents unequivocally to one of the four cultural types. The rest of the sample expressed several cultural biases simultaneously, or none at all. Cultural biases are therefore probably best interpreted as four extreme world views, and a mixture of qualitative and quantitative research methodologies would generate better insights into who might defend these views in what circumstances, whether there are only four mutually exclusive world views or not, and how these views are related to patterns of social solidarity, and judgments on institutional trust.  相似文献
