This study analyzes the effect of an increase in the foreign skilled wage rate on the emigration and education decisions of individuals in the home economy. An increase in the foreign skilled wage rate encourages emigration of skilled workers out of the home country, while possible increase in the supply of skilled labor in the home depends on the technological relationship between skilled and unskilled labor in production. Although the average education level will rise when they are complements, the average education level may not necessarily be raised when they are substitutes.  相似文献

The impact of labor migration on interregional equilibrium is studied when workers are heterogeneous in productivity and regional mobility. The skilled respond to market disequilibrium by moving into the most attractive region. The unskilled are immobile in the short-run and move with the skilled in the long-run. Both regions have a neoclassical production function affected by an externality depending on the number of skilled. Workers move according to the utility differential when regional amenities vary with population or according to the wage differential. The equilibrium pattern depends on the unskilled‘s mobility and on migration incentives. Typically, regional imbalance characterizes the equilibrium which is often suboptimal. Immigrants are over half of the new entrants in occupations in southwestern labor markets that range from farmworker to janitor to engineering professor. This paper explains how the availability of immigrant workers changes employment practices in ways that push and pull Americans out of jobs which remain "dirty" or unattractive to U.S. workers. An immigrant network that eventually takes over an enterprise's jobs can begin by accident or design. Accidental immigrant takeovers begin with pioneer workers who persist in high turnover jobs such as seasonal farmworker. These workers offer to bring their friends and relatives to fill vacancies as they occur. Takeovers by design sometimes follow a strike in which immigrants are recruited to be strikebreakers. After immigrants dominate the workforce, the language and culture of the workplace change in ways that make American workers feel out-of-place. Employers feel under no compulsion to upgrade dirty jobs as long as immigrant workers are available, so the technology and productivity of immigrant-enclave jobs tend to be frozen, guaranteeing that dirty jobs get less and less attractive to Americans. Indeed, industries dependent on immigrant workers often turn protectionist when they realize that even low immigrant wages are not sufficient to ensure their survival in the global marketplace. In this way, Americans lose out in several ways: They must compete directly with immigrant workers in the labor market, and then pay higher prices for the goods produced by immigrant workers because the industries preserved by them demand protection from imports. This paper will explore the manner in which immigrant networks displace Americans from dirty jobs and how the availability of immigrant workers can preserve sunset industries which turn protectionist. Examples from fruit and vegetable agriculture, garments, and shoes will be discussed.  相似文献

This paper presents a socioeconomic occupational grouping of the foreign-born gainful workers of the United States at each census from 1870 through 1930. This series is then used to estimate the net immigration of gainful workers into the United States during each of the six decades from 1870 to 1930 cross classified by occupational group and sex. The following three conclusions are then drawn from the above two series. First, the socioeconomic position of the foreign-born population of the United States remained relatively stable from 1870 to 1910 but then increased appreciably from 1910 to 1930. Second, although most of the contribution that immigration made to the United States labor force was in the form of semiskilled and unskilled workers, the relative importance of professional, clerical, and skilled workers increased almost continuously from 1870 to 1930. Third, the “new immigration” was not less skilled than the “old immigration”. On the contrary it was actually more skilled than the “old immigration”.  相似文献

We study differential fertility and intergenerational mobility in an overlapping-generations framework with skilled and unskilled individuals. Assuming unskilled parents are less productive in educating children, we show that they choose higher fertility but less investment for child education than skilled parents. Public education reduces the fertility gap but may increase intergenerational mobility under certain conditions. We also find very different responses of fertility differential and intergenerational mobility to a variation in a preference or technology parameter. As the ratio of skilled to working population rises towards its steady state, average income rises, average fertility falls, but income inequality first rises and then falls.  相似文献

This paper constructs an overlapping-generations model with two different types of technology: modern, which can be accessed only by the skilled, and traditional, which can be accessed by the unskilled. The model described in this paper shows that a rise in the wage premium for skilled workers caused by skill-biased technological changes explains the following key stylized facts: with economic development, the fraction of skilled people increases, the fertility rate declines, and income inequality rises and then falls. The model also explains the observed gradual rises in income inequality in developed countries.   相似文献

This study examines the impact of immigration on the labor market opportunities of the native-born population by looking through the window of migration. We use Current Population Survey data to analyze the one-year migration patterns of Anglos and Blacks and include the presence of recent immigrants in the origin and (potential) destination US states among the covariates. Our departure model employs a logit specification to predict outmigration (vs not) from the state during the year prior to the survey. Our arrival model uses a conditional logit discrete choice specification with sampling among the alternatives to predict destination state. The data are taken from the 1981, 1984, 1987, and 1990 Current Population Surveys. This work adds to other knowledge of the migratory response of workers and sheds light on theories of substitution and complementarity in labor markets. States with high levels of recent immigration are less likely to retain Anglo workers or receive new Anglo interstate migrants, but this apparent substitution effect is partially offset by the presence of long-term immigrant stock. Lower skilled Anglos are more susceptible to this substitution effect than those of higher skill level. In the black population, results are more complex. Lower skilled blacks are less attracted to high immigrant locations, but African-Americans of higher skill level in selected occupations and industries are predicted to be more likely to remain in or choose states with many recent immigrants.  相似文献

As the United States has entered its postindustrial stage of economic development, mass immigration has again become a distinguishing feature of the U.S. economy. In all of its diverse forms, immigration presently accounts for anywhere from one-quarter to one-third of the annual growth of the U.S. labor force. By the turn of the 21st century, it could conceivably comprise all of such growth.Immigration is the one aspect of population and labor force growth that public policy should be able to shape and control. Unfortunately, however, the extant public policies that govern the size and composition of the immigrant and refugee flows are largely unrelated to emerging economic considerations.The revival of mass immigration is not taking place in a vacuum. Indeed, it appears that the labor market is being radically transformed. The demand for labor is increasingly favoring those workers with skill and education. There are diminishing needs for job seekers without these human capital endowments. On the labor supply side, it is unfortunately the case that the United States already has a significant number of adults who are ill-prepared for many jobs that are being created.To assist in this effort to enhance efficiency, immigration policy should be flexible. It should be capable of responding to changing domestic economic conditions. Currently, the nation's immigration policy is dominated by political motivations that give priority to family reunification and humanitarian goals. Immigration can be a short run means to provide skilled and educated workers to fill critical worker shortages. But in the long run, equity considerations derived from the nation's multiracial and multicultural character of the labor force also come into play. It is imperative that citizen workers be prepared for the high quality jobs in the growth industries of its postindustrial economy. Immigration must not inhibit market pressures from encouraging employers to provide better opportunities for training and employment of citizens.The obverse is also true. It is essential that immigration does not provide only workers who can be employed in the declining occupations and industries. With a sizeable adult illiteracy problem already, the nation can ill-afford to increase the pool of unskilled and poorly educated workers, which increases the competition among such workers for the shrinking number of jobs available to them.  相似文献

This paper examines the impact of immigrants on the income of various groups of resident workers in the United States and Europe. Our approach features the use of a production technology incorporating education, experience, and unskilled labor as inputs. This contrasts with the assumption used in earlier studies that native-born and immigrant labor are distinct inputs into production. We find that in both United States and European production, education, unskilled labor and experience are complementary inputs. Based on these results, simulations of the impact of immigration on residents are carried out. 文章从技能型劳动者的分类界定入手,对不同类型劳动者所面临的"用工荒"现象及其成因机制进行微观视角的分类研究。结果发现,当前的"用工荒"现象包含了多种类型的劳动者短缺,其中非技能型劳动者短缺的主要原因是被扭曲的收入分配比例和无保障的弹性用工模式导致新生代农民工供给激励不足,随着企业转型升级进程加快,此类"用工荒"现象将得到有效缓解;而造成技能型劳动者短缺的原因,既包括经济转型发展使对技能型劳动者的需求结构性增长,也有基于历史和现实原因的劳动者供给数量不足。技能型劳动者培育过程中的劳资双方行为"协调失灵"、政府职能缺位、社会化培训体系建设滞后和劳动力市场的无序发展等因素都是导致技能型劳动者增长速度滞后于经济转型发展要求、进而导致技能型劳动者"用工荒"现象的主要原因。  相似文献

The need for and role of highly skilled immigrant workers in the U.S. economy is fiercely debated. Proponents and opponents agree that temporary foreign workers are paid a lower wage than are natives. This lower wage partly originates from the restricted mobility of workers while on a temporary visa. In this article, we estimate the wage gain to employment-based immigrants from acquiring permanent U.S. residency. We use data from the New Immigrant Survey (2003) and implement a difference-in-difference propensity score matching estimator. We find that for employer-sponsored immigrants, the acquisition of a green card leads to an annual wage gain of about $11,860.  相似文献

Combining unique, annual, bilateral data on labor flows of highly skilled immigrants for 10 OECD destinations between 2000 and 2012, with new databases comprising both unilateral and bilateral policy instruments, we present the first judicious cross-country assessment of policies aimed to attract and select high-skilled workers. Points-based systems are much more effective in attracting and selecting high-skilled migrants than requiring a job offer, labor market tests, and shortage lists. Offers of permanent residency, while attracting the highly skilled, overall reduce the human capital content of labor flows because they prove more attractive to non-high-skilled workers. Bilateral recognition of diploma and social security agreements foster greater flows of high-skilled workers and improve the skill selectivity of immigrant flows. Conversely, double taxation agreements deter high-skilled migrants, although they do not alter overall skill selectivity. Our results are robust to a variety of empirical specifications that account for destination-specific amenities, multilateral resistance to migration, and the endogeneity of immigration policies.  相似文献

The expansion of higher education in Taiwan starting from the late 1980s has successfully raised the average level of education. Using the concept of the education Gini, we find that the educational inequality declined as average schooling rose during the period of 1976–2003. The impacts of a rising average schooling and a declining educational inequality are also tested empirically in this paper. The evidence supports that a higher level of average schooling will generate a lower income inequality. On the other hand, a lower educational inequality, as measured by education Gini coefficient, will also cause a lower income inequality. Skill-biased technological change that shifts the labor demand from unskilled workers toward skilled workers is the most likely cause for the rising income inequality in Taiwan. However, the trend of rising income inequality could be reversed due to possible future over-education and unemployment in the labor market.  相似文献

This article contributes to the ongoing debate on native wage impacts of immigration. I propose a mobile-fixed factor distinction as a framework in which to think about the differential impact of immigration on various labor market groups. Skilled workers are treated as a fixed factor of production since the strong reliance on skill certification in Germany inhibits mobility and shelters from competition. Unskilled workers, in contrast, receive competitive wages. Using data from the German Socio-Economic Panel for 1984–1989 I estimate panel wage regressions for groups of workers separated by skill certification. I find that university graduates‘ wages increase, and the wages of workers without postsecondary degree decrease, as the industry share of unskilled workers increases. The H-1B visa program opened the US information technology labor market to temporary, skilled immigrant labor. But the immigrant worker was bound to a specific employer for the duration of the visa. The non-portability of the H-1B visa has benefitted the employer at the expense of immigrant and domestic workers. Much of the political debate surrounding the H-1B program has focused on raising the annual visa cap based on inconclusive evidence of a domestic IT labor shortage. The labor shortage question has obscured the more importantissue of reforming the H-1B program to level the playing field between business and labor.  相似文献

In this paper we focus on the possibility of migrants' self-selection through strategic remittances. We argue that migrants of a specific community might be pooled with migrants from other ethnic minorities on the labor market of the foreign host country and that this could reduce the occurrence of strategic remittances. In a simple model with two types of workers, skilled and unskilled, facing two possible actions, to migrate or not to migrate, we derive the theoretical conditions under which strategic transfers are still operating when pooling among communities is introduced. We then show through numerical illustrations that the case for strategic transfers is rather weak when using realistic values for the main parameters of the model. This paper examines interactions between education policy and growth. The analysis is carried out in an OLG model with two types of individuals: skilled and unskilled. An increase in public education reduces private costs of education, increases the proportion of skilled individuals, and tends to promote growth. On the other hand, education spending crowds out physical capital and reduces learning-by-doing. A marginal increase in the education subsidy can lower growth. It is yet shown that pure public education maximizes the long-run growth rate. Importantly, a partial subsidy to education can result in lower growth than pure private education. West Germany and Switzerland have in general pursued similar immigration policies with respect to alien labor. In spite of a convergence in official policy and a change from temporary migration to settlement in both countries, immigrant groups in West Germany and Switzerland have displayed different attitudes and rates of integration within the host societies. Even when narrowing our discussion to one national group, the Italians, we find substantial differences persist. These cannot be attributed to the percentage of unskilled workers from Italy, intention to stay, the general social climate of the host societies, or even to political institutions such as trade unions. Rather, the higher integration and assimilation of Italians in Switzerland than in Germany appears to be related to structural and demographic factors. Unless policy-makers are aware of the importance of these factors, it is unlikely that they can adequately respond to the complexity and diversity of the problems generated by foreign workers.  相似文献

Recent years have witnessed a large inflow of illegal immigrants into Greece. Past surveys have examined the extent and nature of this immigration, but have not analysed the impacts on the economy. This paper presents a theoretical and empirical analysis of the impact of illegal immigration on the economy of the small open type, like that of Greece. The theoretical analysis uses a small stylised model to show that there is no unequivocal case for illegal immigration to lead to declines in the real wages of unskilled labour and increases in the real wages of skilled. Empirical analysis using a recently constructed applied general equilibrium model for Greece, adapted to the purpose in hand, shows that the inflow of illegal immigrants has resulted in declines of the real disposable incomes of two classes of households among the fifteen modelled, namely those headed by an unskilled person, that are poor and middle income. All other households gain. The ones who lose, however, make up about 37% of the Greek population.
