The current paper constructs a progress measurement appropriate for measuring multiple and different dimensions of progress. The paper is not meant to be a detailed discussion of the framework but rather a demonstrated application of the measure. The constructed resource-infrastructure-environment progress measure employs a non-monetary evaluation adopting a weighting technique based on public opinion. The proposed index is assessed from a single summary standpoint. The aggregation method is evaluated via a z-score standardisation technique. The progress index is applied to three countries that are representative of different clusters. They are Australia (mid-industrialised nation), Mexico (emerging economy), and the US (highly industrialised nation). These selected countries provide an opportunity to highlight any divergences that may exist in their perceived economic strength. The results showed Australia as consistently having the highest levels of progress, closely followed by Mexico and then the US.  相似文献

In measuring human development, one of the main concerns relates to the inclusion of a measure that penalizes inequalities in the distribution of achievements across the population. Using indicators from nationally representative household surveys and census data, this paper proposes a straightforward methodology to estimate a household-based distribution-sensitive human development index aggregated through generalized means. The evidence shows that the losses in human development due to inequality reach up 22, 29 and 57% in Mexico, Peru and Nicaragua, respectively. Among dimensions, the loss in the income index reaches up 61% in Nicaragua, while the education index appears as the most sensitive in the case of Mexico and Peru, with a percentage of loss between 38 and 48%. The importance of household-level calculations is highlighted when we compare the indices computed from the entire distribution with those existing indices computed for quintiles of the distribution, which minimizes the losses due to inequality. Overall, the estimations evidence a higher sensitivity of the index to inequality, and therefore an important space for public action to reduce inequality that could involve positive development returns.  相似文献

In recent years there has been increased interest from economists and policy makers to measure a nation’s economic well-being. This paper extends this development to US Metropolitan Statistical Areas (MSAs). An economic well-being index is constructed using indicators of income, education, crime, health and pollution. The analysis allows comparison of a MSA with another and with itself over time. The index is not highly correlated with real gross domestic product per capita and therefore adds value to the discussion of economic well-being in MSAs. However, it is shown that the index may violate social choice principles thereby reducing its usefulness.  相似文献

One of the more important determinants of the competitiveness of a nation is the quality of its human capital. The Human Development Index (HDI) is the most widely used yardstick of human development. It measures human development for all the countries of the world, through the use of three factors – longevity, knowledge and GDP measured in purchasing power. This paper evaluates HDI's contribution towards measuring the quality of the human capital component of a nation's competitiveness. Two primary issues under study are the HDI's information properties vis-a-vis its components and its measurement properties as an index. The primary conclusion of the study is that the HDI carries useful information about a country's current development, but not about the future level of development. Hence, further refinements in its construction as well as additional theoretical support as a quantitative measure are needed.  相似文献

The goals of this study were to validate a number of available collective social capital measures at the US state and county levels, and to examine the relative extent to which these social capital measures are associated with population health outcomes. Measures of social capital at the US state level included aggregate indices based on the Annenberg National Health Communication Survey and the Behavioral Risk Factor Surveillance System (BRFSS), Petris Social Capital Index (PSCI), Putnam’s index, and Kim et al.’s scales. County-level measures consisted of PSCI, Rupasingha et al.’s social capital index, and a BRFSS-derived measure. These measures, except for the PSCI, showed evidence of acceptable validity. Moreover, we observed differences across the social capital measures in their associations with population health outcomes. The implications of the findings for future research in this area were discussed.  相似文献

In the decades after the second world war, California's highly educated workforce was a central part of the booming California economy, especially in the 1950s and 1960s when large numbers of migrants arrived from the Middle West and the East Coast. Now in the last decade of the twentieth century there is evidence that California's educational advantage may be shifting. The overall levels of education in California's workforce are decreasing relatively, with real implications for the future human capital of California. The data show lower education levels in California and a reversal of previous patterns when California's workforce was more educated than the nation as a whole. The implications for the future of California as a cutting edge economy are less clear, but it is possible that increasingly, California will be competing with other states for the fast-growing and well-paying jobs in the high technology sector. The future of the California workforce will be closely bound up with the education of the immigrant stock already in California and with the continuing flows from Mexico and Central America.  相似文献

This study examined the contributions of orientations to happiness (pleasure, engagement and meaning) to subjective well-being. A sample of 12,622 adults from the United States completed on-line surveys measuring orientations to happiness, positive affect, negative affect, and life satisfaction. A sample of 332 adults from Australia also completed these surveys as well as a measure of the big five factor personality traits. Hierarchical regressions generally supported the hypothesis that the three orientations to happiness predict subjective well-being (satisfaction with life, positive affect and negative affect) beyond sociodemographic variables and personality. Meaning and engagement explained the greatest variance in all three components of subjective well-being. Overall, these findings support the importance of a eudaimonic approach in addition to the hedonic approach to achieving happiness. Moreover, findings were relatively consistent in both the Australian and US samples. This paper presents a methodology for estimating the index of social backwardness by urban blocks at Mexico City Metropolitan Area. The index, originally developed by the National Council for the Evaluation of Social Development Policy is a measure that seeks to establish differences between geographical areas located in the same region. The area of interest is inhabited by more than 20 million people assuming to be heterogeneous in their levels of quality of life. By closely following the official guidelines and by using the Population and Housing Census 2010, the obtained results are surprising. The urban block estimation suggests a 10.1 % of total population suffering from a high degree of social backwardness, contrary to the official measurements which sets it out around 0.3 %.  相似文献

Regulatory shifts in US border policy set in motion through implementation of the Western Hemisphere Travel Initiative are concurrent with recent formal and functional changes to the US passport. This article examines these modifications interweaving themes of boundary, mobility, and identity. The study focuses on the tripartite means by which the state employs the passport: as the primary affixer of national identity; as a mediator of contact and mobility across national boundaries; and as a mode for the projection of a certain territorial discourse to its citizenry and ‘others.’ These concepts are developed through an analysis of the narrative and iconic representations contained within the new book itself; material sources from government archives; as well as discussions and interviews with US State Department functionaries closely associated with the design and distribution of the new e-passport. Through the latter examination, a view is afforded into the process by which key state documents are crafted and an inherent tension revealed within an agency charged with establishing a particular unifying ‘brand’ for the preeminent instrument of national identification, whilst dutifully acknowledging the diverse constituency of a nation that historically fashions itself as one constructed from the many. In conclusion, the study suggests that the new passport is the handiwork of a plethora of state actors and a servant of many masters, for it is not only a facilitator of mobility and a vouchsafe for the identity of the bearer, but also, a tiny but significant piece of US property, itself an agent of border maintenance and boundary construction that enables the state to lay claim to its citizenry.  相似文献

Human societies cannot exist without human beings and human beings cannot exist without a society. Still there can be a conflict of interest between the individual and society and there are historical examples of societies prospering at the cost of its members, and examples of people thriving at the cost of society. The degree of conflict or synergy will vary over time. This begs the question: How it is today? To what extend does the well-being of contemporary nations go together with the well-being of their inhabitants? In a system theoretical perspective one can distinguish four kinds of being ‘well’: (1) good external conditions, (2) appropriate internal functioning, (3) positive external effects and (4) system maintenance. At the level of nations these aspects of well-being cannot be meaningfully combined in one measure, hence each aspect is measured separately. At the level of individuals a fairly comprehensive measure is how long and happy people live. Data was available for 92 nations in the early 2000s. Analysis of these data shows much correspondence between the well-being of contemporary nations and average well-being of citizens in these nations. This appears in strong correlations between Happy Life Years and (a) the position of the nation in the world system, (b) the functioning of public institutions in the nation, (c) the productivity of the nation, and (d) the stability of the system. There are plausible explanations for this connection, one is that modern society fits human nature fairly well and another that happy citizens make a better society. So, there is no great conflict between the individual and society, at least not at this moment.  相似文献

In this study, we used the weighted principal component method on the human development indicators to measure and analyzethe progress of human development in the world. The main principal component was employed to quantify the temporal changes of the human development of several selected countries by the proposed Z-test. The trends of the human development in the period of market transition in two large countries, China and Russia, were discussed in terms of the impact of public health as well as economic development. The association of the main principal component obtained from our study and the human development index reported by the United Nations Development Programme was estimated by the Spearmans rank correlation coefficient.  相似文献

On 22 January 2001, the third day of the new US administration (the day that also marked the twenty‐eighth anniversary of Roe v. Wade, the US Supreme Court decision that liberalized abortion). President Bush issued an executive order, taking the form of a memorandum addressed to the Administrator of the Agency for International Development on the subject of “Restoration of the Mexico City Policy.” The executive order reinstates the US policy promulgated at the International Conference on Population held in Mexico City in 1984 (see “Documents” in the September 1984 issue of this journal). The Mexico City policy was rescinded on 22 January 1993 when President Clinton took office (see “Documents” in the March 1993 issue of this journal). We measure changes in community economic resilience (CER) across geo-locations in Australia between 2006 and 2011, a time span characterised by major natural and economic shocks. We build an index of potential CER that captures communities’ stocks of human, social, natural, physical and financial capitals, levels of economic diversity and accessibility to service centres. Using Census data and the ARIA index, we resort to principal component analysis to generate CER indexes at statistical area level 1, which is our community proxy. Our analysis of index values provides a number of useful insights. First, there was a statistically significant improvement over time in the overall CER index in all states and regions. Second, our CER measures improved at a different pace across regions and states while their rank remained mostly unchanged. Third, CER improved over time in social and physical capital and accessibility terms, but declined in human, natural, financial capital and diversity terms. Fourth, communities with a high economic diversity level reported higher capital stock except for natural capital, and communities with a low accessibility level had lower capital stock except for social and natural capital. We examine the relationship between emplaced social vulnerability and impacts on mental health following the BP Deepwater Horizon oil spill. Through joint analysis of data from Community Oil Spill Survey and US Census Bureau products, a place-based index of social vulnerability is developed to examine how emplaced characteristics engender unique susceptibility to the disaster, with specific attention on the influence of natural resource employment and community sentiment. Results show negative mental health impacts to be more pronounced at baseline compared to later time points and that shifts in negative mental health were not uniform for localities with divergent levels of social vulnerability, where places identified with high levels of social vulnerability the effectiveness of attributes associated with resilience were muted, while the effect of vulnerability attributes was amplified. These findings contribute to the understanding of vulnerability as a multidimensional concept shaped by the social attributes that characterize people and places.  相似文献

Return migration has been a constant feature of Mexico?CUS migration patterns, but its characteristics have changed sharply with time. We use the Mexican censuses and counts of 1995, 2000, 2010, and the complete set of individual and household records of the 2005 Population Count to explore the demographic characteristics of returnees in the context of tighter border control and rising levels of forced return migration. Involuntary and therefore unplanned return is likely to mean greater difficulties of incorporation into the community of origin. The study of the effects of the militarization of the US?CMexico border on migration patterns has focused on the US side. We contribute to this literature by focusing on the Mexican side. We consider the intensity and type of previous migration to the US as compared to current return migration, and State of origin and destination. Our data suggest that particularly attractive destinations for returnees are border cities, prosperous communities and growing metropolitan areas. Findings suggest changes in the demographic composition and geographic distribution of returnees. The discordance between the patterns of outmigration and return is a telling indicator of changes in the overall migration relationship between Mexico and the US. The patterns for 2005 are also observed in 2010 even if the absolute number of inter-censal returnees increased threefold over the period. Finally, we argue that focusing on destinations of return instead of areas of emigration will contribute to a more comprehensive understanding on the nature of future return migration to Mexico and its policy implications.  相似文献

BackgroundThe prevalence of high body mass index is increasing amongst women of child bearing age. High maternal body mass index has ramifications for both mother and baby including increased health risks from gestational diabetes mellitus, caesarean section and stillbirth. Despite the increasing prevalence of high maternal body mass index little is known of the experiences of these women regarding nutrition information access and use during the antenatal period.MethodsA qualitative study using individual interviews was undertaken at a tertiary hospital in south-eastern Australia. Twenty-Eight women with a body mass index ≥30 kg/m2 participated. Interviews were audio recorded, transcribed, cross-checked for consistency and entered into a word processing document for further scrutiny. Data was analysed using interpretative phenomenological analysis (IPA). In any phenomenological study the researcher’s objective is to elicit the participant’s views on their lived experiences.FindingsThree major themes emerged: (1) Nutrition-related information attainment; (2) Nutrition-related information management; (3) Nutrition-related information needs and wants.ConclusionThe findings from this study may assist the future development and dissemination of nutrition-related information for pregnant women with a high body mass index. Women want more individualised support regarding nutritional requirements during pregnancy.  相似文献

In this paper, a new index designed to measure the relative availability of unmarried men and women is introduced. Termed the "Availability Ratio," the measure is defined as the number of suitable persons divided by the average competition. Suitability, in turn, is defined in terms of race, age and education. After various experimental tests, particular age and eeducational constraints were empirically derived from marriage data. Persons of opposite sex sharing living quarters are tested as unavailable. Estimates are also made of those presumed to be unsuitable on the basis of the % of persons aged 45-74 who have never married. Adjustments for the census undercount are given. 1980 and 1970 estimates are presented for the US population. Subsequent analyses will focus on metropolitan areas, which are more likely to function as actual marriage markets in contrast to the nation as a whole. The substantive evidence indicates that women under 25 are in a good position to find a mate, but that after this age, their prospects deteriorate rapidly. The outlook is especially poor for the more educated women at older ages, especially black women. At ages 40-49, for example, there are fewer than 3 suitable men available for every 10 college-educated women. The results suggest that the combination of preferences of women for older men (or men's tastes for younger women), combined with higher survival rates for women at older ages, results in a very unbalanced market situationn for all but the youngest cohorts of men and women.  相似文献

The influence of environmental conditions on fertility decision-making is becoming increasingly important in the context of contemporary climate change. Deforestation, land availability, and environmental quality may shape decisions regarding family size, particularly in regions with high levels of natural resource dependence. This research examines the relationship between fertility timing and precipitation in rural Mexico by linking household event-history data to municipal-level precipitation measures. Even after controlling for other factors that impact fertility, in historically dry areas, households are more likely to have a child following above average precipitation, using both 1-year and 2-year prior precipitation measures. Conversely, the relationship between precipitation and fertility timing in humid areas of rural Mexico is not statistically significant. Overall, the findings reveal that the fertility-environment connection is highly context-specific and differs across climate zones in Mexico, but that fertility timing is associated with recent rainfall patterns for households in dry areas of rural Mexico.  相似文献

Increasing levels of obesity could compromise future gains in life expectancy in low-and high-income countries. Although excess mortality associated with obesity and, more generally, higher levels of body mass index (BMI) have been investigated in the United States, there is little research about the impact of obesity on mortality in Latin American countries, where very the rapid rate of growth of prevalence of obesity and overweight occur jointly with poor socioeconomic conditions. The aim of this article is to assess the magnitude of excess mortality due to obesity and overweight in Mexico and the United States. For this purpose, we take advantage of two comparable data sets: the Health and Retirement Study 2000 and 2004 for the United States, and the Mexican Health and Aging Study 2001 and 2003 for Mexico. We find higher excess mortality risks among obese and overweight individuals aged 60 and older in Mexico than in the United States. Yet, when analyzing excess mortality among different socioeconomic strata, we observe greater gaps by education in the United States than in Mexico. We also find that although the probability of experiencing obesity-related chronic diseases among individuals with high BMI is larger for the U. S. elderly, the relative risk of dying conditional on experiencing these diseases is higher in Mexico.  相似文献
