Migration,Productive Return and Human Capital: Lessons from the new Governmental Policy on Migration in Ecuador 下载免费PDF全文
In 2008, the Government of Ecuador initiated a programme for productive return dubbed the Cucayo Fund, aimed at financing small businesses for migrants who were returning to the country. This programme has been a cornerstone in the new governmental policy on migration. In 2015, the IOM considered it an exemplary practice among the instruments enabling the economic and social reinsertion of returning migrants. In this article, based on the mining and analysis of the implementation data from the Cucayo Fund in the three provinces comprising Administrative Region No 7, we specifically examine the incidence of human capital accumulated by the migrants in the success of their ventures. Our results show that the experience and knowledge attained by the migrants abroad, and transfer of these to new activities, play a key and relevant role in the financed ventures and that, therefore, human capital must be incorporated with greater emphasis into debates on return. 相似文献

Using data from Malawi, this study situates the discourse on migration, entrepreneurship, and development within the context of Africa's social realities. It examines self‐employment differences among three groups of migrants and corresponding group differences in agricultural and non‐agricultural self‐employment. International migrants are found to be more engaged in self‐employment than internal migrants. However, our results suggest that previous findings on the development‐related contributions of returning migrants from the West need to be appropriately contextualized. When returnees from the West invest in self‐employment, they typically shy away from Africa's largest economic sector – agriculture. In contrast, levels of self‐employment, especially in agricultural self‐employment, are highest among returning migrants and immigrants from other African countries, especially from those nearby. We also underscore the gendered dimensions of migrants’ contribution to African development by demonstrating that female migrants are more likely to be self‐employed in agriculture than male migrants. Furthermore, as human‐capital increases, migrants are more likely to concentrate their self‐employment activities in non‐agricultural activities and not in the agricultural sector. The study concludes using these findings to discuss key implications for policy and future research. 相似文献

The Industry of Illegal Migration: Social Network Analysis of the Brazil‐US Migration System 下载免费PDF全文
In this article, we analyse the process of migration by applying a social network methodology. Using the personal network approach, we focus on a case study of the Brazil‐US migration system to analyse the formation of the so‐called “industry of illegal migration”. We suggest that in migration systems, brokerage evolves not only because of historical and cultural changes, but also because the changes emerge within a structured environment in which brokerage can thrive, and this, in turn, causes the social networks to support and produce specialized actors (individuals and organizations) embedded in the “right positions” of the social structure in the migration process. In this particular case study, we suggest that brokerage seems to take place through gender‐oriented networks and the personal experience and structural power of returned migrants. These returned migrants usually have more varied social contacts and types of relationships from which they can obtain richer information about the migration system. 相似文献

Objective of this paper is to analyze the impact of monetary policy announcements on stock returns. Event window of 31 days and an estimation window of 250 days was constructed. ARIMA model is applied to calculate the estimated returns from estimation window (t ? 250). Abnormal returns were calculated by taking the difference between actual and estimated returns. Then abnormal returns were aggregated as cumulative abnormal returns (CAR). CAR at 30% showed an impact of monetary policy announcements on stock returns. Null hypothesis of zero abnormal returns was rejected since the results were found in critical region under normal distribution. Further, we decomposed the interest rate into expected and un-expected to analyze their impact on stock returns. After checking for stationarity, Engle–Granger co-integration test were applied to check long run relationship between interest rates and stock return. A significant effect of interest rates (expected and un-expected) was observed in the short run. These results are in line with Kuttner’s (J Monet Econ 47:523–544, 2001), Bernanke and Kuttner’s (J Financ 60:1221–1257, 2005), Bredin et al.’s (US stock returns the impact of domestic monetary policy shocks, http://www.ucd.ie/t4cms/wp0604.pdf, 2007) and Ehrmann and Fratzscher’s (Equal size, equal role? Interest rate interdependence between the Euro Area and the United States, European Central Bank Working Paper 342, 2004). We quantified determinants of international migratory inflows to 17 Western countries and outflows from 13 of these countries between 1950 and 2007 in 77,658 observations from multiple sources using panel-data analysis techniques. To construct a quantitative model that could be useful for demographic projection, we analyzed the logarithm of the number of migrants (inflows and outflows separately) as dependent variables in relation to demographic, geographic, and social independent variables. The independent variables most influential on log inflows were demographic [log population of origin and destination and log infant mortality rate (IMR) of origin and destination] and geographic (log distance between capitals and log land area of the destination). Social and historical determinants were less influential. For log outflows from the 13 countries, the most influential independent variables were log population of origin and destination, log IMR of destination, and log distance between capitals. A young age structure in the destination was associated with lower inflows while a young age structure in the origin was associated with higher inflows. Urbanization in destination and origin increased international migration. IMR affected inflows and outflows significantly but oppositely. Being landlocked, having a common border, having the same official language, sharing a minority language, and colonial links also had statistically significant but quantitatively smaller effects on international migration. Comparisons of models with different assumed correlation structures of residuals indicated that independence was the best assumption, supporting the use of ordinary-least-squares estimation techniques to obtain point estimates of coefficients. 相似文献

This paper uses recent longitudinal data collected within the Migration between Africa and Europe (MAFE) project to investigate gender differences in the role of migrant networks in international mobility. Furthermore, we compare Congolese and Senegalese migration streams to examine how the interplay between gender and networks varies across contexts of origin. We go beyond previous studies by considering the case of spousal reunification alongside other forms of migration: we separate the role of the migrant spouse from other network ties, as failing to do so overestimates the role of migrant networks in female mobility. We further find that Senegalese women are more likely than men to rely on geographically concentrated networks, composed of close kin and established abroad for a long time. Gender differences are much less pronounced in the Congolese case, which we relate to the more rigid patriarchal norms in Senegal, restricting female autonomy both in terms of mobility and economic activity. 相似文献

This special section specifically focuses on student‐migrants and the way they are being catered to by an emerging education‐migration industry. The articles included build upon the observation that especially within the Asia‐Pacific region there is an increasing conflation and entanglement between categories of international students and skilled migrants. This has led to an emerging “industry” that facilitates study‐abroad trajectories and acts as broker for two‐step migration pathways. This Introduction aims to situate the research presented here within the broader context of a burgeoning field of research which examines the growing popularity of international education across the Asia‐Pacific region; the way its emergence is increasingly entangled with specific ambitions that skilled migration programmes cater to; and the way highly regulated skilled migration programmes have given rise to a migration industry in general. 相似文献

Accountability has become a major issue in the nonprofit sector. Numerous external and internal approaches to strengthening performance in this area exist, and many nonprofit boards expect their executives to account foruse of their organizations' resources. However, few boards apply any such expectations to themselves. Qualitative analysis of records from interviews, consultations, and meeting observations with 169 board members of thirty‐four diverse nonprofit organizations revealed six sets of practices that foster board accountability. They include setting clear expectations and standards for the group and for its members, actively using policies regarding conflicts of interests, identifying and staying focused on priorities, maintaining strong two‐way communications directly with constituency groups, conducting assessments of meetings and board performance, and experimenting intentionally with new approaches to their work. The experiences of these boards provide numerous examples of practical steps that others may consider when they seek to increase the value they add to their organizations as well as to strengthen public trust. 相似文献

Building knowledge about migration governance and policy in the Global South is a priority for research and policy. The studies in this special section offer both new empirical insights and new frameworks for analysis, with key policy implications, that can enrich our discussion of these topics. They focus on issues that relate to national and sub‐national level governance and policy, speaking both to the impact of diverse governance structures and policies on the well‐being of migrants and host communities, and of the policy‐making process itself and the factors influencing that process. In so doing, they point toward promising directions for future work on these topics and underscore the value of multidisciplinary, interdisciplinary, and cross‐regional analysis. This essay provides an introduction to the studies included in this collection, framing their contributions in the context of research in development and ongoing global discussions on migration policy. 相似文献

The return migration of skilled professionals has been suggested as a policy instrument suitable for reversing the large‐scale emigration of skilled professionals from African countries. However, there are no empirical studies showing how migrant professionals from Africa are reintegrated into the labor market after they return. This study examines the relationship between educational attainment and the likelihood of employment among native‐born African migrants returning home from abroad. The study focuses on the evidence from Uganda since this country has one of the longest histories of skilled migration in Africa. The results show that returning migrants with university degrees and vocational credentials are more likely to be employed than their nonmigrant and immigrant counterparts. However, this employment advantage was not observed among returning migrants with secondary schooling or below. Furthermore, the results show that returning migrants are generally more likely to be employed as district employment rates increase. 相似文献

This article seeks to contribute to understandings of South Korea's approach to marriage migration. Situating our analysis of marriage migration policy specifically within the recent emergence of a social investment approach to welfare, we bring together two bodies of literature that due to the methodological nationalism of much welfare state scholarship are usually treated separately. Through an examination of the policy framework governing marriage migration ‐ so‐called ‘multicultural family policies’ ‐ we find that successive Korean governments have actively sought female marriage migrants to perform various social reproductive roles as a means to secure the reproductive capacity of the nation, just as feminist scholars have argued the care work of citizen‐mothers can be understood. Our analysis also suggests that marriage migration policy in Korea constitutes a distinctly transnational dimension to its overall social investment approach, which is strongly motivated by concerns to reproduce the next generation of human capital. 相似文献
